What Is GDRFA? GDRFA Dubai Services, Fees and Rules Explained (2026)

What is GDRFA? GDRFA is the General Directorate of Identity and Foreigners Affairs in Dubai, the government body that controls who may enter, live in and leave the Emirate of Dubai. It issues entry permits and residence visas for Dubai files, renews, amends and cancels them, runs passport control at Dubai’s airports, sea ports and land crossing, follows up immigration violations and fines, and registers the companies that sponsor workers. If your residence was issued in Dubai, GDRFA holds your immigration file. Your Emirates ID, however, comes from the federal authority, ICP, and your work permit from MOHRE.

That is the short answer. The rest of this guide is the long one, built from GDRFA Dubai’s own service directory and service cards, checked on 23 September 2026. It covers:

What is GDRFA: the answer at a glance

GDRFA full form, and why you will see two names

The letters GDRFA come from the General Directorate of Residency and Foreigners Affairs, the name the Dubai directorate carried for decades. That is still the name most people, most companies and most websites use, and it is the one printed on a great many older documents.

On its own website, however, the directorate now calls itself the General Directorate of Identity and Foreigners Affairs, Dubai, and uses the abbreviation GDRFAD (the “D” is for Dubai). The web address, gdrfad.gov.ae, did not change.

You will also see “GDRFA Dubai”, “GDRFAD”, “Dubai Immigration” and, in Arabic, “Al Iqama” (residency) used for the same body. When a Dubai employer, landlord or bank says “immigration”, this is the authority they mean.

Why Dubai has its own immigration authority

The UAE is a federation of seven emirates. Entry and residence of foreigners is a federal matter. The federal body is the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). It began in 2004 as the Emirates Identity Authority under Federal Law No. 2 of 2004, and Federal Decree-Law No. 3 of 2017 expanded its remit to nationality, passports and the entry and residence of foreigners. Dubai, however, operates its own directorate for residency and foreigners affairs, and it is by far the largest local immigration body in the country. It runs its own systems, its own app, its own service centres and its own network of Amer centres. It applies the same federal law, including Federal Decree-Law No. 29 of 2021 on the entry and residence of foreigners and its Executive Regulation (Cabinet Resolution No. 65 of 2022), but it processes Dubai files through Dubai channels.

The result is a split that catches almost everyone at least once:

So a mainland employee in Dubai deals with three bodies for one job: MOHRE for the work permit, GDRFA for the entry permit and residence, and ICP for the Emirates ID. They are not alternatives. They are steps in a sequence, each with its own system, fees and timing.

How to tell which authority holds your file

Look at the residence file number on your visa copy or in the app. The first digit is the issuing emirate: 1 Abu Dhabi, 2 Dubai, 3 Sharjah, 4 Ajman, 5 Umm Al Quwain, 6 Ras Al Khaimah, 7 Fujairah. A file starting with 2 belongs to GDRFA. Everything else goes to ICP.

What is GDRFA to you in practice: we handle it through Amer

How it works

1. WhatsApp us first on +971 56 897 4054 with a line on what you need, and a photo of your passport and visa or Emirates ID if you have them.
2. We check the file before anything is paid. Which authority holds it, whether the sponsor’s file is valid, whether there is a fine or a circular, and which GDRFA Dubai service applies.
3. We confirm the route and the cost in writing. Government fees are listed separately from our fee.
4. We submit through Amer and track the application, answering any request for documents.
5. We send you the approved document (entry permit, e-visa, cancellation, return permit) and tell you what comes next, such as the medical or the Emirates ID.

What it costs

Government fees are passed on at cost, exactly as they appear on the GDRFA and Amer receipt. The published figures are in the fee table further down. Why residents use us

• We publish our sources. Every figure in our guides links to the authority that set it, and where we cite a receipt we say so and give its date.
• We cover both systems. GDRFA for Dubai files, ICP for the other emirates, so a family with files in two emirates deals with one office.
• We tell you when you do not need us. Many single GDRFA Dubai transactions are straightforward on the smart app. If yours is one of them, we will say so.
• We can act while you are abroad, under a power of attorney, for cancellations, return permits and family files.

The seven GDRFA Dubai services categories

GDRFA organises everything it does into seven categories. This is not our classification. It is the structure of the directorate’s own services directory, and it is worth knowing because it tells you which part of the app to open, which service to ask for at Amer, and which name to quote when something is stuck.

The rest of this guide works through the categories in the order most residents meet them: entry permits first, then the residence, then what happens when something goes wrong, then the company side.

GDRFA entry permits: the step before everything else

An entry permit is permission to enter the UAE for a stated purpose. A residence visa is permission to live here. They are different documents issued at different stages, and the entry permit always comes first.

This is where the most common misunderstanding starts. A new employee is told “your visa is approved” and assumes they are now a resident. What has been approved is the entry permit. GDRFA Dubai’s card for the employment route, “Visa Issuance for Foreigners linked with Job Contract”, says the permit lets the holder “remain in the country for (60) sixty days from the date of entry until the completion of the requirements for obtaining residency”. Inside that window come the medical fitness test, the Emirates ID biometrics and the residence application itself.

The “fee inside the country” line matters. It is what makes an in-country application cost more than one made while the person is still abroad, and it is the reason employers sometimes prefer to issue the permit before the new hire flies.

Visit visas, extensions and entry permit cancellation

GDRFA Dubai lists thirteen visit visa sub-services, including visas for a relative or friend of a resident, job-seeking and business visits, single and multi-entry tourist visas (one of them valid for 5 years), medical and escort visas, and study visas. Each has its own card and fee, and those fees change more often than any other, so check the card on the day.

Visa extension lets a visitor stay longer without leaving. GDRFA Dubai lists eleven extension sub-services, and whether an extension is available depends on the visa type.

Visa Cancelation in this category is for entry permits: cancelling a permit that has been issued but not used or not converted into a residence. It is different from cancelling a residence, which sits under Residency Services.

Status Adjustment: changing status without leaving

Status adjustment moves a person from one status to another while they stay in the UAE, most often from a visit visa to a residence entry permit. GDRFA Dubai’s card is called “Status Amendment” and says it allows “the sponsored person’s status within the country” to be amended.

Sponsorship File (individual)

Before a resident can sponsor a spouse, children or parents in Dubai, they need a personal sponsor file with GDRFA. The “Sponsorship File (individual)” service has two sub-services: registration for UAE and GCC citizens, and registration for residents. It is a separate step from the family visa itself, and it is the step people most often skip, then wonder why the family application will not start.

GDRFA residency services: issue, renew, amend, cancel

Once a person is inside the UAE on a valid entry permit, the residence itself is handled under Residency Services. GDRFA Dubai lists seven services here. Between them they cover the whole life of a residence permit.

Residency Visa: the first issue

The first residence is issued once the supporting steps are done. For a Dubai private-sector employee, GDRFA Dubai’s card “Issuing residence permits for the private sector” says the permit “entitles private sector workers to the right to reside in the country for a period of two (2) years, renewable for a similar period or periods”.

Since 11 April 2022 the residence is no longer a sticker in the passport. ICP announced on 5 April 2022 that it was suspending the residence sticker and that the Emirates ID “will serve as an alternative to prove his residence”. The residence is an electronic record, and your Emirates ID is what you show.

Renewal of Residency Visa

Renewal is not automatic. The sponsor starts it, and it depends on the sponsor’s own file being in order, a new medical where required, and any fines being settled. GDRFA Dubai lists sixteen renewal sub-services, one per residence type: private sector, government and semi-government, family members of foreign residents, GCC family members, students, virtual work, property owners, retired foreigners, humanitarian cases, several Green categories, several Golden categories, and citizens’ family members.

The card for “Residence renewal for family members of foreign residents” repeats the private-sector fee lines: AED 200 renewal, AED 10 Knowledge Dirham, AED 10 Innovation Dirham, AED 500 fee inside the country, AED 20 delivery, and AED 100 extra for each year beyond two, with a 48-hour completion time.

Data Amendment of Residency Visa

Names, passport numbers, professions and marital status change, and the residence record has to change with them. GDRFA’s sub-service is “Amendment of all types of residence permit data”. A new passport is the most common trigger: the residence is linked to the passport number, and a new passport without a data update leaves a mismatch that eventually stops you at a counter, a bank or a gate. Cancellation of residency Visa

Cancellation formally ends the residence. GDRFA Dubai’s card “Cancellation of all types of residence permits” lists both sponsors and sponsored persons as applicants, requires the MOHRE cancellation for employees, and charges AED 100 plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham, with a 48-hour completion time. Standard grace in Dubai: 30 days after cancellation (some categories get 60, 90 or 180 days; your exact period is shown on your cancellation letter). GDRFA Dubai’s FAQ gives totals of AED 190 (individual sponsor) or AED 225 (company) inside the country, and AED 290 or AED 325 outside, plus Amer’s charge.

Three points matter more than the fee:

• The Emirates ID is cancelled with the residence. u.ae says “When a residence visa is cancelled, the Emirates ID is cancelled automatically as part of the process.”
• Dependants go first. Family members’ residences must be cancelled before the sponsor’s own. ICP’s card adds a AED 5,000 guarantee where a sponsor cancels without cancelling family.
• Normally only the sponsor can cancel. That is u.ae’s wording. If the sponsor has gone quiet, there is a route; it starts at MOHRE and is set out in our guide to visa cancellation without sponsor.

Issuance of Residency without work permission

This covers residences without the right to work: retirees, family members, students, virtual workers, property owners and humanitarian cases.

The family card says “Both male and female foreign residents are allowed to bring their family members into the country, including the husband and any children under 25 or unmarried daughters”, and that children with special needs may be sponsored regardless of age. Its fee lines match the private-sector residence (AED 200 + 10 + 10 + 500 inside the country + 20 delivery), with a 48-hour completion.

Because a family residence carries no work permission, a sponsored spouse who takes a job needs a separate work permit from MOHRE or the free zone. The residence stays with the family sponsor.

Green, Golden and Blue residences

These are the long-term routes, and none of them needs a UAE sponsor.

• Green residence: ICP describes it as “A five-year residence that is renewable”, with “No sponsor is required within the UAE”. It covers skilled workers, freelancers and self-employed people, and investors or partners. In Dubai, GDRFA issues it under “Issuance of green visa” and “Issuance of green Residency”.
• Golden residence: u.ae says it is “valid for 5 or 10 years” depending on category, with “the privilege of not needing a sponsor”.
• Blue residence: ICP says it is “10 years, renewable, without the need for a sponsor within the UAE”, “launched in 2024”, for people who contribute to environmental protection and sustainability. ICP also says “The Golden Residence may be converted to Blue Residence upon meeting the eligibility requirements.” Applications go through ICP.

Outside Dubai for more than six months

An earlier version of this guide said Dubai residents were excluded from the return permit. That was wrong. Under Article 59 of Cabinet Resolution No. 65 of 2022, a residence becomes void once the holder has been outside the UAE for more than 180 consecutive days, unless an Article 60 exception applies. For a Dubai-issued residence, GDRFA does issue a permit to come back: the GDRFA return permit, also called the UAE re-entry permit after 6 months. Residences issued in the other six emirates use ICP’s equivalent permit.

The life of a Dubai residence file, step by step

Putting the authorities in order is the clearest way to see where GDRFA sits. For a mainland employee in Dubai, the sequence runs like this.

1. MOHRE: the employer obtains the work permit approval. GDRFA’s work visa card lists MOHRE endorsement as its condition, so nothing moves at GDRFA before this.
2. GDRFA: the work entry permit is issued (48 hours on the card). If the person is abroad, they enter on it. If they are already in the UAE, a status change follows.
3. Medical fitness test at an approved centre, for those aged 18 and over. See our medical fitness test process guide.
4. ICP: Emirates ID application and biometrics. Since 2022 the residence and ID applications are made together in one form.
5. GDRFA: the residence is issued, all within the 60 days the entry permit allows after entry.
6. ICP: the Emirates ID card is printed and delivered. It is your proof of residence.
7. GDRFA, later: renewal before expiry, data amendment when details change, a return permit if you are stuck abroad beyond six months, and cancellation when the job or sponsorship ends, followed by the grace period.

GDRFA appears at three points, ICP at two, MOHRE once. When someone says their “visa is stuck”, the useful question is which of these steps it is stuck at, because the answer decides who can move it.

Violator Follow up: the category nobody explains

This is the part of GDRFA that decides what happens when something has gone wrong: an overstay, an absconding report, an unpaid fine, a company in breach. GDRFA Dubai publishes six services here. Read them as a system, because that is how they work.

Circular about a sponsored person in the administrative list

The administrative list is GDRFA’s register of people whose status is under follow-up. A sponsor who has lost contact with a sponsored person can file a circular placing that person on it. This is the mechanism behind what is usually called an absconding report on the residence side. (For private-sector employees, the labour side of an absence report is handled by MOHRE.)

A circular is not a criminal charge, and it is not a fine in itself. It is a status flag. It can block a transfer, block a renewal and surface at the border.

Stop a circular in the administrative list

The counterpart service. A circular can be stopped, either because the sponsor withdraws it or because the grounds do not hold. It is not permanent by nature, and this service is the formal route to lifting it. See our guide on how to check an absconding case.

Exit Permit Service

The exit permit (GDRFA’s sub-service is “Issuance of an Departure Permit”) is the document that lets a person whose status has broken down leave the country lawfully. GDRFA Dubai’s FAQ also refers to an “out pass” fee of AED 200 in its overstay answer. An exit permit settles the departure. It does not necessarily settle what sits behind it. Temporary closure

An establishment-level measure. Where a company’s immigration file is in serious breach, its ability to transact can be suspended. In practice that freezes every visa application, renewal and cancellation running through that company, including those of employees who have done nothing wrong.

Fine collection

The settlement channel for fines under the law on entry and residence of foreigners. GDRFA has two sub-services here.

• Fine Collection for Violators of Residency Law. The card says there are “No service fees (only the violation fines to be paid)”, a 48-hour completion time, and channels including the website and app, Amer centres (including at Hatta land port) and licensed service centres.
• Exemption from fines for violators of Residence Law. A request “to waive or reduce the financial penalty”. The documents are a passport copy, a letter explaining the reasons for the violation and the inability to pay, and anything the Fines Committee asks for. The card fee is AED 15.75 for individual sponsors. No completion time is given, and the outcome is the committee’s decision.

Immigration fines are separate from traffic fines, police fines and labour matters. Clearing one does not clear another.

Issuance of statements

Two sub-services: a report listing the sponsored individuals on an establishment’s file, and the statement of entry and exit movements. The movement statement costs AED 141 on GDRFA Dubai’s card, takes 48 hours, and is available through the website and app, the Al Aweer public services section (visit visas only), the Terminal 3 airport service centre and Amer centres. Visitors apply themselves; for residents, the sponsor applies.

Establishments Support Services: the employer side

Every company that sponsors anyone in Dubai has an immigration file of its own, and GDRFA keeps it here. If the establishment file is not in order, nothing downstream works, however complete the employee’s own papers are.

Establishment card

The establishment card (often called the immigration card) is the company’s registration with GDRFA. Issue, renewal and cancellation are separate services. The issue service has three sub-services: private sector or free zone, government sector, and national SMEs.

An expired establishment card is one of the most common and most avoidable causes of stalled visas in Dubai. The employee’s file looks perfect, the application will not move, and the reason is a company document nobody was tracking. Our page on establishment card renewal in Dubai covers the cycle.

Representative’s card (PRO card)

The representative’s card authorises a named person to transact with GDRFA for the company. GDRFA Dubai lists issuance, renewal, data amendment and cancellation, and a newer service, “Amend Public Relations Officer (PRO) Card”. This card is the formal basis on which a company PRO acts, and it is why a company cannot send just anyone to handle an immigration matter.

Ban

Listed plainly as a service under this category. Bans can apply to an establishment as well as to individuals. The subject is large enough that we treat it separately in types of ban in the UAE and how to check a travel ban in Dubai.

Entry and Exit: GDRFA at the border

GDRFA does not only process paperwork. It runs passport control for Dubai: the airports, the sea ports and the land crossing at Hatta. Two services are published in this category: Marine Ports Services (crew and vessel movements) and Issuing Visa via (Land port, Sea port, Air port), meaning visas issued at the point of entry.

GDRFA’s overview says travellers can “complete procedures using artificial intelligence (AI) and without the need for human intervention, through smart gates”.

Who can use the smart gates

The last row matters for anyone returning on a return permit: expect the manual counter.

Citizenship and Personal Status, and Legal Services

Two services sit under Citizenship and Personal Status, and both are for UAE nationals: the Passport Issuance Service and the Issuance of a Family Book Service (the khulasat al-qaid, the family register that establishes an Emirati family’s civil status). Residents will not use this category, but part of GDRFA Dubai’s work serves citizens, not only foreigners.

Legal Services is the directorate’s legal function. It is where matters go when they cannot be settled through ordinary processing, not a counter most residents will use.

How to reach GDRFA

GDRFA’s service cards list the same channels again and again. Choosing the right one saves time.

Amer, in one paragraph

Check status rather than wait. An application at a stage you did not know about looks, from the outside, just like one that has failed. Our guide to the GDRFA status check shows how to check and what each status means.

GDRFA Dubai services fees: what GDRFA Dubai publishes

GDRFA Dubai publishes fees on each service card, not on one list, so they are easy to miss and easy to misquote. This table collects the ones that affect most residents, with the page each figure comes from. Amer adds its own service charge and VAT on top, and the payment screen at submission is final.

Two fees are left out on purpose. GDRFA does not publish visit-visa fees in a stable place (they vary by type and change often), and the Golden residence cards we checked do not show fees at all. Where a figure is not published, we say so instead of estimating it.

How long GDRFA takes, and what slows it down

Most GDRFA Dubai cards say 48 hours. That is the directorate’s processing time once a complete application reaches it. It is not the time from your first step to a finished residence, which includes the medical, the Emirates ID and anything the application is waiting on.

Documents to have ready before any GDRFA transaction

Each card lists its own documents, and the card wins. But the same few items appear on almost every GDRFA Dubai service, and having them current removes most of the friction.

• Passport copy with at least six months’ validity. The work visa card states six months. A passport close to expiry is the quietest cause of a returned application.
• Recent colour photograph on a white background. Required on the residence cards.
• Medical fitness result for anyone aged 18 and over, for residence issue and renewal.
• Current visa or residence details: the file number matters more than the paper, because the record is electronic.
• Emirates ID number, which links your records across GDRFA, ICP and MOHRE.
• Sponsor documents: the establishment card for a company sponsor; the sponsor’s passport, residence and sponsor file for a family sponsor.
• The MOHRE cancellation before a residence cancellation for an employee.

Sponsorship: who holds your GDRFA file

Almost every Dubai residence exists because someone sponsors it. Understanding who that is explains why your file behaves the way it does.

Company sponsorship

The employer’s establishment file carries the residence, so the establishment card gates everything and cancellation is the sponsor’s job. It also explains a rule that surprises newcomers: you cannot renew your own employment residence. The sponsor starts it.

Family sponsorship

A resident first opens a Sponsorship File (individual), then applies for each family member’s entry permit and residence. u.ae states that “The sponsor must have a minimum salary of AED 4,000 or AED 3,000 plus accommodation”, and that sponsored family members aged 18 and over must pass the medical fitness test. GDRFA’s family card allows a spouse, children under 25 and unmarried daughters, and children with special needs regardless of age. Parents are possible under separate conditions.

Newborns

u.ae says “Residents have 120 days from the birth of their child to arrange the formal documents which includes birth certificates, passports, Emirates ID and visas of their newborn babies.” The clock starts at birth, not when you get round to it. See newborn baby visa in Dubai.

Self-sponsorship

Golden, Green and Blue residences do not need a UAE sponsor. That is their real value: your right to remain no longer depends on an employer renewing, cancelling or keeping its establishment card valid. A sponsored residence can be ended by someone else’s decision or neglect. A self-sponsored one cannot.

What GDRFA does not do

Knowing where GDRFA stops is as useful as knowing its services, because most wasted journeys in Dubai are journeys to the wrong authority.

Dealing with GDRFA from outside the UAE

Many GDRFA matters arise when the person is already abroad: a residence that was never cancelled, a return permit, a family member’s file that needs closing, a statement of entry and exit for an embassy. Most can be handled without flying back.

• Return permit: applied for from outside the UAE by design.
• Cancellation outside the country: GDRFA Dubai’s FAQ gives separate outside-country totals (AED 290 individual, AED 325 company, plus Amer).
• Statements and fine payments: available on the website and app with UAE Pass.
• Anything needing a representative: a power of attorney. The Ministry of Justice issues digital powers of attorney to people inside or outside the UAE, and a POA made abroad can instead be notarised there and attested through the UAE embassy and MOFA.

What goes wrong most often

1. Applying at the wrong authority. A Sharjah file taken to Amer, or a Dubai file to an ICP typing centre. Check the first digit of the file number.
2. Letting the establishment card lapse. Every employee transaction stops.
3. Forgetting dependants on cancellation. Family residences must be cancelled before the sponsor’s own.
4. Leaving without cancelling. The file stays open, fines can accumulate, and the problem appears at the next entry.
5. Assuming there is no Dubai return permit. There is. People who believed otherwise let residences lapse that could have been kept.

GDRFA in practice: five cases, worked through

These cases are built from the situations we see most often. Names and identifying details are left out, and the figures are the published ones.

1. New hire told “your visa is approved”

A Dubai trading company hires an engineer who is still abroad. MOHRE approves the work permit, and GDRFA issues the work entry permit in two days. The engineer is told the visa is approved and books a flight for three months later.

What actually applies. The approval is an entry permit, not a residence. The engineer must enter within the permit’s validity and then complete the medical, the Emirates ID biometrics and the residence application within 60 days of entry, as GDRFA Dubai’s card states. Had the engineer already been in the UAE on a visit visa, a status change (AED 500 plus the published extras) would have avoided leaving at all.

2. Family in Sharjah, sponsor’s file in Dubai

A resident lives in Sharjah and works for a Dubai company. She wants to sponsor her husband and son, and is told by a friend to go to an ICP typing centre because she lives in Sharjah.

What actually applies. Her residence file starts with 2, so it is a Dubai file, and her family’s residences will be issued by GDRFA. She opens a Sponsorship File (individual) with GDRFA, shows she meets the u.ae salary threshold (AED 4,000, or AED 3,000 plus accommodation), provides attested marriage and birth certificates and a registered tenancy, and applies for each family member. Where she lives decided nothing. Where her sponsor is registered decided everything.

3. Seven months abroad, told “Dubai has no return permit”

A Dubai resident has been caring for a parent overseas for seven months. His residence still has eight months to run. He reads that only ICP issues return permits and assumes his Dubai residence is lost.

What actually applies. GDRFA issues the Return Permit for Resident outside UAE More than 6 months. His residence has more than 30 days left and he has a documented medical reason, so he qualifies to apply from abroad. Once approved he has one month to enter, and should expect the manual passport counter rather than the smart gate. The fees, documents and steps are in our Dubai return permit guide.

4. Employer’s visas stuck for weeks

A small Dubai company cannot renew two employees’ residences or issue a visa for a new hire. Every application is returned. The employees’ papers are complete.

What actually applies. The company’s establishment card had expired, and every employee transaction runs through it. Renewing it under Establishments Support Services unblocked all three files.

5. Overstay after cancellation, and a fine that looked wrong

A worker’s Dubai residence was cancelled. He stayed on looking for work, beyond the grace period, then found a new job. Someone told him the fine was AED 100 a day, quoting GDRFA Dubai’s FAQ.

What actually applies. In Dubai, the standard grace period after a residence visa is cancelled is 30 days. Certain visa categories receive 60, 90 or 180 days. The period depends on your visa type, and the exact grace that applies to you is confirmed only once the cancellation is processed, on your cancellation letter. Beyond that, overstay is AED 50 a day on ICP’s card and u.ae. The amount shown for his file on the GDRFA system, not a figure from an FAQ, is the one he pays, so the first step was to check it there. His new employer’s status change could not complete until the fine was paid through Fine Collection. Where someone genuinely cannot pay, GDRFA’s exemption service lets them ask the Fines Committee to waive or reduce the fine, with a letter explaining why.

What we will and will not do

We will check which authority holds your file before charging you, tell you which GDRFA Dubai service applies, submit and follow it through Amer, pass on government fees at cost, handle dependants in the right order, act for you under power of attorney if you are abroad, and tell you plainly when you can do it yourself on the GDRFA app.

We will not promise an approval, a fine waiver or a circular removal that GDRFA decides, quote a price for a file we have not seen, advise you to leave the UAE without closing your file, or present an unofficial figure as a government one.
