The rule, stated precisely
The UAE government’s official portal puts it plainly: if a person holding a UAE residence visa lives outside the UAE for more than six months continuously, their residence visa is nullified automatically.
Three words in that sentence do the work.

The six-month rule runs independently of the expiry date. A residence with two years left on it is nullified on day 181 of a continuous absence exactly as one with two months left would be.

The service steps
ICP publishes five, and they are worth reading because step three is where most applications stall:
- Submit the application through the selected channel.
- Review the application form and adjust the retrieved data if required.
- Attach the required documents in case data retrieval through integration fails.
- Pay the required fees.
- Receive the final product.
That third step is the system saying: normally we pull your data automatically, but when we cannot, you upload it. If your file is straightforward the process is nearly frictionless. If anything about it is unusual — a renewed passport, a changed name, a sponsorship that shifted — expect to be asked for documents, and have them ready before you start.
The Dubai exception — and why this guide exists
Among ICP’s published conditions for that service is this line, verbatim:

We checked GDRFA Dubai’s published service catalogue for a corresponding return or re-entry permit service. Its seven categories — Entry Permits, Residency Services, Entry and Exit, Citizenship and Personal Status, Violator Follow-up, Establishments Support Services and Legal Services — do not list one. The Entry Permits category covers visa extension, cancellation, work visas, visit visas, residency visas, green visas, status adjustment, tourist establishment quotas and the individual sponsorship file. That is not a dead end — it is a redirection. The published mechanism for a Dubai residence is the AED 100 per 30 days or less charge that ICP names in the same breath as the exclusion. Your route runs through GDRFA Dubai and the Amer channels rather than through an ICP application, and the practical question becomes what you owe rather than whether you will be approved.

That is not the expensive part of this situation. The six conditions, one at a time
ICP publishes these as terms and conditions of the service. Each is a hard gate, and most failed applications fail on one of them rather than on the merits.
1. The application must be submitted from outside the UAE
This is the condition people misread most often. You cannot fly in and then apply — because you cannot fly in, the residence having lapsed. The permit is what lets you return, so by definition it is applied for from where you are.
Practically: do this before you go to the airport, not from the airport.
2. More than 30 days of residence validity must remain
At the time you submit. This one quietly closes the door on a large number of people, because a long absence and an approaching expiry tend to arrive together.
If your residence has fewer than 30 days left, this service is not available to you, and the question becomes renewal or a fresh application rather than a return permit. Check your expiry date before anything else on this page.
3. You may apply after completing 180 days outside the UAE
A floor, not a deadline. The application is for people who have already crossed the threshold; you cannot pre-apply at day 150 to cover an absence you expect to run long.
Which means there is a window: before day 180 the answer is to come back; after day 180 the answer is this permit. There is no third option in between.
4. If sponsored by an establishment, either the establishment or you may apply
Useful, and widely unknown. A worker sponsored by a company does not have to wait for the employer to act — ICP publishes that the application may be submitted either by the establishment or by the customer.
If your employer is slow, unresponsive, or has stopped taking your calls while you are abroad, you are not dependent on them for this step.
5. A valid reason must be provided

6. Entry must be completed within 30 days of approval, including the approval date
The tightest number in this guide, and the one that catches people who have done everything else right. Also covered separately below, because it deserves it.

Obtain the evidence while the circumstance is live, not afterwards. A medical report approved by UAE medical authorities is a document to secure before you pass 180 days, not one to construct in month eight. An enrolment letter from a university is trivial to obtain while enrolled and awkward once the term has ended.
A contemporaneous document is worth many times an explanation offered later, and this is the cheapest insurance available anywhere in this guide.
“A valid reason” — what that actually means
ICP requires one, and requires you to evidence it: the published document requirement is proof of the reason for staying outside the UAE for more than six months. That is the entire documentary requirement for the service — one item, and it carries the whole application.
ICP does not publish a list of acceptable reasons, and we will not invent one. What we can do is set out honestly what the requirement asks for and what a strong submission looks like against it.
The shape of a strong reason
The published exceptions to the six-month rule tell you what kinds of circumstance the system already recognises as legitimate: medical treatment, study, a public-sector posting, an accompanying role with a diplomatic mission. Those are the categories the rules themselves acknowledge, and a reason that resembles one of them sits on familiar ground.
More broadly, a reason that reads well has three properties:

Proof worth having
- Medical: hospital and clinic records, admission and discharge documents, a treating physician’s letter with dates. Where the exception route is in play, a medical report approved by medical authorities in the UAE.
- Study: enrolment confirmation, term dates, a letter from the registrar.
- Employment abroad or a posting: a letter from the employer stating the assignment and its dates.
- Care of a family member: the relative’s medical documentation, plus proof of relationship.
- Bereavement or a family emergency: death certificate, and documents establishing the relationship.
- Circumstances outside your control: flight cancellations, border or airspace closures, a passport held for renewal by a consulate — anything dated and independent of your own account.
What is being assessed is whether there was a reason you remained outside beyond 180 days. So give the dates, say what happened, and attach the document that shows it. If the reason is good, the facts carry it. If the facts are thin, no amount of feeling will substitute — and an application that is mostly feeling reads as one with nothing else in it.
Anyone quoting you a success rate for this service is quoting a number that does not exist. Anyone guaranteeing approval is guaranteeing a decision they do not make.
The 30-day entry window
ICP publishes it twice — on the service card and on the government portal — which is a fair indication of how often it is missed.

Note the last four words. The clock starts on the day the approval is issued, not the day you read the email. If you were asleep in another time zone when it landed, that day is still day one.

The service completes in 2 days. So there is no advantage in applying early — and a real cost, because approval starts a 30-day clock you may not be ready to meet.
Sort out the flight, the money, the leave and the passport first. Then apply. Two days later you have an approval and a month in which to use it, which is comfortable. Apply first and you may spend the window waiting for a visa to another country, a salary payment, or a school term to end.
The smart gate detail nobody mentions
You have the permit, you land, and you head for the smart gate like every other trip. It will not work.
GDRFA Dubai publishes the categories who cannot use the Smart Gates, and among them, explicitly:
“Pre-registered Residents passengers who stayed outside the UAE for 6 months.”

So plan for the manual counter. Allow extra time, keep the approval accessible on your phone and, if you can, printed. If you are connecting onward, do not build a tight transfer around an assumption that you will be through in ninety seconds.
GDRFA also publishes something useful for afterwards: if you are unable to pass through the smart gate you can return to the immigration counter located behind it, and the Dubai Airports “May I Help You” team is positioned before the gates area. Ask rather than queue in the wrong place.
The corollary is reassuring. Being sent to a counter on your first return is expected and normal, and it does not mean something is wrong.

Two practical notes.
Record the application number the moment you submit. Every subsequent enquiry is keyed to it, and reconstructing it later means going back through payment records and emails.
The published completion time is two days. If nothing has moved after that, ring rather than resubmit — a second application does not overtake the first, and it may complicate the file. The call centre answers from abroad on the +971 number, which is the detail most people miss when they are the ones outside the country.
If the mobile number on your file is a UAE SIM sitting in a drawer in Sharjah while you are in Manila, a request for further information will go nowhere and the application will simply sit. Make sure the number and email on the submission are ones you check daily from where you actually are.
What happens if you do not get one
Worth being clear-eyed about, because the alternative is not “nothing”.

The middle row is what makes the first row worth the effort. Rebuilding a residence from scratch means finding a sponsor, passing the medical again, and paying the full sequence — and if your sponsor was an employer you no longer work for, that route may not exist at all.
And the fourth row has a consequence people forget: if you sponsor a spouse or children, their residence is built on yours. A single calendar entry at day 150 converts an expensive administrative problem into a cheap decision: fly back for a few days, or start collecting evidence for a permit. Both are manageable at day 150. Neither is available at day 200.

Nine months away, residence expires in three weeks
The condition that closes the door: more than 30 days of validity must remain at submission.
Do: this service is not available to you. The question is now whether the residence can be renewed — which depends on your sponsor and category — or whether a fresh application is required. Speak to your sponsor immediately, because the remaining weeks are the entire window.
Ten months abroad on a Golden visa
Do: nothing. ICP publishes Golden, Green and Blue Residence holders as exempt — they may enter the UAE at any time as long as the residence remains valid. This is one of the substantive benefits of those categories and it is rarely explained as such. Check the residence is still valid, and travel.
Fourteen months away for cancer treatment, documented throughout
Two possible routes, and the difference matters.
Do: establish first whether you fall within the published exception — residents sent abroad for treatment, on a medical report approved by medical authorities in the UAE — because an exception means the residence was never nullified, which is a stronger position than a permit. If the exception does not apply cleanly, the permit route is available with the treatment records as your proof of reason. Either way, gather the medical documentation now, and check whether your residence still has more than 30 days on it.

Anyone who works in this area answers immediately, because it is the first fork in the road. Anyone who starts describing the ICP application process without asking where your residence was issued is working from a generic article rather than from your file — and for roughly a third of UAE residents, that generic article describes a service they are excluded from.

Yes, and so can you. ICP publishes that where the beneficiary is sponsored by an establishment, the application may be submitted either by the establishment or by the customer. You are not dependent on an unresponsive employer for this step.
Who is exempt from the six-month rule?
ICP names Golden, Green and Blue Residence holders, and the husband of a UAE national woman if sponsored by her, as able to enter at any time while the residence is valid. Separately, the government portal lists exceptions including residents and their companions sent abroad for treatment on a medical report approved by UAE medical authorities, domestic helpers accompanying UAE diplomatic and consular missions, public sector employees sent for training or specialist courses, students studying abroad, investors holding valid residence visas, and residents sponsored by UAE diplomatic and consular representatives with their dependents.
My residence expires in three weeks. Can I still apply?
No. ICP publishes a condition that the remaining residence validity must be more than 30 days at the time of submission. Below that threshold the service is unavailable and the question becomes renewal or a fresh residence application.
What happens if I miss the 30-day entry window?
The approval is spent. No extension is published. You would need to apply again and pay again — and because the issuance fee is charged per month of delay, each additional month adds AED 100. The practical protection is to arrange the flight before you apply, since the service completes in two days anyway.
Can I use the smart gate when I return?
No. GDRFA Dubai lists pre-registered resident passengers who stayed outside the UAE for 6 months among the categories who cannot use the Smart Gates. Allow extra time for the manual counter, and keep the approval accessible.
I have been away for two years. Is it too late?
The published condition that closes the door is not the length of the absence — it is whether your residence still has more than 30 days of validity. A two-year absence has almost certainly outlasted the residence itself, in which case this service does not apply and the route is a fresh residence application with a sponsor. Establish the residence position first; that answer determines everything else.
