Creative City Fujairah company setup is the process of registering a Free Zone Establishment (FZE), Free Zone Limited Liability Establishment (FZ LLE) or Free Zone Limited Liability Company (FZ LLC) with the Creative City Media Free Zone Authority in Fujairah, taking a flexi desk or office, and then applying for the establishment card and residence visas. Creative City’s “Who we are” page says it was “established in 2007 by Emiri Decree issued by His Highness Sheikh Hamad bin Mohammed Al Sharqi”, the Ruler of Fujairah, and its home page calls it “the UAE’s oldest media free zone”. It is known for inexpensive, largely digital licensing for media professionals, content creators, marketing agencies, consultants, educators and e-commerce start-ups, most of whom never need to visit Fujairah.
This guide sets out what Creative City publishes, where its own pages disagree, and what to confirm before you pay. Every figure comes from creativecity.gov.ae, its rules and forms, or federal sources, checked on 26 September 2026. What Creative City Fujairah is known for
Creative City is Fujairah’s media free zone, and its identity is price and convenience. It has licensed small media and service businesses since 2007, long before most of today’s low-cost desk-licence zones existed. Its key features page lists support for “freelancing, media, consulting, education, communications, marketing, music, entertainment, design, and technology”, and its home page claims more than 7,000 clients. Most of its customers are solo founders and small teams who live elsewhere in the UAE or abroad.
Three features set it apart:
- Remote setup. Creative City’s FAQ says “all licensing procedures can be completed remotely” and that company documents are “fully digital”, sent by email after you sign the Articles of Incorporation electronically.
- Long licence terms. Rule 1.5 lets you choose a licence validity of one to ten years at registration or renewal.
- Media-sector tools. A podcast studio with green screen, 22 exhibition booths and meeting rooms for 2 to 40 people, all on site in Fujairah.
Creative City Fujairah and the Fujairah Free Zone are different zones
Fujairah has two main free zones. The Fujairah Free Zone beside the port licenses trading, oil, logistics and industrial firms that need warehouses or land. Creative City Fujairah licenses services, media and light trading from desks and offices. Creative City Fujairah legal forms and shareholders
Rule 1.2 of Creative City’s Rules and Regulations (June 2025) is the clearest statement of structure:

Creative City does not explain the practical difference between an FZE and an FZ LLE for a single owner; its company registry shows both in use. Ask which one your bank prefers before you choose. Corporate shareholders are accepted: the renewal and amendment form asks corporate owners for a trade licence, certificate of incorporation, memorandum, board resolution and a certificate of incumbency or good standing.
Capital and owners per package
The key features page says there is “no specific capital requirement”. The current packages page allows “up to 10 shareholders” on every package. An older package table on the company setup page, still online, limits owners to one to six depending on the package. We cover that conflict in the cost section.
Powers of attorney and amendments
Creative City is strict about authorisations. Rule 1.4 requires any power of attorney to state the grantor, the attorney, the scope and the duration, and it must be submitted to Creative City “for review, approval, and attestation”; otherwise it is “legally invalid and unenforceable” as far as the zone is concerned. Amendments (adding or removing activities, partners, signatories, name changes or package upgrades) need a notarised board resolution or power of attorney plus fees, and a name change must be published in a UAE newspaper. The zone also posts name changes on its company registry updates page with a five-day objection window.
Creative City Fujairah licence types and activities
Creative City Fujairah issues one licence that can carry several activities. The current packages allow 10 activities; the older table on the setup page allowed one to five. Its online activity database lists about 990 activity codes grouped into categories such as media and marketing, consultancy, education and training, events management, film production, publishing, IT, e-commerce, professions, manufacturing and a large trading group.
How to search the activity list
Use the Business Activities page on creativecity.gov.ae. Each entry shows a code, name, category and any requirement. Search by keyword, note the code, and check the requirement column before you choose, because that column decides your timeline.
Activities that need approval
From our count of the database on 26 September 2026:

Creative City’s database still says “National Media Council approval”. A federal decree-law announced on 18 December 2025 replaced the council with the National Media Authority (nma.gov.ae). Media activities now go to the National Media Authority, and influencers who advertise also need its advertiser permit, reported as free for three years and AED 1,000 after that.
What about a freelance permit?
Many people search for a “Creative City freelance permit”. Creative City Fujairah does not currently sell a separate freelancer permit. Freelancers take a normal licence, usually a one-owner FZE or FZ LLE on a flexi desk, with the activities they need; the key features page confirms the zone supports “freelancing”. If you want a federal freelance work permit instead, that comes from the Ministry of Human Resources and Emiratisation, and the self-employed Green Visa has its own conditions set by ICP. Creative City Fujairah company setup process, step by step
Creative City’s FAQ describes four steps. Its Rules and Regulations add an initial approval stage at the start. Put together, the order is:

Creative City Fujairah publishes no processing time for the licence. The u.ae federal portal says free zone approvals generally come “within 14 working days”. For an activity without external approval and a complete file, the licence is often the quick part; the establishment card and visa stamping take longer. Creative City’s rule 1.1 is honest about this: initial approval “does not guarantee the issuance of an establishment card or visa, as these matters are subject to the discretion of the Immigration Authority in Fujairah”.
Setting up from outside the UAE
You do not need to be in the UAE. Creative City’s FAQ explains that a unified identification number (UID) can come from “documents from a previous visit, such as an entry stamp or tourist visa”. If you have never visited, Creative City says it can help you apply for a visit visa so that a UID can be created. You will still need to enter the UAE for the medical test and Emirates ID biometrics when your residence visa is processed.
Creative City Fujairah company setup documents
Individual shareholders
- Completed licence application form.
- KYC form and specimen signatory form for each shareholder.
- Signed acknowledgment of the Creative City Fujairah Rules and Regulations.
- Clear, coloured passport copy (first page or the page with valid details) for every owner and authorised signatory.
- Valid UAE residence permit, entry visa or visit visa page for each shareholder.
- Recent passport-size photograph.
- “Detailed business activity description”, plus any qualification, business plan or approval the activity requires.
- A document summarising the responsible person, for new applications and activity changes (rule 1.9).
Corporate shareholders
Creative City’s amendment and renewal form lists, for corporate managers and shareholders: trade licence, certificate of incorporation, memorandum of association, board resolution, and a certificate of incumbency or good standing, plus passport copies and KYC for the individuals behind the company. Documents from abroad normally need notarisation, legalisation by the UAE embassy and Ministry of Foreign Affairs attestation in the UAE; our document attestation service handles that chain. Creative City does not publish its own attestation rule for new corporate shareholders, so ask before you start.
UBO
Every licence holder files its ultimate beneficial owner declaration online at registration, under Cabinet Decision No. 109 of 2023, and updates it within 15 days of a change, as the renewal form confirms. Creative City Fujairah cost: packages and published fees
Creative City Fujairah publishes package prices, which makes it easier to budget than many zones. But it currently shows two different package tables on two pages, and the Ruler’s Decision No. (4) of 2026 approving a new fee schedule was announced on 29 June 2026 without the schedule itself being posted. Here is what each page says.

The older table on the company setup page
The company setup page, modified 8 September 2026, still lists six packages without prices: a Community Support Package (one activity, sole owner, flexi desk, zero visas); a Media Package (three activities, zero visas, National Media Council licence support); an Entrepreneur Package (up to two owners, five activities, zero visas); a Smart Package (one free visa, up to three owners, five activities); a Business One Visa Package (5 visa quota, one visa free, up to four owners); and a Business Multi Visa Package (15 visa quota, two visas free, up to six owners). The Media Package appears on both pages with different contents (three activities against ten). Ask Creative City which table applies on the day you pay, and get the package contents on the invoice.
What “1 visa” includes
Neither page says whether “1 visa” means the full visa is paid for (entry permit, status change, residence stamping) or only that one visa slot is available. Neither mentions the medical test, Emirates ID, health insurance (which Creative City Fujairah requires for stamping) or any refundable deposit. Ask for a written breakdown before you choose Elite over Media plus a later upgrade.

A realistic first-year budget
For a solo consultant who needs a residence visa, the published numbers point to the Elite Package at AED 9,999, plus health insurance, the medical test and Emirates ID, plus any external approval for the activity. A content creator who already has a UAE visa through a spouse or employer may only need the Media Package at AED 3,999. Renewal prices are not published, so ask for them before you choose between a one-year and a multi-year licence.
Creative City Fujairah office options and how they affect visas
Every package includes a flexi desk lease valid for the licence term, and the FAQ says company documents include a “Virtual Office Lease Agreement”. For most solo founders that is all they need. Creative City also rents real offices in its Fujairah building, and its rent-an-office page publishes each unit with its size and yearly rent.

Working from an office outside Creative City Fujairah
Here Creative City’s pages pull in two directions. Its FAQ says “you can operate your business anywhere” and that for “office rentals outside Creative City” you request a no-objection certificate. Its Rules and Regulations (rule 1.3) say companies “are not allowed to open a physical office outside of Creative City unless they submit an official request to open a branch and obtain approval” from Creative City and the relevant authorities. Read together: a Creative City licence does not by itself let you open a shop or office in Dubai or elsewhere. You need the NOC and, where the other emirate requires it, a local branch licence or permit.
Creative City Fujairah visa and residency
A Creative City company sponsors its owners and staff for UAE residence. Visas are issued through the Fujairah immigration authority, part of the federal ICP system, and residence file numbers begin with 7. Rule 2.2 says residence visas issued through Creative City Fujairah “are valid for two years”.
New visa documents
- Visa application form signed by the authorised signatory.
- Clear coloured passport copy.
- Visit visa or entry stamp copy, if available.
- Digital photo to ICAO specifications.
- Trade licence and establishment card copies.
- Employment request letter, signed and stamped.
- Health insurance, “required as part of the visa stamping process”.

Renewals
Renewal needs the application form, a company request letter, passport and Emirates ID copies, the medical result, health insurance “from the attached list of accepted insurance providers” and a photo. Rule 2.3 requires residence permits to be renewed or cancelled before they expire, and rule 2.4 makes the licence holder responsible for fines. Rule 2.16 repeats the federal rule that a residence visa becomes invalid after more than 180 consecutive days outside the UAE.
Visa quota and conduct rules
- No company may exceed its visa allocation, though Creative City “may approve a limited number of additional visas under certain conditions” (rule 2.10).
- Visas may only be requested for people who will actually work for the company (rule 2.15).
- If the person in charge or the last visa holder cancels, the company pays a cancellation deposit that is later applied to the licence cancellation fee (rule 2.9).
- Urgent processing is available for an extra fee, but timelines still depend on immigration (rule 2.7).
Creative City Fujairah visa routes to Golden and Green Visas
Creative City Fujairah issues no-objection letters for long-term visas. For a Golden Visa NOC it lists a salary certificate of at least AED 30,000 a month, a registered tenancy contract, employment contract, MOFA-attested bachelor’s degree and six months of bank statements. For a Green Visa NOC it lists a salary of at least AED 15,000 a month and the same other documents. These are Creative City’s NOC requirements for employees; the federal criteria are set by ICP. Opening a bank account for a Creative City Fujairah company
Rule 1.13 says “all companies must open a bank account in the United Arab Emirates”. Creative City Fujairah runs a bank account opening service that connects you with its banking partners and helps prepare documents. Banks treat low-cost media zone licences carefully, because many are held by non-residents with no UAE footprint. Expect to show a residence visa or a clear reason for non-residence, a business plan, contracts or invoices, a CV and the source of funds. Our corporate bank account guide covers what banks look for.
Creative City Fujairah tax: corporate tax and VAT
Creative City’s FAQ is short on this: “All companies, including those registered in UAE free zones, must register on the Emirates Tax platform”, and rule 1.26 puts full responsibility for corporate tax and VAT registration on the owners. The federal rules are:
- Corporate tax: 9% on taxable income above AED 375,000. A Qualifying Free Zone Person pays 0% on qualifying income only if it keeps adequate substance, prepares audited financial statements, meets the de minimis test and earns qualifying income (Cabinet Decision No. 100 of 2023). Qualifying activities are listed in Ministerial Decision No. 229 of 2025. Most Creative City businesses sell services to UAE mainland customers or to consumers, which generally is not qualifying income, so many will simply pay the normal rate. Small Business Relief is not available to Qualifying Free Zone Persons.
- Audit: Creative City’s key features page says there are “no mandatory annual audits”. That is the zone’s own rule; if you want the 0% rate, audited statements are still a federal condition.
- VAT: Creative City Fujairah is not a designated zone, so it is treated like the mainland for VAT. Register once taxable supplies exceed AED 375,000 a year.

Working on the UAE mainland from a Creative City Fujairah company
Most Creative City clients sell services online or to clients across the UAE. The zone offers three answers:
- Dual licensing in Fujairah. At GITEX Global 2024 Creative City Fujairah signed an agreement with Fujairah Municipality to offer dual licences, which its key features page describes as the “option to operate in both FCC and Fujairah mainland markets”.
- NOCs for offices elsewhere. Creative City issues NOCs for renting an office outside the zone and for dealing with an economic department, but the other emirate’s rules still apply.
- Fujairah International Airport licences. Creative City Fujairah says its clients can obtain licences to operate within Fujairah International Airport.
Dubai’s Executive Council Resolution No. 11 of 2025 and its Free Zone Mainland Operating Permit apply to Dubai free zones, not to Creative City. If most of your customers and your office are in Dubai, compare a Dubai mainland licence using our mainland company formation guide.

Creative City Fujairah company setup in practice: five cases
These cases are built from the situations we see most often. Names and identifying details are left out, and the figures are the published ones.
Case 1: a content creator with a family visa
A creator already living in the UAE on a spouse’s visa wanted her own company for brand deals. The Media Package at AED 3,999 covered the licence and flexi desk. Her marketing activity via social media carried a media approval requirement in the database, so we added the National Media Authority step, and she applied for the advertiser permit separately. Lesson: the licence is cheap; the media approvals set the timeline.
Case 2: a consultant who needed residence
A management consultant relocating to the UAE needed a residence visa. The Elite Package at AED 9,999 lists one visa, an establishment card and E-Channel registration. We asked Creative City Fujairah in writing what “1 visa” covered, then added health insurance, the medical and Emirates ID to the budget. Lesson: confirm what the included visa pays for before comparing zones.
Case 3: two partners from abroad
Two non-resident partners wanted an FZ LLC for software services. One had visited the UAE before and had a UID; the other had not. Creative City’s route of a visit visa to create a UID solved it, and all incorporation documents were signed electronically. Lesson: non-residents can set up remotely, but plan a short trip for the bank meeting.
Case 4: an agency that wanted a Dubai office
A small events agency licensed in Creative City rented an office in Dubai and assumed the FAQ line “you can operate your business anywhere” covered it. Rule 1.3 requires approval and possibly a branch for a physical office outside the zone. We obtained the Creative City Fujairah NOC and compared a Dubai branch with a new mainland licence. Lesson: check both the FAQ and the rules.
Case 5: a late renewal
An owner abroad missed his renewal date by four months. Under rule 1.16 the licence fine was AED 200 (AED 50 a month), but the expired establishment card added a fine of up to AED 1,200, and his employee’s visa renewal was blocked until both were cleared. Lesson: diarise renewals at least 30 days before expiry, because Creative City cannot process services inside that window.

Creative City Fujairah company setup: frequently asked questions
How much does Creative City Fujairah company setup cost in 2026?
Creative City’s packages page (22 September 2026) lists the Media Package at AED 3,999 with no visa, the Elite Package at AED 9,999 with one visa and the Elite+ Package at AED 18,500 with two visas and a quota of up to 15. Health insurance, the medical test and Emirates ID are not included in the published figures. Confirm the package contents on your invoice.
Can I set up a Creative City company without visiting the UAE?
Yes. Creative City Fujairah says licensing can be completed remotely and documents are sent digitally after you e-sign the Articles of Incorporation. You need a UAE unified number (UID), which can come from an earlier entry stamp or visit visa; Creative City can help you get a visit visa if you have never visited. A residence visa still needs a UAE visit for the medical and biometrics.
Does Creative City Fujairah offer a freelance permit?
Not as a separate product today. Freelancers take a company licence, usually a one-owner FZE or FZ LLE on a flexi desk, with the activities they need. The Media Package at AED 3,999 is the cheapest published option. A federal freelance work permit is a different product issued by the Ministry of Human Resources and Emiratisation.
What legal forms does Creative City allow?
A Free Zone Establishment (FZE) or Free Zone Limited Liability Establishment (FZ LLE) for one owner, and a Free Zone Limited Liability Company (FZ LLC) for several owners, individuals or companies. Liability is limited to the capital invested. Creative City Fujairah says there is no specific capital requirement.
How many activities can one Creative City licence include?
The current packages allow 10 activities. An older table on the company setup page shows one to five activities depending on the package. The online database lists about 990 activity codes. Some activities cannot be combined with others, and many media activities need regulator approval, so check the requirement column first.
Which Creative City Fujairah activities need National Media Authority approval?
About 120 activities in the database show “National Media Council approval”, including advertising agencies, advertising through websites, e-commerce through social media and influencer marketing. The council was replaced by the National Media Authority after a decree-law announced on 18 December 2025, so approvals and advertiser permits now go to the Authority.
How long is a Creative City Fujairah visa valid?
Two years, under rule 2.2 of Creative City’s Rules and Regulations (one to two years for students of training institutions in the zone). Visas are issued through the Fujairah immigration authority, and the company must renew or cancel them before expiry. A visa lapses after more than 180 consecutive days outside the UAE.
Is a Creative City licence valid for more than one year?
Yes. Rule 1.5 lets you choose a licence validity of one to ten years at registration or renewal, after paying the fees for that period. Renewal fees paid are non-refundable. The renewal form offers establishment card validity of one to three years.
What happens if I renew my Creative City Fujairah licence late?
A fine of AED 50 a month applies, up to AED 500, and an expired establishment card attracts a fine of up to AED 1,200 after 28 days. Creative City cannot process services when the licence has less than 30 days left, and after 90 days past expiry it may take legal action to recover fines.
Can a Creative City Fujairah company work in Dubai?
It can serve clients anywhere, and Creative City issues NOCs for renting an office outside the zone. But its rule 1.3 requires approval and a branch for a physical office elsewhere, and Dubai’s mainland permit under Resolution No. 11 of 2025 applies only to Dubai free zones. For regular face-to-face business in Dubai, compare a mainland licence.
Is Creative City Fujairah a VAT designated zone?
No. The FTA list of designated zones names only the Fujairah Free Zone and the Fujairah Oil Industry Zone for Fujairah. Creative City companies follow normal VAT rules and must register once taxable supplies exceed AED 375,000 a year. Corporate tax registration is compulsory for every company.
