Key takeaways
- Anyone can open a basic UAE PASS account from abroad in the app, with or without an Emirates ID, using a mobile number that receives SMS. Opening it and using it cost nothing.
- Without an Emirates ID you stay on the basic level. UAE PASS says verified accounts are currently only permitted for Emirates ID holders, and a basic account opens only the services that accept it.
- With a valid Emirates ID you can upgrade by face check inside the app, so no kiosk visit is needed on paper. No official page says whether that check behaves differently when your phone is outside the UAE.
- A lost phone is recoverable from anywhere if you can still receive one-time codes on the mobile number and email registered on the account. Switch the number to one you will keep before you leave.
- If you cannot log in, most jobs can still be done for you: for the six-month permit ICP lets the sponsoring company apply, GDRFA Dubai takes counter applications at Amer centres, and a power of attorney covers the rest. Nobody acting for you needs your PIN.
In short: As of November 2026, you can create a basic UAE PASS account from outside the UAE with any mobile number that can receive SMS, and recover it on a new phone through mobile and email codes. Upgrading to a verified account needs an Emirates ID, through the in-app face check or a kiosk in the UAE. Services that require a verified login, such as the Ministry of Justice digital power of attorney, are then out of reach for passport-only users, who need a representative instead.
Below: the account levels, who may verify, phone numbers and codes, recovering a lost phone, a service-by-service “can I do this from abroad?” table, what to do when you cannot log in, and how to keep the account safe.
On 4 November 2026 we read the full UAE PASS FAQ (its live question list), the UAE PASS developer pages on account types, the TDRA Digital Government page, u.ae, and the login rules printed by ICP, GDRFA Dubai, MOFA, the Ministry of Justice, Dubai Courts, MOHRE, the Federal Tax Authority and the Dubai Land Department. Where a source says nothing, this page says so. For a power of attorney itself, the chain from the UK, the US, Canada or Australia is in our power of attorney from abroad guide; founders forming a company see Dubai company setup for non-residents.
What are the UAE PASS account levels?
The public FAQ speaks of two levels, Basic and Verified. The developer documentation that UAE PASS publishes for websites connecting to it splits Verified into two, and calls the three levels SOP1, SOP2 and SOP3. A portal can ask for a minimum level, which is why a login can work on one website and fail on the next.
| Level | How you reach it | Signing | Documents | Access |
|---|---|---|---|---|
| Basic (SOP1) | Mobile and email confirmed by code; Emirates ID optional | None | Can verify a signed file; cannot add official documents | Limited, to services that accept it |
| Advanced (SOP2) | Emirates ID, plus an older verified SmartPass or Dubai ID account or an Emirates ID PIN | Advanced, with the 4-digit PIN | Cannot add official documents | All services, per the developer page |
| Qualified (SOP3) | Emirates ID, plus a face or fingerprint check | Qualified, with a signing password of upper and lower case, a number and a symbol | Can add and share official documents | All services |
The FAQ adds that people who upgrade from SmartPass or Dubai ID get only login and digital signature, and that Add Documents needs a verified account with a qualified signature. A mobile ID and a signing certificate each last three years; the certificate is renewed by face check in the app or at a kiosk.
Who can open an account, and who can verify it?
Opening is easy: registration happens only in the UAE PASS app, which you need anyway, and UAE PASS charges nothing to register or use. You may register with or without an Emirates ID. Verifying is where the rules tighten, and the official wording is not consistent:
- The UAE PASS answer for people living overseas or without an Emirates ID: a basic account, with access to limited services “deemed acceptable by service providers”; verified accounts are currently only for Emirates ID holders.
- The registration answer says a visitor in the UAE may verify with a GCC ID card or a passport, and the eligibility answer lists visitors in the UAE holding a GCC ID or an international passport.
- TDRA’s Digital Government page says verification is only for Emirates ID card holders, and that citizens and residents need a valid Emirates ID and an active UAE mobile number. UAE PASS itself says any international number works if it receives SMS.
If you are abroad with no Emirates ID, plan on a basic account and check whether each portal accepts it. We found no official step-by-step for verifying with a passport, and no page saying it can be done from outside the country. If you hold a valid Emirates ID, the upgrade route is open. One more condition from the FAQ: UAE PASS is available at any age provided your fingerprints are saved on your Emirates ID record.
Can I do this from abroad? Service by service
This is the table we use when a client calls from overseas. “Login” is what the authority’s own page says; the right-hand column is the way round it when your account cannot get in.
| Task | UAE PASS level asked | From abroad? | If you cannot log in |
|---|---|---|---|
| Open a basic account | None app only | Yes with a number that gets SMS | Not needed |
| Upgrade to verified | Emirates ID required | Depends in-app face check with a valid Emirates ID; location not addressed | A kiosk on your next visit; meanwhile use a representative |
| Check visa or residence validity, fines, application status | None public pages | Yes | ICP guest pages or GDRFA Dubai public enquiries, see our approval status guide |
| MOFA attestation of a document | Basic accepted per the Canberra embassy page | Yes courier collects the original | A representative in the UAE submits it, as attestation firms do |
| ICP permit to stay outside more than 6 months (not Dubai) | UAE PASS login; level not printed | Yes it must be filed from outside | ICP lets the sponsoring establishment apply; details in our re-entry permit guide |
| GDRFA Dubai residence services | UAE PASS or a GDRFA username | Yes online at all hours | A representative files at an Amer centre |
| Ministry of Justice digital power of attorney | Signing needed so a verified level in practice | Depends Emirates ID holders only for Dubai Courts online | Sign a POA abroad and attest it: route A in our POA guide |
| MOHRE online services | UAE PASS; a username form remains only on the Tasheel business portal | Yes if your UAE PASS works | Employer or a representative files |
| FTA EmaraTax | UAE PASS sign-in; Emirates ID login needs verified | Not stated for non-residents | A company admin can give another user access inside EmaraTax |
| Dubai Land Department, Dubai REST | Optional Emirates ID, mobile number or title deed also work | Yes if your DLD contact details are current | A management company representative, or a special POA |
| Sign a PDF with UAE PASS | Verified signing password | Depends on holding a verified account | Wet signature, then notarisation where required |
Two practical notes. First, the UAE PASS app itself cannot submit any application; you always log in on the authority’s own site or app. Second, “level not printed” is common: ICP’s card for the six-month permit says the service requires a UAE PASS login and stops there, so a basic account may or may not pass.
Upgrading from abroad: what the official pages actually say
The FAQ lists three ways to verify a basic account: the face verification feature in the app, a UAE PASS kiosk with your Emirates ID (which it recommends “to avail all privileges”), or an existing verified SmartPass or Dubai ID account. u.ae adds that face recognition creates a verified account in under five minutes with no visit to a service centre. UAE PASS counts more than 300 kiosks across the country.
What no page we read addresses: whether the in-app face check refuses a phone that is outside the country, and what happens to a verified account when the Emirates ID behind it expires or is cancelled. If yours has lapsed, assume portals that read your residence file may refuse you even if the app still opens, and plan the job through a representative.
Foreign numbers, one-time codes and roaming
UAE PASS answers the number question directly: you can use any international number, as long as the device can receive an SMS. The number and the email are the only two personal details you can edit yourself, in the app or on the self-care portal under account, then personal details; the new number is confirmed by a code sent to it. Every other detail comes from your ICP record and is refreshed at a kiosk once ICP has updated your Emirates ID.
When the activation SMS does not arrive, the official advice is short: check the number, press resend, then contact the UAE PASS call centre on 600 561 111, by email at support@uaepass.ae, or through a ticket on the self-care portal. Nothing official mentions roaming. Our reading is simple: if your UAE SIM will be off while you travel, move the account to a number you will carry, before you leave.
Lost phone, new phone or deleted app while abroad
Recovery works from any country, provided you can receive codes on the mobile number and the email already on the account. Up to ten devices can hold the same account.
Install UAE PASS on the new phone
Use a supported Android phone or iPhone. Some older models lack the security chip UAE PASS needs, and the app will tell you the device is incompatible.
Choose “I have an account”
Do not register again. The same option is the official fix for a forgotten PIN.
Confirm the mobile and email codes
Both go to the details registered on the account, so this is the step that fails when an old UAE SIM is gone.
Set a new PIN
Pick one nobody else knows. Your signing password, if you have one, is reset separately in the app under account, or at a kiosk.
Remove the lost phone
The recovery flow offers to delete your profile from the old device. A kiosk can also remove it from the Mobile Devices tab when you are next in the UAE.
If the codes cannot reach you because the registered number is dead, the FAQ has no self-service answer for that case. Contact the call centre or the support email and ask what they need; we did not find a published procedure.
When you cannot log in: how the job still gets done
A missing or basic account rarely ends a case. It changes who files it.
- ICP files: for the permit to stay outside more than six months, ICP says the application may be submitted by the sponsoring establishment or by the resident.
- GDRFA Dubai files: its service cards list two channels, the website or app (UAE PASS or a username) and an Amer service centre, where a representative hands in the application and pays.
- Cancellation and fines: see visa cancellation without sponsor and leaving with an unpaid fine.
- Anything that needs your signature: a power of attorney signed where you live and attested into the UAE, which needs no UAE PASS on your side.
- Property: the Dubai Land Department says an owner who is not in the UAE can appoint a management company representative to contract for them.
Security: your PIN and codes stay with you
UAE PASS tells users never to share the PIN, the signing password or a one-time code with anyone. If an approval request appears that you did not start, cancel it and call 600 561 111. If a request to share your documents arrives for a service you never applied for, do not approve it; report it. MIRDXB PRO never asks for your UAE PASS PIN, password or code, and a firm that does is asking for control of your digital identity.
In the files we handle, the person acting for you never needs your login. Amer counters take the application from the representative who brings the papers and pays, a sponsoring company uses its own establishment access, and a power of attorney names each act the representative may sign. What we need from you is documents and instructions, never credentials.
Before you leave the UAE: five checks
- Upgrade to a verified account while your Emirates ID is valid; a kiosk visit takes care of it if the face check fails.
- Change the registered mobile number to one that will receive SMS where you are going.
- Make sure the registered email is one you still use, because recovery needs it too.
- Note your Emirates ID number, unified number and residence file number somewhere outside the phone.
- If a job may come up while you are away, decide now who will act for you and what written authority they need.
Common problems and fixes
| What you see | Usual reason | What to do |
|---|---|---|
| A portal says your account must be upgraded | It needs a verified or qualified level | Verify with your Emirates ID, or use the representative route in the table above |
| No SMS code arrives | Wrong or inactive number, SIM off abroad | Check the number, resend, then contact the call centre |
| Add Documents is greyed out | No qualified signature | Complete face verification or a kiosk check |
| “Expired passport” message | Old data on your ICP record | Update your Emirates ID details with ICP, then refresh at a kiosk |
| App reports an incompatible device | Phone lacks the required security chip | Use another phone |
| Approval request you did not start | Someone is trying your account | Cancel it and call 600 561 111 |
Common mistakes
- Leaving the UAE with a UAE SIM as the only recovery number.
- Opening a second account instead of choosing “I have an account”.
- Assuming a basic account will open every government portal.
- Waiting until the Emirates ID lapses before trying to verify.
- Sending a PIN or code to an agent, a relative or anyone claiming to be support.
- Paying a third party to “set up” UAE PASS for you: only your own phone, codes and face can do it.
How MIRDXB PRO helps, and where we stop
We do not run UAE PASS, cannot unlock or verify an account, and have no special access to TDRA, ICP or GDRFA. What we do is carry the job your login was meant for: we file through GDRFA Dubai and ICP channels open to representatives, work under a power of attorney when one is needed, and tell you plainly when a step only you can take. Published charges that often apply here: the file check at AED 100, a re-entry permit at AED 750, a power of attorney from abroad at AED 250, visa cancellation at AED 400 and fine settlement or outpass at AED 500, all on our fees page. Anything outside that list is a fixed quote on WhatsApp before we start.
Frequently asked questions
Can I create a UAE PASS account from outside the UAE?
Yes. Registration happens only in the UAE PASS app, with or without an Emirates ID, and needs a mobile number that receives SMS and an email address. Without an Emirates ID the account stays basic.
Can I verify my UAE PASS while I am abroad?
Only with an Emirates ID. Face verification in the app upgrades a basic account without a kiosk, but UAE PASS says verified accounts are currently for Emirates ID holders, and no official page addresses using the face check outside the UAE.
Can I use UAE PASS without an Emirates ID?
Yes, as a basic account. It opens only the services that accept that level. The MOFA attestation service is one; portals that need a digital signature are not.
Does UAE PASS work with a foreign mobile number?
Yes. UAE PASS says any international number works as long as the device can receive an SMS. You can change the number in the app or on the self-care portal, and a code is sent to the new number.
I am abroad and not receiving the UAE PASS OTP. What should I do?
Check that the registered number is correct and can receive SMS where you are, press resend, then contact the UAE PASS call centre on 600 561 111 or support@uaepass.ae.
How do I recover UAE PASS on a new phone abroad?
Install the app, pick the I have an account option, confirm the codes sent to your registered mobile and email, set a new PIN and remove the old device when offered. A kiosk can also remove the old device later.
Which services need a verified UAE PASS?
Anything that needs your digital signature or official documents from the vault, such as the Ministry of Justice digital power of attorney. Many portals ask only for a UAE PASS login without naming a level, so test your account early.
Can I get a Ministry of Justice digital power of attorney with UAE PASS from abroad?
Only with a verified account that can sign. Dubai Courts also says online attestation needs a valid Emirates ID and passport-only parties must attend in person. Otherwise sign a power of attorney where you live and have it attested.
Can someone in the UAE apply for my re-entry permit without my UAE PASS?
The ICP permit to stay outside more than six months may be submitted by the sponsoring establishment or by you. Dubai residences go through GDRFA Dubai, whose services are also filed at Amer centres.
Does UAE PASS charge a fee?
UAE PASS says there is no charge to register or to use it. Fees you see are those of the authority whose service you apply for.
Should I give my UAE PASS PIN to an agent?
No. UAE PASS says never to share your PIN, signing password or one-time code. A real representative files under their own access or under your power of attorney.
