The change is worth understanding properly, because it removes an entire stage and an international courier leg.

What changed: one service, two attestations
The UAE MOFA now operates a Digital Attestation Service through the UAE Embassy in Islamabad, for documents issued outside the UAE.

Under the old sequence, the UAE Embassy in Islamabad and MOFA UAE were two separate stages in two countries. You attested at the Embassy, then couriered the physical documents to the UAE, then attested again at MOFA UAE.
That international leg is now gone for Pakistani documents. One application, both attestations, and the digitally attested documents arrive by email.
If someone is telling you to budget for a courier to Dubai and a separate MOFA UAE submission afterwards, they are describing the process as it was — not as it is.
The Pakistan side still comes first
The digital service is not a shortcut past Pakistan’s own authentication. Documents must be attested by their national foreign office before the Embassy will act.

The Embassy’s own requirement, stated plainly: Pakistan-issued documents must be attested by the Ministry of Foreign Affairs in Pakistan — with the GAMCA exception noted above.
This trips people up constantly, particularly families attesting several documents at once.
HEC handles university degrees. IBCC handles matric and intermediate certificates. They are different bodies with different processes, and a matric certificate sent to HEC will not be attested.
If you are attesting a full academic history — matric, intermediate and a degree — that is two Pakistani bodies before you reach MoFA Pakistan at all. Plan for both, and start them together rather than in sequence.
MoFA Pakistan: where to go
Attestation is available in Islamabad and through camp offices in Karachi, Lahore, Peshawar and Quetta, which matters if your family is not in the capital.
Requirements, fees and timings at this stage are set and published by MoFA Pakistan. Check their own guidance rather than relying on a summary — including this one — because those change without reference to anything published in the UAE.
For attestation of degrees at the UAE Embassy stage, the published requirement is that they be prior attested from HEC and MoFA, along with a CNIC and passport copy.
The same pattern applies to matric and intermediate certificates via IBCC and MoFA, again with CNIC and passport copy.
Have both identity documents ready from the start. They are a routine requirement and a routine reason for an incomplete application.
How to apply
The application is made through the UAE MOFA website, not at the Embassy counter.

“Digital attestation” describes the workflow and the output — not the input. The Embassy is explicit: the original physical document is required for the digital attestation process.
So this is not a service you can complete by uploading a scan. Your originals are collected, attested and returned. What is digital is the application, the certified output and the delivery of it.
Plan accordingly if your documents are with family in Pakistan while you are in Dubai — someone has to hand them to the courier.
You need a UAE Pass account
UAE Pass is the national digital identity app, and it is how you authenticate to the MOFA service. Download the app and provide basic information — name, email address and mobile number — to create a basic account, then log in to the MOFA website with those credentials.
If you are applying from Pakistan for documents that will be used in the UAE, set this up before you start rather than discovering it mid-application.
The courier stage, in detail
This is the part with the most moving pieces, and the Embassy publishes it clearly.

The courier is scheduled within a day of submission. If your documents are in another city, with a relative, or still awaiting MoFA Pakistan attestation, that is a problem you have created for yourself by applying too early.
Complete the Pakistan side first. Have the physical documents in the hands of whoever will meet the courier. Then apply and pay.
And make sure that person can print the air waybill and will be available — a missed collection means rescheduling, and it is the most common self-inflicted delay on this route.
If the application is rejected
The Embassy publishes exactly what happens, and the distinction matters.

So a rejection is recoverable, but not free. You lose the service and delivery charge, and the calendar time of a full collection and return cycle. That is the cost of not checking the requirements below before applying.
The document rules that cause rejections
Published by the Embassy, and each one is a real refusal reason.

It is tempting, and cheaper at the Pakistan stage, to have several documents authenticated together as one bundle. The Embassy will not accept that.
Each document must be apostilled individually. If your documents came back from the Pakistan side as a single bundled authentication, they will need redoing before the Embassy stage — a full extra cycle in Pakistan, after you have already paid a non-refundable service fee here.
Tell whoever is handling the Pakistan side explicitly: individual authentication per document, not a bundle.
The commercial power of attorney trap
A power of attorney that contains commercial content is classified as a commercial document — which puts it in the AED 2,000 fee band at MOFA UAE rather than the AED 150 personal band.
People frequently prepare a general power of attorney covering both personal and business matters, assuming it will be treated as personal. It will not. If you need both, consider whether two separate instruments serve you better than one combined document that attracts the commercial rate.

The Embassy states this plainly, and it is worth knowing before you assemble a file.
A family with a Pakistani degree and a marriage certificate issued in another country has two separate chains running through two different UAE missions. They cannot be combined into one submission because it is administratively convenient.

The GAMCA exception
One published carve-out worth knowing: medical documents issued by GAMCA Medical Testing Centers in Pakistan do not require prior attestation by the Pakistani Ministry of Foreign Affairs before the Embassy stage.
Everything else Pakistan-issued does. This removes a stage for anyone whose file includes a GAMCA medical report, and it is a genuine saving in both time and travel — particularly for applicants outside the cities where MoFA Pakistan has offices.
Confirm your document falls within the exception before relying on it. “A medical report” and “a medical report issued by a GAMCA centre” are not the same thing.
Document by document
The UAE-side treatment is the same for all of these. What differs is which Pakistani body has to act first.

The degree is the document everything else waits on: the work permit depends on it, the residence visa depends on the permit, and the family’s visas depend on your residence. If you are planning a family move, this is the critical path.

Civil documents
Birth, marriage and death certificates go to MoFA Pakistan after being obtained from the relevant issuing authority. Note the Embassy’s rule that official personal documents must be submitted in their original form — a true copy is not accepted for these, even though it may be for other document types.
Marriage certificates do double duty for many applicants: they support spouse sponsorship, and they are frequently the linking evidence connecting a degree in a maiden name to a passport in a married name.
Medical documents
The GAMCA exception applies here and nowhere else: medical documents issued by GAMCA Medical Testing Centers in Pakistan do not require prior MoFA Pakistan attestation before the Embassy stage.
Confirm your document actually falls within it. A medical report from a private clinic is not a GAMCA-issued document, and assuming otherwise costs a rejected application and a non-refundable service fee.

If you need authority over both family and business matters, consider two separate instruments rather than one combined document that attracts the commercial rate on the whole thing.
Corporate documents
Memoranda and articles of association must be attested separately rather than as one corporate pack. Commercial invoices and certificates of origin do not go through the Embassy at all — they are submitted via eDAS 2.0 on the MOFA website.
For a company file, sort documents into three groups before starting: personal, commercial, and invoices or certificates of origin. They follow different routes and different fee bands, and mixing them produces rejections rather than partial processing.
If you are already working in the UAE
A large share of Pakistani residents here arrived without attested documents, because the job at the time did not require them. It surfaces later, and always with a deadline.

Under the old process, getting documents attested from Dubai meant an international courier and two separate submissions. That friction is why so many people put it off.
Now, provided the Pakistan side is complete, the UAE half is one online application and 2–3 business days. The remaining requirement is simply that someone in Pakistan holds the originals and can meet a courier.
If a relative is visiting, or you are going home, that is the moment to get the HEC or IBCC and MoFA Pakistan stages done. Everything after that can be run from your phone.

Then apply from Dubai whenever you need to. The Pakistan side is the part that requires presence; the UAE side no longer does.

Three of those five lines have published windows measured in hours or a few days. The two that do not belong to Pakistani authorities, who publish their own timelines.
So build your plan around HEC, IBCC and MoFA Pakistan, and treat the UAE half as fixed. That is the opposite of how this used to work, and it is why advice from a few years ago produces the wrong plan.
Working backwards from a start date
If an employer has given you a date, plan in reverse: the start date depends on the work permit, which may depend on recognition, which depends on attestation, which depends on MoFA Pakistan, which depends on HEC or IBCC, which depends on holding the right original document.
Six dependencies. Most people count two, and the two they count are the fast ones.
An employer told in week one that documents are in Pakistan and the chain runs through HEC and MoFA will usually work with you. The same employer told in week five, having planned around a date, has fewer options.
Be specific rather than reassuring: which stage you are at, what the published turnaround is, and what you are waiting on. “HEC has the degree and MoFA is next; the UAE side is 2–3 days once that is done” is a manageable update.

Nine points. The third and fourth prevent the two most expensive failures on this route, and both are entirely within your control.
Running it from Dubai
Most people reading this are in the UAE with documents still in Pakistan. The digital service makes this considerably easier than it was, but it still needs one person on the ground.

1. Confirm with your family which documents they physically hold, and photograph each one so you can check names and versions yourself.

4. Only then apply and pay through the MOFA website.
Applying before step 3 is the most common way this goes wrong. The courier arrives within 24 hours whether or not anyone is ready.

The originals still travel — collected and returned within Pakistan — but the attested output reaches you by email, certified by both authorities.
Verifying what you receive
The Embassy provides a verification route using your Attestation Reference Number and the issued date, to confirm the document’s validity. MOFA also operates digital document verification at verify.mofa.gov.ae.

The digitally attested document arrives by email. That email is your record.
Save it, and the attestation reference number, somewhere permanent — not in a work account you will lose access to. If an employer or authority later questions the attestation, the reference number is how it is verified.

The Pakistan-side fees belong to HEC, IBCC and MoFA Pakistan, who publish them and change them without reference to anything published in the UAE. Inventing figures here would be worse than useless.

What happens after attestation
For a degree, attestation is not the finish line — and this is where Pakistani applicants most often lose time.

A fully attested Pakistani degree can still produce a refused work permit, because attestation and recognition answer different questions.
Attestation confirms the document is genuine. Recognition assesses whether the qualification is comparable to a UAE one at the level claimed — and it is decided by the Ministry of Education, not MOFA.
The good news is that the recognition framework was relaxed substantially in 2023: the physical presence requirement is gone, credit transfer limits were removed, and fully online degrees are now permitted outside engineering, medicine and law. Our recognition guide sets out what applies now.
Start recognition in parallel with attestation rather than after it. They are independent, and queuing them can double your timeline for no reason.
What most guidance still describes
Attestation advice dates badly, and the Pakistan route changed more than most. These are the specific points where older material now misleads.

Does it mention digital attestation and a 2–3 business day turnaround? If not, it predates the current service.
Does it describe a courier leg from Pakistan to the UAE for the attestation itself? That step no longer applies to Pakistani documents.
Does it distinguish HEC from IBCC? Pages that treat all education documents identically have not looked closely.
Where anything here conflicts with what the UAE Embassy in Islamabad publishes today, the Embassy is right and we are out of date. Tell us and we will correct it.
Why community advice is often out of step
The Pakistani community in the UAE is large and helpful, and most of what circulates about attestation was accurate when the person went through it. The digital attestation service is recent; the recognition framework changed in 2023; the UAE’s own attestation service moved online before that.
So a colleague who attested a degree three years ago is describing a genuinely different process, accurately. If someone tells you to budget for a courier to Dubai and a second attestation here, they are not misinformed — they are remembering.

Applying before the Pakistan side is finished, and applying before anyone is ready to hand over documents, are the two failures we see most — and both cost a non-refundable service fee plus a full cycle.
Neither requires expertise. They require a phone call to whoever is holding your documents, before you pay.
Protecting your originals
Your documents are collected by a courier, travel within Pakistan, and are returned. VFS courier partners follow strict handling guidelines with track-and-trace, but the sensible precautions still apply.

A lost degree certificate is not a fee problem. It is an application to a Pakistani university, on their timeline, with a job offer waiting.

Everything after it is now measured in days and can be run from your phone. So concentrate your planning — and your family’s effort — on the Pakistan stages, and treat the UAE half as the predictable part it has become.
Attestation for study rather than work
Not every Pakistani document crossing to the UAE is for a job. Two other cases come up often and follow slightly different logic.

In both cases the receiving institution — the school or the university — is the authority on what it needs. Ask them directly before attesting anything, because requirements differ between schools and between emirates, and each unnecessary document is a full chain through HEC or IBCC and MoFA Pakistan.
School transfer certificates and previous year records sit in Pakistan, need the same chain as everything else, and are needed at a fixed point in the calendar that will not move for you.
If children are joining you during a school year, deal with their records at the same time as your own degree — not after your residence is issued. The two run in parallel and the school deadline is usually the harder one.
One practical consequence of the new service
Because the UAE half is now fast and can be run remotely, the sensible strategy has changed. It used to make sense to attest only what you were certain you needed, since every document meant another courier to Dubai and another submission here.
Now the marginal cost of adding a document, once someone in Pakistan is already making the HEC or IBCC and MoFA trips, is much lower. If you are having a degree done, it is usually worth having the matric and intermediate certificates done at the same time — and the marriage and birth certificates if a family move is even a possibility.
The saving is not in fees. It is in never having to ask a relative to repeat the same three trips in eighteen months when a promotion or a school place suddenly requires a document nobody thought about.
That is the practical shift worth taking away: the constraint on this route is no longer the UAE side at all. It is how many trips you are willing to ask someone in Pakistan to make, and doing them once properly is now considerably cheaper than doing them twice.

Older degrees and matric certificates frequently record names differently from a current passport — a father’s name included or omitted, a spelling that predates a standardised transliteration, or a shortened form.
Attestation confirms a document is genuine. It does not assert the document is yours. Where the names differ, you need either a correction from the issuing board or university, or linking evidence.
Both are handled in Pakistan, by an institution, on their timeline. Check every document against your passport character by character before anything enters the chain — it is ten minutes, and it is the failure that is hardest to fix from Dubai.
Three files, and what decided them
The one that used the new service properly
A master’s degree, already attested by HEC and MoFA Pakistan, with the original held by a brother in Lahore.
What they did: confirmed the brother was available and could print, then applied through the MOFA website with UAE Pass, selected Pakistan as country of issuance, and paid. Courier collected the next day. Digitally attested documents — certified by both the Embassy and MOFA UAE — arrived by email; the original came back by courier.
Why it worked: the Pakistan side was finished before the application started. Nothing else about the file was unusual.
The bundle
Matric, intermediate and degree certificates authenticated together as one bundle in Pakistan, to save fees.
What happened: rejected. Documents apostilled in a bundle are not accepted; each must be authenticated individually. The attestation fee was refunded automatically; the service and delivery fee was not.
The lesson: the saving at the Pakistan stage was smaller than the cost of redoing it. Be explicit with whoever handles the Pakistan side that each document needs its own authentication.
The one who assumed attestation was enough
A degree fully attested through the chain, presented for a work permit at a skill level requiring a bachelor’s qualification.
What happened: the permit was held pending recognition — a separate assessment by a separate ministry that had never been started.
The lesson: attestation and recognition are different processes and can run in parallel. Starting recognition on the same day as attestation would have cost nothing and saved weeks.
Frequently asked questions
Do I still need to send documents to the UAE after the Embassy attests them?
No, for Pakistani documents using the digital attestation service. One application covers both the UAE Embassy in Islamabad and UAE MOFA, and you receive the digitally attested documents by email.
The old sequence — attest at the Embassy, courier to the UAE, attest again at MOFA UAE — is what most published guidance still describes.
How long does it take?
Most requests are completed within 2 to 3 business days at the UAE end. That is after the Pakistan side — HEC or IBCC, then MoFA Pakistan — which runs on its own timeline.
Who attests my degree in Pakistan?
HEC — the Higher Education Commission — for bachelor’s, master’s and PhD degrees. IBCC — the Inter Board Committee of Chairmen — for matric and intermediate certificates. Then MoFA Pakistan in both cases.
MoFA Pakistan attestation is available in Islamabad and at camp offices in Karachi, Lahore, Peshawar and Quetta.
What documents do I need to provide?
Degrees must be prior attested from HEC and MoFA, with a CNIC and passport copy. Matric and intermediate certificates must be prior attested from IBCC and MoFA, with the same identity documents.
Is it really digital? Do I need to send the original?
The original physical document is required. “Digital” describes the application, the certified output and the delivery — not the input.
A MOFA-approved service provider collects your originals and returns them by courier afterwards.
When does the courier collect?
Within 24 hours of successful submission through the MOFA website. You receive an email with an air waybill and pickup date — print it and attach it to your documents.
If you miss the collection, you receive an email with a new schedule, and possibly SMS and calls about re-attempts.
When do I get my documents back?
24 to 48 hours after release from the UAE Embassy in Islamabad, or 48 to 72 hours for remote areas. Present valid proof of identification to the courier on delivery.
Can I send documents issued outside Pakistan to the Embassy in Islamabad?
No. Documents not issued in Pakistan must be attested by the UAE Embassy or Consulate in their own country of issuance.
The Embassy in Islamabad handles Pakistan-issued documents and UAE-issued documents only.
Can I get several documents apostilled together to save money?
No. Documents apostilled in a bundle are not accepted — each document must be apostilled individually. A bundled authentication means redoing the Pakistan stage.
Do medical documents need MoFA Pakistan attestation first?
Not for medical documents issued by GAMCA Medical Testing Centers in Pakistan, which are expressly excepted from the prior MoFA Pakistan attestation requirement.
Everything else Pakistan-issued does require it.
What happens if my application is rejected?
Your attestation fee is refunded automatically. The service fee, including delivery, is non-refundable. Your originals are returned and you can resubmit once the requirements are met.
Can I attest commercial invoices this way?
No. Commercial invoices and certificates of origin must be submitted via eDAS 2.0 on the MOFA website. Everything else, personal and commercial, can go through the Embassy.
How is a power of attorney treated?
It must be signed before a local notary or legal authority, then attested by MoFA Pakistan. Note that a power of attorney containing commercial content is considered a commercial document, which places it in the higher fee band.
Memoranda and articles of association must be attested separately.
Do I need a UAE Pass account?
Yes. UAE Pass is the national digital identity app and it is how you log in to the MOFA service. Download the app and register with your name, email address and mobile number, then log in on the MOFA website.
How do I verify my attested document?
Using the Attestation Reference Number and the issued date. MOFA also operates digital document verification at verify.mofa.gov.ae. Save the reference number and the email — that is your record.
Does attestation mean my degree is recognised?
No. Recognition is a separate assessment by the Ministry of Education. A fully attested degree can still be refused recognition, and a work permit can be held as a result.
Start recognition in parallel — the framework was relaxed substantially in 2023.
Running a Pakistani file from Dubai
The hardest part of a Pakistani attestation chain is rarely any single stage. It is coordinating HEC or IBCC, MoFA Pakistan and a courier collection window from another country, with originals in transit and a work permit waiting on the outcome.
