Ajman free zones are the areas of the Emirate of Ajman where a company licensed by the zone can be fully foreign-owned, bring goods in free of customs duty while they stay in the zone, and sponsor residence visas through the federal authority ICP. Three free zones in Ajman license companies today: Ajman Free Zone (AFZ), the port-side zone launched in 1988; Ajman Media City Free Zone (AMC), established by Amiri Decree No. 8 of 2015; and Ajman NuVentures Centre Free Zone (ANCFZ), established by Amiri Decree No. 15 of 2023 and in force from 1 January 2024.
A UAE free zone is created by the law of its emirate. The federal law on financial free zones, Federal Law No. 8 of 2004, only matters for DIFC and ADGM. The Ajman free zones are commercial free zones created by the Ruler of Ajman’s Amiri decrees, and federal law still governs their tax, immigration, anti-money laundering and beneficial ownership rules.
Ajman is unusual in having an umbrella regulator. The Free Zones Authority of Ajman, created by Amiri Decree No. 8 of 2021, manages Ajman Free Zone and Ajman Media City and runs one portal for both. ANCFZ was deliberately placed outside it. Our research for the ANCFZ guide found that the Ajman list on the federal portal u.ae names only AFZ and AMC, which fits that split; ANCFZ exists by decree and licenses companies, so we count three.

It sets the Ajman free zones side by side, explains who governs what, compares published prices by visa count and over three years, and shows which zone suits which business. Every figure comes from our zone guides, researched from afz.gov.ae, amc.gov.ae, ancfz.ae, fza.ae, ICP and the Federal Tax Authority, and checked on 26 September 2026. The pattern across the free zones in Ajman is clear. AFZ is the only one of the Ajman free zones with physical infrastructure for goods and the only designated zone, but it publishes no package price. AMC and ANCFZ are office-based, publish full price lists, and compete head-on for the same small service and trading companies.
The Free Zones Authority of Ajman, explained
Until 2021 each Ajman zone ran as its own organisation. Amiri Decree No. 8 of 2021, cited in the preamble of Amiri Decree No. 15 of 2023, created the Free Zones Authority of Ajman. Its website, fza.ae, says it “was established in 2021 with the primary objective of managing and expanding the Free Zone assets of Ajman”. It is headed by a Director General, H.E. Ismail Al Naqi, and lists sixteen functions, among them issuing regulations, licensing, proposing new free zones, supervising activities and collecting revenues.
For a founder choosing between the Ajman free zones, FZA matters in four practical ways:
- One portal and app. AFZ and AMC share FZA’s “One Click” portal and the FZA Customer app, and AFZ’s cost calculator is “backed by Free Zones Authority of Ajman”.
- Five destinations. FZA lists Ajman Free Zone, Ajman Media City, Al Zorah, Ajman Car Souq and China Mall as destinations it manages or facilitates. Al Zorah, China Mall and the car market are AFZ business communities, not separate licensing zones.
- Shared rulebook, different products. AFZ and AMC follow FZA rules but sell different things: AFZ facilities and quoted packages, AMC fixed published packages and a freelance licence.
- Moving between them. Because both are under one authority, a founder who outgrows an AMC desk and needs a warehouse is dealing with the same portal at AFZ. Ask FZA how a transfer works; neither zone publishes a transfer procedure.
AMC’s own “About FZA” page calls the Authority the governing body over its zones. Neither fza.ae nor afz.gov.ae publishes the text of Decree No. 8 of 2021; its number comes from the ANCFZ decree’s preamble, which also cites Amiri Decree No. 8 of 2015 establishing AMC.
Why Ajman NuVentures Centre sits outside the Authority
ANCFZ publishes its founding decree, a scanned Arabic text signed by H.H. Sheikh Humaid bin Rashid Al Nuaimi, Ruler of Ajman. Amiri Decree No. 15 of 2023 concerns the “Ajman New Ventures Centre (Free Zone)”, was issued on 28 December 2023 and took effect on 1 January 2024. ANCFZ is not listed on fza.ae. Its website names Sheikh Mohamed bin Abdullah Al Nuaimi as Chairman and Rishi Somaiya as CEO, and it runs a head office in Amber Gem Tower, Al Rashidiya 3, Ajman, with a representative office on Sheikh Zayed Road in Dubai. A Dubai office does not make it a Dubai zone: its companies are Ajman companies with Ajman visas.
The practical consequence of Article 2(d) for the Ajman free zones is simple. Anything you read about “Ajman free zone rules” on FZA or AFZ pages does not automatically apply at ANCFZ, and ANCFZ’s own rules, such as its 15-page violations and fines list, do not apply at AFZ or AMC. Always read the rulebook of the zone that will license you.
The three Ajman free zones in brief
Each summary below gives what the zone is known for, the facts that decide whether it fits, and who should look elsewhere among the Ajman free zones.
Ajman Free Zone: the port-side, general-purpose zone
AFZ launched in 1988 beside Ajman Port and Customs. It says it received independent status from the Ruler of Ajman and serves more than 9,000 companies from over 165 countries. Its strength is practical infrastructure: business centre desks, freelancer and pioneer hubs, offices, pre-built warehouses from 100 sqm (including Gold LEED eco-friendly units), temporary warehouses, land on leases of 20 years or more, and onsite staff accommodation. It also licenses companies in four business communities: Ajman Boulevard, Al Zorah (The Pavilion business centre), China Mall and the Ajman Car Souq in Al Jurf, where units carry four visas.
AFZ lists more than 3,500 activities and eight licence types: commercial, general trading, industrial, services, e-commerce, freelancer (sole professional), pioneers and offshore. One rule catches founders out: a licence carries either service or commercial activities, not both. And a branch of a foreign company may sell in the UAE “through a UAE registered agent or distributor only”.
Suits importers holding stock, light manufacturers, food and garment processors, China Mall retailers, used-car dealers and budget founders who want a real facility. Look elsewhere if you are a media freelancer (AMC), need service and trading on one licence (AMC or ANCFZ), or need heavy industry at scale (Hamriyah). Read the Ajman Free Zone guide.
Ajman Media City: published packages and a freelance licence
AMC was established by Amiri Decree No. 8 of 2015 and has sat under FZA since 2021. It markets itself to creators and media professionals, but only about a fifth of the 340 activities in its database are media; the rest are services (130), commercial (87), freelance (121) and e-commerce (2). A company licence takes up to ten activities, commercial and service mixed, and one to ten shareholders. A freelance licence is issued to one person for one activity.
AMC’s selling point is transparency: every package shows its visa count, first-year price and renewal price. Visas run from none on the AED 4,999 Business Club package to ten on the AED 62,000 Titan. Setup is fully online through FZA’s “One Click”. AMC is office-only (co-working, flexi-desk, executive offices) and publishes no branch product.
Suits solo freelancers and creators, small agencies and consultancies with up to ten visas, and micro-businesses mixing services and trading. Look elsewhere if you need warehouse stock, designated-zone treatment, a branch structure or a Dubai address. Read the Ajman Media City guide.
Ajman NuVentures Centre: fixed-price packages, fast remote licensing
ANCFZ is the newest of the Ajman free zones and the only one outside FZA. It sells one all-inclusive package per visa count, from none to ten, prepaid for one to five years, with a licence “in as little as 2 hours” once documents are complete and visas “within 24–48 hours” after registration. A licence takes up to ten activities across commercial and trading, services, a “Blockchain, AI, Crypto, Gaming” category and others; ANCFZ claims more than 3,500 activities, and its online list flags those needing another authority’s approval.
Legal forms are FZE, FZC and branches of foreign or local companies, and the FAQ says there is “no minimum paid-up capital requirement for most business activities”. Offices run from flexi-desk to private office. ANCFZ has announced banking memoranda with Wio Bank and Ruya (September 2025) and Abu Dhabi Islamic Bank (February 2026).
Suits remote founders who want speed, small trading, consultancy, IT, AI and e-commerce companies, foreign groups needing a branch or holding entity, and teams that want to lock visa prices for several years. Look elsewhere if you need warehouses or land, designated-zone status, a true freelance permit, or a regulated crypto exchange (which needs the virtual asset regulator’s approval). Best free zone in Ajman: four questions that decide it
There is no single best free zone in Ajman, only the best fit among the free zones in Ajman for your business. These four questions settle it for most founders.
- Will you hold goods, manufacture or need land? Then AFZ; it is the only one of the Ajman free zones with warehouses and designated-zone status.
- Are you one person selling your own skills? Then compare AMC’s freelance licence (from AED 6,150) with AFZ’s sole professional licence, and with AMC’s AED 4,999 company package if you do not need a visa.
- Do you need service and trading activities on one licence? AMC and ANCFZ allow it; AFZ does not.
- How many visas, for how long? In year one, ANCFZ is cheaper than AMC at every visa count. Over three years the gap narrows or reverses, because AMC renews for less. Run the three-year sums below before choosing.

Most “from AED …” figures for the free zones in Ajman come from consultants. Two of the three Ajman free zones publish complete price lists, which makes Ajman one of the easiest emirates to compare honestly. The chart sets the two lists side by side.

Ajman company setup cost over three years: the comparison that changes the answer
First-year prices in the Ajman free zones favour ANCFZ at every visa count. Over three years the picture changes, because AMC renews for much less than its first-year price. The table below is our arithmetic on the two published price lists (AMC: first year plus two renewals; ANCFZ: the three-year prepaid price). It is not a figure either zone publishes, but it is the fairest way to compare the Ajman company setup cost.

Two cautions keep this honest. First, AMC’s renewal price does not list visa renewals, while ANCFZ’s packages include them; when your visas come up for renewal inside the three years, AMC will charge for each one and does not publish that fee. For one or two visas that can erase AMC’s lead. Second, the ANCFZ three-year price is paid up front, and ANCFZ publishes no refund terms if you close early. If you are not sure you will still be trading in year three, compare three one-year ANCFZ payments instead (for one visa, AED 32,400).
Ajman Free Zone: what AFZ publishes instead of packages, and the cheapest free zone in Ajman for goods
AFZ’s cost calculator emails an estimate; no package price is published. What AFZ does publish is a starting price for each service after the licence. Adding the published first-visa lines gives AED 7,050 before medical, Emirates ID, insurance and any change of status: security approval AED 600, establishment card AED 750, E-Channel AED 2,300, entry permit AED 1,000 and residence visa AED 2,400. That is our arithmetic on AFZ’s catalogue, not an AFZ package figure; the card and E-Channel are paid once per company, so a second visa costs less. Other published lines include change of status AED 800, additional visa quota AED 350, visa cancellation AED 750, licence renewal from AED 4,878.75 and certificates at AED 100 each.
AFZ’s renewal card warns that “the final fee depends on the current package, activities, facilities, linked services, and any outstanding amounts”. Treat every AFZ “starting price” as a floor.

Ajman free zones vs the Ajman mainland
A free zone company is licensed to operate inside its zone and to trade abroad. A mainland company is licensed by the Ajman Department of Economic Development (DED) and trades in the local market. The deciding question is where your customers are and where the work is done.

Consultants, agencies and online sellers serving clients from a zone office are usually well served by the Ajman free zones. A shop outside China Mall, a contractor working on client sites or a trader delivering from a mainland warehouse needs a mainland licence. Visas in the Ajman free zones: how residence works in all three
A visa from any of the Ajman free zones is a UAE residence permit issued by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), with the company, or AMC for a freelancer, as sponsor. It is never a GDRFA Dubai file, and the residence file number starts with 4, the Ajman code. Free zone employees do not need a MOHRE work permit; the zone issues the employment documents. The visa sequence in the Ajman free zones
- Security approval by ICP for owners and managers who will hold visas (AFZ: AED 600, 16 hours; valid one month).
- Establishment card and E-Channel, once per company. At AFZ these are not available on an ineligible zero-visa package, so a no-visa company must upgrade first.
- Entry permit for someone abroad, or a change of status for someone already in the UAE.
- Medical fitness test and Emirates ID biometrics in the UAE; see our medical fitness test service and Emirates ID service.
- Residence permit, with health insurance in place.
All three zones advertise remote setup for the licence. None can issue a residence visa without you in the UAE for the medical and biometrics, so plan one trip.
Investor, partner, employee and freelancer visas
Shareholders and managers take an investor or partner visa under their company; employees take employment residence. Each counts against the package or facility quota. A freelancer at AFZ gets one visa with family sponsorship and may hire one employee; a pioneer package gives one visa for the shareholder only. An AMC freelancer “may be eligible to apply for one UAE residence visa” at extra cost, subject to immigration requirements. ANCFZ does not sell a separate freelance product.
Family sponsorship from the Ajman free zones: ICP’s income test
ICP’s “Issuing residency permit” card sets the income test for sponsoring a spouse and children: AED 4,000 a month, or AED 3,000 plus employer-provided housing. Investor sponsors may be asked for a guarantee of AED 3,000 per family member, up to AED 15,000. AFZ’s own FAQ asks employees for a minimum salary of AED 4,500, which conflicts with ICP’s figure; ICP issues the visa, but AFZ may check your file against its own number first. If you earn between AED 4,000 and AED 4,500 and sponsor through AFZ, ask AFZ in writing. None of the Ajman free zones includes family visas in its packages. Golden Visa, grace periods and overstays
Owning a company in the Ajman free zones does not by itself qualify you for a Golden Visa; shareholders qualify through the federal investor, entrepreneur or talent categories, assessed by ICP. Our Golden investor visa service checks eligibility first. After cancellation or expiry, ICP gives 30, 60, 90 or 180 days’ grace depending on the category, 30 days for most employees, then AED 50 a day. Cancel family visas before the sponsor’s, and all visas before closing the company; AFZ issues its licence cancellation document only after the investor visa is cancelled. Tax in the Ajman free zones: corporate tax, VAT and customs
Corporate tax applies in all three
Federal Decree-Law No. 47 of 2022 applies across the Ajman free zones. The rate is 9% on taxable income above AED 375,000. A Qualifying Free Zone Person pays 0% on qualifying income if it meets every condition of Cabinet Decision No. 100 of 2023: adequate substance in the zone, qualifying income from activities listed in Ministerial Decision No. 229 of 2025 (which replaced Ministerial Decision No. 265 of 2023 with effect from 1 June 2023), non-qualifying revenue within the de minimis limit (the lower of AED 5 million or 5% of revenue), no election for the standard rate, transfer pricing compliance and audited financial statements.
Two Ajman-specific points. AMC’s packages page still says “Enjoy 0% corporate and personal income tax”, and ANCFZ’s decree grants a 30-year tax exemption; both are overridden for companies by federal law, and the ANCFZ decree says so itself (“without prejudice to the tax legislation in force in the State”). And a remote company on a flexi-desk invoicing mainland clients will usually struggle to show substance and qualifying income, so plan on 9% above AED 375,000. Small Business Relief is not available to a Qualifying Free Zone Person. Every company must register for corporate tax, even at 0%; late registration costs AED 10,000. AMC freelancers are natural persons; AMC notes that they “may become subject to Corporate Tax requirements when total business turnover exceeds AED 1 million during a calendar year”.
VAT: Ajman Free Zone is the only designated zone
The Ajman section of the FTA’s designated zones list under Cabinet Decision No. 59 of 2017, as amended, has one entry: “Ajman Free Zone”. Ajman Media City and ANCFZ are not on it. The FTA’s live list page could not be read on 26 September 2026, so our zone guides used the FTA’s published list document; check the current list before relying on it. Designated-zone treatment applies to certain supplies of goods within and between designated zones; services are taxed as on the mainland. VAT registration is mandatory above AED 375,000 of taxable supplies in every zone.
Customs
AFZ sits beside Ajman Port and Customs and issues customs code letters (AED 100), a customs clarification card and certificates of origin through its portal. ANCFZ’s decree exempts goods entering the Centre from customs duty and treats goods leaving for the Ajman customs area as imports. AMC has no bonded facilities, so imported goods clear customs and import VAT normally.
Trading with the mainland from the Ajman free zones
Dubai’s Free Zone Mainland Operating Permit, created by Executive Council Resolution No. 11 of 2025, is for Dubai’s own free zones. It does not cover any of the free zones in Ajman, and none of the three publishes an equivalent permit. The routes are:
- Serve clients from the zone. Invoicing mainland clients for work done in the zone or remotely is how most AMC and ANCFZ companies operate. Work performed on the mainland may need a mainland licence.
- AFZ no-objection letter plus an Ajman DED licence. AFZ’s catalogue lists a “commercial letter outside free zone” in two versions, one to provide approved services outside the zone and one to set up or join a company outside it, each AED 100 and issued instantly. We could not read a published Ajman DED card for free zone companies, so confirm the licence type with the DED.
- A separate mainland company or branch licensed by the Ajman DED or another emirate’s department, with its own premises and visas.
- A distributor or agent who imports and resells your goods. For a branch of a foreign company at AFZ this is the only permitted sales route.
ANCFZ is explicit about the risk of getting this wrong: its fines list penalises “conducting authorised activities outside the facility” (AED 2,500) and practising an activity not on the licence (AED 1,000). For a Dubai presence, plan on a Dubai Department of Economy and Tourism licence.
Setting up in the Ajman free zones: the common process, step by step
The sequence is the same in all three Ajman free zones; what differs is which steps are inside the package and which times are published. u.ae’s general statement is that a free zone approves an application “within 14 working days”.

Published times are processing times once a file is complete and paid. They leave out legalising foreign documents, an ICP security referral, booking the medical and the bank’s review. Where the Ajman free zones stall in practice: AFZ security approval lapses after a month if the licence or visas are not processed; zero-visa packages cannot open an immigration file without an upgrade; and an ICP licence activation with fewer than ten days left blocks new entry permits at AFZ.
Documents checklist for the free zones in Ajman
Individuals: shareholders, managers and directors
- Passport copy valid for at least six months, and a colour photo on a white background.
- For UAE residents: visa copy or UID, Emirates ID and, at AFZ, a no-objection letter from the current sponsor.
- Education certificates where the job title requires them; AFZ asks for attested certificates for roles such as IT, finance or project manager.
- AFZ says shareholders must be over 18.
Corporate shareholders and branches
- Certificate of incorporation and registration certificate from the home registry.
- Memorandum and articles of association.
- Board resolution approving the company or branch and appointing the manager.
- Power of attorney, and the representative’s passport.
- Certificate of good standing (AFZ asks for it when adding a corporate shareholder, and for foreign branches at renewal).
- At AFZ, a feasibility study for industrial and services enterprises.
Foreign corporate documents are normally notarised and legalised in the home country, then attested by the UAE Ministry of Foreign Affairs; the UAE is not a party to the Apostille Convention. AMC publishes no document list for corporate shareholders, so confirm with AMC before you start. Our document attestation service runs the legalisation chain.
Beneficial owner declaration
Every company files its register of beneficial owners with its zone under Cabinet Decision No. 109 of 2023, within 60 days of incorporation, and updates it within 15 days of a change. A beneficial owner holds or controls 25% or more, or controls the company by other means. AFZ prices UBO updates at AED 0. Banking for a company in the Ajman free zones
A company in any of the Ajman free zones can bank anywhere in the UAE. Banks ask who owns and controls it, where the money comes from, what it trades and with whom, and whether it has real substance here; a resident manager and a real office or warehouse help, and a remote flexi-desk company in the free zones in Ajman usually takes longer. ANCFZ has announced banking memoranda with Wio Bank, Ruya and Abu Dhabi Islamic Bank; a memorandum is not an approval, and each bank still runs its own checks. Ajman free zones: worked cases
These cases are built from the situations we see most often. Names and identifying details are left out, and the figures are the published ones.
Case 1: a video editor who wants a visa and nothing else
A freelance video editor wants a licence in his own name and a residence visa. AMC’s freelance licence starts at AED 6,150, with one visa possible at extra cost that AMC does not publish; AFZ’s freelancer licence carries one visa and family sponsorship. Comparing the cheapest free zone in Ajman for a one-visa company, he also looks at AMC’s Visionary package (AED 12,999 with one visa, renewing at AED 8,999) and ANCFZ’s one-visa package (AED 10,800), which give him a limited-liability company instead. He asks AMC and AFZ for the full freelance-plus-visa cost in writing before deciding, because the company route may cost little more and separates his personal liability.
Case 2: a three-person digital agency planning for three years
Three partners need three visas in the Ajman free zones and expect to stay at that size. In year one ANCFZ is cheaper (AED 20,700 against AMC’s AED 22,999). Over three years on the published lists AMC is cheaper (AED 52,997 against ANCFZ’s AED 55,800 prepaid), but AMC’s renewal price does not list visa renewals, which ANCFZ’s packages include. They ask AMC for the visa renewal fee, add it to the AMC total, and choose on the complete three-year figure.
Case 3: a foodstuff importer needing a warehouse
A trader importing packaged food for wholesale needs a warehouse by the port and six staff. Only AFZ offers warehouses among the Ajman free zones, from 100 sqm, with designated-zone status. AFZ publishes no package price, so she requests a written quotation and checks it against the catalogue: security approval AED 600, establishment card AED 750, E-Channel AED 2,300, and AED 1,000 plus AED 2,400 per visa. She asks for the visa quota on the warehouse in writing, since AFZ publishes no ratio, and plans a mainland distributor for supermarket sales.
Case 4: a European software group opening a UAE branch remotely
A software company in Europe wants a UAE branch with one manager visa, set up without travel until the visa medical. ANCFZ licenses branches of foreign companies, publishes AED 10,800 for one visa, and says licences can be issued in hours once documents are complete. The slow step is the legalisation of the parent’s certificate, articles and board resolution, then UAE MOFA attestation. The group budgets for 9% corporate tax on UAE profit above AED 375,000, since a remote branch invoicing mainland clients is unlikely to have qualifying income.

How many free zones are in Ajman?
Three Ajman free zones license companies: Ajman Free Zone (launched 1988), Ajman Media City Free Zone (Amiri Decree No. 8 of 2015) and Ajman NuVentures Centre Free Zone (Amiri Decree No. 15 of 2023). The federal portal’s Ajman list names only the first two, reflecting that ANCFZ sits outside the Free Zones Authority of Ajman.
What is the Free Zones Authority of Ajman?
The Free Zones Authority of Ajman (FZA) was created in 2021 by Amiri Decree No. 8 of 2021 to manage and expand Ajman’s free zone assets. It governs Ajman Free Zone and Ajman Media City, runs their shared “One Click” portal, and lists Al Zorah, China Mall and Ajman Car Souq among the destinations it manages or facilitates.
Is Ajman NuVentures Centre part of the Free Zones Authority?
No. Article 2(d) of Amiri Decree No. 15 of 2023 says the Centre is not subject to Amiri Decree No. 8 of 2021 on the Free Zones Authority and does not report to it. ANCFZ has its own Chairman, portal, prices and fines list, and is not listed on fza.ae.
What is the cheapest free zone in Ajman?
For a company with no visa, ANCFZ at AED 4,888 (one year, prepaid) and AMC at AED 4,999. With one visa, ANCFZ is AED 10,800 and AMC AED 12,999 in year one. Over three years AMC can be cheaper for some visa counts because it renews for less, but its renewal price does not list visa renewals.
What is the best free zone in Ajman?
It depends on the business. Ajman Free Zone is the choice for goods, warehouses, manufacturing and the car market. Ajman Media City suits freelancers, creators and small agencies wanting fixed published packages. ANCFZ suits remote founders, branches of foreign companies and teams that want multi-year prices. Start from stock, visa count and three-year cost.
Who issues visas in the Ajman free zones?
ICP, the Federal Authority for Identity, Citizenship, Customs and Port Security. The zone files the transactions and issues the employment documents, and ICP issues the residence permit and Emirates ID. The residence file number starts with 4 for Ajman. GDRFA Dubai is not involved, even if you live in Dubai.
How much salary do I need to sponsor my family from the Ajman free zones?

Can a company in the Ajman free zones work on the mainland?
Only through a lawful route: services delivered from the zone, a distributor for goods, a separate mainland licence from the Ajman DED or another emirate, or at AFZ an AED 100 no-objection letter supporting a DED licence. Dubai’s mainland operating permit covers Dubai zones only, and ANCFZ fines activity outside the facility.
Can I set up in the Ajman free zones without visiting the UAE?
The licence, yes: all three Ajman free zones run online applications, and ANCFZ advertises licences in hours. The residence visa, no: the medical and Emirates ID biometrics need you in the UAE. At AFZ, a visa that expires while you are abroad cannot be renewed from outside, only cancelled.
Can a foreign company open a branch in the Ajman free zones?
Yes, at Ajman Free Zone or ANCFZ, both of which license branches of foreign and local companies. AFZ says a foreign branch may sell in the UAE only through a registered agent or distributor. AMC publishes no branch product. Parent documents need legalisation and UAE MOFA attestation.
