What changed: one service, two attestations
The UAE MOFA operates a Digital Attestation Service through the UAE Embassy in New Delhi, for documents issued outside the UAE.

Under the old sequence, the UAE Embassy in New Delhi and MOFA UAE were two separate stages in two countries. You attested at the Embassy, couriered the physical documents to the UAE, then attested again here.
That international leg is gone for Indian documents. One application, both attestations, and the attested documents arrive by email.
If someone is telling you to budget for a courier to Dubai and a second MOFA UAE submission, they are describing the process as it was.
The India side still comes first
The digital service does not bypass India’s own authentication. The Embassy’s requirement is explicit: India-issued documents must be attested by the Ministry of External Affairs in the Republic of India.
And before MEA, most documents need a stage inside India first.

This is the decision that shapes an Indian education file, and it is genuinely state-dependent.
The HRD route runs through the education department of the state that issued the qualification. It involves the university actually verifying the award, which is slower but produces an authentication some receiving parties specifically expect.
The SDM route runs through a Sub-Divisional Magistrate. It is generally faster and is accepted for many purposes.
Which is appropriate depends on your state, your document and — importantly — what the receiving party in the UAE will accept. Establish that before choosing, because redoing it means starting the India side again.
Requirements at this stage are set by Indian authorities. Check MEA’s own guidance and your state’s process rather than relying on a summary, including ours.
Which UAE mission for Indian documents
The digital attestation service for India-issued documents runs through the UAE Embassy in New Delhi.
The UAE also maintains a Consulate General in Mumbai. If you are in western or southern India and expect to use it, check that mission’s own page for its current arrangements rather than assuming they match New Delhi’s — missions genuinely differ, and the digital service is published mission by mission.
What New Delhi covers
The Embassy provides attestation for documents issued by three countries:

The general rule across UAE missions is that documents must be attested by the mission in their own country of issuance. New Delhi publishes one express exception: official documents issued in the Kingdom of Bhutan must be sent to the UAE Embassy in New Delhi.
If you hold Bhutanese documents, this is the route — and it is worth knowing, because the default assumption would send you looking for a mission that does not handle them.
How to apply
The application is made through the UAE MOFA website, not at the Embassy counter.

“Digital attestation” describes the application, the certified output and the delivery — not the input. The Embassy states plainly that the original physical document is required.
This is not a service you complete by uploading a scan. Your originals are collected in India, attested, and returned. Plan accordingly if your documents are with family while you are in Dubai.
You need a UAE Pass account
UAE Pass is the national digital identity app and it is how you authenticate to the MOFA service. Download the app, register with your name, email address and mobile number, then log in on the MOFA website.
Set this up before you start rather than discovering it mid-application — particularly if you are applying from India for documents that will be used in the UAE.
The courier stage
India has two courier partners published for this service, which is worth knowing when something goes wrong.

Knowing which of these to contact saves days. A collection that never happened is a courier issue; a rejected application is an Embassy issue; a payment that will not process is a website issue.
Twenty-four hours is quick — be ready before you pay
The courier is scheduled within a day of submission. If your documents are in another state, with a relative, or still awaiting MEA attestation, that is a problem created by applying too early.
Finish the India side. Put the physical documents in the hands of whoever will meet the courier. Confirm they can print the air waybill and will be available. Then apply and pay.

So a rejection is recoverable but not free. You lose the service and delivery charge and a full collection-and-return cycle — which is the cost of not checking the rules below before applying.
The document rules that cause rejections

It is cheaper and quicker at the India stage to have several documents authenticated together. The Embassy will not accept that.
Each document must be authenticated individually. If your documents come back from MEA as one bundled authentication, they need redoing before the Embassy stage — a full extra cycle in India, after you have already paid a non-refundable service fee here.
Tell whoever handles the India side explicitly: individual authentication per document, not a bundle. It is the single most useful sentence in this guide.
The commercial power of attorney trap
A power of attorney containing commercial content is classified as a commercial document, which places it in the AED 2,000 band at MOFA UAE rather than the AED 150 personal band.
Indian applicants frequently prepare a broad general power of attorney covering both family property matters and business interests, assuming personal treatment. It will not get it. Two separate instruments usually serve better than one combined document that attracts the commercial rate on the whole thing.

A family with an Indian degree and a marriage certificate issued elsewhere has two separate chains through two different UAE missions. They cannot be combined into one submission for convenience.
This is the same principle as sorting by whether a document was issued inside or outside the UAE, which our process and order guide covers.

The degree is the document everything else waits on: the work permit depends on it, residence depends on the permit, and the family’s visas depend on residence. On a family move, this is the critical path.
Birth, marriage and death certificates
Obtained from the issuing authority, authenticated through the Home Department or SDM route depending on the state and document, then MEA. Remember the Embassy’s rule that these must be submitted in original form — a true copy is not accepted for personal certificates even though it may be for other document types.
Marriage certificates do double duty for many applicants: they support spouse sponsorship, and they are frequently the linking evidence connecting a degree in a maiden name to a passport in a married name.
Powers of attorney
Signed before a local notary or legal authority in India, then attested by MEA. Watch the commercial-content classification described above — it is the difference between two fee bands.
Corporate documents
Memoranda and articles of association must be attested separately. Commercial invoices and certificates of origin go through eDAS 2.0 rather than the Embassy. Sort a company file into personal, commercial, and invoices before starting — three routes, three fee treatments.
Running it from Dubai
Most people reading this are in the UAE with documents still in India. The digital service makes this far easier than it was, but it still needs someone on the ground.

1. Confirm which documents your family physically holds, and photograph each one so you can check names and versions yourself.
2. Establish whether HRD or SDM is appropriate for your state and purpose — before anything is submitted.
3. Complete the India side through to MEA, individually per document.
4. Confirm documents are back with your relative and that they will be available and able to print.
5. Only then apply and pay through the MOFA website.
Applying before step 4 is the most common self-inflicted delay. The courier arrives within 24 hours whether or not anyone is ready.

The originals still travel — collected and returned within India — but the attested output reaches you by email, certified by both authorities.
Verifying what you receive
The Embassy provides verification using your Attestation Reference Number and the issued date. MOFA also operates digital document verification at verify.mofa.gov.ae.

Older certificates frequently record names differently from a current passport — initials expanded or contracted, a father’s name included, a surname placed differently, or a spelling that predates standardisation.
Attestation confirms a document is genuine. It does not assert the document is yours. Where names differ you need a correction from the issuing board or university, or linking evidence.
Both are handled in India, by an institution, on their timeline. Compare every document against your passport character by character before anything enters the chain.

The India-side fees belong to universities, state authorities and MEA, who publish them and change them without reference to anything published in the UAE. Inventing figures would be worse than useless.

After attestation: the step people miss
For a degree, attestation is not the finish line.

A fully attested Indian degree can still produce a refused work permit, because attestation and recognition answer different questions.
Attestation confirms the document is genuine. Recognition assesses whether the qualification is comparable to a UAE one at the level claimed — decided by the Ministry of Education, not MOFA.
The framework was relaxed substantially in 2023: the physical presence requirement is gone, credit transfer limits were removed, and fully online degrees are permitted outside engineering, medicine and law. Recognition now turns largely on the ranking of the awarding institution. Our recognition guide sets out what applies now.
Start recognition in parallel with attestation. They are independent, and queuing them can double your timeline.

Three files, and what decided them
The one that used the new service properly
An engineering degree, already through university verification, state authentication and MEA, with the original held by a parent in Pune.
What they did: confirmed the parent was available and could print, applied through the MOFA website with UAE Pass, selected Republic of India as country of issuance, and paid. The courier collected the next day. Attested documents — certified by both the Embassy and MOFA UAE — arrived by email; the original came back by courier.
Why it worked: the India side was finished before the application started. Nothing else about the file was unusual.
What still had to happen: recognition, and — because engineering is a regulated field excluded from the 2023 relaxations — professional licensing. Both were started in parallel rather than after.
The bundle
A degree, two transcripts and a birth certificate authenticated together in India as one set, to save fees and trips.
What happened: rejected. Documents apostilled in a bundle are not accepted; each must be authenticated individually. The attestation fee was refunded automatically; the service and delivery fee was not.
The cost: a full extra cycle in India, the non-refundable fee, and about a month.
The lesson: the saving at the India stage was a fraction of the cost of redoing it. Be explicit with whoever handles the India side that each document needs its own authentication.
The wrong state route
A degree authenticated through the SDM route, presented to a receiving party that specifically expected HRD authentication with university verification behind it.
What happened: the attestation chain was formally complete, but the receiving party would not accept it. The India side had to be redone through HRD — university verification included, which is the slow part.
The lesson: establish what the receiving party requires before choosing the route. This is not a rule the UAE Embassy enforces; it is a requirement of whoever will ultimately rely on the document, and it varies.
The HRD-versus-SDM question cannot be answered generically, and pages that tell you one route is always correct are overreaching.
The people who can answer it are the ones who will reject the file — the employer’s HR department, the licensing authority, the university admissions office. One email asking “do you require HRD attestation, or is SDM acceptable?” saves more time than any amount of reading.
Protecting your originals
Your documents are collected by courier, travel within India, and are returned. Courier partners follow strict handling guidelines with track-and-trace, but sensible precautions still apply.

A lost degree certificate is not a fee problem. It is an application to an Indian university, on their timeline, with a job offer waiting.
Attestation for study rather than work
Not every Indian document crossing to the UAE is for a job. Two cases come up often.

School transfer certificates and previous-year records sit in India, need the same chain as everything else, and are needed at a fixed point in the calendar that will not move for you.
If children are joining you during a school year, deal with their records at the same time as your own degree — not after your residence is issued. The two run in parallel and the school deadline is usually the harder one.

Everything after it is now measured in days and can be run from your phone. So concentrate your planning — and your family’s effort — on the Indian stages, and treat the UAE half as the predictable part it has become.

On a company file with several corporate documents, the difference between the AED 2,000 line and the AED 150 line is AED 1,850 per document.
We are not telling you your documents qualify for the lower line — that depends on their origin and what has already been done to them. Sorting a company file
Before submitting anything, separate documents into three groups: personal, commercial, and invoices or certificates of origin. They follow different routes and different fee treatments, and mixing them produces rejections rather than partial processing.
Then plan the sequence against whatever the documents are for. A company formation, an agency agreement or a tender submission usually has a date attached, and the India-side chain is the part that does not compress.
One practical consequence of the new service
Because the UAE half is now fast and can be run remotely, the sensible strategy has changed. It used to make sense to attest only what you were certain you needed, since every document meant another courier to Dubai and another submission here.
Now the marginal cost of adding a document, once someone in India is already making the university, state and MEA trips, is much lower. If you are having a degree done, it is usually worth doing the transcripts at the same time — and the marriage and birth certificates if a family move is even a possibility.
The saving is not really in fees. It is in never having to ask a relative to repeat the same three journeys in eighteen months because a promotion or a school place suddenly requires a document nobody had thought about.
That is the shift worth taking away: the constraint on this route is no longer the UAE side at all. It is how many trips you are willing to ask someone in India to make — and doing them once, properly, is now considerably cheaper than doing them twice.

Three of those six lines have published windows measured in hours or a few days. The three that do not belong to Indian institutions and authorities, who publish their own.
Build your plan around the university, the state authority and MEA. Treat the UAE half as fixed. That is the reverse of how this used to work, which is why older advice produces the wrong plan.
Test the university early
On an education file, the single biggest variable is whether the awarding institution responds — to a verification request, or to a request for transcripts.
Email the registrar now and ask whether they handle verification requests, what they charge, and how long they take. Their reply, or their silence over two weeks, tells you more about your real timeline than any published turnaround.
This is also the item people leave until last, at which point it becomes the reason everything else is waiting.
Working backwards from a start date
If an employer has given you a date, plan in reverse: the start date depends on the work permit, which may depend on recognition, which depends on attestation, which depends on MEA, which depends on state authentication, which depends on university verification, which depends on holding the right original.
Seven dependencies. Most people count two, and the two they count are the fast ones.
An employer told in week one that documents are in India and the chain runs through a university, a state authority and MEA will usually work with you. The same employer told in week five, having planned around a date, has fewer options and less patience.
Be specific rather than reassuring: which stage you are at, what the published turnaround is, and what you are waiting on. “The university has confirmed and it is with MEA; the UAE side is 2–3 days after that” is a manageable update.
If you are already working in the UAE
A large share of Indian residents here arrived without attested documents, because the role at the time did not require them. It surfaces later, always with a deadline attached.

Under the old process, attesting from Dubai meant an international courier and two separate submissions. That friction is why people put it off.
Now, provided the India side is complete, the UAE half is one online application and 2–3 business days. The remaining requirement is simply that someone in India holds the originals and can meet a courier.
So if a relative is visiting, or you are going home, that is the moment to get the university, state and MEA stages done. Everything after can be run from your phone, whenever you need it.
And because the marginal cost of adding a document is now much lower once someone is already making those trips, it is usually worth doing the degree, the transcripts, the marriage certificate and the children’s birth certificates together — rather than asking the same person to repeat the same journeys in eighteen months.

Then apply from Dubai whenever you need to. The India side is the part requiring presence; the UAE side no longer is.

The Indian community in the UAE is large and generous with help, and most of what circulates was accurate when the person went through it.
But the digital attestation service is recent, and the recognition framework changed in 2023. Someone who attested a degree three years ago is describing a genuinely different process, accurately. They are remembering, not misinforming.
Check the current position against the Embassy and MEA directly. Where anything here conflicts with what they publish today, follow them and tell us so we can correct the page.

Checks 1, 2 and 7 prevent most rejections, and none of them requires expertise — only a phone call before you pay.
Frequently asked questions
Do I still need to send documents to the UAE after the Embassy attests them?
No, for Indian documents using the digital attestation service. One application covers both the UAE Embassy in New Delhi and MOFA UAE, and you receive the digitally attested documents by email.
The old sequence — attest in New Delhi, courier to the UAE, attest again — is what most published guidance still describes.
How long does it take?
Most requests are completed within 2 to 3 business days at the UAE end — after the India side, which runs on its own timeline.
What has to happen in India first?
India-issued documents must be attested by the Ministry of External Affairs. Before MEA, most documents need a stage inside India — university verification and state authentication via the HRD or SDM route for education documents, or the Home Department or SDM route for civil certificates.
HRD or SDM — which should I use?
It depends on your state, your document and what the receiving party in the UAE will accept.
The HRD route runs through the state education department and involves the university verifying the award — slower, and specifically expected by some receiving parties. The SDM route is generally faster and accepted for many purposes.
Establish which is acceptable before choosing. Redoing it means starting the India side again.
Is it really digital? Do I send the original?
The original physical document is required. “Digital” describes the application, the certified output and the delivery — not the input.
A MOFA-approved service provider collects your originals and returns them by courier.
When does the courier collect?
Within 24 hours of successful submission. You receive an email with an air waybill and pickup date — print it and attach it to your documents.
If you miss the collection you receive an email with a new schedule, and possibly SMS and calls about re-attempts.
When do I get my documents back?
24 to 48 hours after release from the Embassy, or 48 to 72 hours for remote areas. Present valid proof of identification to the courier on delivery.
Who do I contact if the courier is the problem?
India has two published courier partners: VFS at support.UAEattest@vfsglobal.com and BLS at india.documents@blsattestation.com.

Can I get several documents authenticated together to save money?
No. Documents apostilled in a bundle are not accepted — each must be authenticated individually. A bundled authentication means redoing the India stage.
Can I send non-Indian documents to the Embassy in New Delhi?
No, with one exception. Documents not issued in India must be attested by the UAE Embassy or Consulate in their own country of issuance.
The exception is Bhutan — official documents issued in the Kingdom of Bhutan must be sent to the UAE Embassy in New Delhi.
What happens if my application is rejected?
Your attestation fee is refunded automatically. The service fee, including delivery, is non-refundable. Your originals are returned and you can resubmit once requirements are met.
Can I attest commercial invoices this way?
No. Commercial invoices and certificates of origin must be submitted via eDAS 2.0 on the MOFA website. Everything else, personal and commercial, can go through the Embassy.
How is a power of attorney treated?
It must be signed before a local notary or legal authority in India, then attested by MEA. Note that a power of attorney containing commercial content is considered a commercial document, placing it in the higher fee band.
Memoranda and articles of association must be attested separately.
Do I use New Delhi or Mumbai?
The digital attestation service for India-issued documents is published for the UAE Embassy in New Delhi. If you expect to use the Consulate General in Mumbai, check that mission’s own page for its current arrangements rather than assuming they match.
Does attestation mean my degree is recognised?
No. Recognition is a separate assessment by the Ministry of Education, and a fully attested degree can still be refused — which holds up the work permit.
Start recognition in parallel. The framework was relaxed substantially in 2023 and now turns largely on the ranking of the awarding institution.
How do I verify my attested document?
Using the Attestation Reference Number and the issued date. MOFA also operates digital document verification at verify.mofa.gov.ae. Save the reference number and the email — that is your record.
Running an Indian file from Dubai
The HRD and SDM routes behave differently, the state matters, and a file that is correct in Delhi can still fail at recognition months later. Most of the difficulty is sequencing across two countries and knowing which stage a problem actually belongs to.
