DWTC free zone company setup is the process of registering a Free Zone Establishment, Free Zone Company or branch with the Dubai World Trade Centre Authority and obtaining a DWTC licence to operate from premises inside the DWTC Free Zone, in Dubai’s central business district. Dubai Law No. 9 of 2015 created both the Dubai World Trade Centre zones and the Dubai World Trade Centre Authority, a public authority affiliated to the Investment Corporation of Dubai, and gave it power to “register and license Free Zone establishments” (Art. 5). The law’s stated aims include making Dubai a premier venue for exhibitions, conferences and events. That is what DWTC is known for: the exhibition halls on Sheikh Zayed Road, Sheikh Rashid Tower (opened in 1979) and One Central, and a free zone that licenses event managers, trading and e-commerce companies, family offices and virtual asset businesses.

What the DWTC free zone is known for
DWTC is Dubai’s events address. Law No. 9 of 2015 names establishing Dubai “as a premier venue for exhibitions, conferences, and events” among the Authority’s aims, and DWTC runs the exhibition halls where many of the city’s large trade shows are held. The free zone grew around that: it sells an “Event Management” licence as one of its seven headline categories, and event organisers, exhibition contractors and conference businesses can sit next to the venues they sell into.
DWTC’s own figures show a compact but growing zone. Its free zone page speaks of “more than 1,800 small and medium businesses” and “1200+ Licensed Business Activities”. A press release of 15 May 2026 reported 850 new licences in 2025, a 41% rise on the year, and a free zone workforce above 8,000. DWTC also says it manages more than 2.8 million square metres across the central business district and Expo City.
Virtual assets and family offices in the DWTC free zone
DWTC lists “Virtual Assets” and “Family Offices” as licence types in their own right, and describes virtual assets as “highly regulated”. The regulator is not DWTC: Dubai Law No. 4 of 2022 created the Virtual Assets Regulatory Authority (VARA) in March 2022, with jurisdiction over “all zones across the Emirate of Dubai, including Special Development Zones and Free Zones but excluding the Dubai International Financial Centre”. A DWTC company that wants to run an exchange, brokerage, custody or other VARA-regulated activity needs VARA’s licence as well as its DWTC licence. Family offices are priced separately (AED 24,000 single, AED 34,000 multi-family).
What makes the DWTC free zone different from rival zones
- Location. A central business district address next to the metro and the exhibition halls, and close to DIFC, rather than a suburban free zone.
- Named licences for niche sectors: event management, family offices and virtual assets.
- Home business in Expo Village. A residential lease that doubles as the business address, with visas linked to apartment size.
- Price transparency at the licence level. Licence base fees are on the page; visas and workspace are priced in a calculator.
- Thin public rulebook. DWTC does not post its company or employment regulations or a full fee schedule; it points applicants to its eServices portal and support centre.

DWTC free zone legal forms and shareholders
Law No. 9 of 2015 allows companies in the free zone to be owned by “one or more natural or legal persons, whether UAE nationals or foreigners” (Art. 23) and lets the Board of Directors approve the regulations for free zone establishments (Art. 24). DWTC’s company types page sets out four structures:

DWTC does not publish minimum share capital, officer rules (director, secretary) or its company regulations on its website. It provides document checklists for FZE, FZCO and branch applications behind links on its “Submit application” page, and more detail in the eServices portal. DWTC licence types and activities
DWTC’s activities and licences page lists seven licence types and “over 1,200 activities”, with a searchable activity database filtered by licence type. A company may “engage in multiple business activities simultaneously” under one licence. The on-demand licensing page gives each licence type a base fee:

The base fee is the licence line only. DWTC’s calculator adds visas, workspace and add-ons, which DWTC says it shows “in real time”; those figures did not display on the static page we read on 26 September 2026.
Virtual asset companies: DWTC licence plus VARA
For a virtual asset business, the order of approvals matters. The DWTC licence gives the company a legal home; VARA decides whether the activity falls inside its regulatory perimeter and grants any licence. A business that only builds blockchain software may not need VARA; one that exchanges, holds or transfers customers’ virtual assets will. Check VARA’s public register before relying on any claim that a DWTC company is “licensed” for crypto, and budget for VARA’s own process and fees separately from DWTC’s.

DWTC’s set-up page describes seven steps. DWTC publishes no time for any of them, so the right-hand column shows what is known.

u.ae’s general statement is that free zone applications are approved “within 14 working days”. For a DWTC company with individual shareholders and a non-regulated activity, two to four weeks to licence is a reasonable plan. Regulated activities (virtual assets, some family office work) take as long as the other regulator takes.

The DWTC free zone publishes DWTC licence base fees but not a full schedule of charges. What we could verify on 26 September 2026:

What that means in practice. A founder planning a DWTC company with a professional licence, one visa and a flexi-desk should expect the AED 12,000 licence line plus workspace, the establishment card, the visa itself, medical, Emirates ID and health insurance. DWTC’s calculator builds that total; ask for the output as a written quote and compare it line by line with rival zones. Never compare a rival’s all-in package with DWTC’s licence line alone.
We found no official DWTC page listing establishment card, visa, amendment, renewal or late-renewal fees. Figures for those lines on third-party sites are not DWTC’s published numbers. We do not quote them.
DWTC free zone office options and how they affect visas
DWTC’s solutions pages set out four routes. Office choice fixes your visa ceiling, so decide it with your two-year hiring plan in mind.

The DWTC home business route is unusual. It lets a founder live in the apartment that is also the company’s licensed address, and the visa allocation rises with the size of the flat. It suits a family moving to Dubai with one founder running a small company; it does not suit a business that needs to receive clients or stock.
DWTC visa and residency for a DWTC company
A DWTC company sponsors its shareholders and staff for residence through the DWTC Authority’s services and the Dubai immigration authority (GDRFA); ICP issues the Emirates ID. The sequence is the usual one: establishment card for the company, then for each person an entry permit or status change, medical fitness test, Emirates ID biometrics and residence. DWTC lists “visa services” among its support services and says its how-to guides cover how to “apply for visas”. Residence files issued in Dubai start with the digit 2.
- Investor or partner visa: shareholders apply within the company’s allocation. DWTC does not publish a capital condition or a separate fee.
- Employees: within the allocation; the UAE Labour Law (Federal Decree-Law No. 33 of 2021) applies in most free zones together with the zone’s own rules.
- Family: the federal income test is AED 4,000 a month, or AED 3,000 plus accommodation (ICP, u.ae, GDRFA).
- Golden visa: a shareholder whose company capital, or share, is at least AED 2,000,000 can explore the 10-year Golden visa with GDRFA; see our Golden investor visa service.
Law No. 9 of 2015 lets free zone establishments employ any person “not a national of any country which is politically boycotted by the UAE” (Art. 21). For the practical side, our free zone visa service runs DWTC visas end to end, and our medical fitness test and Emirates ID typing services cover those steps. After a cancellation, the federal grace period applies (30 days for most categories under ICP rules; GDRFA’s cancellation card states 60 days), and overstay costs AED 50 a day.
Opening a bank account for a DWTC company
DWTC lists bank assistance among its value-added services, but the bank decides. Banks apply the Central Bank’s anti-money laundering rules (Federal Decree-Law No. 10 of 2025 and Cabinet Resolution No. 134 of 2025): they identify every beneficial owner, test the business model against the licence and ask where the money comes from. Two DWTC-specific points: a virtual asset company will face enhanced checks and will usually be asked for its VARA status; a family office will be asked for the family’s wealth source and structure chart. DWTC free zone tax: corporate tax, VAT and customs
Corporate tax for a DWTC company
Law No. 9 of 2015 (Art. 19) exempts free zone establishments and their employees from taxes “for a period of fifty (50) years renewable for the same period”. Federal corporate tax nonetheless applies to free zone companies. The Ministry of Finance says “All Free Zone Persons will be required to register, obtain a Tax Registration Number, and file a Corporate Tax return, irrespective of whether they are a Qualifying Free Zone Person or not.” A Qualifying Free Zone Person pays 0% on qualifying income and 9% on the rest, if it meets the conditions in Cabinet Decision No. 100 of 2023 and Ministerial Decision No. 229 of 2025: adequate substance, qualifying income, the de minimis test (non-qualifying revenue within 5% of total revenue or AED 5 million, whichever is lower), transfer pricing compliance and audited financial statements.
For DWTC’s typical sectors: event management and e-commerce income from mainland customers or individuals is usually not qualifying income; holding and fund or wealth management activities in the qualifying list may be relevant to family offices; services to other free zone persons can qualify. A QFZP cannot use Small Business Relief (extended to periods ending on or before 31 December 2029 by Ministerial Decision No. 131 of 2026). VAT and customs
DWTC is not in the Dubai list of designated zones (Cabinet Decision No. 59 of 2017 as amended up to No. 81 of 2021: Jebel Ali Free Zone (North-South), DUCAMZ, the free zone area in Al Qusais, Dubai Aviation City, Dubai Airport Free Zone, International Humanitarian City (Jebel Ali) and Dubai CommerCity). We could not open the FTA’s current list on 26 September 2026, so check it. Standard VAT rules apply, with mandatory registration above AED 375,000 of taxable supplies. Law 9/2015 exempts goods brought into or produced in the free zone from customs duty (Art. 18(a)), but goods sent into the local market are treated as imports (Art. 18(c)).
Selling to the Dubai mainland from a DWTC company
Law No. 9 of 2015 exempts DWTC establishments from Dubai Municipality and DET oversight “in relation to their operations in the Free Zone” (Art. 22(a)). Work outside the zone is a different matter. The routes are:
- Executive Council Resolution No. 11 of 2025: Dubai free zone establishments can apply to DET for a branch licence (AED 10,000 a year for a branch operating out of the zone) or a temporary permit of up to six months (AED 5,000, announced as the Free Zone Mainland Operating Permit on 8 October 2025), with the zone’s approval. - A mainland distributor or agent.

Event businesses should note that an event held in a DWTC venue is still a public event: event permits from the relevant Dubai authorities are separate from the company licence.

DWTC free zone company setup in practice: four cases
These cases are built from the situations we see most often. Names and identifying details are left out, and the figures are the published ones.
1. An event organiser moving from abroad
Situation: A European conference company wants a Dubai entity to run two shows a year in Dubai. Assessment: DWTC’s Event Management licence (AED 12,000 base) fits the activity, and a foreign branch or FZE subsidiary are both available. The licence does not replace event permits for each show, and ticket sales to the public in Dubai raise the mainland question. Outcome: They chose an FZE owned by the parent, with a business centre desk and two visas, and plan event permits show by show.
2. A family setting up a single family office
Situation: A family relocating to Dubai wants a vehicle to hold investments and employ two staff. Assessment: DWTC’s single family office licence is AED 24,000 (multi-family AED 34,000). Banks will ask for the family’s source of wealth and the full structure chart; corporate tax treatment depends on the income, and some holding and investment income can be qualifying income. Outcome: They took tax advice first, then licensed the office with a commercial office in One Central.
3. A crypto broker assuming the DWTC licence is enough
Situation: Two founders want to launch a crypto brokerage under a DWTC Virtual Assets licence. Assessment: Brokerage is a VARA-regulated activity. VARA’s jurisdiction covers Dubai’s free zones except DIFC, so the DWTC licence gives the company a home but not permission to broker. Outcome: They incorporated, applied to VARA, and did not take client funds until VARA’s licence was issued.
4. A founder using the Expo Village home business route
Situation: A designer moving to Dubai with her family wants her company and home in one place. Assessment: DWTC’s home business route pairs a one-year residential lease with the business address; a one-bedroom unit supports 3 visas. She sees clients at their offices, so a residential address works. Outcome: She licensed a professional company (AED 12,000 base) from a one-bedroom unit, took her own investor visa, and sponsored her family once resident.

DWTC free zone company setup: frequently asked questions
How much does DWTC free zone company setup cost?
DWTC publishes base licence fees: AED 12,000 for professional, commercial, event management and e-commerce licences, AED 24,000 for general trading and single family offices, and AED 34,000 for multi-family offices. Workspace, visas, the establishment card and add-ons are priced in DWTC’s on-demand calculator, so ask for the full quote in writing.
How long does DWTC company setup take?
DWTC does not publish a time for its seven steps. u.ae says free zone approvals generally take within 14 working days. With individual shareholders and complete documents, plan for two to four weeks to licence; regulated activities such as virtual assets take as long as the other regulator needs.
Who licenses companies in DWTC?
The Dubai World Trade Centre Authority, created by Dubai Law No. 9 of 2015 as a public authority affiliated to the Investment Corporation of Dubai. Article 5 empowers it to register and license free zone establishments and decide the activities allowed in the DWTC zones.
What legal forms does DWTC offer?
A Free Zone Establishment with a single shareholder (a person or a company), a Free Zone Company with up to ten shareholders, a UAE branch and a foreign branch. DWTC does not publish a minimum share capital on its website; confirm it on the application portal.
How many visas can a DWTC company get?
DWTC’s on-demand licences scale “from no visas to six visas with workspace”. Its home business route in Expo Village links visas to apartment size: studio 1, one-bedroom 3, two-bedroom 5, three-bedroom 7. For commercial offices, DWTC does not publish a visas-per-square-metre rule.
Can I set up a crypto company in DWTC?
DWTC offers a Virtual Assets licence type, but VARA regulates virtual asset activities across Dubai, including free zones, except DIFC (Dubai Law No. 4 of 2022). Exchanges, brokers, custodians and similar businesses need a VARA licence before they operate; non-regulated blockchain work may not.
What is the DWTC home business licence?
A DWTC licence tied to a one-year residential lease in Expo Village, with a matching business address lease, registration, memorandum, licence and establishment card, and 20 hours a month of WorkHub access per visa holder. Visas depend on unit size, from 1 for a studio to 7 for a three-bedroom unit.
Does a DWTC company pay corporate tax?
Yes, it must register and file. Law No. 9 of 2015 contains a 50-year tax exemption, but federal corporate tax applies to free zone persons. A Qualifying Free Zone Person pays 0% on qualifying income and 9% on the rest; others pay 9% above AED 375,000. QFZPs cannot use Small Business Relief.
Is DWTC a VAT designated zone?
DWTC is not in the Dubai list of designated zones in Cabinet Decision No. 59 of 2017. We could not open the FTA’s current list on 26 September 2026, so check it. Standard VAT rules apply, with mandatory registration above AED 375,000 of taxable supplies.
Can a DWTC company work on the Dubai mainland?
Law 9/2015 covers operations in the free zone. For mainland work, Executive Council Resolution No. 11 of 2025 offers a DET branch licence (AED 10,000 a year for a branch operating out of the zone) or a permit of up to six months (AED 5,000), with DWTC’s approval. A distributor or mainland company are the alternatives.
Which offices can a DWTC company use?
Flexi-desks and business centres (DWTC lists 13 operators, including its own WorkHubs, WeWork, Regus and The Executive Centre), commercial offices in Rashid Tower, Convention Tower and One Central, and the Expo Village home business route.
