Most companies treat WPS as a payroll task their accountant owns. It stops being that the first time a senior hire's work permit is refused because a salary file was submitted late two quarters earlier.

Three employees paid late blocks work permits for all forty. Every new hire, every renewal, every labour contract amendment stops until wages and fines are settled and a compliant cycle has been filed.

The hidden cost: MOHRE category

MOHRE classifies establishments into three categories, and the classification sets your work permit fee tier. The spread is large:

A company that slipped to Category 3 after a payroll delay pays several times more per visa, on every hire, until the classification is restored. If your per-visa costs have risen without explanation, check your category before you change provider.

Why SIF files get rejected

A rejected file counts as unpaid until corrected and accepted — and the delay clock keeps running meanwhile. The causes we correct most:

  • Amount mismatch against the registered MOHRE contract. Even a small variance rejects.
  • New joiner missing — labour card issued mid-month and not added to the file.
  • Leaver still included, or an unpaid-leave employee included at full salary.
  • Wrong establishment or agent ID after a bank change.
  • Insufficient balance on the transfer date — file submitted, money not moved.
  • Partial payment. Paying 80% of a salary registers as non-compliance, not partial compliance.
Submission is not acceptance

Always confirm the file was accepted, not merely sent. This single habit prevents most Level 2 escalations we are called in to fix.

Establish what is actually outstanding

Which months, which employees, which fines, and the current escalation level. Guessing here costs weeks.

Pay outstanding wages in full through WPS

Correctly matched to contract amounts. Partial settlement does not lift the block.

Settle the fines separately

Wages and fines are distinct. Both must clear.

File a compliant current cycle

MOHRE wants the pattern corrected, not just the arrears paid.

Request formal clearance

For Level 3 cases the block does not always lift automatically — it has to be applied for and followed up.

Monthly discipline that prevents all of this

The compliance checklist we run for retainer clients

  • Payroll cut-off at the 25th, so funds land on or before the 1st
  • SIF reconciled against MOHRE contract amounts before submission
  • Joiners and leavers reflected the same month the labour card changes
  • Account funded at least two working days ahead of the transfer
  • File acceptance confirmed and retained
  • Establishment status checked quarterly, not only when something fails
  • ILOE status checked across staff, so permits are not blocked separately

WPS registration questions

When exactly must salaries be paid now?

From 1 June 2026, on or before the first day of the following month through WPS. Any payment after the first day is recorded as delayed, with no grace buffer.

Our work permits are blocked but we paid the salaries. Why?

Wages and fines clear separately, and MOHRE also wants a compliant file for the current cycle. For escalated cases formal clearance must be requested — the block does not always lift on its own.

Does a WPS violation affect all our employees?

Yes. The block applies at establishment level, so every work permit issuance and renewal on the file is affected, not only the employees whose wages were delayed.

Why did our per-visa cost suddenly increase?

Most likely a MOHRE category downgrade following WPS delays or unresolved labour complaints. Category 1 work permits can cost AED 300 where Category 3 costs up to AED 5,000 for the same component.

Do free zone companies need WPS?

Free zones operate under their own authority's wage rules, but employees engaged on MOHRE contracts fall within the MOHRE WPS regime. Check which applies to your licence rather than assuming exemption.

Can you take over our monthly WPS submission?

Yes. We reconcile the SIF against registered contracts before submission and confirm acceptance each month, usually as part of a corporate PRO retainer alongside licence and establishment card renewals.
