Dubai Media City (DMC) is a media free zone in Al Sufouh, Dubai, launched in January 2001, where advertising, marketing, communications, events, digital media and news businesses are licensed by the Dubai Development Authority under Dubai Law No. 15 of 2014, while their media content remains subject to federal media law and the National Media Authority. TECOM Group owns and operates it. Its FZ-LLCs can be wholly foreign-owned and sponsor staff in proportion to the space they lease.

DDA and the DMC free zone: who does what

Dubai Media City was one of the two original communities of the Dubai Technology, Electronic Commerce and Media Free Zone set up by Dubai Law No. 1 of 2000. Law No. 15 of 2014 replaced that law and created the Dubai Creative Clusters Authority, renamed the Dubai Development Authority by Law No. 10 of 2018. Article 7 of the 2014 law gives the authority power over “media broadcasting and publication rules” in the zone, which is why DDA also publishes media codes, a content complaints procedure and a Broadcasting and Publication Standards Tribunal regulation.

  • DDA: registers the company, issues and renews the licence, approves share transfers, applies DDA media codes and fines.
  • TECOM Group: landlord and operator; runs GoFreelance, D/Quarters and the axs service portal.
  • National Media Authority (NMA): the federal media regulator. A federal decree-law announced on 18 December 2025 set it up to replace the UAE Media Council, the National Media Office and WAM; its FAQ says it has “regulatory powers within media free zones”.

What Dubai Media City is known for

TECOM’s 25th-anniversary release (27 January 2026) describes more than 40,000 creative professionals across its media cluster and says over 60% of Fortune 500 media companies are present. It names CNN, Discovery Networks, WPP and Publicis Groupe among global tenants, and ITP Media Group and OSN Group among regional ones.

  • Advertising and communications: the big agency networks keep regional headquarters here, and DMC is a strategic partner of Dubai Lynx, the region’s creative awards.
  • News and broadcasting offices: news bureaux, representation offices and digital newsrooms. Channels that actually broadcast are licensed in Dubai Studio City.
  • Creators: DMC’s freelancer segment lists 45 creative roles, from journalist and photographer to social media influencer.
  • Start-ups: TECOM’s in5 Media incubator (located in Dubai Production City) reports more than 1,100 start-ups supported since 2013.

How the DMC free zone compares

  • Against Shams (Sharjah Media City): cheaper media and freelancer packages with broad activity lists, but a Sharjah address and a different client perception.
  • Against twofour54 in Abu Dhabi: strong for production and gaming with incentives; DMC is stronger for agencies serving Dubai-based clients.

The Dubai Media City FAQ lists three routes: a new FZ-LLC, a branch of an existing foreign or UAE company, and a freelance permit.

A Dubai Media City FZ-LLC’s name must end in “FZ-LLC”, it must keep a registered office in the zone and a register of members, and it must appoint a general manager. A branch has no capital requirement but makes the parent liable for its debts; a branch can later convert to an FZ-LLC for AED 3,500 (DDA Decision No. 3 of 2017). One restriction is media-specific: DDA’s licensing decision says broadcast licensees and publishers “are restricted from opening a branch within the UAE including any other free zones”.

The Dubai Media City freelance route

DMC’s freelancer segment is the widest in the TECOM zones: 45 listed roles, and a freelancer may hold up to three of them for AED 7,500 a year (DIC and d3 freelancers get one). The list runs from actor, journalist, photographer and translator to graphic designer, voice-over artist and “Social Media Influencer” (activity 18.9.45). TECOM sells the licence as GoFreelance at AED 7,520 with shared workspace, and its page lists a one-year visa at AED 4,600, a two-year visa at AED 5,042 and the establishment card at AED 2,000. You trade in your own name and cannot employ staff.

DDA’s Licensing Categories Decision No. 1 of 2021 sets eleven DMC segments. Each has a fee and a maximum number of activities you may pick from its list.

Two pricing rules matter. Each extra standard segment adds AED 10,000 a year. But DDA’s decision treats DMC’s segments (Segment 18), publishing and broadcasting differently: adding them to another licence needs DDA’s “prior approval” and the “standard licence fees”. An agency that needs both advertising and events should price two full segments.

Choosing the right DMC segment

  • Full-service agency: Media and Marketing Services gives four of nine activities (for example creative, PR, branding and digital marketing) for AED 15,000; add Advertising and Communication only if you buy media or run campaigns as an ad agency.
  • Performance and SEO agency: New Media covers web analytics, SEO, social media and web design, five activities for AED 15,000.
  • Game studio: Gaming and E-Sports, which also allows import and re-export of gaming products.
  • Newsroom or data publisher: Business Information (news agency) or Media Support Services (news distribution).

Media approvals on top of the DDA licence

This is where a Dubai Media City company setup differs most from a technology or trading setup. DDA’s licensing decision says licensees under several activities “must register with and follow the requirements of the NMC” (the former National Media Council, whose functions passed to the UAE Media Council and now to the National Media Authority). The activities named include social media platforms (18.2.8), e-services, news distribution, interactive services and the social media influencer freelancer (18.9.45), as well as publishing and broadcasting.

What federal media law adds

  • Article 6 of Federal Decree-Law No. 55 of 2023 says a media activity licensed in a free zone “must be practised within the specified geographical borders of the free zone”; outside it, “the laws and regulations in force in the country shall apply”.
  • Article 17 sets the media content standards every licensee must respect, including respect for religion and the state, national unity, accuracy and privacy.
  • Article 23 allows fines from AED 1,000 to AED 1,000,000 (doubled on repetition up to AED 2,000,000), closure for up to six months and licence cancellation.

The Advertiser Permit for creators

The National Media Authority’s permit for individuals who publish “advertising and media content through social media accounts, websites, or other modern digital platforms, either for compensation or free of charge” lists a commercial licence among its documents. It is free for the first three years and AED 1,000 a year after, with a 3 working-day service time and mandatory training. Secondary reports say it became compulsory on 1 February 2026. For a Dubai-based influencer, a DMC freelancer licence with the influencer activity is one way to hold the licence the permit asks for.

Other permits we see in DMC files

  • Ticketed events: DDA’s decision requires event licensees issuing tickets to follow Dubai’s event e-licensing and e-ticketing rules (Decree No. 25 of 2013), now administered by Dubai’s Department of Economy and Tourism.
  • Digital games: circulating games through online stores needs the National Media Authority’s Digital Electronic Video Games Circulation Permit, AED 500 and 5 working days, which asks for a Ministry of Economy intellectual property certificate.
  • Filming in Dubai: shoots outside a studio need a Dubai Film and TV Commission permit through a UAE-licensed production house (covered in our Dubai Studio City guide).

Dubai Media City business setup: step by step

  1. Pick the structure, segment and activities. Check the activity cap and which activities need a media registration.
  2. Prepare documents. Incorporation resolution, general manager declaration, powers of attorney; corporate shareholders start attestation.
  3. Apply online through TECOM’s “Set up your business” page, which opens your axs account, and pay the AED 3,500 registration.
  4. Provisional approval: 10 working days on DDA’s card; the Dubai Media City FAQ says 4.
  5. Lease: a desk, co-working membership or office in the zone, sized to your visa needs.
  6. Registration and licence: 2 working days on DDA’s card, 3 in the FAQ. You receive the certificate of incorporation, licence, register of directors and articles.
  7. Media registrations: register with the National Media Authority where your activity needs it, and take the Advertiser Permit if you promote content.
  8. Establishment card and visas on axs; then medical test and Emirates ID.
  9. Bank, tax and beneficial owners: bank account, corporate tax registration within three months, VAT when due, UBO records.
Plan for the media step

DDA and DMC publish times for the licence only. National Media Authority registration and permits run on their own timelines, and publishing or broadcasting cannot start until a title or channel is registered. Plan on three working weeks for the licence and add the media step on top.

Documents for a Dubai Media City company

  • Application form and passport copies of shareholders, directors and general manager (with UAE visa page if any).
  • “Resolution for the Incorporation of an FZ-LLC” (or the branch resolution for a branch).
  • “Declaration of Appointment as General Manager” if the manager holds a UAE visa.
  • For corporate shareholders and branches: certificate of incorporation, certificate of good standing and the parent’s memorandum and articles.
  • NOCs from outside authorities where the licensing decision requires them.
  • Power of attorney for any representative.

DDA requires a corporate member’s resolution and any power of attorney to be “Notarized by Notary Public & Attested by UAE Embassy”. Parent documents follow the usual legalisation chain; our attestation service handles the UAE end. Beneficial owners (25% or more, or control) are recorded at incorporation under Cabinet Decision No. 109 of 2023; see our UBO register guide. For a media licence the National Media Authority’s own service lists a trade licence, memorandum and lease among its documents, so keep those ready once DDA issues them.

A one-segment agency FZ-LLC pays about AED 18,520 in fixed DDA lines in year one (AED 3,500 + AED 15,000 + dirham charges), or about AED 23,520 if it needs the Advertising and Communication segment. A freelancer pays AED 7,500 (AED 7,520 as a GoFreelance package), plus AED 2,000 and AED 4,600 if they need their own visa. The AED 10,000 capital is refundable and stays the company’s money.

“A company can sponsor one employee per 80 sq. ft. of the leased space,” says the Dubai Media City FAQ. A 400 sq ft office supports five visas; the same office in Dubai Internet City, at 60 sq ft per visa, would support six.

TECOM’s 25th-anniversary release places D/Quarters in Dubai Media City and Dubai Internet City. The Dubai Media City FAQ does not state a minimum lease term; the neighbouring Dubai Internet City FAQ says one year, which is the usual TECOM term. Confirm the term and visa count in your offer letter.

Dubai Media City visa and residency

The company applies on axs; GDRFA Dubai issues the entry permit and residence visa; ICP issues the Emirates ID. The order is the establishment card, entry permit or in-country status change, medical test, Emirates ID biometrics, then the residence visa, which Dubai’s portal says is issued within 48 hours of the medical result in standard cases.

  • Shareholders and managers take a visa from their company within the 80 sq ft allocation.
  • Freelancers can take their own visa through GoFreelance but cannot sponsor staff.
  • Families can be sponsored by residents who meet the salary and housing rules, through axs. See our family visa page.

Banking for a DMC free zone company

Banks accept companies in the DMC free zone readily but ask more questions of media businesses whose income arrives through platforms. Be ready to show the licence and registers, lease, passports and Emirates IDs, a short business plan, and evidence of how you are paid: agency retainers, platform payout statements (YouTube, Meta, TikTok), or brand contracts. Tax for a Dubai Media City company

A Dubai Media City FZ-LLC is subject to corporate tax at 0% on the first AED 375,000 of taxable income and 9% above. The free zone 0% rate applies only to a Qualifying Free Zone Person with qualifying income, adequate substance, audited statements and transfer pricing compliance (Cabinet Decision No. 100 of 2023). Advertising, PR, marketing, events and content services are not on the qualifying activities list in Ministerial Decision No. 229 of 2025, so most agencies selling to clients outside the free zones pay the standard rate. Income from other Free Zone Persons can be qualifying; take advice before relying on it. Register within three months of incorporation (FTA Decision No. 3 of 2024) or face an AED 10,000 penalty; see our corporate tax registration guide.

A freelancer licensed by DDA is a natural person doing business; corporate tax applies to individuals only once business turnover passes AED 1 million in a calendar year (Cabinet Decision No. 49 of 2023).

VAT: the DMC free zone is not a designated zone. Register once taxable supplies pass AED 375,000 in 12 months (voluntary from AED 187,500). Services to clients abroad can be zero-rated when the conditions are met; services to UAE clients carry 5%.

Working with mainland clients

The Dubai Media City FAQ says “You can only operate within the free zone,” and media law adds that a free zone media activity must stay “within the specified geographical borders of the free zone”. Agencies can still invoice mainland brands for work done in the zone, but running an activation in a mall, staffing a client’s office or holding a mainland media licence needs more:

  • Free Zone Mainland Operating Permit: DET permit for up to six months, AED 5,000 (Dubai Media Office, 8 October 2025), after DDA’s approval, under Executive Council Resolution No. 11 of 2025.
  • DET branch licence: AED 10,000 a year for a branch operating out of the zone.
  • Media-specific limits: DDA bars broadcast licensees and publishers from opening branches elsewhere in the UAE, and mainland media activity needs a mainland media licence.

Renewal and compliance in the DMC free zone

Dubai Media City licences run one year and renew online on axs by the general manager (“Immediate”, fee per the licensing decision). Each year keep the lease, licence, establishment card and visas current, prepare audited accounts (required of every licensee by DDA’s licensing decision), keep the registers up to date, renew any National Media Authority permit on time (Article 6 requires free zone media licensees to “renew those licences and permits within the specified dates”), and file corporate tax and VAT returns.

1. A lifestyle influencer

A creator paid by brands for sponsored posts takes a DMC freelancer licence with the Social Media Influencer activity and two related roles (for example photographer and content writer) for AED 7,500 a year. She then applies to the National Media Authority for the Advertiser Permit, free for its first three years, and shows the permit number on her profiles. She adds the AED 2,000 establishment card and AED 4,600 one-year visa to sponsor herself.

2. A three-person creative agency

Two partners register an FZ-LLC under Media and Marketing Services with creative agency, branding, graphic design and digital marketing: AED 3,500 plus AED 15,000, and AED 10,000 refundable capital. A 240 sq ft office gives three visas at one per 80 sq ft. Most clients are mainland brands billed from the zone, so they register for VAT and plan for 9% corporate tax above AED 375,000.

3. An international ad network’s regional office

A network opens a branch so contracts run in the group name. It takes Advertising and Communication (AED 20,000, two activities) and attests the parent’s resolution, incorporation and good standing certificates through the UAE Embassy. No capital is needed; the parent is liable for the branch.

4. An events company with ticketed concerts

An FZ-LLC under Event Management (five activities, AED 15,000) organises festivals and live shows. Because it sells tickets, DDA’s decision requires it to follow Dubai’s event e-licensing and e-ticketing rules, and each event held outside the zone needs its own mainland permits. For a season of mall activations it adds a six-month DET permit at AED 5,000.

5. An indie game studio

Founders license Gaming and E-Sports with game development, publishing and e-sports events (three activities, AED 15,000). Before selling through UAE online stores they obtain a Ministry of Economy intellectual property certificate and the National Media Authority’s digital game circulation permit (AED 500, 5 working days).

Dubai Media City company setup: frequently asked questions

How much does a Dubai Media City licence cost?

DDA charges AED 3,500 to register a company, then AED 15,000 a year for most Dubai Media City segments or AED 20,000 for Advertising and Communication, plus AED 20 in dirham charges per transaction. A freelancer licence is AED 7,500 a year. Workspace, the AED 2,000 establishment card, visas and media permits are extra.

Who licenses companies in Dubai Media City?

The Dubai Development Authority, under Dubai Law No. 15 of 2014, registers and licenses the company. TECOM Group runs the community and the axs portal. Media content is also regulated federally under Federal Decree-Law No. 55 of 2023 by the National Media Authority, which replaced the UAE Media Council.

Can I get a Dubai Media City freelance licence?

Yes. DDA’s freelancer segment for DMC lists 45 creative roles and lets you hold up to three for AED 7,500 a year. TECOM sells it as GoFreelance at AED 7,520 with co-working access. You work in your own name, can take your own visa, but cannot hire staff.

Do influencers in Dubai Media City need another permit?

Yes, if they publish advertising or media content. The National Media Authority’s Advertiser Permit for individuals requires a commercial licence, is free for the first three years and then AED 1,000 a year, and takes 3 working days. DDA’s licensing decision also requires influencer licensees to register with the federal media regulator.

How long does Dubai Media City company setup take?

DDA’s service cards give 10 working days for provisional approval and 2 for registration. The Dubai Media City FAQ says 7 working days in total. Media registrations with the National Media Authority, where needed, and visas come after the licence.

What is the minimum capital for a DMC company?

The Dubai Media City FAQ lists “a minimum refundable capital of AED 10,000” for a new FZ-LLC. Branches of foreign or UAE companies have no minimum. The capital belongs to the company and is not a fee.

How many visas can a Dubai Media City company get?

One employee per 80 sq ft of leased space, according to the Dubai Media City FAQ, so a 400 sq ft office supports five visas. Co-working memberships carry the number set in their terms. Freelancers sponsor only themselves.

Can a DMC agency work for mainland clients?

It can serve mainland clients from the zone, but work carried out on the mainland needs a Department of Economy and Tourism permit (AED 5,000 for up to six months) or a branch licence (AED 10,000 a year) under Executive Council Resolution No. 11 of 2025, after DDA approves.

Does a Dubai Media City company pay corporate tax?

It must register and file. Advertising, PR, marketing and content services are not qualifying activities for the free zone 0% rate, so most agencies pay 0% up to AED 375,000 of taxable income and 9% above. Freelancers are taxed only if business turnover exceeds AED 1 million in a year.

Can I open a TV channel in Dubai Media City?

Broadcasting TV and radio segments sit under Dubai Studio City in DDA’s licensing decision, with higher fees and capital, and each channel must be registered with DDA and the federal media regulator before broadcasting. DMC suits news bureaux, representation and digital media rather than licensed broadcasters.

Can a Dubai Media City company run ticketed events?

Yes, under the Event Management or Event Support Services segments. DDA’s decision requires companies issuing tickets to follow Dubai’s event e-licensing and e-ticketing rules, and events held outside the zone need their own mainland event permits.
