What DMCC PRO services cover

In short: DMCC PRO services are the filings a DMCC company has to keep up after setup: the yearly licence and establishment card renewals, employee visas from entry permit to cancellation, Permanent Identity Cards and access approvals, salary certificates, Arabic letters and NOCs, company extracts and the annual compliance steps. Almost all of it is submitted in the DMCC Member Portal, and DMCC passes the visa work on to Dubai immigration (GDRFA) and ICP. We prepare and submit these filings for your company, on your written instructions. DMCC filings are one part of our PRO services in Dubai, which also cover mainland companies and the other free zones.

How a DMCC file moves

Who does what on a DMCC file

A DMCC company does not file visas at an Amer or Tasheel counter, and it has no MOHRE labour file. DMCC's own guide to free zone visas says they are issued and regulated by the free zone authority, unlike mainland visas, which go through the Ministry of Human Resources and Emiratisation. Three parties share the work.

DMCC Authority

Licence, establishment card, employment contracts, letters, NOCs, cards and company registry. DMCC reviews each service request, types visa applications and sends them to immigration.

GDRFA Dubai and ICP

Dubai immigration issues the entry permit, the residence permit and the cancellation. ICP issues the Emirates ID. The medical fitness test is done at a Dubai Health centre.

Your company and its PRO

Your portal users raise the service requests, upload documents, sign electronically and pay from the company's portal balance. A PRO prepares and tracks all of it so nothing expires or stalls.

UAE Labour Law still applies

DMCC's Employment Rules (version 3, 12 December 2022) make the company responsible for its employees under the UAE Labour Law, and DMCC supplies contract templates in the portal. Probation, notice, leave and gratuity follow the federal law, as on the mainland.

Each card shows what your company pays DMCC and the government, with DMCC's processing time. Licence renewal, the establishment card and a new visa from abroad are from our October 2026 price list; the other cards quote DMCC's schedule of charges. Our fee is separate and in writing before you pay.

Licensing services

DMCC licence renewal: steps, documents and fees

DMCC's Licensing Rules say a company must renew its licence on or before the expiry date on the licence, and must not operate in or from the free zone without a valid one. The renewal is filed in the portal under Company Services, Licensing Services, Licence Renewal. DMCC reviews it in 2 business days and you download the renewed electronic licence.

Have these ready before you apply

  • Workmen's compensation insurance for active employees
  • Third-party liability insurance for a physical unit
  • Operational Fitness Certificate: the office version, the retail version or the industrial version, as your unit needs
  • Third-party NOC from the regulator, for regulated activities
  • Parent company good standing certificate for branches, subsidiaries and joint ventures

Inside the renewal request

  • Ejari number for a leased physical unit, or the tenancy contract where Ejari does not apply
  • No Ejari needed in a DMCC Business Centre (flexi desk, coworking), a non-DMCC business centre, common areas, plots or shared units
  • Title deed for a unit the company owns
  • "Renew Lease" ticked if the lease has less than 90 days left
  • Renewal term: 1, 2, 3 or 5 years; industrial and some regulated activities renew for 1 year only

A late renewal blocks more than the licence

DMCC's renewal policy says a missed expiry puts a sanction on the company's portal account, adds penalties and can end with DMCC terminating the licence. DMCC's guidelines for new visas, visa renewals, salary certificates and officer changes all require "no outstanding sanctions", so one late licence stalls every other filing. A multi-year renewal saves 5% to 20%, but only commit if you are sure you will stay.

Renewing a Dubai mainland licence instead? That is a DET process, covered in our trade licence renewal guide.

Company services

DMCC establishment card renewal

The establishment card is the company's immigration file. DMCC's guideline says every DMCC company must apply for one and renew it each year, in the portal under Company Services, Amendment Services, Establishment Card. Its validity matters more than its price: DMCC lets a company apply for new visas, renewals and cancellations only while both the licence and the establishment card are valid.

How we time it

  • We renew the card in the same window as the licence, so neither one holds up a visa
  • After a company name change, the card is amended too (AED 315 while it is valid)
  • If the card has lapsed, we total the late fee first and renew it before any visa request
  • While the card is expired, DMCC will not accept a visa renewal at all

Employment services

New DMCC employment visa: process, documents and cost

A company can apply for a new employee residence visa when it has an active licence, a valid establishment card, an unused place in its visa quota and no sanction on its account. The request starts in the portal under Employment Services. DMCC's target is 20 working days or less, and the person must be in the UAE for the medical and the Emirates ID biometrics.

  1. Service request and offer letter

    Company in the portal

Passport valid for more than 6 months, a recent photo, the system-generated offer letter signed, and an attested education certificate where the job title needs one.

  2. DMCC review, then the entry permit

    DMCCGDRFA

DMCC approves and types the application; immigration issues the entry permit, which appears in the service request. It is valid for 60 days and cannot be renewed.

  3. Arrival or status change

    GDRFA

From abroad, the employee enters and the company completes the arrival step. Already in the UAE, the visa amendment (status change) is typed and issued instead.

  4. E-signed employment contract

    HR signatory, then employee

The contract is generated in DMCC's template and signed electronically by the company's HR signatory and then by the employee.

  5. Medical, insurance and Emirates ID

    Dubai HealthICP

DMCC types the medical and Emirates ID forms. The company uploads the medical result, a valid health insurance policy and the stamped Emirates ID form.

  6. Residence visa and employment card

    GDRFADMCC

Immigration issues the electronic residence visa. DMCC then issues the company employment card, and the employee is registered for salary transfer under WPS.

Employment services

DMCC visa renewal: timing, documents and fees

DMCC asks companies to start a renewal before the visa expires. The licence and the establishment card must both be valid, the passport must have more than 6 months left, and any sanction must be cleared first. DMCC's processing time is 3 to 5 working days, and the renewed visa runs for 1 or 2 years.

The renewal, step by step

  1. Request in the portal

Employment Services, Employee Residence Permit (Visa) Renewal, with passport, photo, visa page and health insurance.

  2. Medical

DMCC types the medical form; the employee takes the test and the result is uploaded.

  3. Immigration

After DMCC's second review the application goes to immigration, and the renewed e-visa is uploaded to the request.

Three renewal traps

New passport? Raise the passport details amendment first; DMCC lists no fee for it and takes 1 working day. A change of name or nationality needs the "stamp from old to new passport" service instead. Insurance ending? DMCC wants health insurance from a local insurer under your company; with less than a month left it asks for a renewal undertaking letter. Already expired? DMCC charges AED 50 a day once the 30-day grace after expiry has passed.

Changing the job title or name at renewal needs attested proof (an education certificate for the title, name-change documents for the name). Mainland renewals are on our employment visa renewal page.

Employment services

DMCC employment visa cancellation

When employment ends, DMCC's Employment Rules (Rule 17) make the company cancel the residence visa and bear every cancellation fee, with no recovery from the employee. If the company does not cancel it, DMCC may do so itself and deduct the fees from the portal account. The request takes DMCC 2 working days and ends with electronic cancellation documents.

Order of steps

  • Dependants first. An employee who sponsors family must have their visas cancelled before their own
  • The company's manager? File the change of manager before cancelling that person's visa
  • End of service entitlement is e-signed in the request, with the resignation or termination letter
  • Then DMCC types the cancellation, immigration approves it and the employee is removed from your company list

Employee already outside the UAE

DMCC accepts an outside-country cancellation in three cases only: the employee has been away for three months, the visa expired while they were away, or they have been away less than three months but the company holds their original passport.

The grace period after cancellation

DMCC's cancellation guideline (version 5, 1 July 2025) prints 29 days to leave or change status. Dubai's standard is 30 days, with 60, 90 or 180 for some categories, and the date on the cancellation document is the one to follow; our grace period guide explains the categories.

Gratuity is worked out under the UAE Labour Law; use our gratuity calculator. Mainland cancellations: visa cancellation in Dubai.

Card and access services

DMCC ID cards: PIC, access approval and the employment card

DMCC recognises three ways for a person to work for a DMCC company: an employment residence visa (with DMCC's company employment card), a Permanent Identity Card for people who already have UAE residence through family, nationality or a 10-year visa, and a temporary access approval. Which one fits depends on who sponsors the person's residence.

Permanent Identity Card (PIC) 1 year

DMCC's schedule lists the PIC for 10-year visa holders, GCC and Emirati nationals, and employees on a father's or husband's sponsorship. It lets them work for your company without a second residence visa.

  • New or renewal AED 1,115; cancellation AED 215; employee protection insurance AED 85 to 310
  • Applicant's and sponsor's passport and visa pages, each valid for at least 3 months, plus the sponsor's NOC
  • Each PIC counts against the company's visa quota (DMCC visa guide, March 2026)
  • PIC holders must be registered for salary transfer under WPS

Access approval 1, 3 or 12 months

For people who are not your employees but work on site for a period: consultants, contract workers and staff of a parent or sister company. It cannot replace a residence visa.

  • AED 230 for 1 month, 530 for 3 months, 1,030 for 12 months or a renewal
  • Only the 12-month approval renews; 1 and 3 months are applied for again
  • Capped at 30% of the people working from your premises; it lapses automatically on expiry
  • Passport and visa page (3 months' validity), and the sponsor's NOC or your services contract

Lost or damaged card?

DMCC's schedule publishes no separate line for replacing a company employment card. Raise it as a case in the portal and DMCC confirms the charge; a lost passport with a valid visa is a separate service (stamping in a lost passport AED 678, transfer to a new passport AED 478).

Letters and certificates

DMCC Arabic certificate, salary certificate and NOC letters

DMCC, not the company, issues the official letters a DMCC employee needs. They are requested in the portal, issued as electronic documents and carry a unique validation code that anyone can check on dmcc.ae. A salary certificate needs no uploads, takes 1 working day and is valid for 1 month, and only active employees on an employment visa can request one; DMCC's PIC guideline says card holders get such letters from the company instead.

Company letters and NOCs

Company-level NOCs (bank account, DEWA, du, Etisalat, Emirates Post, Land Department, opening a branch, operating onshore, or a general NOC in Arabic or English) cost AED 265 each. Arabic letters to third parties about the licence, such as for a renewal, an address change, a share transfer or a Dubai Customs code, cost AED 215.

Golden Visa NOC for shareholders

DMCC's guideline for the 10-year visa NOC (June 2020) lets shareholders apply through the portal and asks for company assets of AED 10 million or more, with audited financial statements, the auditor's documents, 6 months of bank statements and a Dubai title deed. Confirm the current criteria with DMCC before you apply. Salaried staff use the salary certificate as proof instead.

Registry services

DMCC company documents: good standing, extracts and true copies

Banks, foreign registries and counterparties ask a DMCC company for proof of who owns and runs it. DMCC issues each document from its registry through the portal. Most are available only to companies with an active licence.

Asked for an "incumbency certificate"?

DMCC's schedule has no item with that name. What banks usually accept is the registry extract, or the extracts of shareholders and officers, which together show who owns and manages the company. Ask the requesting bank which it wants before paying for the AED 3,015 good standing certificate.

Original documents can be borrowed from DMCC for AED 100 (AED 250 urgent) against a refundable AED 1,000 deposit.

Amendments

DMCC licence amendments and officer changes

A licence amendment (activity or address) takes DMCC 2 business days, plus any Operational Fitness Certificate inspection it triggers. A change of officer takes 2 to 3 weeks, because DMCC sends resolutions and specimen signatures for e-signature. DMCC accepts an amendment on an expired licence only with a justification letter.

DMCC Member Portal

DMCC portal management: roles, balance and safe access

Nearly every DMCC service is a service request in the DMCC Member Portal, paid from the company's portal balance. Managing the portal well means the right people hold the right roles, the balance is topped up before a visa is filed, and no request is left to lapse.

DMCC portal user roles, as DMCC describes them (DMCC blog, 10 February 2016)
RoleCreate requestsConfirm paymentManage users
AdminYesYesYes
ApproverYesYesNo

ReviewerView onlyNoNo

How we work in your portal

  • We never ask for your password. Users are added under My Settings, Manage Users
  • Where DMCC allows it, add us as a user with the Entry role: we prepare and submit, and your Approver confirms each payment
  • Prefer to keep the portal in-house? We prepare every document and you press submit
  • Keep the company email up to date so DMCC's notifications reach the right person

The portal balance

  • Top up by bank transfer in the portal, card, Apple Pay or Google Pay, or a direct transfer that quotes the portal account number
  • A visa amendment cannot proceed without enough balance for its fee
  • DMCC can deduct unpaid cancellation costs and sanctions from the balance (Employment Rules 3.7 and 17.2)
  • DMCC's Company Coordinator role costs AED 20 to appoint or renew

Requests that cancel themselves

DMCC voids draft requests after 60 calendar days, and cancels requests waiting on the company 90 days after they were returned. Fees become non-refundable once DMCC has typed an application and sent it to immigration, and a cancelled request usually costs AED 515. We track every open request so none of that happens to yours.

Visa allocation

DMCC visa quota: flexi desk, office size and increases

DMCC sets a company's visa quota by its workspace: up to 3 visas on a flexi desk, 4 or 5 in a serviced office, and 1 visa for every 9 square metres of physical space (DMCC visa guide, 30 March 2026; the same rule was confirmed by DMCC's setup team on 15 October 2026). PIC holders count against it.

Asking DMCC for more visas

  • AED 500 per extra visa, refunded if declined, plus a AED 250 application fee that is not
  • The company must operate from a physical unit, so a flexi desk does not qualify
  • Existing quota fully used, valid licence and lease, no sanction, not winding up

When DMCC takes extra visas back

  • Not used within 1 year: revoked, with no refund
  • The activity they were granted for is changed, or the company moves to a smaller office
  • Employees already on those visas may stay on them (DMCC quota policy, April 2022)

Economic Substance reports are no longer filed

The Ministry of Finance announced on 14 October 2024 that Economic Substance reporting ends for financial years ending after 31 December 2022. Substance now matters through corporate tax: a Qualifying Free Zone Person must still register, file and keep adequate substance in the zone. See our free zone corporate tax guide.

When dates slip

What happens when a DMCC licence expires

  • A sanction on the portal account

DMCC's renewal policy imposes one on the day after expiry. Until it is cleared, new visas, renewals, letters and officer changes cannot be submitted.

  • Late fees from day 31

AED 2,500 for 31 to 60 days late and AED 5,000 for 61 to 90 days, on top of the renewal itself.

  • No trading in the meantime

DMCC's Licensing Rules forbid operating in or from the free zone without a valid licence, so contracts and invoices should wait too.

  • Termination, then reinstatement

DMCC can terminate the licence by authority. Bringing a company back costs at least AED 30,280 on the schedule, including the licence fee.

Expired with staff still on visas? Their renewals wait until the licence is renewed, so plan both together. We quote these cases in writing once we have seen the sanction and the amounts in your portal.

Choosing a model

Monthly PRO plan or pay per service?

Count the transactions your company files in a year. A DMCC company with 5 staff on 2-year visas usually has one licence renewal, one establishment card renewal, two or three visa renewals, perhaps one hire and one cancellation, and a few letters.

Pay per service

Usually cheaper for a DMCC company with 1 to 5 visas. In the example above our fees come to about AED 3,450 a year (card AED 400, three renewals AED 1,800, a new visa AED 750, a cancellation AED 500), plus the quoted licence renewal.

Monthly plan

Worth it when transactions run every month, or when you want expiries tracked and a named PRO on WhatsApp. Starter costs AED 799 monthly and covers five employees with six transactions a month; Growth is AED 1,499, Business is AED 2,499, and paying for the year upfront means paying for ten months.

Plan details, inclusions and what counts as a transaction: monthly PRO plans for companies.

Mistakes that delay DMCC files

  • Renewing the licence last

Leaving it until after visa renewals fall due. A sanction then blocks every renewal at once.

  • A new passport not updated

Filing the visa renewal before the passport details amendment, so the request comes back.

  • Cancelling the sponsor before the family

DMCC will not cancel an employee's visa while their dependants' visas are still active.

  • Cancelling the manager first

The change of manager has to be filed before that person's visa can be cancelled.

  • An unattested certificate

A degree without UAE attestation (and, for in-country hires, an Arabic translation) stops a skilled job title at the first review.

  • Insurance that ends next month

Health insurance with less than a month left needs a renewal undertaking, or the visa waits.

  • Top-ups without a reference

A bank transfer with no portal account number takes longer to reach the balance, and the visa waits for it.

  • Sharing one admin password

Everyone in one login, with no record of who paid what. Use separate users and roles.

Questions

DMCC PRO services: your questions

Short answers to what DMCC companies ask us most. Anything else, ask us directly.

Ask us on WhatsApp

What do DMCC PRO services include?

They cover the filings a DMCC company makes after setup: licence and establishment card renewals, new employment visas, renewals and cancellations, Permanent Identity Cards and access approvals, salary certificates, Arabic letters and NOCs, company extracts, amendments and the annual compliance dates. Nearly all of it is submitted in the DMCC Member Portal, with DMCC sending visa work to GDRFA Dubai and ICP.

Can a PRO company file DMCC services without my portal password?

Yes, and it should. DMCC's portal has separate user roles: an Entry user can create service requests but cannot confirm payment, while an Admin or Approver can. Where DMCC allows it, add your PRO as an Entry user so your own Approver confirms each payment. We never ask for passwords, and we act only on your written authorisation.

How do I renew my DMCC licence?

Log into the DMCC Member Portal and open Company Services, Licensing Services, Licence Renewal. Choose the licence and term, enter the Ejari number or upload the lease or title deed, tick Renew Lease if fewer than 90 days remain, then pay and submit. DMCC takes 2 business days. Have the insurances and the Operational Fitness Certificate ready before you start.

How much does DMCC licence renewal cost in 2026?

DMCC's schedule lists a 1-year trading or service licence at AED 20,265; with the mandatory government charges added you pay AED 20,285, which is the figure on our price list. Longer terms on DMCC's schedule are AED 40,530 for 2 years, AED 60,795 for 3 years and AED 101,325 for 5 years, with discounts of 5%, 10% and 20%. A general trading or business centre licence is AED 50,265 a year. Extra activities, the fitness certificate and the lease are charged separately.

What is the penalty for renewing a DMCC licence late?

DMCC's schedule lists no late fee for the first 30 days, then AED 2,500 for 31 to 60 days and AED 5,000 for 61 to 90 days. More costly is the sanction DMCC puts on the portal account after expiry: until it is cleared, new visas, renewals, letters and officer changes cannot be submitted, and DMCC may terminate the licence.

How much is DMCC establishment card renewal?

AED 1,800 for the annual renewal on our price list; DMCC's schedule lists AED 2,205 with priority service. A late renewal costs AED 100 a month, capped at AED 1,000, which DMCC says is set by ICP. The card must be valid, together with the licence, before DMCC accepts any visa application, renewal or cancellation.

How long does a new DMCC employment visa take?

DMCC's target is 20 working days or less from submission to the residence visa. The entry permit is valid for 60 days and cannot be renewed; once the employee enters, stamping must be finished within 60 days. DMCC's priority service only speeds up its own stamping stage, not the immigration approvals.

How much does a DMCC employment visa cost?

For an employee outside the UAE, our October 2026 price list is AED 4,196 with a normal medical (AED 330) or AED 4,701 with a Smart Salem medical (AED 835). Both include the visa at AED 2,975, the Emirates ID at AED 477 and premium insurance at AED 414. Our fee is AED 750, VAT included, so AED 4,946 or AED 5,451 in total. For a hire already in the UAE, DMCC's schedule lists the 2-year visa line at AED 3,407.50, or AED 4,220 with a status change, and the medical, Emirates ID and insurance are added.

Do DMCC employees need a MOHRE work permit?

No. DMCC's guide to free zone visas says they are issued and regulated by the free zone authority, while mainland visas go through MOHRE. The employment contract is generated and signed electronically in the DMCC portal. The UAE Labour Law still governs the employment, as DMCC's Employment Rules state.

How much is DMCC visa renewal and how long does it take?

AED 2,200 for a 1-year renewal or AED 2,790 for 2 years, plus Emirates ID typing, medical and insurance. DMCC processes it in 3 to 5 working days. Start before the visa expires: DMCC charges AED 50 a day once the 30-day grace after expiry has passed. Update a new passport in the portal first.

How do I cancel a DMCC employment visa?

Raise Employment Services, Apply for Employment Visa Cancellation in the portal with the passport, visa page, resignation or termination letter and the e-signed end of service entitlement. Cancel any dependants' visas first, and file a change of manager first if the employee is the manager. DMCC charges AED 438 inside the UAE or AED 580 outside and takes 2 working days.

What is the grace period after a DMCC visa is cancelled?

DMCC's cancellation guideline (version 5, July 2025) says the documents carry a grace period of 29 days to leave the UAE or change status. In Dubai the standard grace after a residence cancellation is 30 days, and some categories get 60, 90 or 180. The date printed on the cancellation document is the one that applies.

What is a DMCC PIC card?

PIC stands for Permanent Identity Card. It lets a person who already has UAE residence work for a DMCC company without a DMCC visa: DMCC lists it for 10-year visa holders, GCC and Emirati nationals, and employees on a father's or husband's sponsorship. It costs AED 1,115 new or renewed, lasts one year and counts against the visa quota.

What is a DMCC access approval?

An electronic approval for someone who is not your employee to work in your DMCC premises for a period, such as a consultant, contractor or a parent company's staff. It costs AED 230 for 1 month, AED 530 for 3 months or AED 1,030 for 12 months. Only the 12-month approval renews, and approvals are capped at 30% of your workforce.

How do I get a DMCC salary certificate in Arabic?

Your company requests it in the portal under Employment Services, Letters and certificates, Salary certificate, choosing Arabic or English. No uploads are needed, DMCC charges AED 165 and issues it in 1 working day. It is valid for one month and carries a validation code. Only active employees on a DMCC employment visa can get one.

How do I get a NOC letter from DMCC?

Employee NOCs, such as for an RTA learner's permit, opening a business or a family hold, are requested by the company in the portal and cost AED 165 (AED 60 for a family hold). Company NOCs to a bank, DEWA, du, Etisalat or the Land Department cost AED 265. The NOC for a 10-year visa is AED 2,000.

How many visas can a DMCC flexi desk get?

Up to 3. DMCC sets quota by workspace: up to 3 visas on a flexi desk, 4 or 5 in a serviced office, and 1 visa per 9 square metres of physical space. A quota increase costs AED 500 per extra visa plus AED 250, and needs a physical unit, so a flexi desk company must move office to grow beyond 3.

When must a DMCC company submit audited financial statements?

Within six months after the end of each financial year. DMCC's guideline (April 2025) asks for the audited financial statements and the auditor's signed summary sheet, uploaded under Compliance Services in the portal. The auditor must be on DMCC's Approved Auditors List; branch companies with a group auditor are exempt from that rule. DMCC charges no fee.

What happens if my DMCC licence expires?

DMCC puts a sanction on the company's portal account, which blocks new visas, renewals, letters and officer changes until the licence is renewed. Late fees apply from day 31, the company must not operate without a valid licence, and DMCC may terminate it. Reinstating a terminated company costs at least AED 30,280 on DMCC's schedule.

Can a DMCC company's employees sponsor their families?

Yes. A DMCC employee sponsors family on a Dubai residence file under GDRFA rules, including the salary test of AED 4,000 a month, or AED 3,000 with housing. DMCC's employment hub lists dependant visas for a wife, children and parents through its portal. Dependants must be cancelled before the sponsoring employee's own visa.

Every DMCC schedule fee and rule on this page was checked against DMCC's own pages and documents on 30 October 2026; the licence renewal, establishment card and new-visa-from-abroad amounts come from our own price list, updated 31 October 2026.
