Key takeaways
- One authority, nine business free zones. The Dubai Development Authority (DDA) licenses companies in Dubai Internet City, Dubai Media City, Dubai Studio City, Dubai Production City, Dubai Knowledge Park, Dubai International Academic City, Dubai Science Park, Dubai Outsource City and Dubai Design District (d3). That is nine of the 21 free zones on the Government of Dubai’s official list.
- Published DDA fees: AED 3,500 to register an FZ-LLC or branch, then an annual licence fee per segment, AED 15,000 for most segments and up to AED 40,000 for a TV or radio network, plus AED 20 in Knowledge and Innovation Dirhams per transaction. A freelancer permit is AED 7,500 a year.
- Capital depends on the segment. The default minimum paid-up capital for an FZ-LLC is AED 10,000, but it is AED 50,000 for education segments, AED 300,000 for outsourcing and AED 1,000,000 for satellite and terrestrial broadcasters (DDA Decision No. 1 of 2021). Branches need none.
- Official timing: DDA’s service cards give 10 working days for provisional approval and 2 working days for registration. The community websites say about 7 working days. Plan on the longer figure.
- DDA regulates, TECOM operates. DDA is the government authority that registers and licenses companies; TECOM Group is the landlord and runs axs, the portal with more than 200 government and corporate services where renewals, visas and the new UBO submission are filed.
- Visas follow leased space: one employee per 60 sq ft in Dubai Internet City and one per 80 sq ft in most other DDA communities, under the community FAQs.
- Tax is not automatically zero. No DDA community is on the FTA’s list of VAT designated zones, and the 0% corporate tax rate applies only to qualifying income of a Qualifying Free Zone Person. Everyone else pays 9% above AED 375,000.
- Late renewal costs money: DDA penalties are AED 2,500 (more than 30 days late), AED 5,000 (more than 60 days) and AED 10,000 (more than 90 days), and DDA Circular 670 of 3 June 2026 requires every company to confirm its UBO data on axs.
In short: The Dubai Development Authority (DDA) is the Dubai government authority that registers and licenses companies in nine TECOM Group business free zones, from Dubai Internet City to Dubai Design District. It operates under Law No. 15 of 2014 as amended (renamed DDA by Law No. 10 of 2018). DDA charges AED 3,500 to register an FZ-LLC or branch plus an annual licence fee per segment, usually AED 15,000, and AED 7,500 a year for a freelancer permit. Minimum capital is AED 10,000 for most segments. DDA quotes 10 plus 2 working days, and visas, renewals and UBO filings run through the axs portal.
This hub explains how the DDA system works as a whole: the law behind it, which zones it covers, the licence types, the published fees, the registration steps, the axs portal and what you must keep doing after the licence is issued. Each DDA community also has its own detailed guide on this site with packages, costs and worked examples, linked in every section below. Every figure here comes from DDA’s own legislation and service cards, the community websites run by TECOM Group, GDRFA Dubai or the Federal Tax Authority, checked on 11 October 2026.
What is the Dubai Development Authority?
The Dubai Development Authority is a Dubai government authority with three jobs, according to its own website: real estate planning and development control, regulatory and licensing services for the strategic industries in its jurisdiction, and developing new sectors for the economy. For a business owner, the part that matters is the second one. DDA registers companies, issues their commercial licences, collects the fees and inspects licensees in its free zone.
Its legal history explains why older documents use different names:
| Year | Law | What it did |
|---|---|---|
| 2000 | Law No. 1 of 2000 | Created the Dubai Technology and Media Free Zone. DDA’s website says it “was established pursuant to the Law No. 1 of 2000 and its amendments”. |
| 2014 | Law No. 15 of 2014 (issued 27 October 2014) | Renamed the zone the “Creative Clusters”, created the Dubai Creative Clusters Authority, and replaced Law No. 1 of 2000. |
| 2018 | Law No. 10 of 2018 (issued 19 September 2018) | Renamed the Dubai Creative Clusters Authority as the Dubai Development Authority, and “Creative Clusters” as “Clusters”. |
| 2023 | Law No. 8 of 2023 (issued 6 February 2023) | Replaced Article 3: DDA is a public authority with legal personality, the Clusters and listed land plots form a free zone, and other zones can be placed under DDA by a resolution of the Ruler. |
Law No. 15 of 2014 sets the core rules that still apply. No one may carry on an activity in the zone without a DDA licence (Article 22). A limited liability company can be owned by one or more people, natural or corporate, UAE nationals or not (Article 21). A licence cannot be assigned without DDA’s written consent (Article 26). And in the zone, companies are outside the jurisdiction of Dubai Municipality and the economic department, except for health, public safety, food control and environment rules (Article 20). The day-to-day company law is the Dubai Creative Clusters Private Companies Regulations 2016, and the licence menu, fees and capital are set by DDA Decision No. 1 of 2021 on licence categories, issued on 7 April 2021.
Which free zones does the Dubai Development Authority regulate?
DDA Decision No. 1 of 2021 issues licences for nine business communities, each with its own licence segments, plus Emirates Towers, where licences may be issued for any segment, and a General segment available in all of them. The Decision groups the communities into clusters for science, media, ICT, design and education. The table below is a short profile of each; follow the link for packages, detailed costs and examples.
| DDA community | Who it suits | Headline facts | Full guide |
|---|---|---|---|
| Dubai Internet City | Software, SaaS, IT services, telecoms, data centres | Most segments AED 15,000 with up to five activities; one visa per 60 sq ft | Dubai Internet City guide |
| Dubai Media City | Advertising, marketing, PR, events, digital media, gaming | Advertising and Communication AED 20,000; most other segments AED 15,000 | Dubai Media City guide |
| Dubai Studio City | Film and TV production, broadcasting, animation, music | TV or radio station AED 25,000, network AED 40,000; AED 1,000,000 capital for satellite and terrestrial broadcasters | Dubai Studio City guide |
| Dubai Production City | Printing, packaging, publishing, signage, warehousing | Segments AED 15,000 to 25,000; capital AED 50,000 to 500,000 under the Decision | Dubai Production City guide |
| Dubai Knowledge Park | Training, HR consultancy, executive search, R&D | Training segments need a KHDA no-objection certificate before DDA issues the licence | Dubai Knowledge Park guide |
| Dubai International Academic City | Universities, branch campuses, schools, nurseries | AED 50,000 capital for every segment; KHDA academic authorisation needed first for higher education | Dubai International Academic City guide |
| Dubai Science Park | Pharma, medical devices, food science, energy, environment, labs | AED 15,000, or AED 25,000 for manufacturing segments | Dubai Science Park guide |
| Dubai Outsource City | Call centres, BPO, back office, shared services | Outsource segment AED 15,000 with one activity; AED 300,000 capital | Dubai Outsource City guide |
| Dubai Design District (d3) | Fashion, luxury, interiors, design, art, beauty, events | AED 15,000, or AED 20,000 with manufacturing; a DET mainland licence for a d3 unit is also possible | Dubai Design District guide |
Segment fees and capital are from DDA Decision No. 1 of 2021, Articles 14 and 15. To see how these nine compare with Dubai’s other free zones, use our Dubai free zones list, or our guide to free zones in the UAE for all seven emirates.
Which DDA zone fits your activity?
DDA licenses by segment, and each segment sits in one community. Start from what you actually do and who you sell to, not from a package price. This decision matrix is built from the segment lists in Decision No. 1 of 2021.
| If your business is mainly | Look first at | Why |
|---|---|---|
| Software, apps, SaaS, IT support, network services | Dubai Internet City | Software, IT Services, Internet and Multimedia, Telecommunication and Network, and Data Centre segments |
| A marketing, PR or advertising agency, events, a digital publisher, esports | Dubai Media City | Advertising and Communication, Event Management, New Media and Gaming and E-Sports segments; media content also falls under the National Media Authority |
| Film, TV or radio production, a channel, post-production, animation | Dubai Studio City | Production, Digital Content Creation and Broadcasting segments; each channel is registered separately at AED 5,000 |
| Printing, packaging, a publishing house, signage fabrication | Dubai Production City | Printing Press, Packaging, Publishing and Signage and Exhibition segments, with warehousing |
| A training institute, coaching, HR consultancy, executive search | Dubai Knowledge Park | Seven training segments plus HR Consultancy, Executive Search, Assessment and Testing, and Research and Development |
| A university branch, school, nursery or education services | Dubai International Academic City | Higher Education Provider, School and Early Learning Centre segments; KHDA approval before the licence |
| Pharma, medical devices, labs, food tech, renewable energy, green building | Dubai Science Park | Therapeutics, Diagnostics, Food, Energy, Environment and related segments, with separate manufacturing tiers |
| A call centre, back office or shared service centre | Dubai Outsource City | The Outsource segment; headcount is limited by leased space, so size the floor before you sign |
| Fashion, jewellery, interiors, furniture, product design, art, beauty | Dubai Design District | Fashion, Luxury, Interior, Design, Art and Beauty Care segments; walk-in retail often suits the DET licence option in d3 |
| Working alone in tech, media, education or design | A DDA freelancer permit | Freelancer segments exist in Dubai Internet City, Dubai Media City, Dubai Knowledge Park and d3; AED 7,500 a year, in your own name |
| A clinic or healthcare facility | Not DDA | Dubai Healthcare City is a separate free zone under the Dubai Healthcare City Authority; see our Dubai Healthcare City guide |
A licensee in one community can add a segment or activity from another community “at the sole discretion of the Authority” (Decision No. 1 of 2021, Article 11.1). So a design studio that also builds apps does not always need two companies, but you need DDA’s approval, and an additional standard segment costs AED 10,000 a year on top of the first (Article 10.1).
What licence types does DDA issue?
DDA’s setting-up page lists three routes. A fourth, start-up programme, sits in Schedule 1 of the licensing Decision.
| Route | What it is | Key published facts |
|---|---|---|
| Free Zone Limited Liability Company (FZ-LLC) | A separate legal entity owned by individuals, companies or both | AED 3,500 registration plus the segment licence fee; minimum capital by segment, AED 10,000 by default |
| Branch of a foreign or UAE company | A legally dependent part of the parent company | AED 3,500 registration plus the licence fee; no minimum capital. Broadcasting and publishing segments must be FZ-LLCs (Article 4.2). |
| Freelancer (sole professional licence) | An individual practising in their own birth name, not a brand name | AED 7,500 a year plus AED 20; 2 working days; “only to individuals on a sole practitioner basis” (Article 9.1) |
| in5 or Dubai SME (Schedule 1) | Programmes for early-stage innovative start-ups (in5) and new UAE national entrepreneurs (Dubai SME) | in5: no registration fee, AED 1,000 a year for three years, visas AED 1,500; Dubai SME: no licence fee for five years, visas AED 525. Admission is at an evaluation committee’s discretion. |
TECOM markets the freelancer route as GoFreelance in Dubai Media City, Dubai Internet City, d3 and Dubai Knowledge Park. Its page sets the package at AED 7,520 a year, says the licence “cannot be used to register a company name” and that you cannot hire or sponsor staff. If you plan to hire, start with an FZ-LLC. For how freelance residence compares across Dubai, see our freelance permit and visa service.
How do you register a company with DDA, step by step?
The official process is short on paper. Most delays come from documents signed abroad and from choosing space after the application, not before.
1. Fix the segment and any outside approval
Choose the segment and activities, and check the activity cap per segment. Some activities need another regulator first: KHDA for training and education (Articles 5.3 and 5.5), Dubai Health Authority or Dubai Municipality for health, beauty and food activities (Articles 3.4, 3.5 and 8.2), and media registration for publishing, broadcasting and social media influencer activities (Article 3.2).
2. Prepare the documents
For an individual shareholder: the application form, valid passport copies of shareholders, directors and the general manager, the resolution to incorporate, and a general manager declaration if the manager already holds a UAE visa. A corporate shareholder or branch adds the parent’s certificate of incorporation, a certificate of good standing and its MoA and AoA. Resolutions for corporate members and any power of attorney must be notarised and attested by the UAE Embassy.
3. Apply and pay
Apply online through the free zone business communities website (TECOM Group) or through the community’s Partner Relationship Manager, upload the documents and pay the invoice. DDA’s service card gives 10 working days for provisional approval.
4. Take space
Lease an office, desk, studio or warehouse. Your registered office goes on the licence (Article 2.6), and your visa quota depends on the space. Dubai Internet City’s FAQ sets a minimum lease of one year.
5. Registration
DDA completes registration in 2 working days and issues the certificate of incorporation, the commercial licence, the register of directors and the articles of association.
6. Establishment card and visas
Apply on axs for the immigration establishment card and then the visas. GDRFA Dubai issues them; each employee needs a medical test and Emirates ID biometrics in the UAE.
7. Tax and ownership filings
Register for corporate tax within three months of incorporation, register for VAT if you pass the threshold, and complete the UBO submission on axs.
DDA’s service cards say 10 working days for provisional approval and 2 for registration. The Dubai Internet City, Dubai Media City and Dubai Production City FAQs say registration “usually” takes 7 working days (4 plus 3) after documents and payment are complete. The difference is real, so build your plan on 12 working days plus time for attestation abroad and for the space.
What is the axs portal and what is done there?
axs is TECOM Group’s service platform for its communities. TECOM describes it as offering more than 200 government and corporate services, including visa processing and licensing, and the Dubai Internet City page lists government and visa services, leasing, licensing, NOCs and permits. It has service points at Dubai Knowledge Park (Block 8), Dubai International Academic City (Service Block) and Dubai Studio City (Commercial Building 1), and a contact centre on 800 4 AXS (297).
Several DDA services are filed only through axs:
- Licence renewal: DDA’s service card says log in to axs, raise a “Commercial License Renewal” request, upload any NOC and pay. The service time is “Immediate”.
- Deregistration: the FZ-LLC and branch deregistration requests start on axs or at a DDA customer service centre.
- UBO submission: under DDA Circular 670 of 3 June 2026, each company must go to New Request, Company Services, UBO Submission on axs, review and confirm its UBO details, fill any gaps, upload documents and confirm the ownership chain for individual or corporate shareholders.
- Immigration: the establishment card, employment visas, renewals and cancellations for DDA-licensed companies. The d3 FAQ says DDA-licensed companies arrange visas through axs, while d3 companies with a DET licence apply at immigration offices.
Our free zone visa service prepares and files these axs requests for companies that do not have someone in-house to do it.
How much does a DDA free zone company cost?
DDA publishes its registration and licence fees. It does not publish workspace prices, and visa and establishment card charges are shown on axs. The table separates what is published from what is quoted.
| Item | Published figure | Source |
|---|---|---|
| Registration of an FZ-LLC or branch | AED 3,500 | DDA service cards |
| Annual licence, standard segment | AED 15,000 | Decision No. 1 of 2021, Art. 14 |
| Higher segment fees | AED 20,000 (e.g. advertising, publishing, d3 manufacturing); AED 25,000 (manufacturing tiers, TV or radio station); AED 40,000 (TV or radio network) | Decision No. 1 of 2021, Art. 14 |
| Each additional standard segment | AED 10,000 a year | Art. 10.1 |
| Freelancer permit | AED 7,500 a year | Art. 9.2 and DDA service card |
| Knowledge and Innovation Dirhams | AED 10 + AED 10 per transaction | DDA service cards |
| Minimum paid-up capital (FZ-LLC) | AED 10,000 default; AED 50,000 to 1,000,000 for named segments | Art. 15 |
| Establishment card | AED 2,000 on TECOM’s GoFreelance page; GDRFA’s own fee is AED 200 plus VAT and AED 70 in charges | dic.ae; GDRFA Dubai |
| Employment visa | AED 4,600 for one year or AED 5,042 for two years on TECOM’s GoFreelance page | dic.ae |
| Office, desk or studio | Not published by DDA; quoted by TECOM by community and size | Community FAQs |
Capital is not a fee. It is the company’s own money, and the Dubai Media City and Dubai Studio City FAQs call it “refundable”. For your own numbers, our business setup cost planner builds a first-year budget line by line.
Illustrative first-year model (not a quote)
This model adds up only lines that are published today. It is illustrative, assumes one shareholder who takes one visa, and leaves out workspace, medical tests, Emirates ID, health insurance and any service provider’s fee.
| Line | FZ-LLC, one standard segment | Freelancer (GoFreelance) |
|---|---|---|
| Registration | AED 3,500 | Not applicable |
| Licence or permit, year one | AED 15,000 | AED 7,520 package (AED 7,500 permit + AED 20) |
| Knowledge and Innovation Dirhams | AED 20 | Included above |
| Establishment card (TECOM figure) | AED 2,000 | AED 2,000 |
| One-year employment visa (TECOM figure) | AED 4,600 | AED 4,600 |
| Published lines, year one | AED 25,120 | AED 14,120 |
| Capital to deposit (not a cost) | AED 10,000 | None |
| Workspace | Quoted by TECOM | Hot desk included in the package |
The visa and establishment card figures are TECOM’s published GoFreelance prices, which it says are “subject to change”; a company sees its exact visa charges on axs before paying. From year two, the recurring DDA line for the FZ-LLC is the AED 15,000 licence fee, plus any visa renewals and rent.
How does DDA compare with DMCC, IFZA, DWTC and Meydan?
Founders often compare a DDA community with Dubai’s other big free zones. They are run by different authorities under different laws, so a like-for-like price comparison only works line by line.
| Free zone | Licensing authority and law | Published starting price | Built for | Our guide |
|---|---|---|---|---|
| DDA communities | Dubai Development Authority, Law No. 15 of 2014 as amended | AED 3,500 registration + AED 15,000 per standard segment | Sector clusters: tech, media, education, science, design, outsourcing | This page |
| DMCC | DMCC Authority, Law No. 3 of 2020 | Setup costs “typically range from AED 10,345 to AED 84,515”; office in the zone required | Trading, commodities, broad multi-sector | DMCC guide |
| IFZA (Dubai Silicon Oasis) | Dubai Integrated Economic Zones Authority, Law No. 16 of 2021 | Quoted by partners, not published on its site | Low-cost, remote-friendly setups | IFZA guide |
| DWTC Free Zone | Dubai World Trade Centre Authority, Law No. 9 of 2015 | AED 12,000 professional or commercial licence; AED 24,000 general trading; up to 10 activities | Events, central business district, family offices | DWTC guide |
| Meydan Free Zone | Meydan City Corporation, Law No. 5 of 2009 | From AED 12,500 with flexi desk and up to 3 activity groups; Fawri from AED 15,000 | Fast, low-entry licences | Meydan guide |
Prices are each authority’s own published figures, checked on 11 October 2026; packages bundle different things, so compare the lines, not the headline. None of these five is on the FTA’s list of VAT designated zones. Where DDA usually wins is sector fit: a broadcaster, university, lab or design label gets a segment, community and neighbours built for it. Where it usually loses is the entry price for a one-person trading or consultancy licence.
What do you have to do after setup? A DDA compliance calendar
| Obligation | When | Rule and consequence |
|---|---|---|
| Licence renewal | Every year, before expiry | Online on axs, “Immediate”. Late renewal penalties: AED 2,500 if more than 30 days late, AED 5,000 if more than 60, AED 10,000 if more than 90, and DDA may refuse government and sponsorship services until you renew (Decision No. 1 of 2021, Schedule 4). |
| UBO records | Keep current; confirm on axs now | Keep full UBO details at the registered office (Art. 2.11) and complete the axs UBO Submission (Circular 670). AED 5,000 penalty for not providing UBO on demand. Federal rules: Cabinet Decision No. 109 of 2023. See our UBO register guide. |
| Audited accounts | Every financial year | Licensees must prepare and retain audited accounts and supply them on demand (Art. 2.8). TECOM says GoFreelance holders need no annual audit at renewal. |
| Registered office and lease | Continuous | The registered office is stated on the licence; a change requires a licence amendment (Art. 2.6). |
| Corporate tax registration | Within 3 months of incorporation | For juridical persons incorporated on or after 1 March 2024, including free zone persons (FTA Decision No. 3 of 2024). Late registration penalty AED 10,000. See our corporate tax registration guide. |
| Corporate tax return | Within 9 months of the end of each tax period | Filing applies even when no tax is due. |
| VAT | When taxable supplies pass AED 375,000 | Mandatory registration at AED 375,000 over 12 months; voluntary from AED 187,500. |
| Economic substance (ESR) | Old years only | No ES notifications or reports for financial periods closing after 31 December 2022 (Cabinet Resolution No. 98 of 2024); duties for earlier years remain. |
| Establishment card and visas | On expiry | Renew through axs. TECOM notes that a freelancer’s visa is tied to the licence and the establishment card staying valid. |
How are DDA companies taxed?
Law No. 15 of 2014 promises a 50-year exemption from taxes “in connection with their operations inside the Creative Clusters” (Article 17), but federal corporate tax still applies to free zone companies. The federal rates are 0% on taxable income up to AED 375,000 and 9% above it.
A DDA company can pay 0% on qualifying income if it is a Qualifying Free Zone Person. The FTA lists the conditions: adequate substance in the free zone, qualifying income, no election for the standard regime, transfer pricing compliance, audited financial statements, and non-qualifying revenue no higher than AED 5 million or 5% of total revenue, whichever is lower. A Qualifying Free Zone Person pays 9% on all taxable income that is not qualifying income, without the AED 375,000 0% band, and cannot use Small Business Relief.
Small Business Relief is open to resident persons with revenue of AED 3 million or less in the current and every previous tax period, for tax periods ending on or before 31 December 2029 (Ministerial Decision No. 131 of 2026). For many small DDA service companies, choosing between the QFZP route and Small Business Relief is a real decision worth taking advice on.
On VAT, no DDA community appears on the FTA’s list of designated zones, which for Dubai covers zones such as Jebel Ali Free Zone, Dubai Airport Free Zone and Dubai Aviation City. Ordinary VAT rules apply to DDA companies.
Can a DDA company work with mainland Dubai clients?
A free zone licence covers the free zone. The d3 FAQ puts it plainly: the free zone licence “permits operating your business within the Freezone territory only”. Many DDA companies sell services to clients anywhere, including abroad, but conducting activities in mainland Dubai needs one of the routes in Executive Council Resolution No. 11 of 2025 (issued 3 March 2025), all issued by the Department of Economy and Tourism (DET).
- Temporary permit (the Free Zone Mainland Operating Permit): AED 5,000, valid for up to six months and renewable, for free zone companies holding a Dubai Unified Licence, applied for on the Invest in Dubai platform. The first phase covers non-regulated activities such as technology, consultancy, design, professional services and trading. Mainland revenue is subject to 9% corporate tax and must be kept in separate records.
- A DET licence for a branch operating out of the free zone: AED 10,000 a year (Article 12), valid for one year and renewable.
- A DET licence for a branch located in the emirate, for a full mainland presence.
- A DET licence inside d3: d3 also hosts mainland-licensed units, and a company can hold both licences.
If most of your customers will be walk-in mainland customers, compare a mainland company first; our business setup service sets the two routes side by side.
What does DDA not do? Common misunderstandings
- “DDA and TECOM are the same thing.” DDA is the government authority created by law; it registers, licenses and penalises. TECOM Group is the landlord and operator: it leases the space, runs the community websites and the axs platform, and handles the sales process. Your licence is a DDA licence; your lease is with TECOM.
- “axs is a government portal.” axs belongs to TECOM. DDA services such as renewal, deregistration and the UBO submission are filed through it, and visas filed there are issued by GDRFA Dubai.
- “Dubai Healthcare City is a DDA zone.” It is not. Dubai Law No. 16 of 2024 places it under the Dubai Healthcare City Authority, with the Dubai Health Authority licensing healthcare activity.
- “d3 has its own authority.” d3 is a DDA free zone; its FAQ says so. What makes it different is the option of a DET mainland licence for a d3 unit.
- “DDA staff need a MOHRE work permit.” The UAE government portal says free zone employers apply for the work permit and residence visa with their free zone authority, and that free zone staff are generally governed by the free zone’s own employment regulations, which are typically aligned with the federal labour law. For DDA companies that means filing on axs, with visas issued by GDRFA Dubai. DDA publishes its employment regulations next to Federal Decree-Law No. 33 of 2021 and offers an Employment Dispute Request service on its website.
- “The licence is all I need.” Decision No. 1 of 2021 says a DDA licence does not exempt you from any other permit or approval required by Dubai or UAE law (Art. 2.15). Media content, education, health, food and filming each have their own regulators.
- “The package price is DDA’s price.” DDA publishes registration and licence fees. Packages add workspace, visas and service fees, which vary.
How do you close a DDA company?
DDA’s Deregistration (FZ-LLC) service costs AED 1,500 (AED 1,000 for in5 companies) plus AED 20, with an estimated service time of 4 working days once the file is complete. The documents are a members’ resolution, a letter of confirmation from the auditor, newspaper advertisements in English and Arabic, and clearance from Dubai Customs if applicable. Clearance from the leasing, finance and other departments is required before DDA issues the Certificate of De-Registration, so cancel visas and the establishment card and settle the lease first. A branch has its own deregistration service and a freelancer a licence cancellation. Our company liquidation guide covers the full order of steps.
Illustrative scenarios
Each is an illustrative scenario, not a client case. Figures are the published lines above.
- A UX designer moving from London. She works alone for clients in the UK and the Gulf. A DDA freelancer permit in d3 or Dubai Internet City (AED 7,500 plus AED 20, 2 working days) fits. With TECOM’s published establishment card and one-year visa, her published year-one lines come to AED 14,120 before medical tests and Emirates ID. She trades in her own name and cannot hire, so if she later wants a brand or staff, she moves to an FZ-LLC.
- Two founders building a SaaS product. They apply to in5. If the committee admits them, they pay no registration fee and AED 1,000 a year for three years, with visas at AED 1,500. If not, a Software segment FZ-LLC in Dubai Internet City costs AED 3,500 plus AED 15,000, with AED 10,000 capital, and a 300 sq ft office supports five visas at one per 60 sq ft.
- A 60-seat customer service centre. The Outsource segment in Dubai Outsource City costs AED 15,000 a year and allows one activity, but an FZ-LLC needs AED 300,000 paid-up capital. At one employee per 80 sq ft, 60 staff need at least 4,800 sq ft. Before signing, the group checks whether its income would be qualifying income for the 0% rate.
Setting up from the UK, USA, Canada, Australia or abroad
The DDA application is online, so most of the work can start before you travel. Any power of attorney and, for corporate shareholders, the incorporation resolution must be notarised and attested by the UAE Embassy in the country where they are signed, which is usually the slowest step. TECOM’s GoFreelance page notes that applicants abroad fly into Dubai after receiving the visa entry permit to complete the process; the same applies to company founders, because the medical test and Emirates ID biometrics are done in the UAE. The UAE works Monday to Friday and is on UTC+4 with no daylight saving.
Questions people ask
What is the Dubai Development Authority?
The Dubai Development Authority (DDA) is the Dubai government authority that registers and licenses companies in nine TECOM Group business free zones, including Dubai Internet City, Dubai Media City and Dubai Design District. It works under Law No. 15 of 2014 as amended and was named DDA by Law No. 10 of 2018. It also handles planning and development control in its areas.
Which free zones are under DDA?
Dubai Internet City, Dubai Media City, Dubai Studio City, Dubai Production City, Dubai Knowledge Park, Dubai International Academic City, Dubai Science Park, Dubai Outsource City and Dubai Design District (d3), plus Emirates Towers under DDA Decision No. 1 of 2021. Dubai Healthcare City is not a DDA zone.

A freelancer permit is AED 7,500 a year. AED 20 in Knowledge and Innovation Dirhams is added to each transaction. Workspace and visas are extra.
How long does DDA company registration take?
DDA’s service cards give 10 working days for provisional approval and 2 working days for registration. The community FAQs say about 7 working days once documents and payment are complete. Add time for attesting documents signed abroad and for agreeing your space.
What is the axs portal?
axs is TECOM Group’s platform for its communities, with more than 200 government and corporate services. DDA licence renewals, deregistration requests, the UBO submission under Circular 670, the establishment card and staff visas are filed there. Visas are issued by GDRFA Dubai.
What is the minimum capital for a DDA FZ-LLC?
AED 10,000 by default under DDA Decision No. 1 of 2021, Article 15.1. Some segments need more: AED 50,000 for education and many production and support segments, AED 100,000 for d3 manufacturing segments, AED 300,000 for outsourcing and AED 1,000,000 for satellite and terrestrial broadcasters. Can I get a DDA freelance licence?
Yes. DDA issues a sole professional licence in freelancer segments in Dubai Internet City, Dubai Media City, Dubai Knowledge Park and d3 for AED 7,500 a year, in your own birth name, in about 2 working days. TECOM sells it as GoFreelance at AED 7,520 with a hot desk. You can hold your own visa but cannot hire staff.
Can a DDA company work on the Dubai mainland?
Not on the free zone licence alone. Under Executive Council Resolution No. 11 of 2025, DET can issue a temporary permit (AED 5,000 for up to six months, renewable), a licence for a branch operating out of the free zone (AED 10,000 a year) or a licence for a branch in the emirate. Mainland income is taxed at 9%.
What happens if I renew my DDA licence late?
DDA adds a penalty to the next year’s fee: AED 2,500 if you renew more than 30 days after expiry, AED 5,000 after more than 60 days and AED 10,000 after more than 90 days. DDA can also withhold government and sponsorship services, such as visas, until you renew.
How do I close a DDA company?
File Deregistration (FZ-LLC) on axs or at a DDA service centre with a members’ resolution, an auditor’s confirmation letter, newspaper notices in English and Arabic and any Dubai Customs clearance. The fee is AED 1,500 plus AED 20, and DDA estimates 4 working days after leasing and finance clearances.
Is MIRDXB PRO part of DDA or TECOM?
No. MIRDXB PRO is a private PRO and visa services company in Al Barsha 1, Dubai. We prepare DDA, axs, visa and tax files and submit them through the official channels on your behalf. DDA decides every application, and its fees are paid to DDA or TECOM directly.
Can MIRDXB PRO set up my DDA company and visas?
Yes. We help you choose the zone and segment, prepare and file the DDA application, then the establishment card and visas on axs, followed by corporate tax and UBO filings. You get the published government fees and our service fee in writing first. Timelines depend on DDA, GDRFA and your documents, so we do not promise approval dates.

Please note. This guide sets out how the Dubai Development Authority free zone works, using DDA’s laws, licensing Decision No. 1 of 2021, service cards and Circular 670, TECOM Group’s axs and community pages, GDRFA Dubai, the Federal Tax Authority, the Ministry of Finance, the Dubai Legislation Portal and the Government of Dubai, all checked on 11 October 2026. DDA does not publish workspace prices, and visa and establishment card charges for companies are shown on axs at the time of application, so those figures are TECOM’s published freelancer prices or are left out. The first-year model and scenarios are illustrative, not quotes or client cases. MIRDXB PRO is a private PRO and visa services company, not part of DDA, TECOM Group or any government entity.
