Ajman Free Zone company setup is the process of registering a Free Zone Establishment, Free Zone Company or branch with Ajman Free Zone (AFZ), the emirate’s oldest free zone, launched in 1988 next to Ajman Port and now operated under the Free Zones Authority of Ajman. An AFZ company can be wholly foreign-owned, trades from an office, business centre desk, warehouse, plot or retail unit inside one of the zone’s business communities, and sponsors residence visas through the federal Identity, Citizenship, Customs and Port Security authority (ICP). The zone is best known for low-cost trading and light industrial companies that want port access close to Dubai and Sharjah.

AFZ says it received independent status from the Ruler of Ajman, H.H. Sheikh Humaid bin Rashid Al Nuaimi, and serves more than 9,000 companies from over 165 countries. It also runs business communities away from the port: Ajman Boulevard, Al Zorah, China Mall and the Ajman car market.

Two decisions shape every Ajman Free Zone business setup. The facility fixes your visa count, your rent and whether you can hold stock. Where your customers are (mainland, abroad or inside the zone) decides how much free zone status is worth. The Free Zones Authority of Ajman, explained once

Until 2021 each Ajman free zone ran as its own organisation. The Free Zones Authority of Ajman was created that year “with the primary objective of managing and expanding the Free Zone assets of Ajman”, in the words of its website, fza.ae. The authority is headed by a Director General, H.E. Ismail Al Naqi, and lists sixteen functions, including issuing regulations, licensing, proposing new free zones, supervising activities and collecting revenues.

For an Ajman Free Zone company setup this means one customer portal and app (FZA “One Click” and FZA Customer) shared with Ajman Media City, and a cost calculator “backed by Free Zones Authority of Ajman”. The FZA site lists five destinations it manages or facilitates: Ajman Free Zone, Ajman Media City, Al Zorah, Ajman Car Souq and China Mall.

What FZA does not cover matters too. Ajman NuVentures Centre Free Zone (ANCFZ) was created separately, by Amiri Decree No. 15 of 2023, and is not listed on fza.ae. What we could not find

Neither fza.ae nor afz.gov.ae publishes the decree that created the Free Zones Authority in 2021. Its number, Amiri Decree No. 8 of 2021, appears in the preamble of Amiri Decree No. 15 of 2023 (the ANCFZ decree), but the text of Decree 8/2021 is not published online. The original 1988 decree for Ajman Free Zone is not published either, and we have not guessed at it. If a contract or bank asks for the legal basis, AFZ can issue a certificate of incorporation (AED 1,000) and a certificate of good standing (AED 100) through its portal.

What Ajman Free Zone is known for

AFZ is a general-purpose free zone. Its strengths are practical: a port next door and a large stock of warehouses, land and staff housing. AFZ lists its focus sectors as food and beverage, automotive, health and beauty, construction, agriculture and education, and says it hosts 170 education-based facilities.

Ajman Free Zone business communities

Beyond the main zone by the port, AFZ lists several business communities where it leases space and issues licences. Each one changes what the licence is good for.

Some AFZ menus also list Amber Gem Tower and Business Cube among the communities. We could not find a description of either on the pages we read, so treat them as locations to ask about rather than as confirmed products.

AFZ offers four legal forms. Its open data page defines the two company forms simply: an FZC has “more than one owner for the company” and an FZE has “only one owner for the company”. Both are separate legal entities, and AFZ says an FZE enjoys “the status of an entirely independent corporate entity”.

An FZE that later admits a partner converts to an FZC, and the reverse is possible. AFZ’s catalogue prices a change of legal status at AED 1,500, and its FAQ lists an FZC/FZE conversion fee of AED 500 within the add-partner costs. The two figures describe different transactions, so ask which one applies to your change.

Capital, liability and the branch restriction

AFZ’s public pages do not state a minimum share capital for an FZE or FZC. Capital appears in the memorandum of association, which AFZ generates through the portal, and changes are priced in the catalogue (increase or decrease of share capital, AED 1,500 each). Ask for the capital figure in writing on your quotation, and remember that a bank may look at it when you open an account.

One restriction is easy to miss. For a branch of a foreign company, AFZ says “sales can be made through a UAE registered agent or distributor only”. If your plan is to sell directly to UAE mainland customers, a branch of a foreign company in AFZ is the wrong vehicle; an FZE or FZC plus a proper mainland route, or a mainland company, will fit better. AFZ’s licence page shows three headline licences (business, industrial and sole professional); its FAQ and newer menus split them into eight. Both describe the same system.

AFZ says it offers “over 3500 business activities”, listed behind the “Business Activities” link on its start page and in the “Activities Master” dataset on the Ajman Government open data portal. Match your work to exact activity names before you pay for any Ajman Free Zone business setup package.

Rules on mixing activities

Two FAQ answers decide most licence designs. First, “it should be either a service activity or commercial activity”, never both on one licence. Second, general trading carries a single activity; a commercial licence is the way to list several specific goods. If you need both trading and consulting, you need two licences, a different zone that permits mixing, or a structure where one activity is dropped. AFZ’s catalogue prices a business activities amendment at AED 500, with a business plan required when an activity is added.

Activities that need another approval

Some activities also need clearance from other bodies. What AFZ publishes points to these:

  • Health, safety and environment: AFZ publishes HSE requirements for food, catering, chemicals, fuel, welding, furniture, garments, cleaning and veterinary activities, and issues HSE certificates.
  • Civil defence and sewerage: renewals for land, warehouse and car showroom premises need a valid Civil Defence certificate and an Ajman Sewerage certificate where applicable.
  • External regulators: the renewal service asks for an “NOC from Relevant External Authority” where required, naming Ajman Chamber, Ajman Tourism, Culture and Media, and Ajman Ports and Customs as partners.
  • Real estate: AFZ’s FAQ says a real estate activity “requires a business proposal”.
  • Designated non-financial businesses: precious metals, real estate and similar sectors must register on goAML under Federal Decree-Law No. 10 of 2025.

Ajman Free Zone business setup process, step by step

AFZ summarises Ajman Free Zone company setup as three steps: choose your business type, submit the application with documents, and receive “your license and bank letter along with your registration kit”, after which the visa process starts. The full sequence has more stages; the times below are AFZ’s published “estimated time to delivery” for each catalogue service.

The catalogue times are processing times once an application is complete and paid. They do not include the days it takes to gather attested documents, wait for an ICP security decision that is referred for review, book a medical, or get a bank to open an account. As a planning assumption, not an AFZ figure, allow three to four weeks from complete documents to a first residence visa for a straightforward file, and longer where corporate documents need legalisation abroad.

Where Ajman Free Zone company setup usually stalls

  • Security approval: AFZ’s FAQ says the time “depends on the immigration process”, and an approval is valid for one month from issue. If the licence or visas are not processed within that month, it may need to be repeated.
  • Zero-visa packages: the establishment card and E-Channel services are “not available for an ineligible zero-visa package”. If you bought a no-visa licence and later want a visa, expect to upgrade first.
  • ICP licence activation: the entry permit service needs the ICP licence activation to be valid “with at least 10 days remaining”. A licence close to expiry blocks new visas.

Ajman Free Zone company setup documents required

AFZ’s public checklists are short; the lists below combine its application lists with what later services ask for. Documents issued abroad usually need legalisation; see our apostille vs attestation guide.

Individual shareholders, managers and directors

  • Passport copy valid for at least six months, and a colour photo on a white background.
  • For UAE residents: visa copy or UID, Emirates ID copy and a no-objection letter from the current sponsor.
  • For a manager: AFZ’s FAQ says educational documents are required “as per designation”, for example for an IT, finance or project manager, and the entry permit service asks for an attested education certificate where the job title requires it.
  • Shareholders must be over 18, according to AFZ’s shareholder FAQ.

Corporate shareholders in an Ajman Free Zone company

For a company that will own shares in an Ajman Free Zone company, AFZ lists the memorandum or articles of association, a board resolution, the certificate of incorporation, a power of attorney, a passport copy of the representative or manager, and a registration certificate from the authority where the company is registered. Its add-corporate-shareholder service also asks for a current certificate of good standing. A feasibility study is required “in the case of Industrial & Services Enterprises”.

AFZ’s pages do not say which of these must be legalised. Foreign corporate documents are normally notarised and legalised in the home country (or apostilled where accepted), then attested by the UAE Ministry of Foreign Affairs. Branches

For a branch of a UAE company: the parent’s trade licence, MOA, board resolution and the manager’s passport, photo and visa. For a branch of a foreign company: the same set, with the parent’s certificate of good standing or continuity at each renewal.

Beneficial owner declaration

Every AFZ entity must keep a register of its ultimate beneficial owners under Cabinet Decision No. 109 of 2023 and file it with AFZ. AFZ’s catalogue lists “Update Ultimate Beneficial Owners (Add, Remove, Change)” at AED 0, with a corporate layer structure chart where a company sits in the chain. Ajman Free Zone license cost: what AFZ actually publishes

Searches for the Ajman Free Zone license cost return many agent pages quoting “packages from” figures. AFZ itself publishes no price for a new licence package: its cost calculator asks for your activity, shareholders, visas and office, then emails an estimate. What AFZ does publish, in its online service catalogue, is a “starting price” for each service after the licence. Those official lines are the ones to check a quotation against.

Reading the “starting price” correctly

“Starting price” is a floor, not a total. AFZ’s renewal card says “the final fee depends on the current package, activities, facilities, linked services, and any outstanding amounts”, and visa cards add that fines, guarantees, insurance or urgent charges may apply. If a quotation shows a residence visa far above AED 2,400, ask what is bundled into that line.

For the Ajman Free Zone license cost of a first visa, add the published lines: security approval AED 600, establishment card AED 750, E-Channel AED 2,300, entry permit AED 1,000 and residence visa AED 2,400 make AED 7,050 before the medical, Emirates ID, insurance and any change of status. The establishment card and E-Channel are paid once per company, so a second visa costs less. This is our arithmetic on AFZ’s lines, not an AFZ package figure.

Older published amendment fees

AFZ’s FAQ still carries an older itemised list for shareholder changes (for example, establishment card amendment AED 535, advertisement AED 500, security check AED 500, partnership agreement attestation AED 2,000). Some lines differ from the newer catalogue, which prices security approval at AED 600. Where they differ, rely on the catalogue and your portal invoice.

What an Ajman Free Zone license cost quotation should list

  • Licence fee and licence type, with every activity named.
  • Facility: type, size or desk, rent, any deposit, and the visa quota the facility carries.
  • Registration and one-off fees, and whether the establishment card and E-Channel are included.
  • Per-visa costs, and which of medical, Emirates ID and insurance are included.
  • Renewal price for year two, which may differ from a first-year promotion.

Costs founders forget

Refundable guarantees and deposits on the E-Channel and facilities; attestation and translation of foreign documents; external approvals and HSE certificates; Civil Defence and sewerage certificates for warehouses and land; audit fees if you want Qualifying Free Zone Person status; and the cost of a mainland route if your customers are onshore. None of these appear in a headline package price.

AFZ has a broad facility range. Visa quota follows the facility and package, but AFZ does not publish a visa-per-square-metre formula. Here is what it does publish.

Two catalogue rules limit how far a small facility stretches. Additional visa quota is “subject to inspection approval and is not available for ineligible virtual facilities or packages”, and an industrial licence “cannot be used without location”. In practice, a desk package carries a fixed number of visas and growth means moving up a package or into an office or warehouse. AFZ’s “Upgrade Package” service handles the move and starts at AED 4,878.75, plus the difference in rent and guarantees.

  • No stock, one person: freelancer or pioneers hub, or a business centre package if you need a company rather than a sole professional licence.

Ajman Free Zone visa and residency: how it works

An Ajman Free Zone visa is a UAE residence permit issued by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), with the AFZ company as sponsor. Ajman residents do not go through GDRFA Dubai, and the residence file number starts with 4, the Ajman code. AFZ files the transactions for you through its portal, and every visa service in its catalogue names ICP as the partner. Free zone employees do not need a MOHRE work permit; AFZ issues the employment documents. Our ICP vs GDRFA guide explains the split.

The Ajman Free Zone visa process, step by step

  1. Company immigration set-up: establishment card (AED 750) and E-Channel subscription (AED 2,300), once per company.
  2. Entry permit: AFZ files the work entry permit (AED 1,000). AFZ’s FAQ gives the order as entry permit, then visa status amendment, then residence visa stamping.
  3. Change of status: if the person is already in the UAE on a visit visa, AFZ’s FAQ confirms status can be changed without exit “as per regulation of ICA” (AED 800). From abroad, the person enters on the permit instead.
  4. Medical and Emirates ID: AFZ’s FAQ says it accepts medical reports only from Al Hamidiya health centre in Ajman. Biometrics follow for the Emirates ID. See our medical fitness test service and Emirates ID typing service.
  5. Residence visa: AFZ files the residence visa (AED 2,400). Passports are handed to and collected from Zajel courier, according to the FAQ.

AFZ’s FAQ gives up to four days for normal stamping and two days urgent, while the newer catalogue shows eight hours for the residence visa service. The catalogue figure is the processing time for the service request; the FAQ figure includes stamping and courier time. Plan on the longer figure.

Investor, partner and employee visas

Shareholders, directors and managers obtain an investor or partner Ajman Free Zone visa under their own company; employees obtain employment residence. A freelancer licence carries one visa with family sponsorship, and a pioneer package one visa for the shareholder only. Beyond that, the Ajman Free Zone visa quota follows the package and facility, and AFZ’s “Additional Visa Quota” service (AED 350) is the way to ask for more.

AFZ’s FAQ adds a practical rule: a visa that expires while the holder is abroad cannot be renewed from outside, only cancelled. For time outside the UAE, see our re-entry permit guide.

Family sponsorship on an Ajman Free Zone visa

AFZ’s FAQ lists its conditions for sponsoring family: a salary certificate from the free zone, an attested lease, an electricity bill, attested and translated marriage and birth certificates, the sponsor’s passport, residence and Emirates ID, and a minimum salary of AED 4,500 for employees. It also says health insurance for family visas “is compulsory in Ajman”.

That AED 4,500 figure conflicts with the federal rule. ICP’s family residence card sets “a minimum monthly income of AED 3,000 plus employer-provided housing, or AED 4,000 if housing is not provided”, and for investors lists a guarantee of AED 3,000 per family member up to AED 15,000. ICP issues the visa, so its rule is the legal test, but AFZ may check documents against its own figure first. If you earn between AED 4,000 and AED 4,500, ask AFZ in writing. Golden Visa routes for AFZ shareholders

Owning an Ajman Free Zone company does not by itself give a Golden Visa. Shareholders qualify through the federal categories, for example as a property investor or through a qualifying investment, assessed by ICP. Grace periods and cancellation

For an Ajman Free Zone visa, AFZ’s FAQ says employees receive 30 days’ grace after residence cancellation. ICP publishes tiers of 30, 60, 90 and 180 days depending on the category, with 30 days for most employees, and an overstay fine of AED 50 a day after the grace period. Cancel family members before the sponsor, and cancel all visas before closing the company: AFZ generates the licence cancellation document only after the investor visa is cancelled.

Opening a bank account for an Ajman Free Zone company

Every Ajman Free Zone company receives a bank letter with its registration kit. AFZ also sells an “Open Bank Account Letter” (AED 100) and an “Open Corporate Bank Account” service (AED 1,000) that starts an application with a partner bank, while stating that this “does not guarantee account approval”.

Banks look at the same things for an Ajman Free Zone company as for any other: who owns and controls it, where the money comes from, who the customers and suppliers are, and whether the company has real presence in the UAE. A flexi-style package with no staff and overseas owners is the hardest profile to bank anywhere. Expect to show the licence, MOA, share certificate, establishment card, the owners’ passports and residence, a business plan, contracts or invoices, and proof of address. Ajman Free Zone company tax: corporate tax, VAT and customs

Corporate tax and the Qualifying Free Zone Person

An Ajman Free Zone company is within UAE corporate tax. The standard rate is 9% on taxable income above AED 375,000. A company can pay 0% on qualifying income if it is a Qualifying Free Zone Person under Cabinet Decision No. 100 of 2023: it must keep adequate substance in the zone, earn qualifying income from qualifying activities listed in Ministerial Decision No. 229 of 2025 (which replaced Ministerial Decision No. 265 of 2023 with effect from 1 June 2023), stay within the de minimis limit for non-qualifying income, not elect to be taxed at 9%, and prepare audited financial statements. Small Business Relief is not available to a Qualifying Free Zone Person.

Every Ajman Free Zone company must register with the Federal Tax Authority for corporate tax, even at 0%, by the deadline in FTA Decision No. 3 of 2024; late registration carries an AED 10,000 penalty. AFZ publishes Federal Decree-Law No. 47 of 2022 and Cabinet Decision No. 55 of 2023 on qualifying income on its rules page. Note that Cabinet Decision No. 55 of 2023 has since been superseded by Cabinet Decision No. 100 of 2023, so do not rely on the older text. See our corporate tax registration guide.

VAT and the designated zone

Cabinet Decision No. 59 of 2017 lists the designated zones treated as outside the UAE for certain VAT purposes, mainly on goods. The Ajman section of the list, as published by the Federal Tax Authority, has a single entry: “Ajman Free Zone”. Ajman Media City and Ajman NuVentures Centre are not on it. Designated-zone status matters mainly for companies moving goods; services supplied by an Ajman Free Zone company are generally treated like services in the rest of the UAE. The FTA’s current list page could not be read by automated tools on the day we checked, so we used the FTA’s own published list document; check the live FTA list before relying on the treatment.

Customs

AFZ sits next to Ajman Port and Customs, which is listed as a partner on AFZ’s renewal service. AFZ issues a letter supporting a customs code application (AED 100), a customs clarification card, and certificates of origin through its portal. Goods moving from AFZ into the UAE mainland are subject to customs duty and import VAT in the normal way.

Can an Ajman Free Zone company trade with the mainland?

A free zone licence covers activity inside the zone and abroad. An Ajman Free Zone company selling to mainland customers needs a lawful route, and Ajman’s rules differ from Dubai’s.

  • Agent or distributor: appoint a mainland-licensed company to import and sell your goods. For a branch of a foreign company, AFZ says this is the only way to sell in the UAE.
  • AFZ no-objection letters: AFZ’s catalogue lists a “Commercial letter outside free zone” in two versions, one for a company to provide approved services outside the free zone and one for a shareholder or company to become a partner in, or establish, a company outside the zone. Each costs AED 100 and is issued instantly.
  • Ajman mainland licence: with that no-objection letter, an Ajman Free Zone company or its owners can apply to the Ajman Department of Economic Development for a mainland branch or company. We could not read a published Ajman DED service card for free zone companies on the day we checked, so confirm the exact licence type and conditions with the DED before you apply.
  • Dubai mainland: Dubai’s Executive Council Resolution No. 11 of 2025 created a Free Zone Mainland Operating Permit for companies in Dubai’s free zones. It is a Dubai scheme; an Ajman Free Zone company wanting a Dubai presence should plan for a Dubai Department of Economy and Tourism licence instead.

AFZ’s FAQ answers “As a freelancer company, can I use my license in the mainland?” with a bare “Yes”. We read that as the no-objection letter route, not a general mainland licence; ask AFZ to confirm in writing what the letter covers.

AFZ’s violations list could not be opened on the day we checked, so we quote no fine from it. Licences are issued as soft copies only, uploaded to the portal.

Closing the company

Closing an Ajman Free Zone company starts with a cancellation request and an interview with AFZ customer care. The company cancels employee visas, the establishment card and shareholder visas, and provides clearances: for warehouses and land, from Ajman Port and Customs, Etisalat, FEWA and Ajman Sewerage; for China Mall, a no-objection letter from its management; for a showroom, a letter from the souq. A 14-day newspaper announcement applies.

Ajman Free Zone company setup: worked cases

These cases are built from the situations we see most often. Names and identifying details are left out, and the figures are the published ones.

Case 1: Ajman Free Zone company setup for a building materials importer

A trader importing tiles and sanitary ware from abroad wants to store stock and sell to contractors in Sharjah and Ajman. Position: an FZE with a commercial licence listing the specific goods, and a warehouse from 100 sqm near the port. The visas depend on the package, so the quotation must state the quota. Because the customers are onshore, a mainland distributor or an Ajman DED licence (with AFZ’s AED 100 no-objection letter) is part of the plan from day one, and Civil Defence clearance is needed before renewal.

Case 2: Ajman Free Zone business setup for a consultant who also trades

A sole founder wants a management consultancy and a small trading line in office supplies. Position: AFZ will not put service and commercial activities on one licence. The options are two licences, choosing one activity, or a zone that allows mixing, such as Ajman NuVentures Centre. For a consultant with no stock, AFZ’s freelancer or business centre route is cheaper than a warehouse, and AMC may suit if the work is marketing or media.

Case 3: an Ajman Free Zone company for a two-partner garment workshop

Two partners, one living abroad, want to cut and sew garments for export. Position: an FZC with an industrial licence, a warehouse or land, and a feasibility study ready, since AFZ lists one for industrial enterprises in its corporate partner documents. The partner abroad will need an entry permit from outside (AED 1,000) and the medical in Ajman. Staff can be housed in AFZ’s onsite accommodation. HSE requirements for clothing apply.

Case 4: an Ajman Free Zone visa plan for a used-car dealer

A dealer wants a showroom and four staff. Position: a unit at the Ajman car market, which AFZ says is eligible for four residence visas for the investor or partner, manager, staff and labourers, with family sponsorship. Renewal needs a Civil Defence certificate for the showroom, and closing later needs a letter from the souq.

How long does Ajman Free Zone company setup take?

AFZ publishes no turnaround for a new licence; u.ae gives 14 working days for free zones generally. After the licence, AFZ’s catalogue lists 16 hours for security approval and 8 hours each for the establishment card, E-Channel, entry permit and residence visa. Add time for attestation, the medical and Emirates ID; plan three to four weeks to a first Ajman Free Zone visa.

What is the Ajman Free Zone license cost?

AFZ publishes no package price for a new licence; the Ajman Free Zone license cost for your package comes from its cost calculator or sales team. Its catalogue does publish starting prices for later services: licence renewal from AED 4,878.75, establishment card AED 750, E-Channel AED 2,300, entry permit AED 1,000 and residence visa AED 2,400. Ask for an itemised quotation.

Ajman Free Zone company: FZE or FZC?

An FZE has one owner and an FZC has more than one, according to AFZ’s open data definitions. Both are separate legal entities with the same licence options. You can convert between them later through the portal; the catalogue prices a change of legal status at AED 1,500, plus linked amendments such as the establishment card.

How many visas does an Ajman Free Zone company get?

An Ajman Free Zone company gets the visas its package and facility carry. A freelancer licence carries one visa with family sponsorship, a pioneer package one visa for the shareholder, and a car market unit up to four visas. Other packages state the quota on the quotation. Extra quota can be requested for AED 350, subject to inspection, but not for virtual facilities.

Who issues the Ajman Free Zone visa, ICP or GDRFA?

Every Ajman Free Zone visa is issued by ICP, the Federal Authority for Identity, Citizenship, Customs and Port Security. AFZ files the transactions through its portal and names ICP as the partner on every visa service. GDRFA only issues visas for Dubai-sponsored residents. Your residence file number will start with 4, the Ajman code.

Can one Ajman Free Zone business setup cover trading and consulting?

No. AFZ’s FAQ says an Ajman Free Zone business setup licence should carry “either a service activity or commercial activity”. A general trading licence also carries only one activity. If you need both, you can take two licences, drop one line, or choose a zone that allows mixed activities on one licence.

Is Ajman Free Zone a VAT designated zone?

Yes. “Ajman Free Zone” is the only Ajman entry on the designated zones list under Cabinet Decision No. 59 of 2017, as published by the Federal Tax Authority. The status mainly affects goods moving within and out of the zone. It does not remove corporate tax or VAT registration duties for services.

Can an Ajman Free Zone company work in the Ajman mainland?

Not on the Ajman Free Zone company licence alone. AFZ issues a no-objection letter for a company to provide services outside the zone, or to set up or join a company outside it, at AED 100. You then need a licence from the Ajman Department of Economic Development, or a mainland distributor for goods. Confirm the DED licence type before applying.

Can I complete Ajman Free Zone company setup from abroad?

Largely yes. Ajman Free Zone company setup applications and payments run through the FZA portal and app, and an entry permit can be issued to you outside the UAE. You will need to be in the UAE for the medical, Emirates ID biometrics and residence visa, and AFZ asks for in-person signature verification on some amendments.

Can AFZ license a shop in China Mall or a showroom at the Ajman car market?

Yes. AFZ lists China Mall and the car market among its business communities, and the Free Zones Authority of Ajman says it facilitates both. AFZ says car market units are eligible for four residence visas. Closing later needs a no-objection letter from China Mall management or a letter from the souq, so read the lease terms before you sign.
