Key takeaways
- There are three entrepreneur routes. You qualify by one of them: a UAE-registered project that earns at least AED 1 million a year, a project backed by an accredited business incubator (or approved by the Ministry of Economy or a local authority), or one or more projects you founded and sold for at least AED 7 million in total.
- In Dubai the nomination comes first. The Dubai Future Foundation nominates the entrepreneur, and GDRFA Dubai then issues the residence. In Dubai, an incubator-backed project is expected to earn at least AED 2 million.
- In the other six emirates, the approval letter is the key document. ICP’s guide asks for approval from an accredited incubator, the Ministry of Economy, ICP or the competent local authority. Abu Dhabi files go through the Abu Dhabi Residents Office, which sends them to a business incubator for nomination.
- The term is 10 years on ICP’s current guide. The u.ae summary table still shows 5 years for entrepreneurs, so read the term on your own approval.
- The evidence decides the file. Audited accounts, the licence and memorandum showing your share, the incubator letter or the sale agreement matter more than the application form.
- Official lines, checked 29 October 2026: the ICP nomination request costs AED 150, and the ICP Golden residence AED 1,200 for 10 years. GDRFA prints AED 1,100 plus AED 800 for years 3 to 10, plus AED 500 if you are inside the UAE. A 10-year Emirates ID is AED 1,100. For full totals, use our Golden Visa cost calculator.
In short: As of October 2026, an entrepreneur gets the UAE Golden Visa through one of three tests: a UAE-registered SME earning AED 1 million a year, a project backed by an accredited incubator or approved by the Ministry of Economy, or a past exit worth AED 7 million in total. In Dubai, the Dubai Future Foundation nominates first and GDRFA issues a 10-year residence.
This guide covers the entrepreneur route only: which of the three sub-routes fits your business, who nominates you in Dubai and in the other emirates, the evidence pack for each route, the steps from nomination to Emirates ID, the official fee lines, your family, the timeline, why files are refused, how the route compares with the investor and partner routes, and four example profiles.
We checked the rules on 29 October 2026 against ICP’s Golden Residency guide, ICP’s nomination, entry permit and residence service cards, the Ministry of Economy’s Golden Visa answers, Abu Dhabi’s entrepreneur page and u.ae. Where these sources word the route differently, we show both. For the other Golden categories (property, public investment, salary, students and talents), see our Golden Visa eligibility guide.
Who counts as an entrepreneur for the Golden Visa?
An entrepreneur, for this route, is someone who owns or co-founded a business project, not a salaried manager. ICP’s guide describes it as 10 years “for entrepreneurs with established businesses or successful business plans, whether based inside or outside the UAE”. Each route below is a separate test, and one is enough.
| Route | Test for Dubai files (Dubai Future Foundation nomination, then GDRFA) | Federal wording (ICP guide and Ministry of Economy) | Who it suits |
|---|---|---|---|
| 1. Revenue route | A registered project earning at least AED 1,000,000 a year | Owner or partner of a project registered in the UAE, classed as a small or medium enterprise in an approved sector, with annual revenue of at least AED 1,000,000 | Founders of an operating company with a full year of audited revenue |
| 2. Incubator or approval route | An incubator-backed project earning at least AED 2,000,000 | Approval of the project idea by an accredited business incubator, the Ministry of Economy, ICP or the competent local authority, to set up the activity in the UAE. No revenue figure is printed | Early-stage founders accepted into an incubator, accelerator or venture studio |
| 3. Exit route | A project you founded and sold for at least AED 7,000,000 | Founder or co-founder of one or more projects previously sold for a total of at least AED 7,000,000. The Ministry adds “subject to approval” by the Ministry, the competent authority or local authorities | Serial founders with a documented sale |
| All routes | Comprehensive health insurance for you and each family member, valid when you apply (ICP guide; Ministry of Economy). A passport valid for at least six months (ICP residence card) | Everyone | |
Sources: ICP Golden Residency guide (last updated 10 September 2026) and the Ministry of Economy answer “What are the conditions for granting a Golden Visa to entrepreneurs?”, both checked 29 October 2026. The Dubai column is the test we apply to Dubai files; GDRFA’s entrepreneur card listed the same three figures when we read it on 22 October 2026.
Term. ICP’s guide gives entrepreneurs 10 years. The u.ae Golden visa page (updated 28 July 2026) still lists entrepreneurs at 5 years. The issuing authorities say 10; your approval is what counts.
AED 500,000. ICP’s “Nomination Request for Golden Residence” card (last updated 25 February 2025) still asks a project owner for an auditor’s letter showing a project value of at least AED 500,000 and a letter from the emirate’s authorities that the project is technical or future-focused. ICP’s newer guide and the Ministry of Economy use the AED 1,000,000 revenue test. Prepare for the higher test.
Incubator route. The federal wording accepts an approved idea with no revenue figure. For Dubai, the test we apply expects an incubator-backed project earning AED 2,000,000. A pre-revenue founder will usually find the approval route open outside Dubai first.
GDRFA card. GDRFA’s “Issuing a golden residence permit (entrepreneurs)” card showed no content in English or Arabic when we rechecked it on 29 October 2026. The Dubai details here are as we read them on 22 October 2026.
Who nominates you, and who issues the residence?
Dubai files go to GDRFA Dubai; files for Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah go to ICP. The nomination or approval comes from a different body, and you need it before the residence application.
| Emirate | Nomination or approval | Issues the residence | Where you apply |
|---|---|---|---|
| Dubai | Dubai Future Foundation nomination letter | GDRFA Dubai | GDRFA website or smart app, or an Amer centre |
| Abu Dhabi | Business incubator nomination, requested through the Abu Dhabi Residents Office; project approval by an accredited incubator, the Ministry of Economy, ICP or the local authority | ICP | Abu Dhabi Residents Office web app (UAE residents); non-residents contact the office by the email on its page |
| Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah | Approval letter from an accredited incubator, the Ministry of Economy or the competent local authority | ICP | ICP smart services or app with UAE PASS (“Nomination Request for Golden Residence”), Customer Happiness Centres or ICP typing centres |
The ICP nomination card lists entrepreneurs among its categories and gives a completion time of two working days on the smart channels. A nomination makes you eligible to apply; it is not the residence. For how nominations work across all Golden categories, see our Golden Visa nomination guide.
The evidence pack for each route
Abu Dhabi’s Department of Economic Development publishes the most detailed document list for entrepreneurs, so we use it as the base and add what we prepare in practice. Lines marked (ADDED) are on that page; lines marked (ICP) or (GDRFA) are on those cards; the rest is our practical advice.
Route 1: an operating company earning AED 1 million a year
- Trade licence of the project (ADDED).
- Audited financial statements for the past two years (ADDED). The revenue line is what the reviewer checks against AED 1,000,000.
- Company profile or pitch deck, and the founders’ professional profiles (ADDED).
- Nomination from a UAE business incubator in Abu Dhabi files (ADDED); in Dubai, the Dubai Future Foundation nomination letter (GDRFA card, read 22 October 2026).
- Memorandum of association or the licence partners’ list showing your name and share. If you are a partner, this is how you prove the “owner or partner” condition.
- Supporting revenue evidence, such as VAT returns or bank statements, in case the reviewer asks how the audited figure was reached.
Route 2: an incubator-backed or approved project
- Nomination from a UAE incubator, and the acceptance letter into an incubator, venture studio or accelerator programme (ADDED).
- Business concept deck and the founders’ profiles (ADDED). A short business plan with the activity, market, team and funding helps the incubator write a specific letter.
- Trade licence, if the company is already set up (ADDED).
- Outside Abu Dhabi, the approval letter from the accredited incubator, the Ministry of Economy or the competent local authority, addressed to the setting up of the proposed activity in the UAE (ICP guide).
- For a Dubai file on this route: audited figures showing the project earns at least AED 2,000,000.
Route 3: a founder who has sold a project
- Nomination (ADDED) or, in Dubai, the Dubai Future Foundation letter.
- Trade licence or registration of the project you sold (ADDED).
- Proof that the company was sold for AED 7,000,000 or more, and the name or profile of the new owner (ADDED). In practice: the signed share purchase agreement, proof of the payment and the cap table that shows you as a founder.
- If several sales add up to the AED 7,000,000, the papers for each one. ICP counts “one or more” ventures by their total value.
- Documents issued abroad usually need attestation and a legal translation into Arabic before a UAE authority accepts them. See our guide for founders abroad for the attestation chain.
Everyone, on every route
- Passport valid for at least six months and a personal photo (ICP Issuing Residency Permit card).
- Proof of eligibility for the category you apply under (ICP card): the nomination or approval letter plus the route evidence above.
- Health insurance for you and each family member, valid when you apply (ICP guide).
- Your current UAE visa and Emirates ID, if you hold them, and details of any earlier refusal.
Step by step: from nomination to Emirates ID
Dubai (GDRFA)
- Pick the route your documents prove today, not the one you hope to reach next year. Our Golden Visa eligibility checker gives a first answer.
- Apply to the Dubai Future Foundation for the nomination with the route evidence. Its timing is set by the Foundation; no service time is published.
- If you are abroad, plan your entry. ICP’s guide offers eligible Golden applicants outside the UAE a six-month multiple-entry visa, renewable once. ICP’s entry permit card, however, does not list entrepreneurs among its eligible categories, so confirm your entry option before you book travel.
- Submit the GDRFA golden residence application (entrepreneurs) through the GDRFA website, smart app or an Amer centre, with your passport and the nomination letter, and pay the fees. GDRFA’s published time was five days when we read the card.
- Medical fitness test and Emirates ID biometrics. Book the medical at a Dubai Health centre and attend biometrics when ICP calls you.
- Residence issued as a digital permit linked to your Emirates ID. Then sponsor your family.
Abu Dhabi and the northern emirates (ICP)
- Check your eligibility in ICP smart services (“Check your eligibility”).
- Get the approval or nomination: through the Abu Dhabi Residents Office for Abu Dhabi, or from an accredited incubator, the Ministry of Economy or the local authority elsewhere.
- File the Nomination Request for Golden Residence on ICP smart services or the app (UAE PASS login). Fee AED 150; two working days.
- From abroad, request the six-month entry permit to finish the Golden procedures if your category is accepted (AED 1,250; two working days).
- Apply for the Golden residence under ICP’s Issuing Residency Permit service, category “Resident: Golden Residence”, with passport, photo and proof of eligibility (AED 1,200 for 10 years; two days).
- Medical and Emirates ID biometrics in your emirate, then the residence is issued and your family can follow.
If you are already in the UAE on another visa, the residence is issued inside the country. GDRFA adds its inside-country line (AED 500), and you keep your current visa valid until the Golden residence is issued.
Official fees for the entrepreneur route
These are the government lines only. They exclude health insurance, auditor and translation fees, attestation, any incubator or programme fee, and typing or centre charges. For a total that matches your situation, use our Golden Visa cost calculator and our Golden Visa cost guide.
| Fee line | Amount | Source |
|---|---|---|
| ICP Nomination Request for Golden Residence | AED 28 e-services + AED 22 ICP + AED 100 smart services = AED 150 | ICP service card, checked 29 October 2026 |
| ICP six-month multiple-entry permit to finish the Golden residence | AED 100 request + AED 1,000 issue + AED 28 + AED 22 + AED 100 = AED 1,250 | ICP service card, checked 29 October 2026 |
| ICP Golden residence, 10 years | AED 100 application + AED 100 a year (AED 1,000) + AED 100 smart services = AED 1,200 | ICP Issuing Residency Permit card, checked 29 October 2026 |
| GDRFA golden residence permit (Dubai) | AED 1,100 permit fee + AED 800 for years 3 to 10; AED 500 more if issued inside the UAE | GDRFA Golden residence card, as read 22 October 2026 |
| Emirates ID, 10 years | AED 1,100 (AED 100 a year + AED 100 smart services) | ICP |
| Medical fitness test, standard | AED 270 at a Dubai Health centre | Dubai Health price list |
| Dubai Future Foundation nomination, incubator letter, auditor letter | No fee published on the pages we read | Ask the body or firm concerned |
Bringing your family on an entrepreneur Golden Visa
ICP’s guide lets a Golden holder sponsor a spouse, children regardless of age and parents, and sponsor domestic workers under the usual rules. Family permits run for the same term as yours, and if the Golden holder dies, the family may stay until their permits expire. On the entrepreneur route there is one extra point: ICP and the Ministry of Economy ask for health insurance for you and your family members at the time you apply, not later.
In Dubai, the GDRFA family lines we use are AED 210 to open the sponsor file (AED 200 + 5% VAT), AED 210 for each family entry permit and AED 1,000 for each 10-year family residence, plus each person’s medical (where required) and Emirates ID. The documents, parents’ rules and the order of filing are in our Golden Visa family sponsorship guide.
How long does it take?
| Stage | Published time | Source |
|---|---|---|
| Nomination or approval (Dubai Future Foundation, incubator, Ministry or local authority) | Not published; set by the nominating body | None found |
| ICP Nomination Request for Golden Residence | Two working days (smart channels); one working day at a Customer Happiness Centre | ICP service card |
| ICP six-month entry permit | Two working days | ICP service card |
| ICP Golden residence issuance | Two days | ICP Issuing Residency Permit card |
| GDRFA golden residence (entrepreneurs) | Five days | GDRFA card, as read 22 October 2026 |
| Medical and Emirates ID | Depends on the centre and the card type | See our Emirates ID times guide |
The published times start from a complete application. The part you control is the evidence: a file with audited figures, a clear ownership record and a specific nomination letter moves through the official stages in days, while a returned file restarts the clock.
Why entrepreneur files are refused, and how to strengthen yours
| What goes wrong | How to fix it before you apply |
|---|---|
| Revenue below AED 1,000,000, or shown only in management accounts | Apply on audited statements for a full year; if the year is short, wait or use another route |
| Your name or share is not on the licence or memorandum | Update the partners’ list or memorandum first; the condition is to be the owner or a partner |
| A generic incubator letter, or one from a body you cannot show is accredited | Ask for a letter on letterhead that names you, the project and the activity in the UAE, and check the body’s standing with the authority |
| An exit you cannot document: no sale agreement, total under AED 7,000,000, or your founder role unclear | Gather the share purchase agreement, payment proof and cap table, attested and translated |
| No health insurance for family members | Insure everyone before you submit; ICP asks for it at application |
| Missing data after ICP returns the file | ICP rejects automatically if the data is not completed within 30 days of the return, or after three returns |
| Treating the nomination as the visa | The nomination makes you eligible; the issuing authority still decides |
ICP may refuse without giving a reason. Its refund policy returns issuance fees, health insurance fees and deposits only when the main application is rejected. If your file was already refused or returned, read our Golden Visa rejected guide before you file again.
Entrepreneur, investor or partner route: which one fits?
Business owners often qualify on more than one route. The entrepreneur route rests on what the business has achieved; the investor route rests on the money you have placed; the Green and standard partner residences have lower bars and shorter terms.
| Point | Golden: entrepreneur | Golden: investor (public investment) | Green: investor or partner | Standard investor or partner residence |
|---|---|---|---|---|
| Main test | AED 1 million a year in revenue, an incubator-backed or approved project, or an AED 7 million exit | AED 2 million deposit with an investment fund or national bank, AED 2 million company capital or partner share, or AED 250,000 a year in federal tax | Proof of investment or contribution to a UAE business, with the licences and approvals | A share in your own UAE company |
| Money committed | No capital amount in the test | The capital must be your own, not a loan, with proof of its source | Not set as a figure on ICP’s guide | See our investor and partner visa guide |
| Nomination or approval | Yes: Dubai Future Foundation in Dubai; incubator, Ministry or local authority elsewhere | Bank, fund, licence or tax letters as evidence | Licences and approvals from the competent authority | Company documents |
| Term | 10 years (ICP) | 10 years (ICP) | 5 years (ICP) | Through the company’s file |
| Best for | Founders with traction, incubated start-ups and serial founders | Owners with AED 2 million in a company or deposit | Owners below the Golden thresholds | Owners of smaller companies |

Example profiles (fictional, for illustration)
These four profiles are invented to show how the routes apply. They are not real clients, and any outcome depends on the authority.
(a) A software founder in Dubai with AED 1.4 million revenue
She owns 60% of a Dubai company whose audited revenue last year was AED 1.4 million. That is the revenue route. She applies to the Dubai Future Foundation with the audited statements, licence, memorandum and company profile, then files with GDRFA. Her government lines: AED 1,100 + AED 800, the AED 500 inside-country line because she lives in Dubai, the 10-year Emirates ID at AED 1,100 and the medical, plus health insurance.
(b) A pre-revenue founder in an Abu Dhabi incubator
He has no revenue yet but has been accepted into an Abu Dhabi incubator programme and holds an Abu Dhabi licence. On the federal wording, that is the approval route: he applies through the Abu Dhabi Residents Office, which sends the request to the incubator for nomination, with his acceptance letter, concept deck and licence. If he were applying in Dubai, the incubator route would expect AED 2 million in earnings, so he would wait or use another route.
(c) A serial founder who sold two companies abroad
She sold one company for USD 1.5 million and another for USD 600,000. At the UAE dirham peg of 3.6725 to the dollar, that is about AED 7.7 million in total, above the AED 7 million line. She needs both sale agreements, payment proof and the registration of each company, attested and translated, and a nomination before she applies.
(d) Two co-founders with 50% each
Their Sharjah company earned AED 1.2 million last year. ICP and the Ministry describe the applicant as “the owner or partner”, so each may apply. Neither source says whether the revenue is weighed by each partner’s share, so each file should carry the full audited statements, the memorandum showing both names and a nomination or approval letter for each founder.
How MIRDXB PRO helps
We check which entrepreneur route your documents support, build the evidence pack (audited figures, ownership record, nomination or approval letter, sale papers), draft the nomination request and the residence application, and lodge both with GDRFA, with ICP or through an Amer or typing centre. The medical, the Emirates ID and your family members’ permits come after, and we run those too. The Golden Visa service is listed from AED 2,000 (5% VAT included) on our fees page; your own figure arrives in writing once we have your file. A straightforward file moves directly to that quote, and a refused or returned one opens with the AED 100 file check, credited against our fee. For property and investment routes, see our Golden and investor visa service.
Where we stand. GDRFA, ICP, the Ministry of Economy, the Dubai Future Foundation and the incubators are the bodies that nominate and decide; MIRDXB PRO, a private PRO and visa services company, is none of them and holds no partner or agent role with any. Because nominations and residences are their decisions, no result can be guaranteed.
Frequently asked questions
What is the Golden Visa for entrepreneurs in the UAE?
It is a 10-year Golden residence for people who own, co-own or founded a business project. You qualify through one of three tests: a UAE-registered SME earning at least AED 1 million a year, a project backed by an accredited incubator or approved by the Ministry of Economy or a local authority, or projects you founded and sold for AED 7 million in total.
What are the entrepreneur Golden Visa requirements in Dubai?
In Dubai you need a nomination from the Dubai Future Foundation for one of three cases: a registered project earning at least AED 1 million a year, an incubator-backed project earning at least AED 2 million, or a project you founded and sold for at least AED 7 million. GDRFA then issues the residence. You also need a valid passport and health insurance.
Can a startup founder with no revenue get a Golden Visa?
Possibly, through the approval route. ICP and the Ministry of Economy accept approval of the project idea by an accredited business incubator, the Ministry or the local authority, with no revenue figure. In Dubai, the incubator route expects a project earning AED 2 million, so pre-revenue founders usually apply outside Dubai or wait.
Do I need Ministry of Economy approval for the entrepreneur Golden Visa?
Not always. The Ministry of Economy is one of the bodies that can approve the project, alongside an accredited business incubator, ICP and the competent local authority. In Dubai the nomination comes from the Dubai Future Foundation, and in Abu Dhabi the request goes through the Abu Dhabi Residents Office to an incubator.
Which documents do I need for the entrepreneur Golden Visa?
Your passport, photo, health insurance and the nomination or approval letter, plus the route evidence: the trade licence and two years of audited accounts for the revenue route, the incubator acceptance letter and concept deck for the approval route, or the sale agreements and payment proof for the exit route.
Is the entrepreneur Golden Visa 5 or 10 years?
ICP gives entrepreneurs 10 years in its current Golden Residency guide, and the Dubai route is issued for 10 years. The summary table on u.ae still shows 5 years for entrepreneurs. The term printed on your own approval is the one that applies.
Can two partners in the same company both apply?
Yes, each can apply. ICP and the Ministry of Economy describe the applicant as the owner or a partner of the project. Neither source says how revenue is counted when there are several partners, so each partner should prove their own share, role and nomination in a separate file.
Can I apply for the entrepreneur Golden Visa from outside the UAE?
Yes. ICP says the route covers businesses inside or outside the UAE, and its guide offers eligible applicants abroad a six-month multiple-entry visa to finish the process. The ICP entry permit card does not list entrepreneurs among its eligible categories, so confirm your entry option before you travel.
How much does the entrepreneur Golden Visa cost?
The official lines are AED 150 for the ICP nomination request, AED 1,200 for a 10-year ICP Golden residence or, in Dubai, AED 1,100 plus AED 800 plus AED 500 inside the country, AED 1,100 for a 10-year Emirates ID, and the medical. Health insurance and evidence costs are extra. Our cost calculator gives the full total.
How long does the entrepreneur Golden Visa take?
The nomination has no published time and is usually the longest stage. After it, ICP publishes two working days for the nomination request and two days for the residence, and GDRFA published five days for the Dubai entrepreneur residence. Medical and Emirates ID follow.
Can I sponsor my family on an entrepreneur Golden Visa?
Yes. A Golden holder can sponsor a spouse, children regardless of age and parents, and family permits run for the same term. On this route ICP asks for health insurance for you and your family members at the time you apply.
What can I do if my entrepreneur Golden Visa is refused?
Find the condition that was not proved, usually revenue, ownership or the nomination letter, and fix it before applying again. ICP may refuse without giving a reason, and it refunds issuance fees only when the main application is rejected. Our Golden Visa rejected guide covers the next steps.
- ICP: UAE Golden Residency guide (entrepreneur conditions, 10 years, family, six-month entry visa; last updated 10 September 2026)

The example profiles are invented illustrations, not real cases. Fees and conditions are revised from time to time, and every file is decided by the nominating body and the issuing authority, so read the live card before acting on a number.
