Federal Authority for Identity and Citizenship (ICP UAE) 2026: What ICP Is and the Services It Runs

The Federal Authority for Identity and Citizenship, now officially the Federal Authority for Identity, Citizenship, Customs & Port Security (ICP), is the UAE federal body that keeps the population register, issues every Emirates ID, decides nationality and passport matters, sets the rules for foreigners entering and living in the UAE, and runs federal customs and port security. For residents, it is the authority that issues and renews residence permits in every emirate except Dubai, and the one that produces the Emirates ID card for everyone. The UAE government portal still calls it the “Federal Authority for Identity and Citizenship (ICP)” on several pages, which is why both names circulate.

This guide explains what ICP is and which ICP services you are likely to use, from the official ICP services pages and the UAE government portal. It covers:

ICP full form and ICP meaning: the name, explained

ICP stands for the Federal Authority for Identity, Citizenship, Customs & Port Security. ICP is the abbreviation the authority itself uses on its website (icp.gov.ae), its app and its ICP services pages.

So the ICP meaning, in one line, is this: the federal authority in charge of who people are (identity), who is a citizen (citizenship), who enters and stays (residence of foreigners), and what crosses the borders (customs and port security).

You will meet three other names in older documents, on receipts and in conversation:

All of these point to the same institution. If a document, a bank or an employer asks for something from “ICA” or “Emirates ID authority”, they mean ICP.

How ICP came to hold the powers it holds

ICP publishes its own history, and it explains why one authority now covers identity cards, residence, passports and customs. The milestones below come from ICP’s overview page, its customs overview and, for the 2022 change, reporting of ICP’s announcement.

2003: the Federal Customs Authority

The customs half of today’s ICP started separately. ICP’s customs overview records that “in 2003, the Federal Customs Authority emerged under the promulgation of the Federal Decree-Law No. 1 of 2003”, to coordinate customs work across the emirates.

2004: the Emirates Identity Authority

ICP was established on 15 Sha’ban 1425H, corresponding to 29 September 2004, as the Emirates Identity Authority, under Federal Law No. (2) of 2004. Its founding job was the Population Register and Emirates Identity Card Programme: to register the personal and biometric data of everyone living in the UAE, keep it in secure databases, and issue each person a card with a unique number, readable data and a chip recognised by every government entity.

In other words, ICP began as an identity body, not an immigration one. Federal Decree-Law No. (9) of 2006 on the Population Register System and the Emirates ID Card then set the detailed rules for the register and the card.

2017: the Federal Authority for Identity and Citizenship

ICP describes Federal Decree-Law No. (3) of 2017 as the turning point. It renamed the body the Federal Authority for Identity and Citizenship, and added “nationality affairs, passports, and matters relating to the entry and residence of foreigners” to its responsibilities. The powers the Ministry of Interior had exercised in those areas passed to it.

This is why pre-2017 UAE immigration guidance often refers to the Ministry of Interior, and why later guidance refers to ICA or ICP.

2021: customs and port security join

According to ICP’s customs overview, Federal Decree-Law No. 14 of 2021, promulgated on 25 August 2021, established the Federal Authority for Identity, Citizenship, Customs and Port Security. Gulf News and Gulf Today reported the decree in October 2021 as merging three bodies: the Federal Authority for Identity and Citizenship, the Federal Customs Authority, and the General Authority of Ports, Borders and Free Zones Security.

2022: the Emirates ID replaces the visa sticker

In April 2022 ICP announced that the Emirates ID would replace the residence sticker in passports as proof of residence, as The National reported at the time. The residence details now sit on the card and in the electronic record. That is also why the ICP services pages for residence describe a residence permit as “linked to an Emirates ID card application”.

2024: Blue Residence

ICP’s Blue Residence guide records the launch in 2024 of a ten-year residence for people who make exceptional contributions to environmental protection and sustainability. It sits alongside the Golden and Green residences, covered later in this guide.

What the Federal Authority for Identity and Citizenship is empowered to do

ICP publishes its competences under Federal Law No. (2) of 2004 as amended, first granted to the Emirates Identity Authority and widened for the Federal Authority for Identity and Citizenship in 2017. Reading them explains why ICP can decide so much about a resident’s life. In summary, ICP is authorised to:

• keep the population register, register vital statistics (births, deaths and similar events) and link them to personal records;
• issue Emirates ID cards with a unified number, readable data and a chip, and provide identity verification to government and other authorised entities;
• develop policies, and propose legislation, regulations and fees on nationality, passports and the entry and residence of foreigners, subject to Cabinet approval;
• decide nationality applications and issue, renew, suspend or withdraw passports;
• set the rules for entry permits for foreigners living outside the UAE;
• detain or deport foreigners in accordance with the law, and represent the State at relevant international conferences.

So ICP writes and proposes the rules, decides individual applications and enforces the outcome. For a resident, the practical lesson is that the ICP record is the record that counts. Banks, telecom companies and other government bodies check your identity against it, and a mistake in it spreads.

The legislation ICP works under

Federal Authority for Identity and Citizenship services: how MIRDXB PRO helps

The ICP smart services system works well when the file is simple and you are in the UAE with a working UAE Pass. It is harder when the file is not simple: a family visa waiting on a tenancy contract, a cancellation that has to happen in the right order, a card that will not issue because biometrics lapsed, or a resident who is abroad and cannot log in. • Check which authority holds your file. The first digit of the residence file number shows the issuing emirate (1 Abu Dhabi, 2 Dubai, 3 Sharjah, 4 Ajman, 5 Umm Al Quwain, 6 Ras Al Khaimah, 7 Fujairah). We confirm it before anything is typed.
• Residence permits on the ICP route: new residence after entry, renewals, data amendments (passport, profession, name) and cancellations.
• Emirates ID: new cards, renewals, replacements for lost or damaged cards, data updates, and requests for exemption from delay fees where a published ground applies.
• Family visas on the ICP route: spouse, children and parents, including the order of cancellation when the sponsor’s own visa changes.
• Cancellations and re-entry: residence cancellation, including the exceptional route, and the ICP permit for residents who have been outside the UAE for more than six months.
• Work from abroad for you: if you are outside the UAE, we guide you through a power of attorney and act on your behalf.

How it works

1. Message us on WhatsApp with your passport page, Emirates ID (front and back) or residence file number, and one line on what you need.
2. We check the file and confirm which ICP service applies, which documents are missing, and whether fines or holds are attached.
3. We quote in writing: the government fees at cost, and our service fee, before we start.
4. We type and submit the application, and book the biometrics or medical appointment if one is needed.
5. We follow it through until the approval, the card or the cancellation is issued, and send you the documents.

What it costs

Government fees are passed on at cost. The published ICP fee lines are set out in the fee table later in this guide. Our service fee depends on the transaction and on whether you are inside or outside the UAE. We quote it in writing before we start. Our general fee approach is on our fees page.

Why residents use us

• We publish our sources. Every fee and rule in our guides links to the official ICP, GDRFA or u.ae page, and where we have a real receipt, we show it.
• We cover both routes. ICP for the six emirates and GDRFA for Dubai, so a family split across two routes is handled in one place.
• We tell you when you do not need us. If a transaction is quick to do yourself, we will say so.
• We are reachable. Our office is in Al Barsha 1, Dubai, open by appointment; whatsApp us any time, 24 hours; office open Monday to Friday, 9:00 to 18:00 (Dubai time).
• We can act while you are abroad, under a power of attorney, so you do not need to fly back for most ICP transactions.

The ICP services residents actually use

ICP’s interactive services catalogue runs to ten pages. Most residents only ever touch a dozen ICP services. The table below groups them the way ICP does: identity card services, visa (entry permit) services and residence services. The service names are ICP’s own.

Every one of these ICP services runs on the ICP smart services website or app, behind a UAE Pass login. Several can also be filed through an accredited typing centre, and some need a customer happiness centre visit for biometrics.

ICP services fees 2026: the published lines

The fees below are copied from the ICP services pages themselves, checked on 23 September 2026. They are the government lines. Typing centres add their own service charge, and VAT applies to that charge, not to the government fee. ICP smart services show the full total on the payment screen before you pay; that screen is final.

Two things to know about reading these lines. First, a residence and its Emirates ID are applied for together on the ICP route, so the screen total for a two-year renewal includes the residence lines and the Emirates ID lines. Second, some categories carry extra lines, such as refundable guarantees or fees for domestic worker sponsorship. Emirates ID ICP services: the rules that catch people out

The Emirates ID is ICP’s founding product and still the ICP service most people use. The UAE government portal describes it as “the UAE Government-issued identity card for the UAE’s citizens and residents”. Every rule below comes from u.ae, the ICP services pages or ICP’s published list of card holder duties.

Legal status and what it is used for

It is mandatory for all UAE citizens and residents to apply for an Emirates ID, and to carry it at all times. According to u.ae, it is used:

• to get government services;
• to vote in Federal National Council elections;
• as a travel document for UAE citizens travelling within the GCC;
• to pass through immigration gates.

Since 2022 it is also the proof of residence. The residence details are held in the card’s record, not on a sticker in the passport.

What is in the card

u.ae lists three components: a smart card, a public key infrastructure (digital signature and authentication certificates) and a fingerprint biometric.

• The ID number has 15 digits, is unique and is never reissued to anyone else. It does not change when you renew, change employer or leave and return.
• The chip “may store up to 32,000 letters of information”. Some of the data is readable only by authorised authorities.
• Security. u.ae states the card has “nine security features which makes falsification of the card very difficult”.

Nobody may keep your card

u.ae is direct: “It is against the law to seize the Emirates ID card of other people. Companies are not allowed to withhold the Emirates ID cards.” ICP’s list of card holder duties says the holder must “not leave the ID card at any organization unless there is a decision or judgment passed by a competent court”. A hotel, a landlord or an employer can record the details; they cannot hold the card.

Applying for a new card

You apply through the ICP smart services website or app, or through an accredited typing centre. On the residence route, the Emirates ID application is made together with the residence application. Then:

1. Photograph. A recent photo to ICAO standards. For a renewal, ICP says it must differ from the current card photo.
2. Biometrics. “Individuals who have completed 15 years of age are required to complete the fingerprint and signature procedures” at an ICP service centre. If they are not completed within the set period, ICP cancels the application.
3. Payment and tracking. Fees are paid online; the application number lets you track the card. Our guides explain the biometrics appointment, how long an Emirates ID takes and how to check its status.

The 24-hour urgent service, and who can use it

ICP offers urgent issue within 24 hours, but the eligibility is narrower than most people think. u.ae states it covers UAE nationals and GCC nationals in the UAE for first-time registration, renewal of expired cards and lost or damaged cards. “As for the expatriate residents other than GCC nationals, they are entitled to the urgent service only in case of replacement of their identity cards.” The urgent replacement fee is AED 150, and ICP says you must visit a service centre in person to request it.

Renewal: the window and the late fee

A resident can renew when less than six months remain on the card, or after it has expired. u.ae states “the time limit to renew an expired ID card is 30 days from the date of expiry, after which late fines will apply”. The fine is AED 20 per day, up to AED 1,000. At AED 20 a day the cap is reached after 50 days of fines.

For residents the card’s validity follows the residence, so in practice the Emirates ID is renewed together with the residence. The fine rules matter most when the residence renewal has been delayed. Our guide to the Emirates ID late renewal fine works through the arithmetic.

Lost, stolen or damaged cards

ICP’s card holder duties require you to report a lost card “within 7 days from the date of loss”, and to notify ICP within 7 days if the card is partly or entirely damaged. The replacement carries the same validity as the old card. The fee is AED 300 plus AED 100 ICP smart services fee, or AED 150 extra for the urgent service in person. Changes to your details: the one-month rule

The card holder “must report any change in his/her personal details to ICP within one month from the date of change”. The ICP services pages attach a fine of AED 20 per day, up to AED 1,000, for “delay in reporting any change” beyond 30 days. The Data Update service handles phone number, email and address, and it is quick in the app. Name, passport or profession changes go through the residence amendment service.

This is the most neglected rule we see. A number that has changed means ICP’s renewal reminders by SMS never arrive, and a UAE Pass tied to an old number can lock you out of the ICP services you need.

Delay fee exemptions

ICP runs a Request for Exemption from Delay Fees service. Its published grounds include people who could not get an ID before their nationality and family data were settled, cards that expired after deportation, and passports held because of a court case, with proof from the competent authority. It is filed online and takes about 2 days. It is not a general amnesty: a delay without a recognised cause is not covered.

Cancellation of the Emirates ID

You do not cancel an Emirates ID on its own. u.ae states that “cancellation of the Emirates ID is linked to the cancellation of the residence visa. When a residence visa is cancelled, the Emirates ID is cancelled automatically as part of the process.” The sponsor, employer or family sponsor, submits the cancellation: to GDRFA for Dubai files and to ICP for the other emirates.

Residence ICP services outside Dubai: step by step

For the six emirates other than Dubai, the Federal Authority for Identity and Citizenship (ICP) is the residence authority. Employers apply for work residences, family sponsors for their dependants, and self-sponsored residents for themselves. The steps below follow the ICP services pages.

Getting a new residence

1. Work permit first, for employment. A mainland employer gets MOHRE approval; a free zone company gets its free zone authority’s approval. ICP does not issue work permits.
2. Entry permit. ICP (or the sponsor’s establishment account) issues an entry permit for the purpose. If the person is already in the UAE on another status, a status adjustment line applies (AED 500 on ICP’s card) where that route is allowed.
3. Enter within the permit’s validity. ICP’s residence card states that “the foreigner’s stay in the UAE does not exceed sixty (60) days from the date of entry” to complete the procedures.
4. Medical fitness test at an approved centre in the emirate, where required. See our medical fitness test guide for what happens on the day.
5. Health insurance valid for the category. ICP lists it as a condition for several categories.
6. Issuing Residency Permit application linked to the Emirates ID application, with the category documents: passport valid at least six months, photo, and proof such as a tenancy contract, salary certificate or marriage certificate.
7. Biometrics at an ICP centre, for everyone aged 15 and over.
8. Approval in about 2 working days on ICP’s card, then the Emirates ID card is produced.

Renewing a residence

ICP’s renewal card lists residents’ family members, retirees, property owners, family members of UAE and GCC nationals, and employees of government, private and free zone entities. Its conditions are a passport valid at least six months and continued compliance with the original issue requirements. In February 2023 ICP announced that residence renewal applications would be blocked where the residence still had more than six months left. In practice, plan the renewal inside the last six months.

The documents follow the category: passport, photo, medical report where required, health insurance, and category proofs such as a utility bill, employment certificate, property ownership or income documents.

Amending residence data

A new passport, a profession change or a name correction goes through Amendment of Residency Permit Data: AED 150 for the replacement card showing the new data, plus AED 100 ICP smart services fee, about 2 days. Cancelling a residence through the Federal Authority for Identity and Citizenship

ICP’s cancellation card lists an application fee of AED 50 and an ICP smart services fee of AED 100, with an exceptional cancellation line of AED 100 for cases “such as the presence of disputes or in the event of the guarantor’s death”. Processing is 2 days. If a sponsor cancels their own residence without cancelling the family first, ICP requires an AED 5,000 guarantee.

Grace periods after cancellation or expiry (ICP)

In Dubai, the standard grace period after a residence visa is cancelled is 30 days. Certain visa categories receive 60, 90 or 180 days. The period depends on your visa type, and the exact grace that applies to you is confirmed only once the cancellation is processed, on your cancellation letter. Residents outside the UAE for more than six months

Under Article 59 of Cabinet Resolution No. 65 of 2022, a residence becomes void when the holder stays outside the UAE for more than 180 consecutive days, with exceptions in Article 60 (for example, students abroad, patients with certified medical reports and their companions, and certain investors). ICP’s card also exempts Golden, Green and Blue residence holders.

For residents of the six emirates, ICP’s permit costs AED 150 fixed (smart services 100, ICP 22, e-services 28) plus AED 100 for every 30 days beyond 180. You apply from outside the UAE, the residence needs more than 30 days left, you give a valid reason, and you enter within 30 days of approval. Dubai residents use GDRFA’s equivalent return permit. Family visas: ICP services for sponsors outside Dubai

A resident of Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah or Fujairah sponsors their family through ICP. The service is the same Issuing Residency Permit card used for everyone else, under the category “family members of foreign residents”.

Who can sponsor, and on what income

u.ae’s sponsorship requirements page states that “the sponsor must have a minimum salary of AED 4,000 or AED 3,000 plus accommodation”, and tells readers to check category conditions with ICP or GDRFA. Family members aged 18 and over must pass a medical fitness test. Parents can be sponsored, and u.ae notes that their residence “will be granted on a yearly basis regardless of the duration of the sponsor’s visa”.

The documents ICP typically asks for

• passports of the sponsor and each family member, valid for at least six months;
• photographs to ICAO standards;
• the sponsor’s valid residence and Emirates ID;
• proof of kinship: an attested marriage certificate for a spouse, attested birth certificates for children;
• proof of income, such as a salary certificate or employment contract;
• proof of accommodation, such as a registered tenancy contract or a utility bill;
• health insurance where the emirate or category requires it, and the medical fitness result for those aged 18 and over.

The rule on cancellation order

Dependants’ visas must be cancelled before the sponsor’s own. At ICP, a sponsor who cancels without cancelling the family first faces an AED 5,000 guarantee. If the sponsor is moving to a new job and staying, the family can be moved to the new sponsorship rather than cancelled; that is a residence amendment or a new issue, depending on the case.

Federal Authority for Identity and Citizenship vs GDRFA: the short version

This page is about ICP itself. We compare the two authorities in detail in ICP vs GDRFA, and explain the Dubai authority in what GDRFA is and what it does. The short version:

The deciding factor is the emirate that issued your residence, not where you live today. Someone who moved from Sharjah to Dubai but still holds a Sharjah-issued residence is still on the ICP route until the residence is transferred or reissued.

Using ICP smart services yourself: step by step

For a simple transaction, ICP smart services are fast. This is how the process works, from the ICP services pages.

Before you start

• A verified UAE Pass. The ICP services pages state that login via UAE Pass is required for the digital platforms. Make sure it is linked to your current Emirates ID and phone number.
• The official address. Use icp.gov.ae and the smart services portal linked from it, or the official ICP app from the Apple, Google or Huawei store. Search results for “ICP smart services” include lookalike sites on other domains that are not ICP. Never pay on a site whose address does not end in icp.gov.ae.
• Scanned documents in colour: passport, photo, Emirates ID, and category documents.
• A card to pay the government fee online.

Filing an application

1. Log in with UAE Pass on the ICP smart services website or app.
2. Choose the service (for example, Identity Card Renewal or Renewal of residency permits) and the applicant.
3. Check the pre-filled data. ICP pulls your existing record. If a detail is wrong, fix it through the right amendment service first.
4. Upload documents and a photo that meets ICAO standards.
5. Pay. The screen shows the fee lines. Keep the receipt and application number.
6. Complete any biometrics at the service centre if the system asks for them, within the stated time, or the application is cancelled.
7. Track the application in the app or through ICP’s status pages until the approval or card is issued.

When a typing centre or a PRO is easier

A typing centre can submit most ICP services for you through ICP smart services. It adds a service charge but saves you uploading and checking. A PRO company goes further: it diagnoses the file, deals with the linked authorities and follows the application to the end. That matters most for family files, cancellations, amendments and anyone abroad.

Customer happiness centres

The ICP services pages list customer happiness centres across the UAE, and name them on each card: for example Khalifa, Al Jazira, Al Ghazal, Al Ain, Sharjah, Ajman, Ras Al Khaimah, Fujairah, and Al Barsha and Al Rashidiya in Dubai. They handle biometrics, urgent Emirates ID replacements and cases that cannot be completed online. Digital services are available 24/7; centres keep their own working hours.

Contacting ICP

ICP’s contact page and service cards give 600 522222 inside the UAE and +971 600 522222 from abroad. Some ICP pages also show 171 as the in-country number. The email on the contact page is contactus@icp.gov.ae, and the website has a live chat with a virtual assistant. For Dubai residence questions, GDRFA is on 8005111; for work permit questions, MOHRE is on 600590000.

Long-term residence: Golden, Green and Blue

ICP administers the UAE’s long-term residences, which do not depend on an employer. In Dubai, the same programmes are processed through GDRFA.

Blue Residence in brief

ICP’s Blue Residence guide describes it as a long-term residence “launched in 2024” for people who make “exceptional contributions to environmental protection and sustainability”. Its published benefits:

• a 10-year renewable residence without a sponsor;
• 10-year residence for family members: spouse, children and parents;
• the right to sponsor domestic workers;
• a six-month multiple-entry visa, renewable, to complete the procedures;
• family members may stay for the residence validity if the holder dies;
• a Golden residence can be converted to Blue where the conditions are met.

ICP names five target groups: environmental and sustainability influencers (including financial support of at least AED 1 million), scientists and researchers nominated by the UAE Council of Scientists, investors and entrepreneurs (fully owned capital of at least AED 2 million and annual revenue of at least AED 1 million), inventors with an environmental patent, and elite specialists in environmental organisations.

Every applicant needs a passport valid for more than six months, a recent photo, valid health insurance and proof of medical fitness. You can apply yourself online or be nominated by the relevant authority. ICP does not publish a separate Blue Residence fee on the guide page, so we do not quote one.

Customs and port security: the other half of ICP

Most residents never deal with ICP’s customs side, but it is why the ICP full form is so long. ICP’s customs overview says its mandate includes “regulation and management of customs work in the UAE in conformity with the international standards and security requirements”, alongside port and border security.

ICP sets the federal framework. Day-to-day customs clearance is still done by each emirate’s customs department. ICP’s overview lists them: Abu Dhabi Customs, Dubai Customs, Sharjah Customs, Ajman Customs, Ras Al Khaimah Customs, Fujairah Customs and Umm Al Quwain Customs. So a Dubai import is cleared by Dubai Customs under federal rules that ICP coordinates.

ICP’s customs pages also cover the GCC customs union, the Authorised Economic Operator programme for trusted traders, and international customs agreements. For a trading company this matters. For a family visa, it does not.

The population register: why the ICP record is the one that counts

ICP keeps the UAE population register created by the 2004 law, and registers vital statistics such as births and deaths against each person’s record. Its competences include providing identity verification to government and authorised private entities. When a bank, telecom company or school verifies your Emirates ID, it relies on that record.

For a resident, this is the practical ICP meaning: one record, read by everyone. Three consequences follow:

• Records are joined up. An uncancelled residence or an unpaid fine can surface somewhere unrelated, such as a bank account or a new visa application.
• Fix the source. Persuading one institution to accept a mismatch does not correct the ICP record; the amendment has to be made at ICP.
• Leaving does not close the file. The record is read again when you next apply or arrive.

Enforcement

ICP’s competences include the power to detain or deport foreigners in accordance with the law. Overstay fines, absconding reports, administrative bans and court-ordered travel bans are different things, handled by different bodies, and clearing one does not clear the others. ICP services for employers outside Dubai

If your company is licensed in one of the six emirates, ICP is your immigration counterpart for employee residences. A few principles save a lot of time:

• The establishment file must be valid. An expired establishment record or trade licence stops every employee transaction behind it.
• The work permit comes first. MOHRE (mainland) or the free zone issues it; ICP issues the entry permit and residence.
• The sponsor cancels. When an employee leaves, cancel the work permit and then the residence. The Emirates ID cancels automatically with the residence.
• Keep data current. New passports and profession changes go through the amendment service. A mismatch between MOHRE and ICP data is a common cause of rejection.
• Watch the 60-day window. A new employee who entered on an entry permit has to complete the residence procedures within 60 days of entry, on ICP’s card.

What goes wrong with ICP services applications

Most ICP rejections and delays come from a short list of avoidable problems. In the order we see them:

Acting from outside the UAE

If you are abroad, most ICP transactions can be done by a representative. The Ministry of Justice issues digital powers of attorney to people inside or outside the UAE. Where a POA is signed abroad on paper, it usually has to be notarised and attested by the UAE embassy or consulate, then by MOFA in the UAE, before a UAE authority will accept it. Worked cases: ICP services in practice

These cases are built from the situations we see most often. Names and identifying details are left out, and the figures are the published ones.

Case 1: a Sharjah family renewal with an expired Emirates ID

A father with a Sharjah-issued employment residence renews his own residence on time, but his wife’s residence and Emirates ID expired 70 days ago because the tenancy contract was being renewed. Whichever grace period ICP applies to her category (30 or 60 days on its table), it has passed, so overstay has started at AED 50 a day. Her Emirates ID is also 40 days past the 30-day window, which at AED 20 a day is AED 800 on the published scale.

What we did: confirmed the file on the ICP route (file number beginning 3), gathered the new tenancy contract, and filed the renewal at once so the fines stopped growing. The fines were paid at the published rates; no exemption ground applied. Lesson: the family’s renewal dates should be diarised with the sponsor’s, not after them.

Case 2: an Abu Dhabi resident abroad for eight months

A resident with an Abu Dhabi-issued residence spent eight months abroad caring for a parent. The residence still had five months to run. Under Article 59 of Cabinet Resolution No. 65 of 2022 the residence becomes void after 180 consecutive days outside, unless a permit is granted.

What we did: filed ICP’s service for residents outside the UAE more than six months, with the medical evidence as the reason. At about 240 days out, that is AED 150 fixed + 2 blocks of AED 100 = AED 350 on ICP’s published lines. She had to enter within 30 days of approval. Lesson: the residence needs more than 30 days left to use the permit, so act early.

Case 3: a lost Emirates ID in Ajman

A resident lost his wallet, including his Emirates ID, and needed the card within days for a bank appointment. As a non-GCC expatriate he could use the urgent service because it was a replacement.

What we did: reported the loss within the 7-day window, filed the replacement (AED 300 + AED 100 ICP smart services fee) and advised the urgent option (AED 150) at an ICP service centre in person. Lesson: the urgent service works for expatriates only for replacements, not for renewals.

Case 4: a new passport, a residence still on the old one

A Ras Al Khaimah resident renewed her passport at her embassy. Her residence data still showed the old passport number, and her airline flagged the mismatch at check-in.

What we did: filed Amendment of Residency Permit Data to update the passport details (AED 150 + AED 100 ICP smart services fee, about 2 days). Lesson: a new passport is a change of personal data, and the one-month reporting rule applies.

Case 5: a sponsor leaving the UAE for good

A Fujairah-based engineer took a job abroad. He planned to cancel his own residence and assumed his wife’s and son’s residences would lapse on their own.

What we did: cancelled the dependants’ residences first (AED 50 + AED 100 ICP smart services fee each), then his, after his employer closed the work permit. That avoided ICP’s AED 5,000 guarantee and left no live records behind. Lesson: dependants first, sponsor last, and never leave a residence uncancelled.

Case 6: a Dubai resident who thought ICP was his authority

A Dubai resident tried to renew his residence through ICP smart services and could not find the option. His file number began with 2, so the residence was with GDRFA; only the Emirates ID was ICP’s.

What we did: filed the residence renewal through the GDRFA channel, with the Emirates ID application alongside it. Lesson: check the first digit before you start; it decides the authority.
