The Golden Visa question we are asked most often by healthcare and education professionals is the same one: do I qualify, and what exactly do I have to produce?
This guide answers it from the published positions of the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and the Official Portal of the UAE Government, with the fees, the documents, the approving authority for each field, and the parts where the official position is narrower than the marketing suggests.
The Golden Visa is not a single scheme with one set of criteria. It is a family of routes, each with its own approving authority and its own evidence.
Almost every disappointment we see comes from someone assessing themselves against the wrong route — a nurse measuring herself against the AED 50,000 specialised-talent salary threshold, or a teacher assuming a named category exists that does not.
Identify your route first. Everything else follows from that, and getting it wrong wastes months.

Notice what that table is actually telling you. For every category, a named authority must recommend or approve you before ICP issues anything.
The ICP submission is the administrative end of the process. The substantive decision — whether you are the kind of professional the route is for — is taken by the sector authority that knows your field.
Which means the useful first step is almost never the ICP portal. It is establishing what your approving authority requires, and whether you can obtain that letter. Everything downstream is straightforward once you hold it, and impossible until you do.
Doctors
The published requirement is specific and it is a document rather than a threshold.

AED 50,000 is the published figure for the specialised talents route. It is a real threshold and it is not negotiable at the ICP stage.
A doctor earning below it is not necessarily excluded from the Golden Visa altogether — but they are excluded from this route, and the honest answer is to look at whether another category applies rather than to submit and hope.
Anyone telling you the salary threshold can be worked around is describing something we would not put our name to. Ask them which published provision they are relying on.
The degree accreditation step people underestimate
“A university degree accredited by the Ministry of Education” is doing more work than it appears. It is not enough that your degree is genuine and from a reputable institution — it must be accredited for UAE purposes.
For a foreign degree that normally means attestation in the issuing country and through the UAE mission there, then MOFA, and in many cases a Ministry of Education equivalency assessment. That chain happens largely abroad, on other authorities’ timelines, and it is routinely the longest item in the whole application.

Nurses and frontline heroes
This is the route most nurses actually qualify under, and it works on a completely different basis from the specialised talents thresholds above.
Frontline heroes who displayed extraordinary effort in crises, such as the COVID-19 pandemic, may obtain the Golden Visa with a recommendation from a competent authority.
Frontline heroes include nurses, medical assistants, lab technicians, pharmacologists and other cadres approved by the Frontline Heroes Office.
Why this matters enormously for nurses
Read the two routes side by side and the practical difference becomes clear.

A nurse reads that the Golden Visa requires a salary of AED 50,000, correctly concludes she does not earn that, and stops.
That threshold belongs to the specialised talents route. The frontline heroes route is built on recommendation by the Frontline Heroes Office, not on a salary certificate — which is precisely why it exists as a separate category.
If you are a nurse, a medical assistant, a lab technician or a pharmacologist, the salary figure you have read about is probably not your test. Establish your position with the Frontline Heroes Office rather than disqualifying yourself against someone else’s criteria.
What we will not tell you
We are not going to publish a checklist of exactly what the Frontline Heroes Office requires, or a probability that you will be recommended, because that is the Office’s own assessment and it is not something we can predict on your behalf.
What is published, and what we can therefore state, is the structure: the category exists, it covers named healthcare cadres, and it proceeds on recommendation from a competent authority. The route to finding out whether it applies to you runs through that Office and through your employer, not through a service provider’s eligibility quiz.

Teachers: the honest answer
This section exists because a great deal of content promises teachers a Golden Visa category, and the published federal position does not clearly name one.
The categories published for specialised talents are people of arts and culture, innovators and inventors, athletes, talents in digital technology, doctors and scientists, and exceptional talents recommended by competent federal or local government authorities.
Teachers are not named among them as a standalone route in the way that doctors and scientists are.
That does not mean no teacher has ever received a Golden Visa. It means the route would run through the exceptional talents provision, on a recommendation or approval from a competent federal or local government authority — which is a discretionary, individually assessed path rather than a published checklist you can measure yourself against.
What a teacher should actually do
Three things, in order.
Ask your employer. Schools and education groups with strong relationships to their regulator are the parties most likely to know whether a nomination or recommendation route is realistically available, and they are the ones who would initiate it.
Ask the competent authority. For education in Dubai that means the regulator your institution answers to. The exceptional talents provision runs on recommendation from a competent federal or local government authority, so the question of who that is for your case is the first substantive question.
Check whether another route fits you better. Teachers frequently qualify on a basis that has nothing to do with their profession — property ownership, a bank deposit, a spouse’s eligibility. Those are published routes with published thresholds, and they are often a more direct answer than pursuing a discretionary nomination.
It would be commercially easier to write a confident page about the “teachers Golden Visa” and take enquiries from it. Several sites do.
But a teacher who pays to pursue a category that is not published as a named route, on the strength of an article, has been sold something. We would rather tell you the position is discretionary, point you at who decides it, and be useful on the routes where the criteria are actually written down.
If a provider tells you there is a straightforward teachers category with a published threshold, ask them to show you where it is published. That single question resolves most of this market.
Scientists
A tightly defined route with two named alternatives, both of them documents rather than thresholds.

As with every other category, the substantive assessment sits with the recommending body. A scientist’s task is to establish which of the two routes is realistic and to engage with that body directly.
The other specialised talent categories

“Talents in the field of digital technology” is broader than most people assume, and the recommending body is named. So is “innovators and inventors” through the Ministry of Economy.
Professionals in software, data and AI frequently assume the Golden Visa is a doctors-and-investors scheme and never look at the category that was written for them. If your work is in digital technology, that row is your starting point.
What it costs and how long it takes
ICP publishes the specialised talents service in full, and the figures are lower than most people expect.

This is the single most misleading number in the market, and it gets quoted both ways — by providers justifying a large fee, and by applicants who then feel overcharged.
AED 300 buys the ICP transaction. It does not include the medical fitness test, the Emirates ID, health insurance, attestation and equivalency of your degree, or anything charged by the authority that recommends you.
Nor does it include the time to obtain a recommendation, which is where the actual difficulty of this application lives.

The two working days is not your timeline either
The same misreading as the fee. Two days is ICP’s processing time once a complete application is lodged. It is not the time from deciding to apply to holding a Golden Visa.

Read that table and the planning conclusion is the same as everywhere else in UAE residency: the stage with the published duration is the fast one, and the stages that decide your date belong to other people. Start with attestation and the recommendation, in parallel, on day one.

The fine on the service
ICP publishes one, and it is worth knowing before you begin: expiry of the permitted stay period for the visa holder, or expiry of the entry visa — AED 50 per day.
People frequently begin a Golden Visa application while holding a visit visa or an expiring residence permit, on the assumption that a pending application protects their status.
It does not. The permitted stay on your current visa continues to run, and overstay accrues at AED 50 per day regardless of what is in progress.

How to apply
ICP publishes the digital process in five steps.

Channels are the ICP Smart Services website and the ICP Smart App, available 24/7, with customer happiness centres open during working hours. The service requires login using UAE Pass. Support is on 600522222.
ICP pre-fills the form from data it retrieves automatically and asks you to review and adjust it. A pre-filled form invites confirmation rather than inspection.
This is the moment your details enter the record for a ten-year residence permit. Read every retrieved field against your passport before paying, character by character. Correcting a field now costs nothing; correcting it afterwards is a separate transaction.
Sort out UAE Pass first
The service will not proceed without it. Setting up UAE Pass halfway through a time-sensitive application, possibly while abroad, is an avoidable irritation — and it is worth having regardless, since a growing number of federal services are gated behind it.
What the Golden Visa actually gives you
Worth stating precisely, because the benefits are frequently overstated and occasionally understated.

The absence rule. An ordinary residence visa is at risk if you spend more than six months outside the UAE. Golden Visa holders are not bound by that in the same way — which for a consultant, a researcher or anyone with family obligations abroad is frequently worth more than the visa length itself.
Unlimited domestic helpers. Ordinary sponsors face limits. For a working family this is a genuine, quantifiable benefit that almost never appears in a comparison table.

Keeping the Golden Visa once you have it
Rarely covered, and it matters: the Golden Residence is not unconditional for its full term. Conditions continue to apply throughout the validity period.

Golden Residence holders are exempt from the 180-day residency rule that binds ordinary residents. That is a genuine and valuable difference.
But the published wording carries a limit worth reading twice: the residency is considered void only if it expires outside the country.
So the exemption protects long absences — it does not protect an expiry that happens while you are away. If your permit is approaching its end date and you are abroad, that combination is the one scenario the exemption does not cover.
Diarise the expiry the day you receive it, and treat being outside the UAE near that date as something to plan around.
For professionals specifically
The asset-maintenance conditions above attach to the investor routes. For specialised talents and frontline heroes, the continuing requirement is the self-sufficiency condition and the general provision that the qualifying basis continues to hold.
Practically, that means a professional whose circumstances change substantially — leaving the profession, or the role the recommendation was based on — should take advice rather than assume the permit is untouchable for ten years. It is a long-term residence permit, not a status independent of the basis on which it was granted.
How to judge Golden Visa advice
This is the most aggressively marketed corner of UAE residency, and the quality of information varies enormously. Four tests separate advice from sales.

Every threshold in this guide can be pointed to: the AED 50,000 salary, the five years’ experience, the AED 2 million asset routes, the AED 250,000 tax contribution, the AED 300 ICP fees, the two-day completion, the AED 50 per day overstay fine.
A claim that cannot be pointed to — a guaranteed approval, a category that appears in no official list, a way around a published threshold — is somebody’s assertion. In a market where application fees are generally not refunded and refusals are recorded, that distinction is worth real money.
Why refusals matter more here than elsewhere
Two published realities combine badly for anyone who applies speculatively.
Application fees are generally not refunded, so a refused application costs you the money. And a refusal becomes part of your record, which is a consideration for any subsequent application you make.

Establishing your route and starting your degree attestation. They are independent of each other, and attestation is the item most likely to determine when you finish.
Applicants who run these sequentially — confirm the route, then obtain the recommendation, then start attestation — add months for no reason. The attestation does not care which category you end up in.
If your degree is already attested and equivalency assessed, you are considerably further along than you probably realise.
Keep a copy of your recommendation letter, your approval and the ICP outcome together with the permit itself. If a question arises years later about the basis on which the residence was granted, that folder answers it immediately, and reconstructing it from memory a decade on is considerably harder than filing it once today.
If you do not qualify on your profession
A great many healthcare and education professionals qualify for the Golden Visa on a basis that has nothing to do with their job, and never look because they assumed the professional route was the only one.

Two published details make it more accessible than people assume.
Mortgaged property is acceptable. You do not need to own AED 2 million outright — the requirement is a property or properties of that total value, and GDRFA states mortgaged property is accepted and all types of property are included.
Multiple properties can be combined to reach the threshold, and where ownership is a share in a joint property, that share must itself be no less than AED 2 million.

Check the cheapest route first
The practical ordering, for anyone unsure:
First, whether a family member already qualifies — that is often the fastest answer and costs nothing to establish. Second, whether you already meet an asset threshold you had not thought to measure. Third, whether your profession has a named route. Only then consider whether a discretionary nomination is realistic.

No service provider issues a Ministry of Health and Prevention approval letter, a Frontline Heroes Office recommendation, or an Emirates Council of Scientists letter. Those are the decisions of the bodies named in the published criteria.
What a provider legitimately does is establish which route fits you, tell you what each authority requires, prepare and sequence everything around the recommendation, and handle the ICP submission and everything downstream once it exists.
Anyone implying they can produce the recommendation itself is describing influence rather than service. Ask them to put that in writing.

A nurse in a Dubai hospital, eight years’ experience
Your route is frontline heroes, not specialised talents, and the AED 50,000 salary figure you have read about is probably not your test. Start with your employer — hospitals typically know whether and how staff have been put forward — and with the Frontline Heroes Office.
While that is in motion, get your degree attestation underway if it is not already done. It is the long pole regardless of route.
A specialist doctor earning above AED 50,000
You are on the specialised talents route and the published requirements are all obtainable: MoHAP approval letter to practise, MoE-accredited degree, five years’ experience letter in the same position, salary certificate, health insurance, passport with six months’ validity.
Sequence the MoHAP letter and the degree accreditation first — the employer documents follow quickly once requested.
A doctor earning below the threshold
The specialised talents salary requirement is published and firm. Rather than submitting and hoping, establish whether another route applies — property, deposit, or a spouse’s eligibility — and whether your employer sees a nomination route.
A refusal is recorded, and application fees are generally not refunded, so the assessment is worth doing before rather than after.
A teacher at a Dubai school
Ask your school first, then the competent authority, then check the asset routes against your own position. Do not pay anyone to pursue a “teachers category” on the strength of an article — ask where it is published.
A software or AI professional
Look at “talents in the field of digital technology”, recommended by the UAE Council for Artificial Intelligence and Digital Transactions. It is a named category with a named recommending body, and it is consistently underused by exactly the people it was written for.

What your employer can do, and should
For healthcare and education professionals the employer is frequently the decisive party, and most applicants approach them far too late or not at all.

Large hospitals, health authorities and school groups often have a person who has done this before. Ten minutes with them is worth more than a week of research, because they know what the recommending body actually asked for last time.
If the answer is that nobody has, that is useful too — it tells you that you are building the route rather than following one, and to plan accordingly.
Where the profession on your permit matters
A detail that catches people. The profession recorded on your work permit is what appears in the government record, and it is not always what your job title or your degree says.
A senior nurse registered under a different profession code, or a specialist registered generically, may find the record does not obviously match the category being applied for. That is a fixable discrepancy, but it is far better identified at the start than raised as a query mid-application.

A note on why we wrote this page the way we did
Most Golden Visa content for professionals is written to generate enquiries, which produces a predictable shape: every profession is presented as eligible, thresholds are described as flexible, and the process is described as something a provider handles for you.
We have instead said that teachers have no separately published category, that the AED 50,000 salary threshold is firm on the route it governs, and that no provider issues the recommendation that decides these applications. Each of those costs us enquiries.
The reason is straightforward. In a market where application fees are generally not refunded and refusals are recorded, the most valuable thing we can give a professional considering this is an accurate view of whether it is realistic — including when the answer is that it is not, or not yet, or not on the route they assumed.

Can nurses get the Golden Visa in the UAE?
Yes. Nurses are named explicitly within the frontline heroes category, alongside medical assistants, lab technicians, pharmacologists and other cadres approved by the Frontline Heroes Office.
The route proceeds on a recommendation from a competent authority rather than on the AED 50,000 salary threshold that applies to the specialised talents route.
How do I apply for a Golden Visa as a nurse in the UAE?
Start with your employer and with the Frontline Heroes Office, because the recommendation is the substantive step and it is not something a service provider can issue.
Once a recommendation exists, the ICP submission follows: apply through the ICP Smart Services website or app using UAE Pass, review the retrieved data, attach documents, pay AED 300 in published fees, and receive the outcome within a published completion of two days.
Begin your degree attestation in parallel from day one — it is usually the longest item.
What is the salary requirement for a Golden Visa?
For the specialised talents route, a salary certificate of at least AED 50,000, alongside a Ministry of Education accredited degree at bachelor’s level or above and a letter of experience of no less than 5 years in the same position.
That threshold does not govern every route. Frontline heroes proceed on recommendation, and the investor routes are based on asset or tax thresholds instead.
What do doctors need for the UAE Golden Visa?
An approval letter from the Ministry of Health and Prevention in the UAE to practise the profession of medicine, plus the specialised talents requirements: an MoE-accredited degree of bachelor’s level or above, a letter of experience of no less than 5 years in the same position, and a salary certificate of at least AED 50,000.
ICP also requires valid UAE health insurance and a passport valid for no less than six months.
Is there a Golden Visa for teachers?
Not as a separately published federal category. The published specialised talents categories are people of arts and culture, innovators and inventors, athletes, talents in digital technology, doctors and scientists, and exceptional talents.
A teacher’s route would run through exceptional talents, on a recommendation or approval from a competent federal or local government authority — a discretionary path rather than a published checklist. Start with your school and the relevant regulator, and check the asset routes in parallel.
How much does the Golden Visa cost?
ICP publishes the specialised talents service at AED 300 — AED 100 application, AED 100 issuance, AED 100 smart services.
That is the ICP transaction only. Medical fitness, Emirates ID, health insurance, degree attestation and equivalency, and anything charged by the recommending authority are additional.
How long does a Golden Visa take?
ICP publishes a service completion duration of 2 days for the specialised talents service once a complete application is lodged.
That is not the end-to-end timeline. Degree attestation and equivalency, and obtaining the recommendation from your sector authority, sit outside that window and normally dominate it.
What documents does ICP require?
Passport and a personal photo, plus the recommendation or approval from the authority named for your category. Published terms also require valid health insurance within the UAE and a passport valid for no less than six months.
For the specialised talents thresholds you will also need the MoE-accredited degree, the five-year experience letter and the salary certificate.
Can I apply while I am in the UAE on a visit visa?
You can apply, but a pending application does not protect your current status. ICP publishes a fine of AED 50 per day for expiry of the permitted stay period or the entry visa.
Establish what your current status permits and when it ends before you begin.
Does the Golden Visa let me sponsor my family?
Yes — family members including spouse and children, and unlimited domestic helpers, which is a meaningful advantage over ordinary sponsorship limits.
Can I live outside the UAE on a Golden Visa?
Golden Residence holders are exempt from the 180-day residency rule that applies to ordinary residents, and can stay outside the UAE longer than the usual six months without the visa lapsing.
Note the published limit on that exemption: the residency is considered void if it expires while you are outside the country. Plan around your expiry date.
Can a service provider get me the recommendation?
No. The Ministry of Health and Prevention approval letter, the Frontline Heroes Office recommendation, the Emirates Council of Scientists letter and the other category approvals are decisions of those bodies.
A provider can identify your route, tell you what each authority requires, prepare and sequence everything around the recommendation, and handle the ICP submission and everything after it. Anyone claiming to produce the recommendation itself is describing influence rather than service.
What if I do not qualify on my profession?
Check the asset routes, which have published thresholds: property worth no less than AED 2 million (mortgaged property is acceptable), a bank deposit of no less than AED 2 million, a company share of no less than AED 2 million, or an annual tax contribution of no less than AED 250,000.
Also check whether a spouse qualifies — that is frequently the fastest answer and costs nothing to establish.
What happens if my application is refused?
Application fees are generally not refunded, and a refusal forms part of your record for subsequent applications.
That is the practical argument for establishing eligibility before submitting rather than using an application to find out.
Do I keep the Golden Visa for the full ten years automatically?
Conditions continue to apply throughout the validity period, and the authority reserves the right to take measures to ensure they are still met.
One published condition is the ability to support yourself and your family without needing government support. On the investor routes, the qualifying asset must be maintained — property may not be disposed of, nor a deposit refunded, during the ten-year period.
