In short: As of October 2026, an equivalency certificate in the UAE is a MoHESR recognition report for a foreign degree, or an MoE equivalency for a school certificate. The official degree fees are AED 350 plus AED 50, with 18 working days published. We handle the whole file for AED 1,200 all-inclusive, starting with an AED 100 file check.
This page is our service. If you want every rule, every MoHESR service and the history behind the name, read our full MOHRE equivalency certificate guide, which covers fees, steps and refusals in depth. Here we focus on one question: what do you need, and how do we get it done for you?
MIRDXB PRO is a private PRO and visa services company in Al Barsha 1, Dubai. We are not MoHESR, the Ministry of Education or MOHRE, and we are not a partner or agent of any verification company the Ministry uses. We prepare your application and submit it with you through your own UAE PASS. The Ministry alone decides whether a qualification is recognised, so nobody, including us, can guarantee the outcome.
Most delays we see start here: someone pays for the wrong service, or for one service when the receiving body wanted another. Find your situation in the table, then check the purpose rule in the last column. Each row comes from the issuing body's own page, checked on 26 October 2026.
| Your situation | What you need | Issued by | Official fee and time |
|---|---|---|---|
| Foreign degree for the Dubai Golden Visa, skilled specialist route (MOHRE skill level 1 or 2, salary about AED 30,000) | Recognition report. The GDRFA card asks for "a certificate of recognition of the academic qualification" for universities outside the UAE | MoHESR | AED 350 + AED 50; 18 working days |
| Foreign degree for a government job, postgraduate study in the UAE or a visa file that names recognition | Recognition report. u.ae calls it the official document for "employment, further studies, visas and government services" | MoHESR | AED 350 + AED 50; 18 working days |
| Foreign degree for a skilled MOHRE work permit (levels 1 to 5) | An attested certificate higher than secondary, plus a salary of at least AED 4,000. Many employers also want the recognition report for senior roles: ask HR in writing | Attestation: home country, UAE embassy, MOFA. Recognition: MoHESR | UAE embassy AED 150 + MOFA AED 150 per document; recognition as above |
| Degree from a UAE university | Recognition of a UAE qualification, or nothing if your university is in the Ministry's automatic recognition scheme (42 institutions in June 2026) | MoHESR | AED 50 per document; 3 working days |
| Grade 12 certificate from abroad, for a UAE university place or a job | General Education equivalency. Certificates must be attested by the UAE Ministry of Foreign Affairs first | Ministry of Education | AED 50; 3 to 30 working days |
| Grade 12 from a foreign-curriculum school in the UAE | General Education equivalency, after attestation by the school regulator: KHDA (Dubai), ADEK (Abu Dhabi), SPEA (Sharjah), the RAK Department of Knowledge, or MoE elsewhere | Ministry of Education | AED 50; 5 working days |
| A child joining a Dubai private school mid-way | The school registers the child with KHDA using a transfer certificate. Certificates from abroad must be attested by the home education authority and the UAE Ministry of Foreign Affairs | KHDA, through the school | No KHDA fee; immediate once complete |
| Healthcare licence with DHA, DOH or MOHAP | The regulator's own primary source verification of your degree, experience and licences. Some allied health titles accept a qualification equalised by MoE or the Commission for Academic Accreditation | The health regulator, through its verification company | Set by the regulator and its verifier |
| Teacher licence (MoE Teacher Licensing System) | A university qualification attested by the Ministry or a "University Qualification Equivalency", uploaded to the licensing system. Today that is the MoHESR recognition report | MoHESR, then MoE licensing | Transitional licence AED 50; about 30 working days |
| Engineering registration or another regulated profession | The regulator's own registration. Some ask for recognition, some for attestation, some for both. Ask the regulator in writing; we check it in your file check | The professional regulator | Set by the regulator |
Four words get mixed up in almost every enquiry we receive. They answer four different questions.
| Term | The question it answers | Who does it | What you get |
|---|---|---|---|
| Equivalency | The old name. MoHESR's own FAQ says "Recognition" is the new name for the service previously known as "Equivalency" | MoHESR (degrees), MoE (school) | Same document as recognition |
| Recognition | Does the UAE accept this higher education qualification? | MoHESR, after a partner checks the degree with the university | A digital recognition report with document and verification numbers |
| Attestation | Are the stamps and signatures on this paper genuine? | Home-country authorities, the UAE embassy, then UAE MOFA | Stamps or a digital attestation on the document |
| Primary source verification | Did this university really award this degree to this person? | A verification company contacting the university directly (for MoHESR, or for a health regulator) | A verification report that feeds the next decision |
How they relate. Recognition contains primary source verification: the partner's check is stage one of the MoHESR service. Attestation sits outside it. The MoHESR card does not ask for attestation before recognition, but the purpose often needs both, because MOHRE's skilled-work test refers to an "attested" certificate and many employers and schools ask for stamps. When both are needed, we start attestation first, because the original paper has to travel through your home country and that is the slow part. We file recognition alongside it, so neither waits for the other. A health regulator runs its own primary source verification for the licence, which is separate again. Our guide to the attestation process shows the stamp order for every country.
The legal test is Ministerial Decree No. 34 of 2025. It has two general conditions: the qualification must be valid and accurate, and the awarding institution must have been "legally established, licensed, and accredited" in its own country "at the time of issuance" to offer the programme. The current service card puts the second condition as accredited "during your period of study". Everything else you read online is either a detail of how those two tests are applied, or an old rule. This table separates the two.
| Rule people ask about | What the official text says today | What it means for your file |
|---|---|---|
| Accreditation of the university at home | Required, and it must cover the date the degree was issued (Decree 34/2025, Art. 3) | A university accredited today but not when you graduated fails. We check the accreditor's record for your graduation year before you pay the AED 350 |
| Online, distance or blended study | The decree and the card do not mention study mode. The test is whether the institution was accredited to offer that programme as you studied it | MoHESR withdrew recognition from all Midocean University qualifications in December 2025, citing online programmes without clear quality assurance. If your programme was never accredited online, expect a refusal. Health regulators separately refuse distance-learning qualifications for licences |
| Living in the country of study (passport stamps) | Not on the current card, which lists two documents. In April 2025 MoHESR said it cut the required documents from 14 to four | Older guides still list entry and exit stamps. Keep your old passports anyway: the card warns the partner "may" ask for additional documents |
| Minimum study duration and credit hours | No minimum is printed on the card. The decree defines recognition as checking authenticity, accreditation and fit with the national qualifications framework | A very short programme sold as a full degree risks failing the framework check. A 2025 press report of an 18 online credit hours cap per semester is not in the decree or on the card |
| Transfer credits, franchise and branch campuses | Not addressed directly. The partner verifies with the awarding institution, and that institution must be accredited to award the qualification | Whoever signs the degree must confirm it. If a franchise partner taught you but a foreign university awarded the degree, the awarding university's records and accreditation decide. MoHESR said in 2025 that programmes meant only for specific student groups are not reviewed (as reported by the press) |
| Unrecognised or unaccredited institutions | The card lists non-recognition where the institution is not recognised by the Ministry or by the accreditors in the country of study. Federal Law No. 9 of 2021 prohibits using certificates from unlicensed entities | No paperwork fixes this. Recognition can even be revoked later if a condition was never met (Decree 34/2025, Art. 4) |
| Medical and health degrees | Recognition follows the same two conditions. Licensing follows the Unified Healthcare Professional Qualification Requirements: documents "verified directly from the original or primary source", and distance-learning, correspondence and honorary qualifications not counted | A doctor or nurse needs the regulator's verification for the licence, and recognition for things like the Golden Visa. 2025 press reports said a medical or engineering master's or PhD needs a bachelor's in the same field; this is not on the current card, so we confirm it with the partner for your file |
| University rankings | Resolution No. 5 of 2025 sets ranking conditions, but only for UAE nationals studying abroad | If you are not an Emirati, rankings do not decide your recognition. The card adds an exception process for Emiratis who graduated after 30 August 2025 from an institution not on the approved list |
The MoHESR card asks for only two documents for a foreign degree. In practice, the partner contacts your university and may ask for more, and the Ministry may close a request if extra documents are not provided within 7 working days. So we prepare the likely extras before the clock starts.
| Your qualification | Required on the official card | Have ready in case the partner asks |
|---|---|---|
| Bachelor's degree | Original degree certificate (colour scan) and passport photo page | Official transcript, a name change certificate if names differ, a consent letter if your university will not answer third parties without one |
| Master's degree | Master's certificate and passport photo page | Master's transcript, and your bachelor's degree and transcript, because a master's often relies on the earlier degree |
| PhD | Doctorate certificate and passport photo page | Transcript or a registrar's letter confirming award date and programme; your master's and bachelor's papers |
| University diploma or associate degree | Certificate and passport photo page | Transcript showing the programme length and credits. Vocational certificates not tied to formal academic study were reported in 2025 as outside the service |
| Grade 12 from abroad (MoE) | MOFA-attested Grade 12 certificate and the two previous years, passport copy, job offer or university admission letter, legal translation if not in Arabic or English | The curriculum evidence the MoE card lists for your system (for example test scores or board certificates). GED, open school and distance-learning certificates are not equalised |
| Grade 12 from a UAE foreign-curriculum school (MoE) | Graduation certificate and transcripts for the last three years, attested by your emirate's school regulator | Proof of Islamic Studies (Muslim students) and Arabic (Arab students) in the last three years |
Recognition does not need attestation, but your purpose may. These are the home-country chains on our country guides, each with its own checked date. The UAE is not a party to the Apostille Convention, so an apostille only replaces the foreign ministry stage; the UAE embassy and MOFA still follow.
| Country of the degree | Chain before MOFA in the UAE | Published home-country fee | Guide |
|---|---|---|---|
| India | State education department (HRD), then MEA attestation (not the apostille), then the UAE Embassy New Delhi or Consulate Mumbai | MEA: no fee, Rs 84 agency charge per document; state fees vary | Indian degree attestation |
| Pakistan | HEC for degrees (IBCC for school certificates), then Pakistan MOFA, then the UAE Embassy Islamabad | HEC Rs 3,000 per degree document; Pakistan MOFA Rs 3,000 | Pakistan degree attestation |
| Philippines | CHED (CAV) for degrees, then the DFA apostille, then the UAE Embassy Manila | DFA PHP 100 or PHP 200 | Philippines attestation |
| United Kingdom | UK solicitor or notary certifies the copy, FCDO apostille, then the UAE Embassy London (which attests UK, Irish and Icelandic academic certificates only) | FCDO £45 paper, £35 e-Apostille | Apostille vs attestation |
| United States | State authentication, then the US Department of State, then the UAE embassy | US Department of State $20 per document after the state fee | Attestation cost guide |
| Egypt and other countries | Issuing body, home foreign ministry, UAE embassy in that country | Set by each country | Attestation process |
On the UAE side, MOFA charges AED 150 per personal or educational document, and it counts a transcript as a separate document. Every UAE fee line is in our attestation cost guide. If you would rather hand the stamps over too, our degree certificate attestation service and MOFA attestation service run alongside this one.
Our price for degree recognition is AED 1,200 all-inclusive, per degree. It includes 5% VAT and the official AED 350 partner verification and AED 50 MoHESR report fees, so there is no second bill from the Ministry. Here is every line and where it sits.
| Line | Amount | Paid to | In our AED 1,200? |
|---|---|---|---|
| File check (your route, risks and timeline in writing) | AED 100 | MIRDXB PRO | Credited to the AED 1,200 if you go ahead |
| Stage 1: partner verification with your university | AED 350 | The Ministry's approved partner | Included |
| Stage 2: MoHESR recognition report | AED 50 | MoHESR | Included |
| Our service: file preparation, submission with you, follow-up, report check | Balance | MIRDXB PRO | Included, with 5% VAT |
| Attestation (home country, UAE embassy, MOFA), if not yet done | Varies | Each authority | Quoted separately. Indian educational certificate all-in: AED 850 per document on our price card |
| Your university's own verification charge, if it makes one | Varies | The university | Not included, at cost with the receipt |
| Courier for original documents abroad, legal translation if asked | At cost; translation AED 100 a page | Courier or translator | Not included |
Official fees are from the MoHESR card checked on 26 October 2026; Cabinet Resolution No. 103 of 2026 confirms that verification costs and any fees charged by foreign universities come on top of the Ministry's own fee. MoHESR states that all service fees are non-refundable. Our published price card terms apply, including a full refund of our service fee if we cannot submit your application. School (Grade 12) equivalency through the Ministry of Education costs AED 50 officially; our fee for it is quoted on WhatsApp, in writing.
MoHESR publishes 18 working days, and both partner portals say the verification document arrives within 18 days. That is the recognition alone. If attestation is needed, the home-country chain usually decides the total.
| Stage | Published time | Source |
|---|---|---|
| Partner verification and MoHESR report | 18 working days (MoHESR); "within 18 days" (DataFlow and QuadraBay portals) | MoHESR card; partner portals |
| Extra documents asked for | Provide within 7 working days, or the request can be closed | MoHESR card |
| UK FCDO apostille | About 25 working days on paper; up to 2 working days for an e-Apostille | GOV.UK |
| Indian state stage (HRD) | No central schedule; set by each state | Our Indian attestation guide |
| UAE MOFA attestation | Within 2 hours for UAE-issued digital documents; 1 to 3 business days through a service provider inside the UAE; up to 7 business days from outside | MOFA |
| Reconsideration after a refusal | 20 working days; apply within three months, once | MoHESR card |
| Grade 12 equivalency (MoE) | 3 to 30 working days from abroad; 5 working days for UAE schools | MoE cards |
These two examples are built from published figures and our price card, not from named clients. Totals are what you pay, in dirhams, before any university charge.
A marketing director on a MOHRE level 1 permit earns above AED 30,000 a month and holds a master's degree from a UK university. GDRFA needs a recognition report for a degree from outside the UAE, and her employer also wants the degree attested to update her work permit record.
| Line | Cost |
|---|---|
| Recognition with us, all-inclusive (AED 350 + AED 50 official fees inside) | AED 1,200 |
| File check, credited to the above | AED 0 extra |
| UAE Embassy London and MOFA attestation, one document | AED 300 |
| FCDO apostille, paper (or £35 for an e-Apostille) | £45 |
| UK solicitor certification, service and delivery fees, our attestation fee | Quoted in writing |
| Known total | AED 1,500 + £45 + quoted lines |
Timeline: recognition runs in parallel with the UK chain, so it is usually finished before the paper apostille is back. With an e-Apostille the whole file can close in roughly the 18 working days of recognition plus the embassy and MOFA steps. Her Golden Visa costs are separate; see our Golden Visa service.
An engineer from Kerala is moving to a level 2 role in Dubai. The employer needs the degree attested for the MOHRE skilled classification and asks for the recognition report as well, because the role is senior.
| Line | Cost |
|---|---|
| Recognition with us, all-inclusive | AED 1,200 |
| Indian educational certificate attestation, all-in, degree only (state HRD, MEA, UAE Embassy, MOFA, collection and delivery) | AED 850 |
| Total, degree only | AED 2,050 |
| If the employer also wants the transcript attested (MOFA counts it as a second document) | + AED 850 |
| Total, degree and transcript | AED 2,900 |
Timeline: the Kerala state stage sets the pace for attestation; recognition starts the same week and runs alongside it. The work permit itself is a separate step; see our employment visa service and the work permit types guide.
| Problem | What happens | How we prevent it |
|---|---|---|
| Name on the degree differs from the passport | The partner queries it; MoHESR says a name change certificate must be submitted | We compare degree, transcript and passport in the file check and prepare the linking document first |
| Online or distance degree | Refusal if the programme was not accredited in that mode; no health licence either | We ask for the university's accreditation evidence for your programme and year before the AED 350 is spent |
| Missing transcript | The partner asks, and the 7-working-day window starts | We have the official transcript scanned and ready on day one |
| University not accredited when you graduated | Non-recognition under the card's listed reasons | We check the home accreditor's record for your graduation year. If it fails, we tell you before you pay |
| Attestation not complete | Recognition is issued, but MOHRE, HR or a school still rejects the file | We map what the receiving body wants in writing and run attestation alongside |
| Primary source verification fails: the university is silent, closed or merged | The file stalls or is closed | We find who holds your records, get a registrar contact and your signed consent, and pass every query on the same day |
| Wrong service chosen (school vs degree, UAE vs foreign) | Fees spent on the wrong card, which are non-refundable | The decision table above, checked against your purpose, before anything is paid |
If a refusal does come, MoHESR lets you ask for reconsideration once per qualification, within three months, with no fee and a 20 working day decision. It helps most when the refusal was about missing evidence. Our full equivalency guide explains each refusal reason in detail.
You send the degree, transcript, passport page and what it is for. We confirm which certificate you need, check names, the university's accreditation for your graduation year and any attestation gap, then reply in writing with the route, timeline and total.
We coordinate the home-country stages, the UAE embassy and MOFA, quoted separately, and start them first because the original paper travels.
We prepare clear PDF scans and the application. You approve the UAE PASS sign-in on your phone, because the service is personal. The AED 350 verification fee is paid from your AED 1,200.
The partner contacts your university. We watch the request, answer queries inside the 7-working-day window and chase the registrar with you when it goes quiet.
When the verification link arrives, we check every detail the system fills in before the AED 50 report fee is paid, also from your AED 1,200.
You receive the digital recognition report by email. We check name, degree title and dates, show you how anyone can verify it, and send it on to MOHRE, GDRFA, your employer or regulator with the next step, such as the MOHRE work permit or the Golden Visa.
Reviewed by Mir Ali, founder of MIRDXB PRO, who has personally handled more than 100 files over the past three years. Every fee, time and rule on this page was checked against the official sources listed below on 26 October 2026: the MoHESR and MoE service cards, Ministerial Decree No. 34 of 2025, Cabinet Resolution No. 103 of 2026, Resolution No. 5 of 2025, u.ae, GDRFA Dubai, KHDA, MOFA, the DataFlow and QuadraBay MoHESR portals and the Unified Healthcare Professional Qualification Requirements. Where an official page is silent, we say so instead of guessing. Read how we write and check our pages.
It is the official UAE report that recognises a qualification earned elsewhere. For a university degree from outside the UAE, the Ministry of Higher Education and Scientific Research (MoHESR) issues a digital recognition report after an accredited partner verifies the degree with the university. MoHESR says Recognition is the new name for the service once called Equivalency. School certificates are equalised by the Ministry of Education.
MoHESR issues recognition for university degrees, whether from abroad or from UAE universities. The Ministry of Education issues equivalency for school certificates such as Grade 12. MOHRE issues neither: it only uses your qualification to classify a work permit. Many HR teams still say MOHRE equivalency certificate, which is why the name sticks.
The official fees for a foreign degree are AED 350 to the verification partner and AED 50 for the MoHESR report. Our price is AED 1,200 all-inclusive per degree, with those AED 400, our service and 5% VAT included. Attestation, if not yet done, and any university charge are quoted separately. A Grade 12 equivalency costs AED 50 at the Ministry of Education.
MoHESR publishes 18 working days for a foreign degree, and both verification partners say their report arrives within 18 days. Your university sets the real pace: a registrar that answers quickly keeps you inside that time, while a silent or merged one stretches it. A Grade 12 equivalency from abroad takes 3 to 30 working days at the Ministry of Education.
Not for recognition itself. The MoHESR card asks for the degree certificate and the passport photo page only. Your purpose may still need attestation: the MOHRE skilled work test refers to an attested certificate, and many employers and schools ask for it. When both are needed we start attestation first and file recognition alongside it, so neither waits for the other.
Yes. The MoHESR card answers this directly: you can apply from abroad without a UAE residence permit. You need a UAE PASS account, which the partner portals say overseas applicants and visitors can hold. We prepare the file with you remotely, and you approve each UAE PASS sign-in on your own phone.
The 2025 decree does not mention study mode. It asks whether the degree is genuine and whether the university was licensed and accredited at home, when the degree was issued, to offer that programme. If the programme was never accredited in the way you studied, expect a refusal. Health regulators go further and do not count distance learning qualifications for a licence.
MoHESR says a name change certificate must be submitted, and points you to its partners for how to obtain one. Prepare it before the AED 350 verification is paid: a marriage certificate, deed poll or official name change document that links both names. Without it the file can stall, and the Ministry may close a request left incomplete for 7 working days.
For the Dubai Golden Visa as a skilled specialist, yes, if your university is outside the UAE. The GDRFA card asks for at least a bachelor degree with a recognition report from the Ministry (the card still names the Ministry of Education), MOHRE skill level 1 or 2 and a salary of about AED 30,000. A degree from a UAE university needs attestation instead.
For a skilled classification at levels 1 to 5, the MOHRE text on u.ae asks for a certificate higher than secondary, attested by the competent authorities, and a salary of at least AED 4,000. That is attestation, not recognition. Many employers still ask for the MoHESR report for senior roles, so ask HR in writing which one they need before paying for either.
The health licence runs on primary source verification by the regulator, under the Unified Healthcare Professional Qualification Requirements, so recognition is not the licence route. For some allied health titles, a qualification equalised by the Ministry of Education or the Commission for Academic Accreditation can be accepted. Recognition is still useful, and often required, for a Golden Visa or further study.
Apply to the Ministry of Education with UAE PASS. For a certificate from abroad the fee is AED 50, the time is up to 30 working days, and the certificate and transcript must be attested by the UAE Ministry of Foreign Affairs. For a foreign curriculum school in the UAE it is AED 50 and 5 working days, after attestation by KHDA, ADEK, SPEA, the RAK Department of Knowledge or the Ministry.
You can ask MoHESR to reconsider, once per qualification, within three months of the decision. There is no fee, you attach any new official documents, and the decision takes 20 working days. It works best when the refusal was about missing evidence or a name mismatch, and rarely when the university was not accredited when the degree was issued.
