Ask about my Chamber membership

Dubai Chamber membership is the registration of a Dubai business with the Dubai Chamber of Commerce, one of the three chambers under Dubai Chambers, and it is mandatory for companies licensed by DET under Article 16 of Law No. 1 of 2022. Membership starts when your trade licence is issued, costs between AED 50 and AED 2,200 a year depending on your category, renews with the licence, and is the gateway to the Chamber’s certificates of origin, attestation of commercial documents, ATA Carnets and mediation.

Dubai Chamber membership: how MIRDXB PRO helps

What Dubai Chambers is: three chambers under one law

Dubai Law No. 1 of 2022, issued on 3 January 2022, replaced the old Dubai Chamber of Commerce and Industry (set up under Law No. 8 of 1997) with “Dubai Chambers”, a public-benefit, non-profit association with its own legal personality (Article 3). Every reference to the old name in Dubai legislation now means Dubai Chambers.

Dubai Chambers has three affiliated chambers, each with its own board and functions:

In practice, when people say “Dubai Chamber membership” or “Chamber of Commerce registration”, they mean registration with the Dubai Chamber of Commerce. Article 11(6) gives it the job of registering on the membership register the persons licensed to carry out the activities in DET’s economic activities directory, and of providing “any certificates or documents that prove their membership”.

The scale is large. Dubai Chambers said in February 2026 that more than 292,000 companies are registered as active members of the Dubai Chamber of Commerce.

Yes, for most mainland businesses. Article 16(a) of Law No. 1 of 2022 is short and direct: a person licensed by DET “to conduct any of the commercial, industrial, agricultural, vocational, or service activities listed in the economic activities classification directory adopted by the DET must join the membership of the Dubai Chambers.”

The Board of Dubai Chambers filled in the detail in Resolution No. 4 of 2023 Regulating Membership in the Dubai Chambers (28 February 2023). Article 2(a) says a DET licensee “will become a member of the Dubai Chambers once a commercial or professional licence is issued to him by the DET”. In other words, membership is not a separate choice you make after the licence. It is a consequence of the licence.

The micro and small enterprise exemption: what is and is not published

The exemption is real, but its boundaries are not public. Both the law and Resolution 4/2023 say the exempt micro and small enterprises and “elementary manual occupations and trades” are those “determined by the Dubai Chambers in agreement with the DET”. We have not found a published list, size threshold or turnover test on Dubai Chambers’ or DET’s pages.

Two practical points follow. First, do not assume you are exempt because your business is small: the Chamber fee on a DET voucher is the clearest sign that DET treats you as a mandatory member. Second, the Chamber’s own fee table still lists low fees for the smallest categories, such as AED 50 for simple handicrafts and AED 300 for e-trader and Intelaq licences, which suggests that many small licences are members at a low fee rather than exempt. Ask DET or the Chamber if you think the exemption applies to you.

Exempt is not the same as barred

An exempt enterprise can still become a member under Article 4 of Resolution 4/2023, with the owner’s passport or Emirates ID and the DET licence. That matters if you export: the Chamber issues certificates of origin only to exporters with active membership.

Is the Chamber fee a DET fee?

No. The Chamber is a separate body with its own fees, set under Article 19 of Law No. 1 of 2022. Membership fees and certificate of origin fees are approved by a resolution of the Chairman of Dubai’s Executive Council, and the Chamber’s Board sets the fees for its other services. Until a new schedule is issued, Article 27(b) keeps the fees approved under Decree No. 10 of 1994 in force. The Chamber’s fee is often collected on the DET licence voucher for convenience, but it is paid to Dubai Chambers and gives you a Chamber membership certificate, not a DET receipt line for a DET service.

Dubai Chamber membership fees 2026: new and renewal

Dubai Chambers publishes the same category table on its New Membership and Membership Renewal service pages. The table below reproduces it, in the Chamber’s own order of categories, as read on 25 September 2026.

Three things are worth knowing before you budget.

  • A range is not a choice. Where the table shows a range, the Chamber places your licence within it. The published pages do not say which factors decide the exact figure (for example capital, activities or branches), so the invoice on DC Connect or the Chamber line on your DET voucher is the figure to rely on.
  • The same fee applies each year. The Chamber prices renewal at the same level as new membership. There is no published “joining fee” on top.
  • Special licences carry their own figures. DET’s e-Trader licence lists AED 300 for the Chamber alongside its licence fee, and DET’s Instant Licence bundles Chamber membership into the package, as our Dubai mainland licence types guide and instant licence guide explain.

How your Dubai Chamber membership fees fit into the licence cost

For most mainland companies the Chamber fee is one of the smaller recurring lines. On a general trading licence, for example, DET’s schedule charges AED 3,000 on renewal for the activity alone, before the market fee on your rent, so a Chamber fee of AED 1,200 to 2,200 is a modest share. For a small service business in the AED 500 or AED 700 band it is smaller still. Fee exemptions and waivers

Two different reliefs exist, and they are often confused.

The listed reasons for the second relief are: legal proceedings relating to the establishment; the owner’s death or estate inventory procedures; delay caused by the licensing authority; an emergency or force majeure; and “economic, social, or humanitarian reasons” acceptable to the Director General. You apply on the Chamber’s form with the renewal, attaching proof. The Chamber’s Membership and Documentation Directorate reviews it within three working days and the Director General decides within a further three working days.

VAT on Chamber services

Some Chamber service pages show amounts with 5% VAT included. The company profile is listed at AED 52.50 (AED 50 in the fee resolution) and a “to whom it may concern” letter at AED 210 (AED 200 in the resolution), and the mediation page states that 5% VAT applies. The membership pages show round figures and do not mention VAT. Your Chamber invoice shows the tax treatment.

How Dubai Chamber membership is issued with your trade licence

For a new mainland company there are two routes to the same result, and the one you use depends on how DET issues your licence.

Route 1: through the DET licence

Resolution 4/2023 says you become a member once DET issues your commercial or professional licence, “in accordance with the relevant rules and procedures adopted by the DET”. In practice the Chamber fee usually appears on the licence voucher alongside DET’s own fees, and once the voucher is paid and the licence issues, the membership certificate can be downloaded from DC Connect. DET’s packaged products, such as the Instant Licence, include the membership in the bundle.

Route 2: applying on DC Connect

If the membership was not created with the licence, or you are a voluntary member, you apply on the Chamber’s portal. The New Membership page sets out four steps: log in or create an account on the services portal, submit the application with the documents, wait for approval (“within two hours of submission if you meet all the requirements”), then pay and download the certificate.

A common hold-up is the power of attorney. If someone other than the owner or manager applies, the Chamber wants a notarised or attested authority. What you receive

The membership certificate carries your membership number and expiry date. Anyone can check it on the Chamber’s Document Verification page by choosing “Membership Certificate” and entering the verification ID, membership number and expiry date. Banks, suppliers abroad and tender committees use it this way.

Dubai Chamber membership renewal: steps and timing

The renewal service is simple on paper. The Chamber’s Membership Renewal page asks for one document, “a copy of your renewed trade license”, and follows the same four steps as a new application: log in, submit, approval within two hours if the requirements are met, then pay and download the certificate. You can also renew in the Dubai Chambers app.

  1. Renew the DET licence first. The Chamber needs the renewed licence, so the Chamber renewal follows the licence renewal, not the other way round.
  2. Check whether the Chamber fee was on the DET voucher. If it was, the membership may already be renewed. If not, renew on DC Connect.
  3. Upload the renewed licence and any document the portal asks for (for example a new manager’s Emirates ID if the licence changed).
  4. Pay the category fee and download the new certificate. Check the expiry date matches the licence.

Annual fee, licence-length term

There is a small mismatch in the published wording. The renewal page says to “renew your membership annually”, and fees are quoted per year. Resolution 4/2023, Article 6, says the membership term is “the same period of validity” as the licence, and renewal follows the same procedures as the first application. For a one-year licence the two agree. If DET issues or renews your licence for more than a year, as Dubai Law No. 13 of 2011 allows, check on DC Connect whether the Chamber bills the extra years up front, because the published pages do not say.

Renewal follows the licence

If your licence has expired, the Chamber cannot renew the membership on its standard route, because the document it needs is a renewed licence. Fix the licence first. Our expired trade licence guide covers DET’s fines and the route back.

What happens if you do not renew your Dubai Chamber membership

We have not found any published late-renewal fine for Chamber membership: not on the Chamber’s service pages, not in its 2023 service manual, and not in Law No. 1 of 2022 or the Board resolutions. What the law does set out is a two-stage consequence for members who keep trading without renewing.

Suspension is the practical risk. A suspended member cannot get a certificate of origin, an attestation or member-rate carnet until it pays. For an exporter that means shipments waiting at the port. Reinstatement under Article 7 of Resolution 4/2023 also requires payment of the reinstatement fee and “any amounts owed”, so older unpaid years are likely to be collected when you come back. For voluntary members there are two extra conditions: at least two years must have passed since forfeiture, and a membership can be reinstated only once.

Suspension can also follow two other events under Article 17: refusing to cooperate in resolving a commercial complaint filed against you with the Chamber, and giving the Chamber false information or withholding important documents. Termination also follows bankruptcy, cancellation of the licence, liquidation, forged documents, misuse of Chamber certificates, and the death of a sole proprietor unless the heirs continue the business (Article 18).

What Dubai Chamber membership gives you: services and official fees

Membership is not only a compliance line. It is the key to a set of trade services that only the Chamber provides in Dubai, several of them for members only. The table lists the services on the Chamber’s services page with the fees from Dubai Chambers Board Resolution No. 9 of 2024 (6 March 2024) and the Chamber’s service pages.

The Chamber also lists information certificates at AED 200 each in Resolution 9/2024, including an authorised signatories certificate, an establishment registration certificate, a partner or manager certificate and a membership termination certificate, and AED 100 for a tax refund certificate. Mediation charges carry 5% VAT, according to the mediation page.

Dubai Chamber certificate of origin: rules from Resolution 7/2024

For traders, this is the main reason membership matters. A certificate of origin states the country where goods were produced, and importing countries use it to apply duties and trade rules. The Dubai Chamber of Commerce issues them under Article 11(9) of Law No. 1 of 2022 and Dubai Chambers Board Resolution No. 7 of 2024.

  • Two types. Non-preferential certificates for domestic goods being exported, and certificates for foreign goods being re-exported (Art. 2).
  • Active membership is a condition. Article 3(a)(1) says the exporter “must have an active membership with the Dubai Chambers”. A lapsed or suspended membership stops the certificate.
  • The invoice must match. It must carry your trade name, state the country of origin (not an economic bloc), be dated on or before the application date, and match the application, which must name the consignor and consignee.
  • The goods must be within your licence. Trading in the goods must fall within the activities you are licensed for (Art. 3(a)(7)). A general trading licence helps here, as our general trading licence guide explains.
  • UAE-made goods need to have been produced in the UAE by a licensed exporter; the Chamber page asks for an industrial licence copy and factory invoice. For transhipment it asks for the Dubai Customs bill of transit, and for direct shipment the bill of lading.
  • Validity. Six months from issue (Art. 6). The Chamber keeps copies in an electronic register for three years (Art. 7).
  • Extra names. The certificate can show a buyer, seller or other party at the exporter’s request, which helps with bank letters of credit (Art. 3(e)).

Preferential certificates are a separate product. Certificates that give reduced duty under the GCC and other trade agreements for UAE-made goods are issued by the Ministry of Economy and Tourism to registered factories and exporters of local products, not by the Chamber. The Chamber’s GSP certificate covers the Generalised System of Preferences route to specific countries.

Attestation of commercial documents

Article 11(11) of Law No. 1 of 2022 lets the Chamber attest “the signatures, stamps, documents, certificates, contracts, and other instruments related to commercial transactions” that members need for their business. The Chamber offers three versions:

  • Signature attestation of documents signed by your authorised signatory, such as letters to foreign buyers, price lists or agency letters.
  • Authentication of government-related documents that have first been attested by the issuing authority.
  • True copy attestation, confirming that a copy matches the original.

Each costs AED 100, plus AED 10 for every copy after the first five of the same transaction. Chamber attestation is not the same as MOFA attestation or notarisation. Whether a foreign authority also wants a Ministry of Foreign Affairs stamp or an embassy legalisation depends on the destination country. ATA Carnet: temporary import without duties

An ATA Carnet is an international customs document that lets you take goods abroad temporarily, for trade shows, samples or professional equipment, without paying duties or taxes, for up to one year. Both members and non-members can apply, but members pay half: AED 900 for the standard service against AED 1,800.

  • Documents: commercial invoice and an authorisation letter for your representative.
  • Security deposit: worked out from the goods’ value and the customs rates of the countries you visit (invoice value multiplied by the tax rate, divided by 100), and refunded after the carnet is properly discharged.
  • Other fees (member/non-member): modification AED 100/200; replacement or substitute for a lost carnet AED 900/1,800; adding a country AED 50/100; extra pages AED 5/10 per page; clearance of goods under a carnet AED 300/600.
  • Withdrawal: if you withdraw after approval but before issue, 50% of the issuance fee is refunded; after issue, nothing (Resolution 9/2024, Art. 2).

Mediation, arbitration and complaints

The Dubai Chamber of Commerce is required by Article 11(8) of Law No. 1 of 2022 to consider commercial complaints between members, or between members and others, “using the dispute resolution methods available in the Emirate”. Its mediation service is open to members and non-members and needs at least one supporting document (an invoice, purchase order, delivery note, bill of lading or contract) and a copy of the trade licence. Members pay less, as the table shows.

Arbitration is a different body. The Dubai International Arbitration Centre (DIAC), created by Decree No. 10 of 2004 and historically linked to the old Dubai Chamber, now operates under Decree No. 34 of 2021 as a non-governmental, non-profit centre with its own legal personality and board. The same decree abolished the DIFC Arbitration Institute (home of DIFC-LCIA) and the Emirates Maritime Arbitration Centre, and made DIAC their successor for arbitration agreements that named them, unless the parties agree otherwise. You do not need Chamber membership to arbitrate at DIAC; what matters is an arbitration clause naming it. The Centre for Amicable Settlement of Disputes, which you may hear about for small claims, belongs to Dubai Courts, not to the Chamber.

Business groups and business councils

Dubai Chambers issues permits to business groups (companies in the same economic activity) and business councils (companies promoting trade with one country) under Board Resolution No. 8 of 2024. The rules are strict:

  • At least 20 founding companies licensed by a competent authority in Dubai.
  • One group per activity and one council per country: if a permit already exists, a second will not be issued.
  • A non-profit purpose, and for councils, Chamber approval of each company’s representative.
  • If the group wants legal personality, the Chamber sends the file to Dubai’s Community Development Authority to licence it.

The Chamber lists no fee for the permit and a processing time of 30 to 60 working days. For most member companies the benefit is joining an existing group or council, which gives a collective voice with government on sector rules.

Networking, advocacy and international support

Beyond individual services, the law gives the Chambers a general duty to represent members’ interests, pass their problems to government and provide legal, commercial and technical advice (Law 1/2022, Articles 5 and 6). The Dubai International Chamber runs trade missions and “Dubai Global” market-entry support through its representative offices abroad, and the Dubai Chamber of Digital Economy runs programmes for digital businesses. The Chamber’s membership pages also mention networking events, business awards and the Mohammed bin Rashid Al Maktoum Business Award, which members enter at a lower registration fee (AED 3,000 against AED 3,500 under Resolution 9/2024).

Free zone companies and Dubai Chamber membership

Free zone companies are not required to join, but many do, usually because they export and want Chamber certificates of origin, or because a foreign buyer or bank asks for a Chamber certificate.

  1. Get your free zone authority’s approval. Article 16(e) of the law and Article 5 of Resolution 4/2023 make it a condition that the authority supervising the zone approves the membership. Ask your zone’s client services for the letter.
  2. Apply on DC Connect with the licence, the manager’s or attorney’s passport or Emirates ID, the notarised memorandum, share certificate or certificate of formation, and the manager’s authorisation letter for any attorney.
  3. Pay AED 2,200, the free zone category fee, and download the certificate. Renewal is the same fee each year.

Chamber membership does not let a free zone company trade on the mainland. That needs a DET permit or branch under Dubai Executive Council Resolution No. 11 of 2025, which our free zone vs mainland guide explains. When a free zone company cancels its Chamber membership, it gives a request letter signed by an authorised person; mainland companies give DET’s cancellation letter.

Digital services: DC Connect, the app and verification

Dubai Chambers moved all of its services onto one portal, DC Connect (connect.dubaichamber.com), announced on 10 February 2026. Membership, information services, ATA Carnets, mediation, document attestation, certificates of origin and business group services are all on it, with dashboards and notifications for each transaction. The same services are in the Dubai Chambers mobile app.

  • Accounts: create an account or log in on the portal; the company’s authorised person or an attorney with the right authority applies.
  • Payment: online after approval; the certificate or document is downloaded, not collected.
  • Verification: the Document Verification page checks certificates of origin, membership certificates, information certificates, personal certificates of origin and attested documents, so a buyer or bank abroad can confirm yours are genuine.
  • Support: toll-free 800 242 6237 (800 CHAMBER), the same number on WhatsApp, and 24/7 chat on the portal.

Changing or cancelling your membership

The membership record should match the licence. When DET amends your licence, update the Chamber too.

What goes wrong with Dubai Chamber of Commerce membership

These are the problems we see most often, and how to avoid each one.

  • The membership lapsed without anyone noticing. The licence was renewed but the Chamber line was not on the voucher, and nobody renewed on DC Connect. It shows up months later when a certificate of origin is refused. Diarise the Chamber expiry with the licence expiry.
  • The record shows an old manager or partner. DET amended the licence but the Chamber was not updated, so a Chamber certificate given to a bank or foreign buyer carries outdated names. A membership amendment costs AED 100.
  • The invoice does not match the certificate of origin application. Different consignee names, an invoice dated after the application, or “EU” or “GCC” as the country of origin will all cause a rejection under Resolution 7/2024.
  • The goods are outside the licence. A company licensed for one trading activity tries to export goods from another. The Chamber checks the licensed activities (Art. 3(a)(7)).
  • The power of attorney is not accepted. An unsigned letter or a foreign document without legalisation is not enough where the Chamber asks for a notarised or attested power of attorney.
  • A free zone company applies without the zone’s approval. The approval letter is a legal condition, not a formality.
  • A branch uses the head office membership. Each Dubai branch must register and join separately (Law 1/2022, Art. 16(f)).
  • The fee is paid twice. Once on the DET voucher, then again on DC Connect. Check the voucher lines and the portal before paying.

What circulates online that is not true

“Chamber membership lets a free zone company trade in mainland Dubai.”It does not. Mainland activity needs a DET permit or licence under Executive Council Resolution No. 11 of 2025.
“Small businesses are automatically exempt.”Only those specified by the Chamber in agreement with DET, and no public list or threshold is published. A Chamber line on your DET voucher means you are being treated as a member.

Worked cases

These cases are built from the situations we see most often. Names and identifying details are left out, and the figures are the published ones.

Case 1: a new LLC in a specific trading activity

Two partners set up a mainland LLC trading in building materials. DET issues the licence, and the Chamber line appears on the licence voucher in the national establishments category at AED 700. Once the voucher is paid, the membership certificate is downloaded from DC Connect the same day. They diarise renewal with the licence, and a year later renew the Chamber membership right after DET renews the licence, at the same AED 700.

Case 2: an exporter whose membership lapsed

A general trading company renews its licence but misses the Chamber renewal. Four months later its application for a certificate of origin is refused because the membership is not active, which Resolution 7/2024 requires. It renews on DC Connect with the renewed licence at its general trading fee (within AED 1,200 to 2,200), then applies again. Each certificate of origin costs AED 100, plus AED 5 per invoice page after the fifth.

Case 3: a free zone company that exports

A company in a Dubai free zone wants Chamber certificates of origin for re-exports to Africa. It asks its free zone authority for an approval letter, applies on DC Connect with its licence, the manager’s passport, its certificate of formation and the manager’s authorisation letter for the staff member applying, and pays AED 2,200. It understands that this does not allow sales on the mainland, which would need a DET permit.

Case 4: a trade show abroad with an ATA Carnet

A member company is taking demonstration equipment to an exhibition in Europe and back. It applies for a standard ATA Carnet at the member fee of AED 900 (a non-member pays AED 1,800), with the commercial invoice and an authorisation letter for its employee. It pays the security deposit worked out from the equipment value and the destination’s customs rate, and gets the deposit back after the carnet is discharged on return.

Case 5: a manager change after a licence amendment

An LLC replaces its manager and amends its licence and memorandum with DET. A foreign supplier later asks for a Chamber certificate showing authorised signatories, which still lists the old manager. The company files a membership amendment (AED 100) with the amended memorandum and the new manager’s Emirates ID, then orders an authorised signatories certificate (AED 200 under Resolution 9/2024).

Dubai Chamber membership: frequently asked questions

Is Dubai Chamber membership mandatory?

Yes, for businesses licensed by DET to carry out commercial, industrial, agricultural, professional or service activities. Article 16 of Dubai Law No. 1 of 2022 says they “must join the membership of the Dubai Chambers”. Micro and small enterprises and simple manual trades specified by the Chamber with DET are exempt but may join. Free zone companies may join voluntarily.

How much is Dubai Chamber membership in 2026?

Dubai Chambers lists annual fees by category: AED 50 for simple handicrafts, AED 300 for e-traders and Intelaq licences, AED 500 for simple trade, AED 700 for national establishments in a specific activity, AED 1,000 to 2,200 for lawyers, auditors and consultancy engineers, AED 1,200 to 2,200 for general trading, and AED 2,200 for banks, contractors, foreign branches and free zone companies.

Is the renewal fee different from the new membership fee?

No. The Chamber’s New Membership and Membership Renewal pages show the same fee for each category. There is no published joining fee on top. The exact figure within a range, such as general trading at AED 1,200 to 2,200, appears on your Chamber invoice or DET voucher.

Is there a fine for late Chamber renewal?

No fine is published on the Chamber’s pages or in the law. Instead, Law No. 1 of 2022 allows the Chamber to suspend a member that has not renewed within three months while still trading, and to terminate membership after three years. Reinstatement requires a valid licence and payment of amounts owed.

How long does it take to get a Dubai Chamber certificate?

The Chamber states that new membership and renewal applications are approved within two hours of submission if all requirements are met. After approval you pay online and download the membership certificate from DC Connect or the Dubai Chambers app. If the membership came with your DET licence, the certificate is usually available once the voucher is paid.

What documents do I need to renew?

The renewal page asks for a copy of your renewed trade licence. So renew the DET licence first, then upload it on DC Connect and pay the category fee. If the licence changed, for example a new manager, the portal may ask for the changed document, and a separate membership amendment costs AED 100.

Can a free zone company join the Dubai Chamber?

Yes, voluntarily. It needs its free zone authority’s approval, then applies on DC Connect with its licence, the manager’s passport or Emirates ID, its memorandum, share certificate or certificate of formation, and an authorisation letter for any attorney. The fee is AED 2,200 a year. Membership does not permit trading on the mainland.

Do I need Chamber membership for a certificate of origin?

Yes. Resolution No. 7 of 2024 requires the exporter to have an active membership with Dubai Chambers. The certificate costs AED 100, plus AED 5 per invoice page after the fifth, and is valid for six months. Individuals exporting personal effects can apply without membership, and preferential certificates for UAE-made goods come from the Ministry of Economy and Tourism.

How much does Chamber attestation cost?

Signature attestation, authentication and true copies each cost AED 100 under Dubai Chambers Board Resolution No. 9 of 2024, with AED 10 for each copy after the first five of the same transaction. These services are for members. Some foreign authorities also want MOFA or embassy legalisation, which is a separate step.

What does an ATA Carnet cost at the Dubai Chamber?

For members, AED 900 standard (two working days) or AED 1,400 express (one working day). Non-members pay AED 1,800 or AED 2,300. You also lodge a security deposit based on the goods’ value and the destination’s customs rate, refunded after the carnet is discharged. Adding a country costs AED 50 for members.

Does each branch need its own Chamber membership?

Yes, within Dubai. Article 16(f) of Law No. 1 of 2022 says a member with branches in the emirate must register each branch, and each branch must join. The Chamber lists AED 100 to 2,200 for branches holding the principal’s trade name. An affiliated company with a different name must also join.

How do I cancel my Dubai Chamber membership?

Apply for membership cancellation on DC Connect. Mainland companies upload DET’s licence cancellation letter; free zone companies upload a request letter signed by an authorised person. The Chamber lists no fee and a two-hour approval. If you need proof, a membership termination certificate costs AED 200.
