Key takeaways
- Three routes exist: sign abroad and send the paper through your national office and the UAE mission, sign with a UAE notary online, or sign before a UAE notary on a visit.
- The UAE is outside the Apostille Convention, so a POA signed in London, New York, Toronto or Sydney still needs the UAE mission and the Ministry of Foreign Affairs (MOFA) after the national step. In the UK, the US and Australia one digital application covers both.
- MOFA charges AED 150 for a personal POA and AED 2,000 for a commercial one, and the missions treat any POA with commercial content as commercial.
- Online UAE notarisation is realistic only with a valid Emirates ID and a working UAE PASS. Dubai Courts says passport-only parties must attend in person.
- Sale, mortgage, gifts, settlement and court pleading need a special POA under the Civil Transactions Law in force since 1 June 2026.
In short: As of November 2026, a power of attorney made in the UK, USA, Canada or Australia for use in the UAE is signed before a local notary or solicitor, authenticated by your national authority (FCDO, US State Department, Global Affairs Canada or a province, DFAT), attested by the UAE mission and MOFA, then translated into Arabic in the UAE. If you hold a valid Emirates ID and UAE PASS, a UAE notary can issue one online instead.
Below: how to pick the route, the chain for each of the four countries with official fees and the gaps we could not close, general versus special POAs, what each UAE authority accepts one for, wording, translation, validity and revocation.
On 3 November 2026 we read the UAE mission pages for London, Canberra, New York, Houston and Washington, GOV.UK, form DS-4194, Global Affairs Canada, DFAT, MOFA’s service card and fee guide, the notary cards of the Ministry of Justice, Dubai Courts and the Abu Dhabi Judicial Department (ADJD), two federal laws, and every GDRFA, ICP, MOHRE, Dubai Land Department and Central Bank page we found that mentions a representative. Owners forming a company from overseas will find the full setup order in our Dubai company setup guide for non-residents; this page deals only with the POA.
Which of the three routes should you use?
Two questions decide it: is your Emirates ID still valid with a UAE PASS account that works, and will you be in the UAE before the job is due?
| Route | Suits | What you need | Time | Cost lines |
|---|---|---|---|---|
| A. Sign abroad, attest into the UAE | Former residents and owners with no Emirates ID | Local notary or solicitor, national authentication, mission and MOFA application through UAE PASS, Arabic translation in the UAE | National step is slowest (UK paper apostille up to 25 working days; Canada about 25 business days plus post). Mission and MOFA: 2 to 3 working days in London; MOFA allows up to 7 business days | Notary fee, national fee, MOFA AED 150 or 2,000, courier fee, translation |
| B. UAE notary online | Residents abroad whose Emirates ID and UAE PASS still work | UAE PASS; Emirates ID for Dubai Courts online attestation | 1 day on the MOJ card; ADJD books a video call | MOJ AED 100; Dubai Courts AED 100 per signature; ADJD AED 100 per year of validity |
| C. UAE notary in person | Anyone visiting anyway, including passport-only visitors | Passport, Emirates ID if any, draft text, papers for the subject such as a trade licence or title deed | Usually quickest once you are here: no foreign or MOFA step | Dubai Courts AED 100 per party plus AED 20 |
Route A needs no UAE identity, which is why people who left years ago usually end up on it. Route C is often the cheapest when a trip is already booked.
How does a POA signed in the UK, USA, Canada or Australia reach the UAE?
Each chain has four links: a witness who certifies your signature, the national office that certifies the witness, the UAE mission plus MOFA, and an Arabic translation in the UAE. The Canberra embassy also reminds applicants that a document must be attested by the UAE mission in the country that issued it.
| Country | Who witnesses | National step, fee and time | UAE mission step | Gaps we could not close |
|---|---|---|---|---|
| United Kingdom | A UK solicitor or notary, with you present | FCDO apostille: £45 on paper, usually up to 25 working days; e-Apostille £35, up to 2 working days | London digital attestation: courier collects the original, typically 2 to 3 working days, emailed with Embassy and MOFA attestation | No UAE statement on e-Apostilles, and London says the physical document is required. No embassy fee printed |
| United States | A local notary or legal authority | State Department authentication certificate (not an apostille), US$20 per document | VFS handles Washington’s attestation since 21 August 2025; New York and Houston list US papers as digital attestation | State Department timing unread (site blocked us). Office order for a business POA unclear, see below |
| Canada | A Canadian notary public | Global Affairs Canada or a provincial authority. Global Affairs Canada charges no fee; it is processing requests received 25 business days ago, plus 5 to 10 business days of mail, no express service | Legalisation by the UAE Embassy in Ottawa | Ottawa has no attestation page; its services tile points to MOFA’s general service. Method and fee unconfirmed |
| Australia | A notary public; a Justice of the Peace is not enough | DFAT apostille or authentication certificate, A$105 each from 1 January 2026, at a passport office by appointment or by registered post | Canberra digital attestation; pickup within 24 hours, delivery 24 to 48 hours after release | Embassy does not say which DFAT certificate it wants; DFAT times vary |
- UK: London rejects documents apostilled in a bundle, so have each POA apostilled alone, and choose paper unless the embassy or its courier confirms an e-Apostille in writing. On a rejected application the attestation fee is refunded but the courier’s charge is not.
- USA: the Washington embassy sends personal papers to the State Department first and corporate papers to your state’s Secretary of State; the New York consulate says a POA goes to the State Department. No official page says which office a POA with company powers needs, so ask VFS or the consulate before posting it. DS-4194 accepts up to 15 documents at the walk-in counter.
- Canada: joining the Apostille Convention on 11 January 2024 changed nothing for the UAE, which is outside it. Papers notarised in Alberta, Ontario or Saskatchewan go to that province; British Columbia and Quebec act only when the original was issued there; the other provinces and the territories use Global Affairs Canada, which can forward the result to an embassy in Ottawa.
- Australia: DFAT treats a POA as a private document that must be notarised. Ask the embassy or VFS which certificate to buy before you lodge.
What does MOFA charge, and why does commercial wording matter?
MOFA’s Attestations Guide showed these rows for documents issued outside the UAE on 3 November 2026.
| MOFA fee row (shortened) | Fee | Typical POA |
|---|---|---|
| General Power of Attorney (non-commercial enterprise) | AED 150 | Visa cancellation, fines, document collection |
| Single Purpose Power of Attorney (ex: selling a car) | AED 150 | One named act for an individual |
| Private or public commercial agency (licences, appointing a manager, opening a branch) | AED 2,000 | Licence work, a manager, company banking |
Because one company clause can turn AED 150 into AED 2,000, leave company powers out of a personal POA unless the job needs them. How MOFA prices a wider file is in our attestation cost guide, and why an apostille alone is not enough is in apostille vs attestation.
Can you sign a UAE power of attorney online from abroad?
The law allows it. Federal Decree-Law No. 20 of 2022 on the notary profession keeps personal appearance as the default (Article 17) but lets notaries use IT tools without it (Article 18), and accepts an ID card or passport to verify identity (Article 7). The services are narrower:
- Ministry of Justice digital POA: sign in with UAE PASS, pick Digital Power of Attorney, sign with UAE PASS, receive it electronically. AED 100, 1 day; unpaid or unsigned requests lapse after 20 days. The card is silent on applicants outside the country or without an Emirates ID.
- Dubai Courts Smart Electronic Notary: virtual attendance, upload of an Emirates ID or passport, OTP signatures, AED 100 per signature. Yet the Dubai Courts POA ratification card, updated 29 October 2026, says online attestation needs a valid Emirates ID and a passport-only party must appear in person. We follow that stricter card.
- ADJD: remote notarisation by Webex, and some UAE PASS requests skip the interview. Its 2023 manual lists the Emirates ID first among required documents, at AED 100 per year of validity (AED 500 if signature authorisation is added).
So with a valid Emirates ID and UAE PASS, try route B first; with a passport only, plan on A or C. Article 26 of the notary law gives UAE consuls notary duties abroad, but none of the mission pages we read in these four countries offers to notarise a POA for a non-UAE national.
General or special POA: which does the job need?
Federal Decree-Law No. 25 of 2025, the Civil Transactions Law, has governed agency since 1 June 2026. A POA in general terms covers acts of management only, such as leases up to three years, upkeep and collecting or paying debts (Article 871). Anything beyond management needs a special POA naming the type of act, expressly including sale, mortgage, donation, settlement, acknowledgment, arbitration, oaths and pleading in court (Article 870).
| Task in the UAE | POA to ask for |
|---|---|
| Visa cancellation, fines, labour complaint, collecting documents | Each authority and each act named |
| Selling, mortgaging or gifting property | Special POA naming the act and the property; use a lawyer |
| Settling a dispute or a court case | Special POA, through a lawyer |
| Licence, manager, branch, company bank | Commercial POA naming the company; MOFA AED 2,000 |
| Letting your attorney appoint a PRO or lawyer | An express right to delegate (Article 879) |
Notarising a company’s memorandum is a separate task, covered in our memorandum of association guide.
What will each UAE authority accept a POA for?
| Authority | What its own page says | For you |
|---|---|---|
| GDRFA Dubai | Residence cancellation card: passports of sponsor and sponsored person, AED 100 plus AED 20; no POA line | Card is silent; in our files the POA is what lets a representative sign, pay and collect |
| ICP | Establishment card amendment: “Copy of power of attorney if authorizing another person” | An owner abroad can send a representative |
| MOHRE | Ministerial Resolution No. 782 of 2023: complaints by workers, employers or their representatives | A representative can file; no POA format set |
| Dubai Land Department | Heirs’ sale, mortgage and gift cards require a legal POA for a representative; mortgage accepts a passport for non-resident foreigners; auction POAs valid 2 years | Special POA, with a lawyer |
| Banks | Central Bank Rulebook 3.2.3 accepts a letter of authority or POA as evidence | Each bank decides; ask first |
| Courts | u.ae: an official POA attested by a notary public | Special POA and a lawyer |
| DET and free zone authorities | Not verified on 3 November 2026 | Get their wording before drafting |

Drafting checklist
- Names exactly as in each passport, with nationality and passport numbers, plus your Emirates ID and UAE file number and the attorney’s Emirates ID where they exist.
- Each authority by name (GDRFA Dubai, ICP, MOHRE, a named bank), not “all government departments”.
- Each act: sign and submit applications, pay fees and fines, receive receipts and refunds, collect passports and documents, file complaints.
- A special POA for sale, mortgage, gift, settlement or court work, naming the act and the asset.
- For company work, the company name, licence number and issuing authority; Dubai Courts asks for a valid trade licence when a POA concerns a company.
- Whether the attorney may delegate.
- An end date (ADJD will not go beyond three years).
- Company powers only if needed, because of the MOFA fee band.
- A bilingual English and Arabic text where your notary allows it.
- One paper original per instrument, ink signature, not laminated.
Arabic translation: before or after attestation?
UAE courts work in Arabic and need certified translations of foreign papers (Civil Procedure Code, Articles 5 and 48). Dubai Courts wants a legal translation certified by the Ministry of Justice; ADJD wants a certified translator’s licence card attached. MOFA accepts an English original, so finishing the chain in English and translating in the UAE is the usual order, although no official page fixes it.
How long does a POA last?
It ends when the job is done, when its term expires, or on the death or incapacity of either side (Article 897). ADJD caps notarised POAs at three calendar years and Dubai Land Department auctions want one issued within two years. We found no maximum term at the Ministry of Justice or Dubai Courts. Global Affairs Canada says its certificates never expire, yet a counter can still query an old instrument, so date yours and tie it to a job.
How do you revoke a power of attorney?
You may revoke or narrow a POA at any time, unless it was given in the interest of the attorney or a third party (Article 898). Revoking at a bad moment without good reason can make you liable to the attorney (Article 899), and every sub-POA falls with the main one (Article 903).
| Notarised at | How to cancel | Fee |
|---|---|---|
| Ministry of Justice | Cancellation of contracts and deeds via UAE PASS, then a post office notification to the attorney | AED 200 |
| Dubai Courts | Legal notice (G5) to the attorney; online needs an Emirates ID | AED 200 plus AED 100 per signature |
| ADJD | Revocation service; you notify the attorney | AED 100 |
| A notary abroad | No UAE page sets a procedure: sign a revocation, send it through the same chain, give copies to the attorney and every office holding the POA | As route A |
Worked examples (fictional people, real rules)
| Situation | Route | Fees we can name |
|---|---|---|
| Hannah, Manchester: employer in Dubai closed, residence never cancelled, MOHRE complaint pending | A: solicitor, paper FCDO apostille, London digital attestation, translation in Dubai; personal POA naming MOHRE and GDRFA Dubai | £45 FCDO, AED 150 MOFA |
| Daniel, Houston: owns a Dubai mainland company, wants a manager to renew the licence and deal with the bank | A, commercial POA: Texas notary, then the State Department or the Texas Secretary of State as VFS confirms, then Houston | US$20 if the State Department step applies; AED 2,000 MOFA |
| Priya, Toronto: UAE resident with a valid Emirates ID, away for a year, her company’s establishment card needs amending | B: Ministry of Justice digital POA through UAE PASS naming ICP | AED 100 |
Had Priya’s Emirates ID lapsed, she would use an Ontario notary, Ontario’s competent authority and the Ottawa embassy, after asking Ottawa how it takes documents.
Common mistakes
- A Justice of the Peace instead of a notary in Australia.
- A UK e-Apostille with no written confirmation that it will be accepted.
- Several documents apostilled as one bundle.
- One company clause in a personal POA, paying AED 2,000 instead of AED 150.
- A general POA used for a property sale.
- Names spelt differently from the passport.
- Expecting the online UAE notary to accept a passport alone.
- A POA signed in one country sent to another country’s UAE mission.
- An old POA left in force after the job ends.
Doing it from abroad: the order that saves time
- Ask whoever will act for you which offices they will visit and what each one needs. A wrong POA means a second notary visit and a second MOFA fee.
- Check your Emirates ID and UAE PASS; they decide whether route B is open.
- Prepare the text from the checklist and book the notary or solicitor.
- Complete the national step.
- Apply on the MOFA website with UAE PASS; the Canberra FAQ describes opening a basic UAE PASS account with a name, email and mobile number. A courier collects the original and the attested file is emailed.
- Send the file to your attorney for translation and use, collect every receipt, and revoke the POA when the job closes.
How MIRDXB PRO helps, and where we stop
We act in the UAE under a client’s POA for GDRFA, ICP and MOHRE files: visa cancellation from abroad, fines, establishment card changes and collecting documents. Before you sign, we tell you exactly which powers the POA needs; when it arrives, we arrange the MOFA and translation steps here. Our published charges list “Power of attorney from abroad” at AED 250, legal translation at AED 100 per page, MOFA attestation of an already-attested document at AED 250 plus MOFA’s fee, and visa cancellation at AED 400, all on our fees page. Anything else gets a fixed quote on WhatsApp. We are not lawyers and do not draft property, inheritance or court POAs.
Frequently asked questions
Can I make a power of attorney for the UAE while living abroad?
Yes. Sign it before a local notary or solicitor, have it authenticated by your national authority, then attested by the UAE mission and MOFA, and translate it into Arabic in the UAE. With a valid Emirates ID and UAE PASS, a UAE notary can issue one online.
Does the UAE accept an apostille on a power of attorney?
Not on its own. The UAE is not a party to the Apostille Convention, so an FCDO or DFAT apostille is only the national step. The UAE mission and MOFA must still attest it.
How much does MOFA charge to attest a power of attorney?
AED 150 for a general or single purpose POA for an individual, and AED 2,000 for a commercial agency covering licences, a manager or a branch. Missions treat any POA with commercial content as commercial.
Can I sign a UAE digital power of attorney from the UK or USA?
Only if you can sign in with UAE PASS and, for Dubai Courts, hold a valid Emirates ID. The Ministry of Justice digital POA costs AED 100 and takes one day. Dubai Courts requires passport-only parties to attend in person.
What is the difference between a general and a special power of attorney in the UAE?
A general POA covers acts of management only. Sale, mortgage, gifts, settlement, arbitration and court pleading need a special POA naming the type of act, under the Civil Transactions Law in force since 1 June 2026.
Does a foreign power of attorney need an Arabic translation?
Usually yes. Dubai Courts asks for a legal translation certified by the Ministry of Justice for non-Arabic documents. MOFA accepts English originals, so translation normally happens in the UAE after attestation.
Can someone cancel my UAE visa with a power of attorney while I am abroad?
A representative holding a POA that names MOHRE and GDRFA or ICP, and acts such as signing, paying fees and collecting documents, can handle those steps. Your file decides which steps apply.
How long is a power of attorney valid in the UAE?
Until the job is done, its term ends, or either party dies or loses capacity. ADJD caps POAs at three years and Dubai Land Department auctions want one under two years old. We found no maximum at MOJ or Dubai Courts.
How do I cancel a power of attorney in the UAE?
Through the Ministry of Justice for AED 200 with UAE PASS, a Dubai Courts legal notice for AED 200 plus AED 100 per signature, or ADJD for AED 100. The attorney must be notified, and sub-POAs fall with it.
Can the UAE embassy notarise my power of attorney?
UAE law gives consuls notary duties abroad, but none of the mission pages we read in the UK, USA, Canada or Australia offers this to non-UAE nationals. Ask the mission, or use a local notary.
Do I need a lawyer for a UAE power of attorney?
Not for a visa, fines or document POA, which a notary can witness from a clear draft. Property sales, inheritance and court cases need a UAE lawyer and a special POA in the correct form.

Read this with care. Everything above comes from the official pages listed, as they read on 3 November 2026. Fees, processing times and mission procedures change, and English versions of UAE laws are translations in which the Arabic prevails. Hannah, Daniel and Priya are invented. This is general information, not legal advice: property sales, inheritance, court cases and complex company matters need a UAE lawyer. MIRDXB PRO is a private PRO and visa services company in Dubai that acts for clients under the POAs they give it; it is not a notary, a court, the Ministry of Justice, MOFA or an embassy, not a law firm, and not an agent or partner of any government body.
