Key takeaways

  • Two documents, not one. A UAE-based influencer who advertises needs a trade licence covering the activity and the National Media Authority’s permit to provide advertising or media content on social media. The permit application asks for a commercial licence, so the licence comes first.
  • The permit covers paid and unpaid content. The official service is the “Permit for an Individual to Provide Advertising or Media Content on Social Media and Other Digital Platforms”. It has no fee for the first three years, then AED 1,000, and takes 3 working days.
  • Visitors use a different permit. A visiting creator pays AED 500 for 3 months, extendable to a maximum of 6 months, and must apply through a licensed UAE advertising agency.
  • The official fine for advertising without a permit starts with a written warning, then AED 20,000, then AED 50,000 (Cabinet Resolution No. 42 of 2025). The AED 1 million figures in the press belong to the content-standards table, not to the missing permit.
  • Gifts are payment. The Federal Tax Authority’s barter clarification uses an influencer as its example: products or meals received for posts are consideration at market value, and count towards the AED 375,000 VAT threshold.
  • Some categories need a second approval before you post: real estate, medical products and clinics, securities and financial services, education and food. Alcohol and tobacco promotion is banned outright.

To work as an influencer in the UAE you need a trade licence whose activities cover your content work (a media free zone licence, a freelance permit or a mainland licence) and the National Media Authority’s social media advertising permit. Register for VAT once paid work and gifted products pass AED 375,000 a year, and get sector approvals before promoting health, property, finance, education or food.

This guide is for creators, influencers and personal brands living in the UAE, and for visitors who want to post paid content while here. It covers which licence the permit accepts, what each route costs on the authorities’ own price pages, the official fines, how tax treats gifts, and the extra approvals some categories need. Who regulates influencers in the UAE?

Since December 2025 the federal media regulator is the National Media Authority (NMA). Federal Decree-Law No. 11 of 2025 created it, and it took over from the UAE Media Council. The old council’s online services still run on the eservices.uaemc.gov.ae platform, which nma.gov.ae links to.

The rules themselves did not change with the new name:

  • Federal Decree-Law No. 55 of 2023 on Media Regulation is the media law.
  • Cabinet Resolution No. 68 of 2024 is its Executive Regulations. Article 33 sets the advertising rules.
  • Cabinet Resolution No. 42 of 2025 sets the administrative fines, and doubles them for a repeat within one year.
  • The 20 media content standards, published by the NMA, apply to everything you post, paid or not.

Your licensing authority (DET on the mainland, or your free zone) issues the trade licence. The NMA issues the permit to advertise. They are separate approvals, and you need both.

Which licence does an influencer need?

The NMA’s permit page lists a commercial licence among the required documents, so you cannot hold the permit on an Emirates ID alone. Which licence suits you depends on whether you want a visa from it, whether you will hire anyone, and who pays you.

Prices are the authorities’ published figures, checked on 9 October 2026, and exclude visa medicals, Emirates ID and insurance. Zones change packages often; we confirm the current price in writing before you pay. Our guides to Dubai Media City, Ajman Media City and Sharjah Media City (SHAMS) cover each zone in detail.

“Influencer licence” is a sales label

Consultancies sell “influencer licences”, but Ajman Media City’s official package page has no product with that name. What matters is the activity wording on your licence. Before you pay, check that it covers creating content and advertising for others, because that is the work the permit regulates.

What is the Advertiser Permit and how do you get it?

The NMA publishes two permits for individuals. Both cover advertising or media content that is paid or unpaid.

Resident permitVisiting creator permit
Official namePermit for an Individual to Provide Advertising or Media Content on Social Media and Other Digital PlatformsPermit for Visiting Individuals to Provide Advertising or Media Content on Social Media

The NMA page does not say whether the AED 1,000 after year three is charged every year. Under Article 11 of the Executive Regulations, the regulator decides an application within 15 working days and silence counts as a refusal, so follow up if you hear nothing.

Gulf News reported the permit as mandatory from 1 February 2026, after a deadline extended to 31 January. It also reported exemptions for promoting your own products on your own account and for under-18s making educational, cultural or sports content. Those exemptions do not appear on the NMA’s pages, so treat them with care and keep proof if you rely on one.

Not sure whether your current licence is accepted for the permit? Send us the licence and your main platforms. We check the activity wording and tell you what, if anything, to add.

What are the fines for posting ads without a permit?

These figures come from Table 1 of Cabinet Resolution No. 42 of 2025, read in the official Arabic text. Any fine doubles if the same violation is repeated within one year.

ViolationFine
Advertising or media content (paid or unpaid) on social media without a permitFirst time: written warning. Second: AED 20,000. Third: AED 50,000, then doubling
Continuing after the permit has expiredAED 10,000, then AED 20,000
Breaching the conditions of the individual permitWarning, then AED 10,000
Showing an ad that needed another authority’s approval, without itAED 10,000, doubling on repeat
Breaching the advertising rules in Article 33 of the Executive RegulationsAED 20,000, then AED 50,000
Running a media activity with no licence or permit at allAED 10,000; repeat AED 40,000; 30 days to fix, then administrative closure
Misleading information in an applicationAED 5,000
Late licence renewalAED 150 a day, capped at AED 3,000

The content standards have their own table, from AED 5,000 to AED 1,000,000 depending on the standard and how serious the breach is. Content that disrespects religion sits at the top of that table, and ads that do not respect UAE culture or values run AED 20,000, AED 40,000 and AED 80,000. That is where the “AED 1 million” headlines come from.

What must every sponsored post include?

Article 33 of Cabinet Resolution No. 68 of 2024 sets the advertising rules that apply to influencers:

  • Label the ad. Advertising must be clearly identified and kept separate from editorial content.
  • Disclose the deal. Anyone endorsing a product must clearly disclose any payment, gift or commercial relationship with the brand.
  • No misleading claims. No exaggerated, false or disparaging claims about the product or competitors.
  • Banned outright: alcohol, prohibited drugs, tobacco and smoking, directly or indirectly.
  • Approval first for real estate, medical products, clinics and pharmacies, securities and financial services, education and food, and any other category the regulator names.

Federal law does not prescribe the exact words. VARA’s guidance for virtual-asset promotions in Dubai is stricter: “ad”, “sponsored” or similar must be in the caption of each post, a disclosure in your bio is not enough, and “#spon” is inadequate. Putting “Ad” or “Sponsored” at the start of every paid caption meets both standards.

Which categories need extra approval before you post?

How do you set up an influencer business, step by step?

1. Decide what the business does

Your own content and brand deals only, or also management of other creators, production for clients or selling products? Each adds activities, and some add approvals.

2. Choose the route

Freelance permit, free zone company or mainland licence, by visa need, staff, budget and who pays you. Use the table above.

3. Get the licence

Check the activity wording covers content creation and advertising. Free zone freelance permits and packages are usually the fastest.

4. Residence visa and Emirates ID

If the licence includes a visa: entry permit or status change, medical, Emirates ID and residence. Our start-a-business guide explains the order.

5. Apply for the NMA permit

Digital ID, passport, photo and the licence. Complete the regulator’s training programme, which is a condition of the permit. Allow 3 working days.

6. Open a business bank account

Brands and agencies pay invoices to the licensed name. Banks ask for the licence, your residence documents and proof of income sources.

7. Set up tax and records

Track cash fees and the market value of every gifted product, trip or meal. Register for VAT when the total passes AED 375,000, and check corporate tax registration for your route.

8. Diary the renewals

Licence, permit and visa renewals fall on different dates. Under the media fines table, late renewal of a media licence costs AED 150 a day (up to AED 3,000), and posting on an expired permit is fined AED 10,000.

What does it cost to start?

Using the published prices above, a solo creator in Dubai on a freelance permit with a two-year visa pays about AED 7,500 for the permit, AED 5,042 for the visa and AED 2,000 for the establishment card: roughly AED 14,500 before medical, Emirates ID and insurance. A no-visa Ajman Media City package starts at AED 4,999. The NMA permit itself adds nothing for the first three years. Our business setup cost planner lets you compare routes with your own numbers.

How do VAT and corporate tax apply to influencers?

  • VAT is mandatory above AED 375,000 of taxable supplies over the past 12 months, or expected in the next 30 days. Voluntary registration is possible from AED 187,500.
  • Gifted products count. The FTA’s Public Clarification VATP042 (28 April 2025) treats barter like a cash sale, at market value. Its own worked example is a VAT-registered influencer paid AED 900 in cash plus a meal worth AED 100: the consideration is AED 1,000, so the VAT due is AED 47.62.
  • Corporate tax for individuals applies only when business turnover passes AED 1,000,000 in a calendar year (Cabinet Decision No. 49 of 2023). Wages and personal investment income are excluded. A company, including a free zone company, is a taxable person in its own right; see our corporate tax registration guide.
  • Small Business Relief is for revenue up to AED 3 million and must be elected in each return. It is not available to qualifying free zone persons. Ministerial Decision No. 131 of 2026 extends it to tax periods ending by 31 December 2029.

Can a visitor or a creator living abroad post paid content in the UAE?

A visitor uses the visiting creator permit: AED 500 for 3 months, up to 6 months in total, applied for through a licensed UAE advertising agency, from age 18. Once you are in the UAE and publishing paid or unpaid content, plan on the permit.

Planning to move here and build the business from Dubai? You can licence the business before you arrive on most free zone routes. Our business setup service handles the licence and the visa together.

Managing other creators or running campaigns for brands is an agency business with its own licence activities. See our guide to digital marketing agency setup in Dubai.

Can an influencer get a UAE Golden Visa?

Creators can apply through Creators HQ, which nominates content creators. Its Premium membership (AED 1,699 a year) includes Golden Visa nomination and relocation services. Neither Creators HQ nor the federal portal publishes numeric thresholds. Reported criteria are your track record, recognition, consistent growth and potential value to the UAE, with nomination taking 4 to 10 weeks. On u.ae, creative talent falls under the exceptional talents category, which needs a recommendation, and the visa runs for 10 years.

Common mistakes that cost creators money

  • Posting paid or gifted content before the permit is issued, because “I’m small”. The first offence is a warning, and the second is AED 20,000.
  • Holding a licence whose activities do not mention content creation or advertising, so the permit or the bank questions it.
  • Ignoring gifted products and trips in VAT records. The FTA values them at market value.
  • Promoting supplements, clinics, crypto, property or courses without asking the brand for its approval reference.
  • Letting the permit lapse while the licence is valid, and carrying on posting. That is a separate fine.
  • Buying an “influencer package” without reading which activities and visa costs it includes.

Questions people ask

Do I need a licence to be an influencer in Dubai?

Yes, if you advertise. The NMA’s social media advertising permit requires a commercial licence, so you need both: a trade licence or freelance permit covering content work, and the permit.

How much is the influencer permit in the UAE?

For residents it has no fee for the first three years, then AED 1,000, and takes 3 working days. Visiting creators pay AED 500 for 3 months, through a licensed advertising agency.

What is the cheapest influencer licence in the UAE?

On the authorities’ own price pages, Ajman Media City’s Business Club package is AED 4,999 with no visa, and Dubai Media City’s freelance permit is about AED 7,500 a year with its own visa costs. Check the activity wording, not just the price.

Do I need a permit for gifted or unpaid posts?

The official permit covers advertising or media content that is “paid or free”. Reporting mentions exemptions for promoting your own business on your own account, but the NMA pages do not list them, so get advice before relying on one.

Do influencers pay VAT in the UAE?

Registration is mandatory once taxable supplies pass AED 375,000 in 12 months. Gifted products, trips and meals received for posts count at market value under the FTA’s barter clarification.

What is the fine for promoting without a permit?

Under Cabinet Resolution No. 42 of 2025: a written warning the first time, AED 20,000 the second and AED 50,000 the third, doubling for repeats within a year. Content-standard breaches carry separate fines.

Can I promote crypto or financial products as an influencer?

Only with the right approvals. In Dubai, virtual assets may be marketed only by a VARA-licensed provider or a third party it approves, with set risk warnings. The Capital Market Authority (CMA, formerly the SCA) runs a separate licence for financial content creators.

Can I hire staff on a freelance permit?

No. Dubai Media City’s GoFreelance permit is in your own name and does not allow staff. Move to a free zone company package if you need employees.

Please note. This guide sets out the rules for influencers and content creators in the UAE as published by the National Media Authority, the Federal Tax Authority, the Ministry of Finance, VARA, the Dubai Health Authority, Dubai Media City and Ajman Media City, checked 9 October 2026. Where we rely on reporting rather than an official page, we say so. English texts of UAE laws are translations, and the Arabic text prevails. Free zone packages and fees change without notice. General information, not legal or tax advice; the regulator’s decision is final.
