Tasheel centres lodge labour transactions with the Ministry of Human Resources and Emiratisation. If a hire is stuck and immigration says the file is clean, the problem is almost always sitting at this end — quota, classification, or a mismatch between the offer letter and the contract.

Tasheel or Amer?

One rule that settles it

Tasheel = the right to work. MOHRE. Permits, contracts, quota, complaints.

Amer = the right to live here. GDRFA. Entry permits, visas, Emirates ID, cancellation.

A single employment visa passes through both, in order: Tasheel first for the work permit, then Amer for the residence chain. Detail in Amer versus Tasheel.

Your MOHRE classification is the single biggest variable in hiring cost — the same permit ranges from AED 300 to AED 5,000 depending on it. Category 3 usually follows WPS breaches, unresolved complaints or Emiratisation shortfalls, and it applies to every subsequent hire until corrected.

What to prepare

  • Trade licence and establishment card, both current
  • Emirates ID and passport of the authorised signatory
  • Employee passport copy and photograph
  • Attested degree and MOHRE equivalency, for regulated roles
  • Signed offer letter, before the contract stage
  • Evidence that WPS obligations and any fines are current

Why Tasheel transactions stall

  • No quota. Nothing proceeds until slots exist for that role.
  • Company category downgraded — higher fees, sometimes blocked issuance.
  • Offer and contract disagree on salary, title or hours.
  • Profession requires equivalency that has not been obtained.
  • Open labour complaint or unpaid MOHRE fine against the establishment.
  • Expired establishment card — easy to miss, stops everything.

What is a Tasheel centre?

An authorised service centre that types and submits labour transactions to MOHRE. Tasheel does not decide applications — MOHRE does. The centre's job is to lodge the file correctly and completely.

Can Tasheel issue my residence visa?

No. Tasheel covers the MOHRE work permit and contract. The residence visa, Emirates ID and cancellation are GDRFA transactions handled through Amer.

Does the employee need to attend?

The employee signs the offer letter and the labour contract, which can be done electronically. They must attend in person for the medical fitness test and Emirates ID biometrics, both of which sit on the Amer side.

How do I find out my company's MOHRE category?

It can be checked against the establishment file. If your permit costs have risen without explanation, this is the first thing to look at — correcting a downgrade pays for itself across every future hire.

Can I file a labour complaint at Tasheel?

Yes. Unpaid salary and contract disputes are lodged through MOHRE and Tasheel is one route in. What to expect is set out in what to do when salary is not paid.

What does Tasheel charge?

Roughly AED 100 to 200 per transaction in typing fees, separate from the MOHRE government fee. The government portion is fixed; the service charge varies by provider.
