Transfer UAE Visa to New Passport (2026): GDRFA & ICP Guide

To transfer a UAE visa to a new passport means amending your residence permit data so that the record, and the Emirates ID linked to it, carry your new passport number instead of the old one. The word “transfer” is what everyone searches for, and it is also the word that causes most of the confusion. Since 11 April 2022 ICP no longer issues residence stickers in passports, so there is no page to move. Your residence is a record held by an immigration authority, tied to a passport number. When the passport changes, the record must be amended, and the law gives you one month to report the change.

Every fee, time limit and condition below is taken from the published service cards of the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and the General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA), and from the UAE government portal u.ae. Where the sources are silent or disagree, we say so.

After a passport renewal nothing is transferred: what the passport amendment actually does

Before 2022, a UAE residence visa was a sticker glued into a page of your passport. When the passport expired, the sticker stayed in the old book, and people spoke of “transferring” the visa to the new one. The habit of speech has outlived the sticker.

ICP announced on 5 April 2022 the “suspension of the issuance of the residence sticker for foreigners residing in the UAE as of April 11, 2022”, and said the Emirates ID card “will serve as an alternative to prove his residence”. Airlines and immigration now check your status electronically. ICP says the aviation sector verifies entry criteria “through the use of the passport reader” at airline counters, and The National reported that airlines “can now verify the residency status through the passport number and Emirates ID”.

That is the whole reason the task matters. The system recognises you by the passport you present. If the residence permit data still carries your old passport number, the passport in your hand does not match the record.

• Work for you while you are abroad, under a power of attorney where the authority needs a representative.

How it works

1. WhatsApp us a photo of the old and new passport data pages and your Emirates ID (front and back), and tell us who else in the family renewed.
2. We tell you the route: GDRFA or ICP, the documents, whether any name issue needs extra papers, and the expected timing.
3. We quote in writing: government fees at cost, our fee separately.
4. We file and send you the application reference and receipt.
5. We confirm the result: the residence permit data shows the new passport number, and the replacement Emirates ID is on its way where one is issued.

Government fees are passed on at cost, with the receipt. The published figures are in the fee table below: AED 250 on the ICP route, and the GDRFA fee lines for Dubai. The legal clock: one month to update passport details

This is not housekeeping you can leave until your next renewal. The obligation is published by both the federal government portal and ICP.

The UAE government portal, on its Emirates ID page, says: “The Emirates ID card holder must report any change in his/her personal details to ICP within one month from the date of change.” ICP’s page on ID card holder duties sets out the same obligation under Federal Law No. 9 of 2006 regarding the Population Register and ID Card System, alongside the other duties of every card holder.

Is there a fine if you do not update passport details in time?

We have not found a fine specific to a late passport amendment on the ICP or GDRFA service cards, on u.ae or in ICP’s published list of card holder duties. The late-renewal fine that u.ae does publish is for renewing an expired Emirates ID: “If it is renewed after one month since expiry, a late fee of AED 20 per day will be charged, up to a maximum of AED 1,000.” That fine is about expiry, not about a passport change.

So we will not quote a penalty that no official source states. The practical cost of missing the month is usually not a fine. It is a mismatch that surfaces later at an airline counter, a bank, or in a family member’s visa application, on a day when you have no time to fix it.

Step 0: which authority holds your residence permit data

The first fork in the road is the emirate that issued your residence, not the emirate where you live today. Dubai runs its own residency directorate, GDRFA. The other six emirates’ residence files are handled by ICP.

The quickest way to tell is the residence file number, shown on your residence e-visa or the ICP app. Its first digit is the issuing emirate.

The distinction confuses people constantly. Both authorities are legitimate, both publish services with near-identical names, and search results mix them freely. A Sharjah resident who works in Dubai still files with ICP. A Dubai visa holder who lives in Sharjah still files with GDRFA. Dubai: transfer UAE visa to new passport records through GDRFA

If your residence was issued in Dubai, this is your process. GDRFA publishes it under the heading Data Amendment of Residency Visa, and the operative service is titled Amendment of all types of residence permit data. Its own description is one line: “This service allows data amendment for residency visa.” Gulf News, describing the same service in 2022, noted it is used when a person’s passport number, name or profession has changed.

Requirements, as published

1. A recent personal photo with a white background for the sponsored person.
2. The sponsored person’s passport.

Two points hide in those two lines. First, both documents belong to the sponsored person, the person whose residence is being amended. Second, the photograph has a specification. A holiday photo cropped to the head, a photo against a cream wall, or a scan of an old print is the most common reason a simple application comes back. Every Amer centre and typing centre can take a compliant photo on the spot.

Steps on the GDRFA website

1. Log in to the GDRFA website.
2. Register a new user account, if you do not have one.
3. Select the required service (Amendment of all types of residence permit data).
4. Attach the required documents.
5. Pay the fees due for the service.
6. Submit the application.

Steps at an Amer centre

1. Go to one of the Amer service centres.
2. Select the required service at reception.
3. Submit the required documents to the service employee.
4. Pay the fees due for the service.
5. Submit the application.
6. Receive the approval by SMS.
7. Visit one of the GDRFA branches to stamp the visa.

The missing-documents rule: a 30-day deadline

GDRFA publishes how it keeps you informed. You receive text and email updates. If documents are missing, you are notified to attach them within 30 days, and if they are not attached the application is cancelled. If nothing is missing, you are notified of the approval.

Two deadlines can now run at once: the one month to report the change, and GDRFA’s 30 days to supply what is missing. Submit on day 25 of your month, receive a request, and you are outside the reporting window while still inside GDRFA’s document window. The defence is to start early and to keep the mobile number and email on your GDRFA record current. That notification is the only warning you get.

GDRFA fees, as published

Read the list carefully. GDRFA publishes an urgent service fee, an innovation fee and a channel-specific printing fee. It does not publish a single total on the card, and it does not list a separate Emirates ID replacement line the way ICP does. Gulf News reported in August 2022 that the online service cost “AED 260 total, which includes courier charges”. That is a news report, not an official figure, and it is four years old.

The figure you pay at an Amer centre will also include the centre’s own typing and service charges, which are not government fees. Ask for the split: government fees on one line, centre charges on another. That is how we quote.

Channels and contacts

GDRFA’s contact channels are 8005111 inside the UAE, +971 4 313 9999 from abroad, and amer@gdrfad.gov.ae. GDRFA also offers a video call service with its officers. The service card lists approved Amer centres across Dubai. Our page on Amer centre services in Dubai explains what they handle.

Other emirates: update passport details through ICP

If your residence was issued in Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah or Fujairah, ICP handles your passport amendment and holds your residence permit data. ICP publishes the service as Amendment of Residency Permit Data, service code 377-006-003-005, with the description “It is a service through which residence permit data is modified.”

Who can apply

ICP lists three service categories, each with its own terms, fees and documents. Pick the one that fits rather than defaulting to the first.

• Resident: an individual applying for their own record, or a sponsor for a family member.
• Accredited educational institutions in the UAE: for the foreign student category.
• Government or private entities, or free zone establishments: an employer applying for an employee.

If your employer normally handles your immigration files, ask HR first. Many companies prefer to file the passport amendment themselves so their establishment records stay consistent.

Steps, as published

1. Submit the application through the selected channel.
2. Review the application form and adjust the retrieved data if required.
3. Attach the required documents if data retrieval through integration fails.
4. Pay the required fees.
5. Receive a notification on the status of the request: approved or rejected.

The ICP service you must not use by mistake

ICP runs a separate service called Data Update. It is cheaper, needs no documents and sounds exactly like what you want. It is not.

The trap works like this. After a passport renewal someone searches ICP’s services, finds “Data Update”, completes it in minutes for AED 50, and concludes the job is done. The one-month window closes. Months later an airline, a bank or an immigration officer finds the mismatch. If you have already done a Data Update thinking it covered your passport, treat the real passport amendment as still outstanding.

Data Update is still useful for what it does. Its published conditions say that family members’ details must be updated through the sponsor’s or head of family’s personal account, and at least one of mobile number, address or email must change for the request to proceed. Use it to fix the contact details that your passport amendment notifications will be sent to.

These are the government fee lines each authority publishes for the passport amendment, with the source for each. Centre and provider charges are not included, because they are not government fees.

Quick checklist before you submit

1. New passport issued, signed, and valid for well over six months.
2. Name, date of birth and nationality on the new passport match the old one exactly, or you have the document that explains the difference.
3. Photo on a white background, recent.
4. Emirates ID to hand, front and back.
5. Sponsor documents for your category: labour contract or Employment ID, establishment card, or government letter.
6. Mobile number and email on the residence file are current.
7. UAE Pass working, if you are filing online.
8. A list of every family member whose passport was renewed.

Timeline: from new passport to a clean record

Passport renewal abroad: how to update passport details from outside the UAE

Both authorities offer digital channels. ICP’s smart services website and app run 24/7 and need UAE Pass. GDRFA’s website runs 24/7. So filing the passport amendment from abroad is possible in principle, and it is usually the best option: the record is fixed before you board the flight back.

What can stop you:

• No UAE Pass, or no access to the phone your UAE Pass is set up on. Sort out access before you need it.
• A dependant’s file. The sponsor has to file it, so if the sponsor is abroad too, the sponsor must do it online or authorise someone in the UAE.
• A document request the authority wants presented in person. Rare on this service, but possible.
• More than six months outside the UAE. Under Article 59 of Cabinet Resolution No. 65 of 2022, a residence becomes void after more than 180 consecutive days outside the country, unless an exception applies. A passport amendment cannot revive a residence that has lapsed. Read our re-entry permit UAE guide first.

Where you need someone to act for you in person, the Ministry of Justice issues digital powers of attorney to people inside and outside the UAE. We can then represent you at the authority. If the passport was issued abroad, check with us whether any document from abroad also needs attestation. Travelling before the passport amendment is complete

This is the question people most want a confident answer to, and the one where a confident answer would be irresponsible.

What can be said from official sources: ICP says airlines verify entry criteria through the passport reader at their counters, and The National reported that airlines check residency through the passport number and Emirates ID. Until the passport amendment is processed, your residence permit data points at the old passport while you are carrying the new one.

What we can say plainly: the risk is avoidable.

1. Fix the record before you travel whenever you have any choice about timing. On the ICP route that is a published two days.
2. If you must travel first, carry both passports. The old one is the passport the record still refers to.
3. Allow much more time at the airport than usual, and keep a copy of your residence e-visa and Emirates ID on your phone.
4. Call before you fly. GDRFA on 8005111 (+971 4 313 9999 from abroad), ICP on 600522222. A five-minute call with the body that holds your record is worth more than any article, this one included.

Passport renewal and your Emirates ID

People reasonably assume a valid Emirates ID covers them, since it is the card that proves residence. It is necessary, but on its own it is not sufficient.

The card and the passport are two halves of one identity, and they have to agree. If the residence permit data behind your Emirates ID still carries the old passport number while you present a new passport, the two do not match, and that mismatch is precisely what the passport amendment fixes. The UAE government portal notes that the Emirates ID chip “contains personal data of the holder”, so the record the card reads from has to be current.

• ICP route: the published fee includes a replacement card to update the displayed information, with the same validity as the old card.
• GDRFA route: the card does not list an Emirates ID line. Ask at filing whether a replacement card will be issued in your case, and check the record either way.
• Your identity number does not change. The 15-digit number stays with you.

Dependants: every renewed passport is its own passport amendment

If your own passport has been renewed, the amendment concerns your record. If a family member’s passport has been renewed, it concerns theirs, and each person needs their own application, photo and fee. There is no household transaction that covers everyone at once.

The sponsor is the one who has to act. On the GDRFA route, the requirements are the sponsored person’s photo and passport, filed by the sponsor. ICP’s published conditions for its Data Update service say family members’ details are handled through the sponsor’s or head of family’s personal account, so expect the sponsor’s account to be the starting point for their residence amendment too.

Order of work for a family

1. List every person whose passport changed, with old and new passport numbers.
2. Check each person’s residence file number. A family can have files in two emirates if the sponsor moved jobs.
3. File the sponsor’s own passport amendment first if the sponsor’s passport changed, so the sponsor’s record is clean.
4. File each dependant, keeping one folder per person with reference, receipt and approval.
5. Check every record before anyone travels.

Special situations that change the passport amendment

Your name is different on the new passport

A new passport sometimes changes how your name is written: spacing, transliteration from another script, a hyphen, the split between given and family names, or a new surname after marriage or divorce. If the name on the new passport differs from the name on your UAE record, even by one space, you have a name discrepancy as well as a passport change. The two are not the same problem.

Raise the name issue at the start. Expect the authority to ask for evidence of why the name changed, such as a marriage certificate or a name-change document from your home country, and expect that a foreign document may need attestation. The old passport was lost or stolen

If the new passport was issued because the old one was lost or stolen, the residence amendment itself is the same service. The difference is evidence. Keep the police report or the embassy’s loss report, and tell the authority at the start that the old passport cannot be produced. Neither service card lists the loss report as a required document, but it is the obvious question you will be asked. If you lost the passport in the UAE, report it to the police first, then deal with your embassy for the new book.

The issuing authority kept your old passport

Some passport offices cancel the old book by clipping a corner and hand it back. Others keep it. If yours kept it, say so at the outset. It is a normal situation, and the residence permit data can still be amended against the new passport, but it is a conversation to have at the start, not at the counter.

Your residence expires soon

The passport amendment and the residence renewal are separate transactions doing separate things. ICP states the replacement card carries the same validity as the card it replaces, so the amendment will not buy you time. If your residence expires within a few months, it may be simpler to renew now using the new passport, since the renewal is filed with your current passport anyway. You are changing profession at the same time

ICP’s document list includes a work card where the profession is changing, and GDRFA asks government-sector sponsors for a letter of change of profession. If your job title has changed with your employer, you can deal with both in one amendment, provided you bring the documents for the profession change as well as the new passport.

Golden or Green visa holders

Long-term residents are still residents, and the same duty to report a change within one month applies. The service cards do not publish a separate passport amendment service for Golden or Green visa holders. File through the authority that issued your residence and pick the category that matches. If you are self-sponsored, you are both sponsor and sponsored person, so the establishment card or employment documents may not apply. Confirm the document set on the day.

Domestic workers

A domestic worker’s residence is filed by the sponsoring household. When a maid or nanny renews their passport, the sponsor files the passport amendment, with the worker’s new passport and photo. See our maid visa in Dubai page for the wider process.

You changed nationality

A new passport from a different country is not a routine passport amendment. Your nationality is a core part of the residence and Emirates ID record, and the authority may treat it differently from a simple number change. Neither card addresses it. Call GDRFA or ICP before filing, or speak to us so we can check with the authority for you.

What circulates online that is not true

Transfer UAE visa to new passport: five cases, worked through

These cases are built from the situations we see most often. Names and identifying details are left out, and the figures are the published ones.

1. Dubai employee, passport renewed at the consulate

Private-sector employee, Dubai residence, passport renewal collected in Dubai, no name change.

Route: GDRFA Amendment of all types of residence permit data at an Amer centre, with a white-background photo taken at the counter, the new passport and the Employment ID from HR. Government fee lines as published: AED 100 urgent service and AED 10 innovation fee, plus the centre’s own charges. The approval came by SMS and the record was checked. The lesson: get the employer’s document before you queue.

2. Sharjah family, four passports renewed on holiday

Father sponsors wife and two children; all four passports renewed abroad.

Route: four ICP Amendment of Residency Permit Data applications, the father’s first, then each dependant’s from his account. Published cost AED 250 each, so AED 1,000 in government fees, each with a replacement Emirates ID on the same validity. The lesson: the youngest child’s file is the one most likely to be forgotten.

3. Abu Dhabi resident who used Data Update

Paid AED 50 for ICP’s Data Update and believed it was done.

Position: Data Update covers only phone, email and address, so the residence still carried the old passport. Route: the real ICP passport amendment (AED 250), with every pre-filled field checked. The lesson: the right service has “residency permit” in its name.

4. Dubai wife with a married surname in her new passport

Her new passport added her husband’s surname; the UAE record showed her maiden name.

Position: a name change on top of a passport change. Route: her husband, as sponsor, filed the GDRFA amendment and raised the name difference at the start, with the attested marriage certificate ready. The lesson: say “name change” first, not after a rejection.

5. Investor abroad, residence close to expiry

Dubai partner, new passport issued abroad, residence expiring in seven weeks.

Position: an amendment would not extend anything, and a renewal was due anyway. Route: the renewal was prepared with the new passport and a current establishment card, instead of paying for an amendment and a renewal weeks apart. The lesson: check the residence expiry before you file anything.

Confirming the passport amendment actually worked

Log in to the channel you applied on, the ICP smart services website or app or the GDRFA website, and look at the residence permit data itself rather than waiting for a message that says it worked. ICP publishes a two-day completion time, so check after two to three working days on that route. GDRFA does not publish one, so its SMS is your main signal. If you cannot resolve it on screen, call. The government record is the important one, but it is not the only one. Your old passport number is stored in more places than you think.

Do it in one sitting, the day the passport amendment is confirmed. It takes under an hour. Spread over a year, discovered one institution at a time, the same work always arrives at the worst moment. Then keep the reference, receipt, approval and copies of both passports in one folder.

We will not tell you that travelling before the record is fixed is safe, quote a fine or total that no authority publishes, or promise an outcome on a name change or a lapsed residence that the authority decides.
