ICP vs GDRFA 2026: Which Authority Handles Your UAE Visa, Fees, Grace Periods and Cross-Emirate Rules

ICP vs GDRFA is the difference between the UAE’s federal identity and residency authority and Dubai’s own residency directorate: ICP (the Federal Authority for Identity, Citizenship, Customs and Port Security) handles residence files issued in six emirates and every Emirates ID in the country, while GDRFA Dubai handles residence files issued in Dubai. ICP and GDRFA both apply the same federal law on the entry and residence of foreigners. What differs is who processes your file, through which channel, at what published fee, in what time, and with what wording on grace periods. The deciding factor is the emirate that issued your residence, which you can read from the first digit of the file number.

ICP vs GDRFA: how MIRDXB PRO helps

• Act for you from abroad under a power of attorney, including return permits, cancellations and renewals, at either authority.

How it works

1. WhatsApp us a copy of your residence (or the e-visa), your passport and Emirates ID, and a line on what you want to do.
2. We confirm whether it is ICP or GDRFA, and the route, and send a written list of documents, the government fees and our fee.
3. You approve. We book anything that needs booking, such as a medical or biometrics.
4. We submit and track the application and send you the receipts and the approval.

What it costs

Government fees are passed on at cost, from the ICP or GDRFA schedule, and you see the payment receipts. Our own fee depends on the transaction and how many people are on the file, and it is quoted in writing before we start. Our general pricing approach is on the fees page.

• We publish our sources. Every figure in this guide links back to the ICP, GDRFA or u.ae page it came from, and where two official pages disagree we show both.

• We tell you when you do not need us. Many simple renewals and fine payments can be done on the GDRFA or ICP app with UAE PASS, and we will say so.

Why there are two authorities: the legal basis of ICP and GDRFA

The UAE is a federation of seven emirates, and the entry and residence of foreigners is a federal subject. That explains ICP. It does not, on its own, explain why Dubai residents go somewhere else. Here is what the official texts say about ICP and GDRFA, and where they are silent.

ICP: the federal authority named in the law

ICP’s own overview traces it to the Emirates Identity Authority, set up under Federal Law No. 2 of 2004 to run the population register and the Emirates ID. Federal Decree-Law No. 3 of 2017 renamed it the Federal Authority for Identity and Citizenship and moved nationality, passports and the residence of foreigners to it from the Ministry of Interior. Federal Decree-Law No. 14 of 2021 then created the present Federal Authority for Identity, Citizenship, Customs and Port Security by merging it with the customs and ports security bodies.

The law you actually live under as a resident is Federal Decree-Law No. 29 of 2021 on the Entry and Residence of Foreigners (issued 16 September 2021, in force 26 October 2021) and its Executive Regulation, Cabinet Resolution No. 65 of 2022. In the English text on the UAE legislation portal, Article 1 defines the “ICA” as the Federal Authority for Identity, Citizenship, Customs and Ports Security, and Article 3 says: “The ICA shall be solely responsible for implementing the provisions of this Law by Decree.”

GDRFA Dubai: a Dubai Government entity applying the federal law

GDRFA describes itself on its overview page as the General Directorate of Identity and Foreigners Affairs, Dubai, providing entry and residence permit services, port services, establishment services, citizenship and personal status services and violator follow-up. Dubai’s own legislation treats it as part of the Dubai Government: Dubai Decree No. 7 of 2020 lists “The General Directorate of Residency and Foreigners Affairs in Dubai” among the government entities governed by Dubai’s human resources law, and Dubai Decree No. 21 of 2025 makes a GDRFA representative a member of the Dubai Council for the Security of Ports of Entry and Borders.

GDRFA’s service cards apply the federal rules: the same sponsorship conditions, the same 180-day rule for residents abroad, the same categories of residence. What the pages we checked do not publish is the legal instrument by which Dubai’s directorate exercises residence powers alongside a federal authority that Article 3 calls “solely responsible”. We have not guessed at it. For a resident, the practical position is settled and consistent across u.ae, ICP and GDRFA: Dubai-issued files are processed by GDRFA, and the rest by ICP.

Which authority handles my file? The file-number test

You do not need to guess. Every UAE residence carries a file number, printed on the residence (e-visa) document and shown in the GDRFA and ICP apps. The first digit is the emirate that issued it, and so tells you whether the file is ICP or GDRFA.

u.ae gives the same split in plain words on its visa tracking page: for visas issued in Dubai, use GDRFA; for visas issued in Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah, use ICP.

If you have no file number yet

Someone who has only an entry permit, or who is still abroad waiting for one, does not yet have a residence file. Whether it will be ICP or GDRFA is then decided by who is sponsoring you and where their file sits:

• An employer: the emirate of the establishment’s immigration file. A company licensed in Dubai, mainland or a Dubai free zone, sponsors through GDRFA. A company licensed in Sharjah, Abu Dhabi or another emirate, including its free zones, sponsors through ICP.
• A family sponsor: the emirate that issued the sponsor’s own residence. A husband on a Dubai residence sponsors his wife and children at GDRFA even if the family will live in Sharjah.
• A domestic worker’s sponsor: the sponsor’s emirate, in the same way.
• Self-sponsored residence (Golden, Green, property owner, retiree, remote work): the emirate where you apply for it. The eligibility is federal; the channel is GDRFA for Dubai and ICP for the others.

Free zones: ICP or GDRFA follows the emirate

Free zone residence is still a residence of the emirate the free zone is in. A DMCC or Dubai Silicon Oasis employee is a GDRFA file. An employee of a free zone in Sharjah, Ajman, Ras Al Khaimah, Fujairah, Umm Al Quwain or Abu Dhabi is an ICP file. The free zone authority issues the work permit in place of MOHRE, but the residence is issued by the emirate’s immigration authority. Our free zone vs mainland guide covers the work permit side.

Emirates ID: always ICP, even for Dubai residents

This is the part that confuses almost everyone, and it is the one point where the answer never changes: every Emirates ID in the UAE is issued by ICP. Since April 2022 the residence is no longer stamped in the passport; ICP announced that the Emirates ID “will serve as an alternative” to prove residence. So for a Dubai resident, GDRFA and ICP both touch the same card:

• GDRFA decides the residence: issue, renewal, amendment, cancellation.
• ICP produces the card, takes the biometrics, and owns the identity record.

In practice you do not file twice. A Dubai residence application at Amer or on the GDRFA app includes the Emirates ID application and fee, and the card is then produced by ICP. Biometrics, when you are called for them, are taken at an ICP customer happiness centre; ICP lists Al Barsha and Al Rashidiya among its centres in Dubai. ICP’s FAQ says an appointment is required in advance for biometric procedures.

A few Emirates ID transactions stand on their own and always go to ICP, whichever emirate issued your residence: replacing a lost or damaged card (AED 300 + AED 100 smart services fee on ICP’s card), paying the late-renewal fine, and asking ICP to exempt delay fees. The difference between ICP and GDRFA, transaction by transaction

A resident’s life is a sequence of transactions. This table puts each one against ICP and GDRFA, so you can see where they differ and where they do not.

Notice what the table shows. The ICP vs GDRFA split is not “Dubai versus federal” for everything. It is Dubai versus federal for the residence file, federal for the identity card, and MOHRE or the free zone for the work permit. ICP vs GDRFA fees for the same transactions

Because the law is the same, people expect the fees to be the same. They are not. ICP and GDRFA each publish their own fee lines on their own service cards, and Dubai adds the AED 10 Knowledge Dirham and AED 10 Innovation Dirham to most transactions. The tables below set the published government lines side by side for the transactions residents ask about most. Typing centre and Amer charges, VAT on those charges, medicals and insurance are extra, and the payment screen at submission is final.

Residence renewal (one person, two years)

GDRFA’s own pages do not agree with each other on renewal. The cards list an AED 500 “fee inside the country” line; the FAQ gives totals of AED 360, 460 and 560 for one, two and three years with an expatriate sponsor, which only make sense without that line. GDRFA does not explain the difference. We show both, and in practice we quote from the itemised screen on the day.

Residence cancellation

Status change without leaving the UAE

Status change is also where the “fee inside the country” line bites in Dubai: GDRFA’s entry permit cards add AED 10 + AED 10 + AED 500 when the person is already in the UAE. Our guide to visa change status fees adds everything up, and our visa status change service handles it for you.

Returning after more than six months abroad

This is not a like-for-like comparison. ICP publishes a formula; for Dubai we have a real receipt, and GDRFA’s card for the service could not be fetched as a public page on the day we checked. Our re-entry permit guide shows the receipt and both routes in full.

Other lines residents compare

Service times: ICP’s 2 days and GDRFA’s 48 hours

ICP and GDRFA both publish a completion time on each service card. They look similar, and they measure the same thing: the time the authority itself takes once a complete application reaches it.

What neither time includes: the medical fitness test and its result, the Emirates ID biometrics appointment, a MOHRE or free zone step that has to happen first, any fine that must be paid before the file moves, and any security or manual review, which has no published time at ICP or GDRFA. Grace periods: Dubai’s 30-day standard and ICP’s tiers

This is the most practical difference between ICP and GDRFA, and the one most often misquoted. When a residence is cancelled or expires, you have a grace period to leave the UAE or change status before the overstay fine starts. Its length depends on your visa type.

In Dubai, the standard grace period after a residence visa is cancelled is 30 days. Certain visa categories receive 60, 90 or 180 days. The period depends on your visa type, and the exact grace that applies to you is confirmed only once the cancellation is processed, on your cancellation letter. ICP’s card splits by category. u.ae’s family visa page adds a different figure, six months for dependants.

Channels: Amer, typing offices, the ICP app and UAE PASS

A large part of the ICP vs GDRFA confusion is really a channel confusion. ICP or GDRFA decides your file; the channel is just where you submit it. Using the wrong channel does not change the authority. It only wastes a trip.

ICP’s FAQ lists its channels as “the smart application on Android and iOS”, “the official website (Smart Channels)”, “Customer Happiness Centers” and “Authorized typing offices”. GDRFA’s service cards list the website and app, Amer centres and customer happiness centres. Amer is a GDRFA channel; you will not renew a Sharjah residence at an Amer centre. UAE PASS works for ICP and GDRFA

Both the GDRFA and ICP digital channels accept UAE PASS login. One verified UAE PASS account, linked to your current Emirates ID and phone number, opens both. If the app you log into shows no residence, the likely reason is that you are in the other authority’s app, not that the residence has gone.

Lookalike websites

Search results for “ICP” and “GDRFA” include private sites that copy the official look, some of which charge for “status checks” or “applications”. The official addresses end in icp.gov.ae and gdrfad.gov.ae. Do not pay on a site whose address ends in anything else.

ICP and GDRFA contact numbers and official addresses

For work permit questions the number is MOHRE’s, 600 590000. Calling GDRFA or ICP when the other holds your file is harmless but slow: an ICP agent cannot see into a Dubai residence transaction, and GDRFA cannot fix an Emirates ID card problem.

You live in one emirate, but your visa is from another

This is very common, and it is allowed. Nothing in the residence rules requires you to live in the emirate that issued your residence. Many people work for a Dubai company and rent in Sharjah or Ajman, and others work in Dubai on a residence issued elsewhere through their employer’s licence. What matters is whether ICP or GDRFA handles your transactions, and a few practical knock-on effects.

The rule: the file stays with the issuing emirate

• Dubai residence, living in Sharjah, Ajman or elsewhere: GDRFA handles your renewal, cancellation, amendments and return permit. You submit through Amer or the GDRFA app, not at a Sharjah typing office.
• Sharjah, Ajman or Abu Dhabi residence, living in Dubai: ICP handles your file. An Amer centre in Dubai is the wrong counter; use the ICP app or an ICP-accredited typing office.
• Emirates ID, wherever you live: ICP. You can use ICP centres in any emirate when you are called for biometrics.

What changes in practice

Moving a visa between emirates: GDRFA or ICP, and in what order

There is no ICP or GDRFA “transfer” service that simply relabels a Dubai residence as a Sharjah one. GDRFA’s Residency Services list covers Golden residence, residence issue, renewal, data amendment, cancellation, green residence and residence without work permission, with no transfer service, and we found no ICP card for one either. A residence moves between GDRFA and ICP by being cancelled in one emirate and issued in the other, usually without leaving the country through a status change. The new residence has a new file number starting with the new emirate’s digit.

Employee moving to an employer in another emirate

1. Work permit. For mainland employers, MOHRE is federal: the old permit is closed and the new employer applies for a new one. Moving to or from a free zone involves the free zone authority. See how to cancel an employment visa.
2. Old residence cancelled by the old sponsor at the old authority: GDRFA if it was Dubai (AED 100 + 10 + 10), ICP if not (AED 50 + AED 100).
3. New entry permit issued by the new authority through the new employer.
4. Status change inside the UAE: AED 500 at ICP, or AED 500 + 10 + 10 + processing at GDRFA, so you do not have to exit and re-enter.
5. Medical at a centre for the new emirate, then residence and Emirates ID issued by the new authority.

The grace period after the cancellation is the old authority’s: in Dubai the standard is 30 days after cancellation (some categories get 60, 90 or 180 days; your exact period is shown on your cancellation letter), and 30 to 180 days on ICP’s scale. Plan the new entry permit to be ready well inside it.

Family members when the sponsor moves

Dependants’ residences stay where they were issued, on the sponsor’s old file, until they are renewed or cancelled. The family permit “matches the sponsor’s permit and cannot exceed it” (ICP), so once the sponsor’s old residence is cancelled, the family’s must be dealt with. The order is family first: u.ae says family members’ visas must be cancelled before the sponsor’s own, and ICP asks for an AED 5,000 guarantee where a sponsor cancels without cancelling family. The family is then sponsored again under the new residence, at the new authority, often through a status change so nobody has to fly out.

Company moving its licence to another emirate

When a business relocates its licence, it opens an establishment file with the new authority, and staff residences are moved over time: each one cancelled at the old authority and reissued at the new one, usually at renewal to avoid paying twice. Until then, each employee remains a file of the old emirate.

Where ICP and GDRFA official pages disagree

ICP and GDRFA pages are not always consistent with each other. Here is every conflict we found while writing this ICP vs GDRFA comparison, and what we advise. Where sources disagree, the itemised screen and the date on your record govern.

Status checks and the “no record found” scare

The single most common reason people contact us about ICP vs GDRFA is a blank screen. Someone checks their visa on the wrong one of the ICP and GDRFA systems, sees nothing, and assumes it has been cancelled. u.ae is clear on where to look: GDRFA’s status enquiry for visas issued in Dubai, and ICP smart services for the other six emirates.

• Dubai file: check on the GDRFA site or app. Our GDRFA status check guide explains each status.
• Other emirates: check on smartservices.icp.gov.ae or the UAEICP app. ICP’s FAQ says residency application numbers begin with “010”.
• Emirates ID card: ICP, in every case. See our Emirates ID status check.
• Work permit: MOHRE, not ICP or GDRFA.

If the right system also shows nothing, that is worth investigating. Common reasons are a passport change that was never amended on the residence, a search made with the old passport number, or a residence that really was cancelled. Fines, bans and absconding across the two systems

Immigration liabilities sit on the file of whichever of ICP or GDRFA holds the residence. GDRFA publishes a “Fine Collection for Violators of Residency Law” service and a separate request to waive or reduce fines (AED 15.75 for individual sponsors on its card). ICP has its own “Request for Exemption from Delay Fees” service. The fine rate is federal, AED 50 a day after the grace period, but you pay and seek exemption through the authority that holds the file.

Absconding, more precisely a report that a worker is absent from work, starts at MOHRE (or the free zone) as a labour record. Its immigration consequence then sits with GDRFA or ICP. The two records are cleared separately, and clearing one does not automatically clear the other. That is why “half-cleared” cases are common. Golden, Green and Blue: same eligibility, different channel

Long-term residence is federal policy, so the eligibility criteria are the same whether you apply in Dubai or elsewhere. The ICP or GDRFA channel follows the same split as any other residence: GDRFA lists “Golden Residency” and “Issuance of green Residency” among its Residency Services for Dubai, and ICP handles applications for the other emirates. The Blue Residence, launched in 2024, is described on ICP’s guide as applied for through ICP. What does differ, once you hold one, is the grace period wording: ICP gives these holders 180 days, while in Dubai the exact period for a cancelled residence is shown on the cancellation letter (30 days as standard; certain categories receive 60, 90 or 180 days). Employers: ICP or GDRFA for the company file

Companies have immigration files too. A Dubai-licensed establishment holds an establishment card with GDRFA, lists its authorised representative (PRO card) there, and sponsors every employee through GDRFA. A company licensed in another emirate holds its establishment file with ICP. The emirate of the licence decides, not the emirate where staff live or where a branch office sits. If the establishment card lapses, every employee transaction stops, at ICP or GDRFA alike. Our corporate PRO services cover the company side.

Dealing with ICP or GDRFA from abroad

ICP and GDRFA both let you do a surprising amount from outside the UAE, provided you use the right one. The return permit after six months abroad must be applied for from outside the country at either authority. Renewals and cancellations can be filed by the sponsor or a representative while the resident is away, subject to the category’s rules. Both digital channels work abroad with UAE PASS.

Where you cannot act yourself, a power of attorney lets a PRO represent you before GDRFA or ICP. The Ministry of Justice offers a digital power of attorney service that it says is open to people inside or outside the country; a POA signed before a notary abroad usually needs attestation through the UAE embassy and the UAE Ministry of Foreign Affairs. Make the POA cover the authority that holds your file: a POA that names only “GDRFA Dubai” will not help with a Sharjah residence.

ICP vs GDRFA in practice: six cases, worked through

These cases are built from the situations we see most often. Names and identifying details are left out, and the figures are the published ones.

1. A Dubai resident whose visa “disappeared” from the ICP app

Private-sector employee in Dubai. Logged into the UAEICP app to check his residence before a trip and found no residence shown.

Position: his file number started with 2, so the residence is a GDRFA file. u.ae sends Dubai visa checks to GDRFA’s status enquiry, where the residence showed as valid. What we did: nothing beyond the check; there was no transaction to file. The lesson: read the first digit before you worry. A blank result in the other app, ICP or GDRFA, is not a cancellation.

2. Dubai-issued residence, family living in Sharjah

Employee of a Dubai company, residence issued in Dubai, renting a flat in Sharjah. Wanted to sponsor his wife and two children and was told by a Sharjah typing office that it could not file the application.

Position: the family visa follows the sponsor’s own residence, so this is a GDRFA transaction: sponsor file registration, then entry permits for the family, through Amer. The typing office was right to decline. The real issue was housing proof: GDRFA’s sponsor file card asks for an Ejari tenancy or DLD title deed, and his tenancy was registered in Sharjah. Route: we checked with GDRFA what housing evidence it would accept for his file before anything was paid, then filed. The lesson: whether it is ICP or GDRFA is fixed by the sponsor’s residence; the housing question needs answering before you apply.

3. A new job in Abu Dhabi for a Dubai resident

Dubai residence through a Dubai mainland employer; accepted a job with an Abu Dhabi mainland company.

Position: there is no transfer service between GDRFA and ICP. The old employer closes the MOHRE permit and cancels the Dubai residence at GDRFA (AED 100 + 10 + 10 on the card). The new employer applies for a new work permit and an ICP entry permit, and the status change is done inside the UAE (AED 500 on ICP’s card). A new residence is issued by ICP with a file number starting with 1. The real issue was timing: the Dubai grace period (30 days as standard) started at cancellation. Route: we asked the new employer to have its approvals in place before the old residence was cancelled. The lesson: moving between GDRFA and ICP is a cancel-and-reissue, and the gap is where fines start.

4. A Sharjah residence holder abroad for eight months

Residence issued in Sharjah, holder abroad caring for a parent, residence still valid for five months.

Position: an ICP file, so the ICP permit to stay outside for more than six months applies, not GDRFA’s return permit. On ICP’s formula: AED 150 fixed + AED 100 for each 30 days beyond 180. At eight months, about 60 days over, the published lines come to AED 350. Applied from outside the UAE, with a reason, more than 30 days of validity left, entry within 30 days of approval. The lesson: the Dubai figure of AED 622.50 on our receipt does not apply to an ICP file, and quotes found online often mix the two.

5. A widow on a Dubai residence, told she had 180 days

Her husband, the sponsor, had died. A relative told her she had 180 days to arrange her own residence.

Position: ICP’s card gives widows a 180-day grace period. But her residence was a Dubai file, where the standard grace period after cancellation is 30 days and the exact period is confirmed only on the cancellation letter. Route: we planned to 30 days, checked the period shown on her cancellation letter, and started her own residence application inside that window. The lesson: ICP’s tiers are published for ICP files; do not assume they carry over to a GDRFA file without checking the record.

6. A Sharjah residence holder whose Emirates ID was lost in Dubai

Lives and works in Dubai on a residence issued in Sharjah. Lost his Emirates ID and went to an Amer centre.

Position: an Emirates ID replacement is always an ICP service, whatever the residence emirate, and the residence itself is an ICP file too. Amer centres are GDRFA’s channel. Route: replacement applied for through the ICP app (AED 300 + AED 100 smart services fee), with biometrics at an ICP centre in Dubai when called. The lesson: the card is ICP’s for everyone, and the counter must match the authority, ICP or GDRFA.

We will tell you whether ICP or GDRFA holds your file before charging you, quote the current ICP or GDRFA fee lines in writing, file at the right counter, handle cross-emirate moves in the order that avoids fines, act for you from abroad under a power of attorney, and tell you plainly when a transaction is simple enough to do yourself on the GDRFA or ICP app.

We will not promise an approval that only GDRFA or ICP can give, suggest registering a residence in an emirate you do not qualify in, submit a document we know to be inaccurate, or quote you a fee that changes after you have paid.
