This is the requirement specific to birth certificates and the one that catches people out.
Some countries issue short-form certificates naming only the mother, or omitting parental details entirely. Those cannot support a sponsorship application, because the document has to establish the relationship to the sponsoring parent.
If your certificate is a short form, or names only one parent, request the long-form or full certificate from the issuing registry first. Attesting the wrong version means paying for the whole chain twice.
