Freelance Permit in Dubai
The permit authorises your work; the visa authorises your presence. They are two different approvals, and holding residency does not make freelancing legal.

Freelancing in Dubai is entirely legal and entirely regulated. The confusion is that the permit that makes you legal and the visa that lets you live here are two different applications, sometimes from two different authorities, and having one does not give you the other.

You are on a spouse visa, or an employment visa, and you take freelance work on the side. You have residency, so it feels covered. It is not — the permit is what authorises the work, and invoicing without one is unlicensed activity regardless of how informal the arrangement feels.

The right choice depends on who your clients are. If you invoice mainland UAE companies, a mainland-facing permit avoids friction. If your clients are overseas or within a specific zone, a free zone package that bundles residency is often cheaper overall.
We ask three questions before recommending anything: who pays your invoices, whether you already hold residency, and whether the Green Visa is a realistic target within two years. Those three answers decide the route.

- CV or portfolio evidencing the activity
- NOC from your current sponsor, where you hold an employment or spouse visa

- Proposed activity, matched to the permitted activity list
If you are employed and want to freelance alongside, you will generally need a no-objection certificate from your employer. Get that conversation done before you pay any application fee — it is the most common reason these files stop.

Freelance permit questions
Do I need a freelance permit if I already have a residence visa?
Yes. Residency authorises your presence, not your work. Invoicing clients without a permit is unlicensed activity even if you hold a valid spouse or employment visa.
What is the difference between a freelance permit and a freelance visa?
The permit is a work authorisation issued by MOHRE or a free zone. The visa is residency issued by GDRFA or ICP. Some free zones bundle both, which is why the terms get used interchangeably — but they are separate approvals.
Should I get a MOHRE or free zone freelance permit?
