If you live in Dubai, GDRFA has a file on you. It approved your entry permit before you arrived, it stamped your residence, it holds the record of every exit and return, and if anything goes wrong with your status it is GDRFA that decides what happens next.
Yet it is one of the least well-explained institutions in the country. Most of what is written about it is a list of three or four services and a phone number. This guide is the opposite: what GDRFA is, why Dubai has its own immigration authority at all, every service category it publishes, what each one actually contains, where its authority ends, and the specific points where people get it wrong.
What GDRFA stands for — including the name change
GDRFA is the General Directorate of Residency and Foreigners Affairs – Dubai, the name under which it has been known for decades and the source of the acronym.
On its own website today, however, the directorate presents itself as the General Directorate of Identity and Foreigners Affairs – Dubai, and uses the abbreviation GDRFAD. Its published strategy runs under that name for the period 2022–2030. The UAE Government portal also refers to the Dubai entity as the General Directorate of Identity and Foreigners Affairs when directing residents to cancel a Dubai visa.
The shift from “Residency” to “Identity” is not cosmetic. It tracks a real change in what the directorate does: it is no longer only a residency-stamping body but an identity authority, with biometrics, smart gates and population data at the centre of its work.
Practically, you will meet both names. The acronym GDRFA, the domain gdrfad.gov.ae and the Amer network all continue as before. Nothing you hold becomes invalid because of it.
Why Dubai has its own immigration authority
This is the structural fact that explains most confusion in the UAE, and it is worth taking slowly.
The UAE is a federation of seven emirates. Immigration and nationality are federal matters — the powers sit with the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), which was given those competences by Federal Decree-Law No. 3 of 2017 when they were transferred from the Ministry of Interior.
But each emirate operates its own general directorate for residency and foreigners affairs, which administers immigration within that emirate. Dubai’s is GDRFA, and it is by some distance the largest and most independent of them. It runs its own systems, its own service channels, its own app and its own network of Amer service centres.
The result is a division that trips up almost everyone at least once:

So a mainland employee in Dubai is dealing with three separate authorities for one job: MoHRE for the work permit, GDRFA for the entry permit and residence, and ICP for the Emirates ID. They are not alternatives. They are sequential steps, and each has its own system, fees and timelines.

The seven service categories, as GDRFA publishes them
GDRFA organises everything it does into seven categories. This is not our classification — it is the structure on the directorate’s own services directory, and knowing it is genuinely useful, because it tells you which counter, which section of the app and which Amer service to ask for.

The rest of this guide works through the categories that affect residents and employers most, in the order you are likely to meet them.
Entry permits: the step before everything else
An entry permit is permission to enter the UAE for a stated purpose. A residence visa is permission to live here. They are different documents issued at different stages, and the entry permit always comes first.
This ordering catches people out constantly. A new employee is told their “visa is approved” and assumes they are a resident. What has actually been approved is the entry permit — typically valid for a defined window in which they must enter the country and then complete medical testing, biometrics and stamping before a residence is issued.
Under the Entry Permits category, GDRFA lists services including:
- Issuance of a visit visa — short-stay entry, whether sponsored by a relative, a company or a hotel.
- Issuance of a work visa — the employment entry permit that precedes an employment residence.
- Issuance of a Residency visa — the entry permit tied to a residence application.
- Issuance of green visa — the self-sponsored route for skilled employees, freelancers and investors.
- Visa extension — extending a permit already issued, rather than exiting and re-entering.
- Visa cancellation — cancelling a permit before it is used or converted.
- Status Adjustment — converting an existing in-country status to another without leaving the UAE.
- Adding quotas for Tourist Establishments — hotel and tourism operators sponsoring guests.
- Sponsorship File (individual) — opening a personal sponsorship file so an individual can sponsor family members.
Status adjustment lets you move from one status to another — commonly visit to residence — without the “visa run” that used to be standard. It carries a government fee and it is not available in every combination of circumstances, but where it is available it removes a flight, a night in another country and a good deal of risk.

Residency services: issuance, renewal, amendment, cancellation
Once you are inside the country on a valid entry permit, the residence itself is processed under Residency Services. GDRFA lists seven services here, and between them they cover the whole life of a residence permit.
Residency Visa — the issuance
The residence is issued after the supporting steps are complete. For an employment residence in Dubai that ordinarily means a medical fitness test, Emirates ID biometric capture, and an approved work permit on the MoHRE side, with the establishment’s file in good standing. The residence is then recorded electronically; the UAE stopped placing residence stickers in passports, so the record is digital and your Emirates ID is the document you actually carry.
Renewal of Residency Visa
Renewal restarts the cycle, and it is not automatic. It has to be initiated, usually by the sponsor, and it depends on the establishment card being valid, the medical being repeated where required, and any outstanding fines being cleared. A residence that lapses does not simply pause — it begins accruing consequences, which is why the grace period matters so much.

Data Amendment of Residency Visa
Names, passport numbers, professions and marital status all change, and the residence record has to change with them. A new passport is the most common trigger: the residence is linked to a passport number, and issuing a new passport without transferring the residence data leaves a mismatch that will eventually stop you at a counter or a gate.
Cancellation of Residency Visa
Cancellation is the formal end of the residence, and it is the sponsor’s responsibility to file it. It matters more than most people realise, because the Emirates ID is cancelled automatically as part of the same process, and because an uncancelled residence sitting behind you when you leave the country is the origin of a great many later problems.

Issuance of Residency without work permission
This is the category that covers residences which do not carry the right to work — dependants, and other sponsored residents whose status is lawful presence rather than employment. It is a distinct service, and it is the reason a spouse on a family residence needs a separate work permit before taking a job.
Green Residency and Golden Residency
Both long-term routes appear under Dubai’s residency services as well as federally. The Green Residency is a five-year, self-sponsored residence for skilled employees, freelancers, investors and partners. The Golden Residency is the five- or ten-year route, also without a UAE sponsor, covering investors, entrepreneurs, specialised talent, outstanding students and several other defined categories.
Because the Golden Visa is federal policy administered locally, the eligibility criteria are the same wherever you apply, but the channel differs: in Dubai you go through GDRFA, elsewhere through ICP. Violator Follow-up: the category nobody explains
This is the part of GDRFA that decides what happens when something has gone wrong — an overstay, an absconding report, an unpaid fine, a sponsor who stopped responding. It is also the part that is almost entirely absent from the general advice online, which tends to jump straight from “you have a fine” to “pay it” without explaining the machinery in between.
GDRFA publishes six services in this category. Read them as a system rather than a list, because that is how they operate.
Circular about a sponsored person in the administrative list
The administrative list is the internal register of people whose status is under follow-up. A sponsor who has lost contact with a sponsored worker can file a circular placing that person on it — the mechanism that underlies what is commonly called an absconding report.
The consequence is not a fine. It is a status flag that follows the person: it can block transfers, block renewals, and surface at the border. Understanding that it is a sponsor-initiated administrative action, not a criminal charge, is the first step to dealing with one.
Stop a circular in the administrative list
The counterpart service, and the one that matters if a report has been filed against you. A circular can be stopped — the sponsor can withdraw it, or it can be resolved through the directorate where the grounds do not hold. It is not permanent by nature, and this service is the formal route to lifting it.

Exit Permit Service
An exit permit — often called an outpass — is the document that allows someone whose status has broken down to leave the country lawfully. It is the formal exit route for a person who cannot simply travel on a valid residence, and it is issued by the directorate rather than obtained at the airport.

Fine collection
The settlement channel. Immigration fines — overstay being the largest category — are calculated and collected here. The important structural point is that immigration fines are separate from labour matters and separate from police or traffic fines. Clearing one does not clear another, and people routinely assume otherwise.

Temporary closure
An establishment-level measure. Where a company’s immigration file is in serious breach, the directorate can suspend its ability to transact — which in practice freezes every visa application, renewal and cancellation running through that file.
Issuance of statements
Official statements of immigration record — entry and exit history, status confirmations, and similar documents. These are frequently required for court matters, embassy applications and formal proof of residence history, and there is no other source for them.
Almost every immigration problem in Dubai resolves into three questions: is there a circular on the file, is there a fine attached, and is there a lawful way out of the country? Establishments Support Services: the employer side
Every company that sponsors anyone in Dubai has an immigration identity of its own, and it is maintained here. If the establishment file is not in order, nothing downstream works — no new visas, no renewals, no cancellations — regardless of how complete the individual employee’s paperwork is.
Establishment Card
The establishment card (also called the immigration card) is the company’s registration with the immigration authority. It is issued, renewed and cancelled as three separate services, and it has an expiry date.
An expired establishment card is one of the most common and most avoidable causes of stalled visa processing in Dubai. The employee’s file looks perfect; the application will not move; the reason is a company document nobody was tracking. Our page on establishment card renewal in Dubai covers the renewal cycle.
Representative’s card
The representative’s card — the PRO card — authorises a named individual to transact with the directorate on the company’s behalf. GDRFA lists four services around it: issuance, renewal, data amendment and cancellation.
This is the formal basis on which a PRO acts. It is also why a company cannot simply send whoever is available to handle an immigration matter: the person transacting must be authorised on the file.
Ban
Listed plainly as a service under Establishments Support Services. Bans are administered at the establishment level as well as the individual level, and this is the channel through which they are applied and addressed.

Entry and Exit: ports, gates and the border itself
GDRFA does not only process paperwork. It runs the border for the Emirate of Dubai — passport control at the airports, the sea ports and the land crossings.
The directorate describes the movement through Dubai’s air, sea and land ports as among the most advanced in the world, with travellers able to complete procedures using artificial intelligence and without the need for human intervention, through smart gates.
Two services are published in this category:
- Marine Ports Services — covering crew and vessel movement through Dubai’s sea ports, a substantial operation that most residents never encounter.
- Issuing Visa via (Land port, Sea port, Air port) — visa issuance at the point of entry itself.
The smart gate reads the same record that GDRFA holds on you. This is why an unresolved status — a circular, an unpaid fine, an expired residence — tends to surface at the airport rather than in an email. The gate is not a separate checkpoint applying separate rules; it is the visible end of the file.
It is also why people who believe a problem has been forgotten discover otherwise years later, at the moment of travel.
Citizenship and Personal Status: for UAE nationals
Two services sit here, and both are for Emiratis rather than residents:
- Passport Issuance Service — UAE passports for nationals through the Dubai directorate.
- Issuance of a Family Book Service — the khulasat al-qaid, the family register that establishes an Emirati family’s civil status and is required for a wide range of national entitlements.
If you are an expatriate resident, this category will never concern you. It is included here because a complete account of GDRFA has to acknowledge that a significant part of its work serves citizens, not foreigners — a fact the directorate’s own renaming towards “Identity” reflects.
Legal Services
GDRFA publishes a Legal Services category covering the directorate’s legal function. In practice this is where matters escalate when they cannot be resolved through ordinary processing — the formal, adjudicative end of the directorate’s work rather than a counter service most residents will use.
How to actually reach GDRFA
There are four routes in, and choosing the right one saves a great deal of time.

Amer centres, briefly
Amer is the network of authorised service centres that handle GDRFA transactions for the public. They are the Dubai immigration counterpart to Tasheel on the labour side, and the distinction between the two is one of the most common points of confusion in Dubai. Checking a status
Application status can be checked directly, and it is worth doing before assuming something has gone wrong — a great many “delayed” applications are simply at a stage the applicant did not know existed. Sponsorship: who holds your file, and who can sponsor whom
Almost every residence in Dubai exists because someone or something sponsors it. Understanding sponsorship is understanding why your file behaves the way it does.
Company sponsorship
The most common arrangement. The employer’s establishment file carries the residence, which is why the establishment card gates everything, why cancellation is the sponsor’s duty rather than yours, and why a company in breach can freeze the status of people who have done nothing wrong themselves.
It also explains the asymmetry that surprises new arrivals: you cannot renew your own employment residence. The sponsor initiates it. If the sponsor does not act, your options are limited and time-bound.
Individual sponsorship
GDRFA lists Sponsorship File (individual) as a distinct service under Entry Permits. This is the mechanism by which a resident opens a personal file in order to sponsor family members — a spouse, children, and in defined circumstances parents.
The file is separate from your employer’s. Opening it is a service in its own right, and it is the prerequisite step people most often skip, then wonder why a family application will not start. Sponsoring a dependant requires income thresholds, suitable accommodation evidenced by a registered tenancy contract, and a valid residence of your own with enough time left to run.

Self-sponsorship
The long-term routes — Golden and Green — break the dependency entirely. Both are described by the authorities as residences that do not require a sponsor within the UAE. That single feature is why they are pursued so heavily: it decouples your right to remain from your employer’s conduct, your establishment card and your job.
People usually frame Golden and Green residency as prestige. The real argument is structural: a sponsored residence can be ended by a third party’s decision or neglect. A self-sponsored one cannot. If you have ever waited on an unresponsive employer to renew or cancel something, you already understand the difference.
Newborns and changes in the family
A child born in the UAE needs a residence of its own, within a defined window, and the clock starts at birth rather than when you get round to it. Marriage, divorce and a change of sponsor all require the residence record to be amended rather than left to drift. See newborn baby visa in Dubai.
Long-term residency through Dubai in more detail
Because GDRFA administers the long-term routes for Dubai files, it is worth setting out what they are with a little precision.

The Blue Residence deserves a mention here because it is the newest and least understood of the three long-term routes. Launched in 2024 and administered federally by ICP, it is a ten-year residence granted for exceptional contributions to environmental protection and sustainability, whether made inside the UAE or internationally. It covers environmental influencers, scientists and researchers, investors and entrepreneurs in environmental projects, inventors, and elite specialists in environmental organisations. A Golden Residence may be converted to a Blue Residence where the eligibility conditions are met.

How GDRFA actually works: the digital doctrine
GDRFA’s own description of itself is worth reading carefully, because it explains why the experience of dealing with it differs so sharply from the stereotype of a government immigration office.
The directorate states that it has worked to provide proactive and smart services that are efficient, effective and flexible to all visitors and residents, and describes these services as classified among the best provided at local, regional and international levels. On entry and exit, it describes procedures completed using artificial intelligence without the need for human intervention, through smart gates.
On the company side, it goes further. In line with Dubai’s strategy for paperless transactions, the directorate says it has signed partnerships and service level agreements with partner entities specifically to enable companies based in Dubai to complete all services 100% automatically and without the need for customers to visit service centres.
Three practical consequences follow from this, and they are worth stating plainly:
- Most things genuinely can be done without attending in person. If someone insists a routine transaction requires a physical visit, that is worth questioning.
- The system is the record. There is no parallel paper file that can be reasoned with. If the system shows a circular or an unpaid fine, that is the position until the system is changed through the correct service.
- Automation makes correctness matter more, not less. An automated pipeline processes a clean file quickly and stops a flawed one completely, often without a human explaining why.
Strategy and standing
The directorate publishes a strategy for the period 2022–2030, framed around the UAE being socially safe and the best destination for stability and economy. It has been recognised as a leading government agency, including for its contribution to the Dubai Plan 2021.
The reason to know this is not ceremonial. It tells you what the institution optimises for — speed, automation, security and measured customer satisfaction — and therefore what kinds of argument land with it. Process-based enquiries land. Appeals to sympathy generally do not.
Timelines: what takes how long, and why
GDRFA does not publish a single universal processing time, and any article that gives you one figure for “a Dubai visa” is inventing it. What can be said honestly is what drives the variation.

The single most useful habit is to check status rather than wait. An application sitting at a stage you did not know existed looks identical, from the outside, to one that has failed.
What to have ready before any GDRFA transaction
Requirements vary by service, and GDRFA publishes the specific list on each service page. But a small set of documents appears in almost every immigration transaction in Dubai, and having them current removes most of the friction people experience.
- Passport with adequate validity. Six months is the working assumption for most applications. A passport close to expiry is the quietest cause of rejection there is.
- Existing residence or entry permit details. The reference number matters more than the document itself, because the file is electronic.
- Emirates ID number, even for GDRFA services — it is the identifier that links your records across authorities.
- Sponsor details — establishment card number for company sponsorship, or the sponsor’s file and Emirates ID for family sponsorship.
- Registered tenancy contract where accommodation must be evidenced, particularly for family sponsorship.
- Medical fitness result where the service requires it.
- Clear photographs to the specification stated for the service.
The most frequent avoidable rejection in Dubai immigration is a name that does not match across documents — a middle name on the passport but not the contract, a different transliteration on an old visa, a surname recorded differently after marriage.
The system matches exactly. Before submitting anything, check that the name on the passport, the labour contract, the tenancy contract and the existing residence record are identical. Fixing a mismatch afterwards is a data amendment, with its own fee and its own delay.
Getting the most out of the directorate
A few habits consistently produce better outcomes:
- Establish which authority holds the matter before doing anything else. Half of all wasted effort in UAE immigration is effort spent at the wrong counter.
- Check status rather than wait. Silence is not information.
- Keep the establishment card in view if you are an employer. It gates every employee transaction and it expires quietly.
- Deal with fines and circulars before they compound. Immigration consequences accumulate; they do not lapse through inaction.
- Never assume departure closes a matter. It rarely does.
What GDRFA does not do
Knowing the boundaries is as useful as knowing the services, because most wasted journeys in Dubai are journeys to the wrong authority.

The full sequence of a Dubai employment residence
Putting the authorities in order is the clearest way to see where GDRFA sits. For a mainland employee in Dubai, the sequence runs roughly like this:
- MoHRE — the employer obtains the work permit approval. Nothing immigration-side begins meaningfully before this.
- GDRFA — the employment entry permit is issued, and the employee enters the UAE on it.
- Medical fitness — testing at an approved centre. See our medical fitness test guide.
- ICP — Emirates ID registration and biometric capture.
- GDRFA — the residence is issued and recorded electronically.
- ICP — the Emirates ID card is produced and delivered.
Two authorities appear twice, and one appears at the start and never again. When someone says their “visa is stuck”, the genuinely useful question is which of these six steps it is stuck at — because the answer determines who can move it.
Fees: what we will and will not tell you
Government fees for entry permits, residence issuance, renewals, status adjustment, fine settlement and establishment cards are set by the authorities and revised periodically. They also vary by visa type, duration, urgency and whether the application is made inside or outside the country.

What does GDRFA stand for?
General Directorate of Residency and Foreigners Affairs – Dubai. The directorate now presents itself as the General Directorate of Identity and Foreigners Affairs – Dubai, abbreviated GDRFAD, but the GDRFA acronym remains in common use and the website domain is unchanged.
What does GDRFA do?
It administers entry permits, residence visas, entry and exit through Dubai’s ports, citizenship and personal status services for Emiratis, follow-up of immigration violators, company establishment files and legal matters — for the Emirate of Dubai.
Is GDRFA the same as ICP?
No. ICP is the federal authority and handles residency in the emirates other than Dubai, plus the Emirates ID for everyone. GDRFA handles residency for Dubai. If your visa file is Dubai, GDRFA holds it — but your Emirates ID still comes from ICP.
Does GDRFA issue the Emirates ID?
No. The Emirates ID is issued by ICP for all UAE citizens and residents, in every emirate including Dubai.
What is the administrative list?
GDRFA’s register of people whose immigration status is under follow-up. A sponsor can file a circular placing a sponsored person on it, and a separate service exists to stop that circular. It is an administrative action rather than a criminal charge.
What is an exit permit or outpass?
A document issued by GDRFA allowing someone whose status has broken down to leave the UAE lawfully. It resolves the departure, not necessarily what sits behind it — unpaid fines and circulars can remain on the file.
Can GDRFA cancel my Emirates ID?
Indirectly. Cancelling a Dubai residence visa through GDRFA automatically cancels the linked Emirates ID as part of the same process, but the card itself is an ICP document.
What is an establishment card?
A company’s registration with the immigration authority. It is issued, renewed and cancelled through GDRFA’s Establishments Support Services, and it must be valid for any employee visa transaction to process.
What is a representative’s card?
The PRO card — it authorises a named individual to transact with GDRFA on a company’s behalf. It has its own issuance, renewal, amendment and cancellation services.
Does GDRFA handle labour disputes?
No. Employment matters — wages, contracts, gratuity, disputes — are MoHRE. GDRFA governs your presence in the country, not your job.
Can I apply to GDRFA myself, without a PRO?
Yes. Many services are available through the GDRFA website and smart app, and Amer centres serve the public directly. A PRO becomes worthwhile for company files, multi-step cases and situations where an error is expensive to unwind.
What is status adjustment?
Converting one in-country status to another — commonly visit to residence — without leaving the UAE. It carries a government fee and is not available in every combination of circumstances.

Using GDRFA without doing it yourself
GDRFA’s own channels are good, and for a single straightforward transaction most people can use them directly. The difficulty is the multi-step files — a family visa, a status change, a cancellation with dependants — where each stage depends on the last and a rejection restarts the clock.
