The investor routes are mechanical: meet a threshold, evidence it, apply. The talent routes are not. They run on nomination by a UAE body, and the difference catches people out — they go looking for an application form that, for their category, does not exist yet.

Someone tells a researcher “you should get the Golden Visa”. They go to the portal, find no route that fits, and conclude they do not qualify.
In fact the route exists — it simply begins somewhere else. The portal is the second step, after a nominating body has put your name forward and the Federal Authority has approved it.
The scientists route, in detail
This is the category with the most clearly published criteria, which makes it the useful worked example. To be nominated as a scientist you must be accredited by the Emirates Scientists Council, or hold the Mohammed Bin Rashid Medal for Scientific Excellence.
The accreditation criteria are unusually concrete for a discretionary route:

Those two metrics are worth knowing precisely because they are objective. An h-index of 10 means ten publications each cited at least ten times. An FWCI of 1.0 means your work is cited at the average rate for its field — above 1.0 means above average. Both are visible in Scopus and similar databases, so you can check where you stand before approaching anyone.
Other nominated categories
Beyond scientists, nomination-based routes exist for specialised talents including doctors, creatives, inventors and executives. Published criteria vary by category and are administered by different bodies — a cultural body for creatives, health authorities for medical professionals, and so on.
We deliberately do not publish specific thresholds for those categories here, because they are less consistently documented than the scientist criteria and we would rather say so than guess. How nomination actually happens
1. Start with your institution
Universities, hospitals, research centres and large employers frequently have an established channel for putting people forward. This conversation is usually more productive than any portal.
2. Assemble the objective record
Publications, citation metrics, patents, awards, senior appointments. Documented, not asserted — a claim without evidence is not a case.
3. The nominating body reviews
For scientists, the Emirates Scientists Council. Accreditation by that council is what unlocks the route.
4. Federal Authority approval
ICP approval follows the nomination. This is the step that converts a nomination into eligibility.
5. Then the application
Submitted through the authority’s smart platform with documents and fees. From here it behaves like any other Golden Visa file — medical, Emirates ID, stamping.
What strengthens a nomination case
- Objective metrics you can point to. Citation indices, patents granted, awards with named issuers.
- Service documented on letterhead — role, dates and standing, not left to be inferred from a contract.
- Attested qualifications, with MOHRE equivalency where the profession requires it.
- A current UAE professional licence, where your field has one.
- Consistency across documents — passport, degree, licence and publications in the same name.
- A clean file. Outstanding fines stall an application regardless of academic standing.
Application fees are not refunded, and a refusal is recorded. On a route assessed by judgement rather than arithmetic, a weak application submitted early is worse than a strong one submitted a year later.

Where nomination cases fall down
- Assuming the portal is the starting point. For these categories it is not.
- Achievements asserted rather than evidenced. “Widely published” is not a citation index.
- Metrics below the published bar — checkable in advance, and worth checking honestly.
- Attestation still in progress, which is the most common avoidable delay across every Golden Visa route.
- Name inconsistencies between publications and identity documents, which are common for researchers who publish under initials.
- No insurance in place at the point of application.
If nomination is not open to you yet
Not qualifying today is worth establishing honestly rather than discovering through a refusal. Real alternatives exist:
- The salary route, if your registered contract salary reaches the threshold — no nomination required. See the salary requirement.

No. Once granted it is self-sponsored, valid for ten years and renewable, and it tolerates longer absence from the UAE than a standard residence visa. Changing employer does not put your residency at risk.
