Checking the wrong authority returns a blank screen that means nothing is wrong. Here is who does what, and why Emirates ID is always ICP.

The Emirates ID trap

Your residence visa can be a GDRFA file while your Emirates ID is an ICP record. They are the same person, the same status, and two different systems. Checking your Emirates ID on a GDRFA channel, or your Dubai visa on the ICP app, produces a blank result that means nothing is wrong.

Which one holds your file

Sponsored by a Dubai mainland or Dubai free zone employer

Your residence file is almost certainly GDRFA. Transactions go through Amer.

Sponsored in Abu Dhabi, Sharjah or another emirate

ICP. Transactions go through ICP centres or the app.

Golden or Green Visa

Could be either, depending on the route and where it was applied for. Check both if you are unsure.

Emirates ID, in every case

ICP. No exceptions.

Why this matters practically

  • Status checks. Looking in the wrong place returns nothing and people assume their visa was cancelled.
  • Fine checks. Liabilities are recorded separately. Clearing an ICP fine does not clear a GDRFA one, and vice versa.
  • Absconding and bans. These exist as two records — a labour record with MOHRE and an immigration record with GDRFA or ICP. Resolving one does not resolve the other, which is why so many cases are half-cleared.
  • Moving emirates. Changing sponsor from a Dubai company to an Abu Dhabi one moves your file between authorities entirely.
  • Renewals. Submitting through the wrong channel wastes days before anyone tells you.

Amer and Tasheel sit underneath this

People often add a third and fourth name to the confusion. Amer and Tasheel are not authorities — they are authorised service channels:

So an employment visa touches MOHRE for the work permit via Tasheel, then GDRFA for residency via Amer, then ICP for the Emirates ID. Three authorities, two channels, one person. That is normal, and it is why files stall in places nobody can immediately explain.

What is the difference between ICP and GDRFA?

GDRFA is Dubai’s own residency authority, handling visas sponsored within the emirate. ICP is the federal authority covering the UAE as a whole, and it always handles Emirates ID regardless of which authority issued your visa.

Which one issued my visa?

If you are sponsored by a Dubai employer or a Dubai-based family sponsor, your residence file is almost certainly GDRFA. Sponsorship in another emirate generally sits with ICP. Golden and Green visas can be either depending on the route.

Why does my visa not show on the ICP app?

Most likely because it is a GDRFA-issued Dubai visa, which is a separate system. A blank result on the wrong portal does not mean your visa has been cancelled — check the correct authority before assuming anything is wrong.

Are Amer and Tasheel the same as ICP and GDRFA?

No. Amer and Tasheel are authorised service channels where applications are typed and submitted — Amer for GDRFA residency matters, Tasheel for MOHRE labour matters. They are not the authorities themselves.

Do fines show on both systems?

No, they are recorded separately, which is why clearing a fine on one system can leave you still blocked by another. Any proper file check covers MOHRE, GDRFA and ICP.

Identifying whether your transaction sits with ICP or GDRFA tells you where to go. It does not tell you which documents will be accepted, what sequence they must be submitted in, or which step silently blocks the next one.
