Ask about Fujairah free zones

Fujairah free zones are the areas of the emirate where a company can be wholly foreign-owned, licensed by a free zone authority rather than an economic department, and sponsor residence visas through that authority; the federal u.ae portal lists two for Fujairah: the Fujairah Free Zone Authority and Creative City. UAE free zones are created by each emirate. Only the financial free zones in Dubai and Abu Dhabi rest on the federal law on financial free zones (Federal Law No. 8 of 2004). In Fujairah, FFZA says it “was established in 1987 under the government direction”, though we found no founding decree published on its site or an official portal, and Creative City says it was “established in 2007 by Emiri Decree” of the Ruler of Fujairah, without publishing the decree number.

This guide is a decision guide for Fujairah company setup in a free zone. It compares the two zones side by side, shows which business suits which, explains what each publishes about cost, visas, tax and mainland access, and flags the places where official pages conflict or are silent. Because Umm Al Quwain has only one free zone and no emirate pillar, a short section compares the UAQ Free Trade Zone as the other low-cost northern option. How many free zones in Fujairah? The official list and FOIZ

  • The federal list. The u.ae page “Starting a business in a free zone” (updated 6 May 2026) lists, for Fujairah: “Fujairah Free Zone Authority, Creative City”. Those are the two Fujairah free zones where you form a company.
  • FOIZ, as our guides describe it. The Fujairah Oil Industry Zone is a separate zone for storage terminals and refineries next to the Port of Fujairah. FFZA’s renewal rules refer to FFZA companies “located in the FOIZ area”, which need a licence renewal approval letter (NOC) from FOIZ management. “FOIZ (Fujairah Oil Industry Zone)” is on the FTA’s list of VAT designated zones from 1 January 2018. Our guides do not cover FOIZ as a separate licensing route, so neither does this one.
  • Offshore. FFZA’s application form still shows an “Offshore Company” option, but its old offshore page is no longer active. Confirm with FFZA before paying anyone for a Fujairah offshore company.
Fujairah Free Zone, FOIZ and Creative City are three different things

The Fujairah Free Zone (FFZA) is the port-side trading and industrial zone. FOIZ is the oil storage and refinery zone beside the port. Creative City is a separate media free zone for media, creative and consulting licences. A licence from one does not let you operate in another.

The two Fujairah free zones barely overlap. One is a port and industrial authority that quotes each tenant individually; the other is a low-cost digital licensing zone that publishes package prices. The first question for any Fujairah company setup is therefore simple: will you hold goods, use the port or need land? If yes, look at the Fujairah Free Zone. If you only need a licence, a desk and perhaps a visa, look at Creative City, and compare it with the UAQ Free Trade Zone and other northern media zones.

To choose between the free zones in Fujairah, start from what the business does and what it physically needs. Where neither of the Fujairah free zones fits well, the table points elsewhere.

The two Fujairah free zones in brief

Fujairah Free Zone: the port-side trading and industrial zone

FFZA describes a zone of about 4 million square metres next to the Port of Fujairah, which the Fujairah Ports Authority calls “the only multi-purpose seaport on the eastern coastline of the United Arab Emirates”, about 70 nautical miles from the Strait of Hormuz. FFZA’s chairman puts it in investor terms: the zone is “uniquely positioned outside the Strait of Hormuz”. FFZA lists manufacturing, processing, petrochemicals, engineering, aviation, mining, marine, logistics, trading and consultancy as its fields, and describes Fujairah as “one of the world’s largest bunkering & storage hubs”.

  • Legal forms: FZE (“Single Ownership, either a Natural Person or Legal Person”), FZC (more than one shareholder) and branch of a foreign or local entity. The current site states no minimum capital; the archived FAQ (March 2023) said FZE and FZC need AED 150,000 paid-up capital. Ask FFZA in writing.
  • Licences: trading (including general trading on archived price lists), services and consulting, distribution, and assembling or manufacturing. No public activity list; FFZA’s archived FAQ said “all types of quality business are considered, subject to Fujairah Free Zone Authority’s approval”.
  • Space: virtual office, flexi desk, trading offices of at least 20 m², 500 m² standard warehouses, open land from 5,000 m² (build up to 60%), and custom-built units.
  • Watch for: security approval comes first and has no published time; FFZA publishes no current prices or visa quotas; renewal is paperwork-heavy; closing early needs six months’ notice before the lease end and payment for the remaining term.

Creative City: the low-cost media zone among the Fujairah free zones

Creative City calls itself “the UAE’s oldest media free zone” and claims more than 7,000 clients, most of them solo founders and small teams who live elsewhere in the UAE or abroad. Its FAQ says “all licensing procedures can be completed remotely” and that company documents are “fully digital”. Its Rules and Regulations (June 2025) are published, with a fee schedule approved by the Ruler’s Decision No. (4) of 2026 announced on 29 June 2026 but not itself posted.

  • Legal forms: FZE or FZ LLE for one owner and FZ LLC for several; “no specific capital requirement” on the key features page.
  • Licences: one licence with several activities (10 on current packages) from a database of about 990 activity codes; licence validity of one to ten years (rule 1.5).
  • Space: a 24/7 flexi desk in every package; about 40 private offices of roughly 15 to 60 m² from AED 16,900 to AED 78,000 a year; meeting rooms, exhibition booths and a podcast studio.
  • Watch for: two package tables on the same website disagree; visa, medical, Emirates ID and insurance costs are not published; about 120 activities list a media regulator approval; opening a physical office outside the zone needs approval and possibly a branch (rule 1.3).

The rule of thumb for Fujairah company setup: an FFZA company exports goods and services or sells through local distributors; a Creative City company serves clients online and across the UAE and can add a Fujairah mainland licence through the dual licensing agreement. The two Fujairah free zones sit at opposite ends of price transparency. Creative City publishes package prices; FFZA publishes none today, and the most recent figures we have are archived copies of its old website.

On published figures, Creative City is the cheapest free zone in Fujairah by a wide margin for a service business. The archived FFZA structure shows what you will be charged for (facility rent, a one-time AED 5,300 incorporation charge for FZE and FZC, utilities connection and a refundable security deposit of AED 5,000 to 15,000), not what you will pay today. On those 2023 figures, a one-owner FZE on a flexi desk with one visa would have paid AED 28,360 in first-year charges plus a refundable AED 10,000 deposit. Treat that as history and ask FFZA for a written quote.

Two Creative City package tables

Creative City’s packages page (updated 22 September 2026) lists three packages with up to 10 shareholders and 10 activities. Its company setup page (modified 8 September 2026) still shows six older packages without prices, with one to six owners and one to five activities, and a Media Package with different contents. Ask which table applies on the day you pay, and get the package contents on the invoice.

What packages and quotes in the Fujairah free zones leave out

  • What “1 visa” covers. Creative City does not say whether the included visa means a paid visa or only a slot, or whether medical, Emirates ID and health insurance are included.
  • Deposits and one-time charges. FFZA’s archived pages listed incorporation, utilities connection and refundable deposits; visa deposits of AED 1,000 each for warehouse and land tenants.
  • Renewal prices. Neither zone publishes them. Creative City lets you choose a one-to-ten-year licence term, so compare multi-year totals.
  • Regulator approvals. Media activities at Creative City need the National Media Authority, which replaced the National Media Council; bunkering at FFZA needs a Fujairah Department of Economy and Industry NOC.
  • Attestation of corporate shareholders’ documents.
  • Audit. FFZA requires an audited financial report for renewal; Creative City says there are “no mandatory annual audits”, but the 0% corporate tax rate needs audited statements.
  • Small FFZA charges in its Renewal Process 2025: AED 30 per access card, AED 10 a year for the National Economic Register, and social development fees “based on their respective range”.
  • Fines. Creative City: AED 50 a month for late licence renewal (maximum AED 500), up to AED 1,200 for an expired establishment card after 28 days, AED 500 for a bounced cheque; no cash accepted.

Visas and residency in the Fujairah free zones

Both Fujairah free zones sponsor residence visas for their licensees through the federal Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). A visa from the Fujairah free zones is therefore not a Dubai GDRFA visa, and the residence file number begins with 7, the Fujairah code. The visa is valid across the UAE, but some Dubai landlords, banks and employers ask which emirate issued it. Our ICP vs GDRFA guide explains the differences.

The visa sequence in the Fujairah free zones

  1. Establishment card registering the company with immigration. FFZA’s FAQ: “Once your company is registered and the Establishment Card is issued, you can proceed to apply for visas.” See our establishment card guide.
  2. Entry permit for someone outside the UAE, or a status change for someone inside.
  3. Medical fitness test at an approved centre; see our medical fitness test service.
  4. Emirates ID biometrics; our Emirates ID typing service covers the application.
  5. Health insurance, which Creative City requires “as part of the visa stamping process”, then residence stamping.
  6. Zone access. FFZA issues an ID and gate pass for access to the zone.

None of the Fujairah free zones publishes a visa processing time. Creative City’s rule 1.1 says visa timelines are “beyond the control” of the zone.

Owners, families and long-term visas in the free zones in Fujairah

  • Owners are usually sponsored by their own company as investor or partner and use one place in the quota.
  • Families are sponsored under the federal salary and housing rules once the owner or employee is resident.
  • Golden and Green Visas. Creative City issues NOCs for long-term visas for its employees: for a Golden Visa NOC it lists a salary certificate of at least AED 30,000 a month, a registered tenancy contract, employment contract, MOFA-attested bachelor’s degree and six months of bank statements; for a Green Visa NOC, a salary of at least AED 15,000 a month and the same other documents.   • Grace and overstay. When a visa ends, ICP grace periods apply (30 days for most categories), then an overstay fine of AED 50 a day. Creative City’s rule 2.16 repeats that a residence visa becomes invalid after more than 180 consecutive days outside the UAE.

Tax in the Fujairah free zones

Corporate tax in the Fujairah free zones

Every company in the Fujairah free zones is a taxable person and must register with the Federal Tax Authority: 0% on taxable income up to AED 375,000 and 9% above. A company pays 0% on qualifying income only as a Qualifying Free Zone Person under Cabinet Decision No. 100 of 2023: adequate substance in the zone, audited financial statements, no election for the standard rates, and non-qualifying revenue within the lower of 5% of revenue or AED 5 million. Qualifying activities are listed in Ministerial Decision No. 229 of 2025, which repealed Ministerial Decision No. 265 of 2023 with effect from 1 June 2023.

  • Fujairah Free Zone. Several qualifying activities match what FFZA companies do: manufacturing and processing of goods, trading of qualifying commodities, logistics services, ownership and management of ships, and distribution of goods in or from a designated zone. Because the zone is a designated zone, distribution is available to trading firms that meet its conditions. FFZA also requires “all companies” to submit the FTA tax certificate “prior to the collection of the new trade license”.
  • Creative City. Most Creative City businesses sell services to UAE mainland customers or consumers, which generally is not qualifying income, so many pay the normal rate. Creative City’s rule 1.26 puts responsibility for corporate tax and VAT registration on the owners.

Small Business Relief is not available to Qualifying Free Zone Persons. New companies register within the deadlines in FTA Decision No. 3 of 2024 (within three months of incorporation) or face an AED 10,000 penalty. Our corporate tax registration guide explains the steps.

VAT designated zones among the Fujairah free zones

The FTA’s list of designated zones under Cabinet Decision No. 59 of 2017 (version of 21 September 2021, used because the FTA’s own page could not be fetched) includes, for Fujairah, “Fujairah Free Zone” and “FOIZ (Fujairah Oil Industry Zone)”, both from 1 January 2018. Creative City is not on the list. In a designated zone, certain supplies of goods between designated zone businesses, and goods held under customs control, can fall outside UAE VAT; services are taxed normally. VAT registration is mandatory above AED 375,000 of taxable supplies. Check the current FTA list before you plan transactions.

Customs in the Fujairah free zones

In the Fujairah Free Zone, goods can enter, be stored, processed and re-exported under customs suspension. FFZA’s archived FAQ said that, except for liquor and cigarettes, “the maximum Custom’s duties of 5% are applicable” when goods enter the UAE market, and its closure checklist requires a clearance from Fujairah Customs. Creative City offers no customs advantage for goods.

Trading with the mainland from the Fujairah free zones

  • Fujairah Free Zone. We found no published Fujairah rule that lets an FFZA company operate onshore on its free zone licence. The workable routes are a mainland distributor or agent, a branch or separate company licensed by Fujairah’s economic department or that of the emirate where you will operate, or exporting outside the UAE, which is the core model for most FFZA traders.
  • Creative City. At GITEX Global 2024 Creative City signed an agreement with Fujairah Municipality to offer dual licences, described as the “option to operate in both FCC and Fujairah mainland markets”. It also issues NOCs for offices outside the zone and for dealing with an economic department, and says its clients can obtain licences to operate within Fujairah International Airport.
  • Dubai. Dubai’s Executive Council Resolution No. 11 of 2025 and its Free Zone Mainland Operating Permit (announced by the Dubai Media Office at AED 5,000) apply to Dubai’s own free zones, not to the Fujairah free zones.

Fujairah company setup in a free zone, step by step

  1. Check the activity and choose the zone and facility. At FFZA, confirm the activity names, any pre-approval (bunkering, manufacturing, FOIZ area) and whether you need a desk, office, warehouse or land. At Creative City, search the activity database and note the requirement column. Time: your preparation.
  2. Security approval or initial approval. FFZA: “For standard business activities, the first step is to apply for Security Approval.” Creative City rule 1.1: companies “must obtain prior initial approval before initiating the licensing application process”. External approvals run here. Time: not published.
  3. Application and documents on the Fujairah e-services portal (digital.fujairah.ae) for FFZA, or Creative City’s online application, KYC and specimen signature forms.
  4. Payment and lease. FFZA: agree the lease terms and pay the first year’s licence, rent and other fees. Creative City: package payment by non-cash methods only.
  5. Licence. FFZA says “The license will be issued within 1 hour” once terms are agreed, fees paid and documents submitted; its archived pages said 48 hours or one working day. Creative City publishes no licence time and emails the licence, Articles of Incorporation, certificate, share certificate and lease. u.ae’s general statement is 14 working days.
  6. UBO declaration. Creative City requires it online at registration (rule 1.6); FFZA takes UBO forms with the application.
  7. Establishment card, E-Channel and visas through ICP.
  8. Bank account. Creative City’s rule 1.13 makes a UAE bank account mandatory. Banks look hard at oil and commodity businesses and at non-resident owners of low-cost licences; see our corporate bank account guide.
  9. Tax and compliance. Corporate tax registration within three months; VAT above the threshold; beneficial owner filings under Cabinet Decision No. 109 of 2023, with changes within 15 days (our UBO register guide explains them).

For Fujairah company setup at FFZA, plan on two to four weeks from a complete file to a residence visa, and treat anything faster as a bonus; the security approval, lease and bank are where the time goes. At Creative City, a clean file without external approval is often quick at the licence stage, and slower at the establishment card and visa stage.

For Fujairah company setup, foreign corporate documents normally need notarisation, UAE embassy legalisation, Ministry of Foreign Affairs attestation in the UAE and, where asked, a legal Arabic translation; our document attestation service handles that chain. Umm Al Quwain: how the UAQ Free Trade Zone compares with the Fujairah free zones

Umm Al Quwain has one free zone, the UAQ Free Trade Zone, and no emirate pillar of its own, so founders comparing Fujairah free zones often put it on the same shortlist. The Umm Al Quwain Free Trade Zone Authority describes itself as “an organization directly under the Government of Umm Al Quwain” and states that it is a designated free zone “as per Cabinet Decision No. (54) of the year 2023”. It began in 1987 as the Ahmed Bin Rashid Port and Free Zone and sits on Sheikh Mohammed Bin Zayed Road (E311), about 45 km from Dubai. Full detail is in our UAQ Free Trade Zone company setup guide.

In short, across the Fujairah free zones and UAQ: for oil, bunkering and east-coast shipping, the Fujairah Free Zone is built for it and UAQ is not. For a freelancer who wants a permit in their own name with a visa, UAQ’s Freelance Permit fits better than Creative City’s company licence. For a low-cost media or consulting company, compare Creative City and UAQ on the same itemised basis, including renewal and the full number of UAQ instalments.

Fujairah free zones in practice: four composite cases

These cases are built from the situations we see most often. Names and identifying details are left out, and the figures are the published ones.

Case 1: a bunker supply trader

Two partners wanted to supply marine fuel to vessels at Fujairah anchorage. Only the Fujairah Free Zone fits this business among the Fujairah free zones. They needed an FZC, an office rather than a desk (for visas and bank credibility) and the bunkering NOC from Fujairah’s Department of Economy and Industry, which FFZA asks for at every renewal. FFZA publishes no current prices, so we asked for an itemised quote covering licence, rent, incorporation, utilities, deposits, establishment card and visas. The bank asked for supply contracts and vessel lists before opening the account.

Case 2: a consultant who needed residence

A management consultant relocating to the UAE needed a licence and one visa at the lowest published price among the free zones in Fujairah. Creative City’s Elite Package at AED 9,999 lists one visa, an establishment card and E-Channel registration. We compared the UAQ Free Trade Zone’s UAQ Start at AED 2,266 a month, whose number of instalments is not published, and asked both zones for totals in writing. We also asked Creative City what “1 visa” covered, then added health insurance, the medical test and Emirates ID. Consulting to mainland clients is not qualifying income, so the tax plan assumed 9% above AED 375,000.

Case 3: a content creator already living in the UAE

A creator on a spouse’s visa wanted her own company for brand deals. Creative City’s Media Package at AED 3,999 covered the licence and a flexi desk, with no visa needed. Her social media marketing activity carried a media approval requirement in Creative City’s database, so we added the National Media Authority step and a separate advertiser permit. For Fujairah company setup like this, the licence is cheap; the media approvals set the timeline.

Case 4: a re-export trader choosing between Fujairah and the Gulf ports

An importer of building materials selling mainly to Oman compared the Fujairah Free Zone with JAFZA and the UAQ Free Trade Zone. Fujairah’s east-coast port and a 500 m² warehouse suited the route, and all three are designated zones for VAT. The deciding factor was staff: the owner lived in Dubai, so he chose Fujairah with a warehouse supervisor who lives locally, which also answered FFZA’s request for each employee’s residence tenancy contract at renewal.

How many free zones are there in Fujairah?

The federal u.ae portal lists two free zone authorities in Fujairah: the Fujairah Free Zone Authority and Creative City. The Fujairah Oil Industry Zone (FOIZ) is the oil storage and refinery zone beside the port; FFZA companies in the FOIZ area need a FOIZ NOC at renewal, and FOIZ is a VAT designated zone.

Which is the best free zone in Fujairah?

The best free zone in Fujairah depends on the business. The Fujairah Free Zone suits oil, bunkering, marine, trading and light industry that need the port, warehouses or land. Creative City suits freelancers, consultants, trainers and small media or marketing firms that only need a licence, a desk and a visa or two.

What is the cheapest free zone in Fujairah?

The cheapest free zone in Fujairah on published prices is Creative City: its Media Package is AED 3,999 without a visa and its Elite Package AED 9,999 with one visa (22 September 2026). FFZA publishes no current prices; its archived 2023 facility charges started at AED 15,000 a year for a virtual office, before incorporation, utilities and deposits.

Is Creative City part of the Fujairah Free Zone?

No. The two Fujairah free zones are run by different bodies: Creative City (the Creative City Media Free Zone Authority) and the Fujairah Free Zone Authority are separate authorities with different licences, prices, rules and visa quotas. A licence from one does not let you operate in the other.

Who issues visas for Fujairah free zone companies?

Residence visas for both Fujairah free zones are issued through ICP after the company’s establishment card, and the residence file number starts with 7, the Fujairah code. They are not Dubai GDRFA visas. Creative City says its residence visas are valid for two years; FFZA does not publish a visa quota per facility.

How long does Fujairah company setup take?

FFZA says the licence is issued within one hour once security approval, lease terms, first-year payment and documents are done; the security approval has no published time. Creative City publishes no licence time. u.ae’s general statement is 14 working days. Plan on two to four weeks from a complete FFZA file to a residence visa.

Are the Fujairah free zones VAT designated zones?

The Fujairah Free Zone and FOIZ are on the FTA’s designated zones list from 1 January 2018; Creative City is not. Designated zone rules mainly affect goods; services are taxed at 5% as normal. The FTA page could not be fetched, so check the current list.

Do companies in the Fujairah free zones pay corporate tax?

Yes. Taxable income above AED 375,000 is taxed at 9%. A Qualifying Free Zone Person pays 0% on qualifying income, such as manufacturing, logistics or distribution from a designated zone, if it keeps substance and audited accounts and stays within the de minimis limit. Most Creative City service income does not qualify.

Can companies in the Fujairah free zones trade on the mainland?

Creative City offers a dual licence with Fujairah Municipality for the Fujairah mainland. We found no published rule letting an FFZA company trade onshore on its free zone licence; it uses distributors, agents or a separate mainland licence. Dubai’s Resolution No. 11 of 2025 applies to neither.

Does Creative City sell a freelance permit?

No separate freelance permit is sold today. Freelancers and creators usually take a one-owner FZE or FZ LLE on a flexi desk with the activities they need. If you want a permit in your own name with a visa, compare the UAQ Free Trade Zone’s Freelance Permit.

How does the UAQ Free Trade Zone compare with the Fujairah free zones?

UAQ FTZ is Umm Al Quwain’s only free zone, about 45 km from Dubai. It sells monthly-priced packages (UAQ Freelance AED 1,818 and UAQ Start AED 2,266 a month, instalment count not published), a Freelance Permit with a visa, and land from AED 18 per m² a year. Both its sites are designated zones.

Can I set up in Creative City without visiting the UAE?

Yes. Creative City says all licensing procedures can be completed remotely, with documents signed electronically. A unified identification number can come from an earlier entry stamp or visit visa, or Creative City can help with a visit visa. You still enter the UAE for the medical test and biometrics if you take a residence visa.
